SITE CLEARING
PART 1 GENERAL
1.01 DESCRIPTION OF WORK
A. The Work of this Section includes, but is not limited to, clearing and grubbing of all
vegetation, debris, refuse, rubbish and miscellaneous obstructions from road
right-of-way, construction areas and such other areas as may be shown or specified
on the Contract Drawings.
B. The Work also consists of the removal and disposal of cleared and grubbed
materials, except such objects as are designated to remain or are to be removed or
replanted, as designated by these Specifications or so noted on the Contract
Drawings.
C. The Work shall be performed and supervised by qualified personnel throughout the
Contract duration.

1.05 SUBMITTALS
A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
Work:
1. Work Program Procedure
a) A Work Program Procedure, outlining in detail the method and
equipment to be used during the works, as well as the proposed testing
procedures.
2. Excavation Approvals
a) An application for Excavation Approval in accordance with the Royal
Commission procedures.
3. Tree Transplanting Procedure
a) A Method Statement for tree removal in the locations designating
specific trees to be removed and relocated.
1.06 QUALITY CONTROL
A. The Contractor shall be responsible for the quality of the work and shall develop and

propose programs and methods of construction and testing such as to achieve the
specified quality to the approval of the Royal Commission in accordance with
SECTION 01450.
1.07 HEALTH AND SAFETY CONSIDERATIONS
A. All works undertaken in relation to this Specification are to be completed in full
accordance with the respective health and safety requirements established by the
following:
1. Kingdom of Saudi Arabia
a) Legislation, Regulation, Standards and Codes.
2. Royal Commission Regulations
a) Standards, Contractual Conditions, and Health and Safety Systems.
3. Contractor
a) Health and Safety Standards and Systems as accepted by the Royal
Commission.
B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.
1.08 JOB CONDITIONS
A. Traffic Interruption
1. The Contractor shall conduct site clearing operations in such a manner as to
ensure minimum interference with roads, streets, walks, and other adjacent
occupied or used facilities. He shall not close or obstruct streets, walks, or
other occupied or used facilities without prior approval of the Royal
Commission.
B. Protection of Existing Improvements
1. The Contractor shall provide barricades, coverings or other types of protection
necessary to prevent damage to existing improvements indicated to remain in
place in accordance with SECTION 01560.
2. The Contractor shall protect improvements on adjoining properties as well as
those on the Royal Commission’s property. He shall restore any damaged
improvements to their original condition and protect and repair any damaged
or disturbed property within or outside the project boundary.
C. Preservation of Survey Monuments and Bench Marks
1. The Contractor shall, in the course of work and 3 weeks prior to the necessary
disturbance of any existing survey monuments, notify the Royal Commission

who will arrange suitable repositioning.
2. The Contractor shall protect and maintain bench marks and other reference
points from disturbance. He shall re-establish benchmarks, if disturbed or
destroyed during the work at no additional cost to the Royal Commission.
D. Protection of Existing Trees and Vegetation
1. The Contractor shall carefully protect the trees, vegetation and other
landscape features indicated to remain, from abuse or damage, unnecessary
cutting, breaking or skinning of roots and branches, skinning or bruising of
bark, smothering of trees by stockpiling construction materials or excavated
material within drip line, excess foot or vehicular traffic, parking of vehicle
within drip line and running of heavy equipment over tree root system.
2. The Contractor shall repair or replace trees and vegetation indicated to remain
which are damaged during the clearing operations, in a manner acceptable to
the Royal Commission at his own expense.
E. Transplanting
1. The Contractor shall carefully relocate and replant, if possible, the trees
located in the work area and designated for removal on the Contract Drawings.
F. Salvable Improvements
1. The Contractor shall carefully remove items indicated to be salvaged and
make disposition at the locations specified by the Royal Commission.

PART 2 PRODUCTS
2.01 GENERAL
A. All goods and products covered by these Specifications shall be procured,
when available, from an in-Kingdom manufacturer. Procurement of all goods
and products manufactured out-of-Kingdom shall be approved by the Royal
Commission.
2.02 MATERIALS
A. Backfill Materials
1. Trenches, holes, depressions and pits caused by excavation during site
clearing and grubbing operations shall be backfilled and graded in
accordance with SECTIONS 02310 and 02315.

