AN ORDINANCE INSTITUTIONALIZING AND STRENGTHENING THE IGBARAS
MUNICIPAL BAND
WHEREAS, The State shall give priority to Education, Science and Technology,
Arts, Culture, and Sports to foster patriotism and nationalism, accelerate social progress,
and promote total human liberation and development (Philippine Constitution, Art. 2 Sec.
17)
WHEREAS, Section 447 (b)(5)(xvi) provides for the establishment of a Municipal
Council with purposes of promoting culture and arts; coordinating with Government
Agencies, and Non-Government Organizations subject to the availability of funds;
appropriate funds for the support and development of the same;
WHEREAS, Band, as ensemble of musicians, promotes arts, culture, and music.
It enhances and enlivens festivities and cultural celebrations. It is also an avenue for youth
and adult development, a livelihood opportunity for members, and scholarship
opportunities for members going to colleges;
WHEREAS, recent guidelines also mandate that Local Government Units to
allocate budgets for cultural programs and activities;
WHEREAS, that it is a tradition to have a community band in towns, which Igbaras
does not have for the last Thirty (30) years now, hence it is better to revive the same;
NOW, THEREFORE, be it enacted by the Sangguniang Bayan of the Municipality
of Igbaras that:
Section 1. Title. This Ordinance shall be known as an Ordinance Institutionalizing
and Strengthening the Igbaras Municipal Band or Igbaras Municipal Band Ordinance for
Brevity.

Section 2. Institutionalization. The band organized by the Municipality of Igbaras
in 2015 with the cooperation and support of the Department of Education, District of
Igbaras is hereby institutionalized and shall be officially called the Igbaras Municipal Band
and shall be strengthened further.
Section 3. Membership. Membership to Igbaras Municipal Band is open to
Igbarasnons, residents of Igbaras and/or of Igbaras parentage, whether school learners,
out of school youths or adults. Membership includes instrument players, trainers, and
conductors. Membership is voluntary.
Section 4. Performance for Official Events. The Band shall perform without pay
when requested during the following occasions:
a) Independence Day Celebration
b) Foundation Day Celebration
c) Municipal Fiesta Celebration
d) December/Christmas Celebration
e) Congressional District Sports Association Meet (hosting)
f) Other sanctioned activities of the Igbaras Municipal
Government and Department of Education, District of Igbaras
When already capacitated, and with the support of the Local Government, the
Band may render solely a major performance every year or to be joined with other
performances or activities.
However, notwithstanding the foregoing, special consideration and priority shall be
given to school children members who are attending classes.
Section 5. Private Engagements. The Band may accept private engagements
and may charge fees for such services which shall accrue to its members; maintenance
of musical instruments, and/or purchases of additional instruments.
Section 6. Supervision. The Band shall be under the supervision of the
Department of Education, District of Igbaras through the District Supervisor or his duly
designated focal person.
Section 7. Igbaras Municipal Band Logo. This shall be the Official Logo of
Igbaras Municipal Band.
The Igbaras Municipal Band Logo is composed of two (2) trumpets encircling a
drum overlaid with drumsticks and with letters I, M, B and Est. 2015. The outer border
forming a broken circle has printed words, IGBARAS MUNICIPAL BAND, MUNICIPALITY
OF IGBARAS. Colors of the logo are yellow and blue.

Section 8. Sustainability. The Igbaras Municipal Government shall appropriate
funds for trainings of members that shall not be conducted less than once every week to
be taken from cultural expenses or other allowable items in the budget, including but not
limited to the Operating Expenses. It shall also appropriate funds for acquisition of
additional instruments.
Section 9. Benefits/Incentives of Members. The members of the Band shall be
entitled, among others, to the following benefits:
1. Free Meals/Snacks, and transportation during officially sanctioned performances;
2. Exemption from payment of miscellaneous fees from public schools they attend to
in the Municipality of Igbaras;
3. Free laboratory examinations, medical and common dental services at the Igbaras
Municipal Health Office at least once a year;
4. Provision of Uniforms;
5. Issuance of Identification Cards for members of the Igbaras Municipal Band;
6. Group Insurance; and
7. Other benefits that may be granted by the schools and the Igbaras Municipal
Government.
Section 10. Separability Clause. If any part of this Ordinance be found for any
invalid reason, other parts hereof not affected thereby continue to be in full force and
effect.
Section 11. Effectivity. This Ordinance takes effect after fifteen (15) days from
the prescribed posting and/or publication.