PART 3 EXECUTION
3.01 GENERAL REQUIREMENTS
A. General
1. The Contractor shall locate and suitably identify trees and improvements to
remain. Remove trees, shrubs, grass and other vegetation, snags, brush,
rubbish, boulders, improvements, or obstructions as required to permit
installation of new construction. Removal includes transportation off-site and
legally disposing of removed non-salvageable material.
2. Cut minor roots and branches of trees indicated to remain in a clean and
careful manner where such roots and branches obstruct the installation of new
construction.
B. Clearing
1. The Contractor shall clear the work areas of all vegetation, fences and
structures designated to be removed, refuse, trash and debris. Clearing shall
extend 5 m beyond the toe of the compacted fills and 2 m beyond the top of
the excavations.
2. Trees in the work area designated for removal on the Contract Drawings shall,
when possible, be relocated and planted as specified in SECTION 02905, or
balled for future planting by others.
3. The trees which cannot be relocated shall be cut down in a controlled and safe
manner. The branches shall be trimmed from the bole and the bole shall be cut
into manageable sections.
4. Ditch and channel construction areas shall be cleared to a width of 2 m outside
the slope lines.
C. Grubbing
1. The Contractor shall remove all roots, vegetation and debris for a depth of at
least 200 mm below natural ground in the areas to be grubbed. Grubbing shall
extend for 5 m beyond the toes of compacted fills and 2 m beyond the top of
excavations.
2. Hand methods shall only be used for grubbing inside the drip lines of the trees
indicated to remain.
D. Stripping and Stockpiling of Salvageable Soil
1. The Contractor shall remove the heavy growths of grass from the area before
stripping topsoil.

2. Where the surface soil deems to be salvageable, i.e. is reasonably free of
trash, debris, weeds, roots, subsoil, clay lumps, stones and other objects over
75 mm in diameter, the Contractor shall strip the surface soil to whatever depth
encountered in a manner to prevent intermingling with the underlying subsoil
or other objectionable material, like cohesionless sand, silt, organic and highly
compressible soil and sand, muck, marshes, dune sand and other deleterious
materials.
3. Where existing trees are indicated to remain, the Contractor shall leave
existing topsoil in place within drip lines to prevent damage to the root system.
4. Salvageable surface soil shall be stockpiled for future use in areas approved
by the Royal Commission. The stockpiles shall be placed, graded and shaped
for proper drainage and covered, if required to prevent windblown dust.
5. The topsoil shall not be stockpiled within the drip line of the remaining trees.
6. Unsuitable or excess topsoil shall be disposed of in a way similar to that
adopted for the disposal of other waste materials.
3.02 HIGHWAY CLEARING REQUIREMENTS
A. Clearing and grubbing along the right-of-way shall be performed at least 50 m in
advance of grading operations.
B. Unless otherwise specified or shown on the Contract Drawings, the entire length of
the right-of-way, to the widths specified, shall be cleared and grubbed.
C. The area above the natural ground surface shall be cleared of all vegetation growth
such as up-turned stumps, roots of downed trees, brush, grass and weeds. The area
shall also be cleared of all other physical obstructions such as concrete and
masonry. Trees shall be cleared as specified in par. 3.01 B.2.
D. Other highway construction areas to be cleared shall include:
1. Structure locations, frontage roads, streets, interchange loops and ramps,
approaches, and limits of this clearing shall extend to a width of 2 m outside
the structure boundaries and outside excavation and embankment slope lines,
except that where the slopes are to be rounded, the limits shall extend to the
outside limit of slope rounding.
2. Areas enclosed by interchange loops and ramps, where applicable.
3. Material sites outside of the limits of work which are to be utilized for disposal
of surplus materials which are reserved for work under other Contracts and
when such off-site disposal is shown or specified.
E. Within the limits of clearing, the area below the natural ground surface, except in
embankments where the grading plane is 600 mm or more above the natural ground,
shall be grubbed to a depth necessary to remove all stumps, roots, buried logs, and
all other objectionable materials. Such objectionable materials shall not be left in or
under embankment or dikes.

F. All existing trees, stumps and roots within embankment areas where the grading
plane is 600 mm or more above the natural ground shall be cut off not more than
300 mm above the natural ground at any point; or shall be completely removed
where the structure is to be constructed; piles are to be placed or driven; sub-
drainage trenches are to be excavated; unsuitable material to be removed; or where
the slopes of original hillsides, old or new fill, are cut into.
3.03 REMOVAL AND DISPOSAL OF WASTE MATERIAL
A. All manner, means and locations for disposal of cleared and grubbed materials shall
only be as reviewed and approved in advance by the Royal Commission.
B. If perishable material is burned, it shall be burned under the constant care of
competent watchmen at such times and in such a manner that anything designated
to remain within the limits of work or other adjacent property will not be jeopardized.
Burning shall be done in accordance with applicable laws and ordinances.
C. Materials and debris which cannot be burned and perishable materials shall be
removed from within the limits of work and disposed of properly.
D. Spoils resulting from site clearing shall not be deposited on or in any type of
water-body or wetland.
3.04 FINISHED SITE CONDITIONS
A. Tree stump cavities and other holes from which obstructions were removed shall be
backfilled and compacted in accordance with SECTION 02315, except in areas
where further excavation or earthwork is indicated
B. The site of the roadway and adjacent areas shall be left with a neat and finished
appearance. No accumulation of flammable material shall remain on or adjacent to
the limits of work.
3.05 SITE CLEANING
A. Upon the completion of the site clearing and grubbing operations, the Contractor
shall clean areas within the Contract limits; remove tools and equipment; and provide
the site clear, clean and free of materials and debris and in a condition suitable for
further site work operations.
