1.0 Introduction:
The valve requirement as mentioned in the tender specification is required for Waste
Management blocks of Integrated Nuclear Recycle Plant at Tarapur, Maharashtra.
2.0 Scope of Work:
The scope of work includes manufacturing, testing, inspection, packaging, supply and
safe door delivery of the valves at the INRP, Tarapur site as per tender specifications.
3.0 Material Specifications: Refer ‘Annexure ‐ I’
4.0 Schedule of Quantity:
Refer ‘Annexure ‐ II’ for details of quantities of different sizes.
5.0 Price Bid & Validity of the offers:
Commercial bid shall be submitted separately as per instructions of Directorate of
Purchase & Stores. The offer shall be valid for minimum 180 days from the opening
of Part I of the tender.
6.0 General Notes for the Bidders:
6.1 Material shall be offered strictly conforming to the technical specification as given in
‘Annexure ‐ I’ of this tender. Deviations, if any, should be clearly indicated by the
bidders in their Techno‐commercial Bid (Part‐I).
6.2 Payment will be made in maximum four Pro‐rata payments.
6.3 The Third Party Inspection (TPI) Charges will be quoted for unit rate of valve
irrespective of size. TPI Charges will be paid on number of valves quoted. Total
quantity of the valves is 4818 Nos.
6.4 The evaluation will be done based on overall landed lowest cost of individual item.
6.5 In case the tendered quantity is splitted among the bidders based on their offers, the
bidders shall accept the Purchase Order for part quantity.
6.6 The supplier shall appoint a Third Part Inspection (TPI) agency for tender work to
carry out stage and final inspection/testing of the materials at their works during
manufacturing. The TPI agency shall be any one of the following: M/s Lloyd, M/s
TUV Sud, M/s TUV India, M/s Moody International, M/s Bureau Veritas and M/s
TCE. The firm shall take prior approval for appointment of TPI Agency & its
manpower to be deployed. Third Party Inspection charges shall be quoted separately
in the price bid and will be paid by the purchaser.
6.7 Any technical or commercial queries/clarifications, if required pertaining to this
tender, may be obtained from the purchaser during pre‐bid meeting.

7.0 Qualification Criteria:
7.1 The firm shall be the manufacturers of the Valves and should have supplied such items
in last five years.
7.2 The firm shall have In‐house facilities for Type & Routine tests for Shell leakage test,
Backseat test, Closure test & functional test as per testing standards mentioned in this
specification.
7.3 The firm should have executed purchase orders of 48 lakhs of the tendered items in
past five years.
7.4 The average annual turn‐over of the firm for last three years ending on 31st March
2018 shall be 6.00 Crs.
7.5 The Manufacturing facilities may be visited by an authorized committee of department
for evaluation purpose. Evaluation of manufacturers will include verification of
manufacturing / fabrication capability by onsite assessment of machines, tools &
tackles, shop area, organization structure, quality management system of
manufacturer, verification of documents for similar jobs executed by the firm, testing /
inspection facilities, qualification, experience and technical understanding /
competence of working personnel etc. In case the committee concludes that bidder is
not in a position to supply the tendered items due to other attributes which are not
part of specifications, their bid may be liable for rejection.
7.6 If the firm does not meet the Clause 7.1 to 7.4, the offer of the firm will not be
evaluated.
8.0 Documents to be submitted along with Technical Bid (Part‐I):
Following documents shall be submitted along with Technical bid (Part‐I):
8.1 Copies of test certificates of Valves of similar quality supplied in past in support of
confirmation of technical specification.
8.2 Details of major orders executed by the firm for similar supplies in last five years for
DAE/PSU or other reputed firms. Details of orders shall indicate P.O. No. & date, name
of client (with name, email‐id & contact no. of concerned engineer/officer of the client
for reference), brief material specification, supplied quantity, stipulated delivery time,
and actual delivery time of material.
8.3 A letter of confirmation for accepting Part Order.
8.4 List of manufacturing facilities available in‐house with the manufacturer.
8.5 List of testing facilities available in‐house with the manufacturer.
8.6 Copy of QA Plan approved by purchaser/TPI for similar orders executed.
8.7 Details of annual turnover for last three financial years with supportive documents.

8.8 List of deviations from this specification, if any stating the clause of specification &
deviation. In case, there is no deviation, a statement to that effect in reference to the
tender no. shall be submitted along with the offer.
8.9 Schedule of manufacturing activities for executing the order within stipulated time
indicating hold points for inspection/QA requirements of this tender
Offers not accompanied with any of the above documents will be treated as incomplete
and liable for rejection without any correspondence.
9.0 Shipment:
9.1 Materials shall be dispatched only after obtaining a shipping release from the
purchaser or his authorized representative.
9.2 The supplier shall be fully responsible for protective measures to ensure the safe
delivery of the materials. The supplier shall ensure the item at his own cost for its
damage/lost during transportation.
9.3 No material shall be dispatched without prior written consent of the purchaser or his
representative.
10.0 Documents to be submitted along with shipment:
The supplier shall furnish the following documents after the job for purchaser’s
records in quadruplicate [one hard print (original) and three soft copies in DVD/CD].
All the certificates shall be authenticated signed by concerned Inspector and reviewed
by purchaser’s representative or Third party inspector.

(b) Copy of the Technical specifications
(c) Copy of Shipping release notes
(d) Approved Quality assurance plan (QAP)
(e) Approved Procedures
(f) Type & Routine Test reports
(g) Fabrication/ Manufacturing drawings of each type of valves.
11.0 Delivery schedule:
All the material shall be delivered within 24 months from the date of placement of
Purchase Order (PO).
12.0 Delivery place:
The material shall be delivered to Assistant Stores Officer, INRP Stores, BARC,
Tarapur, PO – Ghivali, Boisar, Dist – Thane, Maharashtra, Pin – 401502.

Annexure‐I
Technical Specifications for Valves
1. General Requirements:
Material shall be as per ASTM standard mentioned as per clause. no. 2 and detailed
technical specifications mentioned in Annexure‐II. These valves are “Normally
Closed” (NC) condition valves. The driving force through actuator/lever wherever
applicable will be used to energize (Open) the valve.
The supplier shall prepare Quality Assurance Plan (QAP) of all manufacturing and
testing /inspection stages and get it approved by the purchaser. Testing
/inspection stages shall be approved by the purchaser or its representative.
Each valve shall be checked by BARC inspector or its representatives at the
supplier’s premises before final dispatch.
In case of conflict between technical specifications and Code/Standard, more
stringent of them will prevail.
Shipping clearance will provided once all the inspection/ testing of valves are
completed satisfactorily within the delivery period. No material shall be
dispatched without prior written consent of the purchaser or his representative.

3. Inspection & Testing:
All the manufacturing activities, inspection and testing shall be carried out as per
approved Quality Assurance Plan (QAP). The purchaser reserves the right to
witness any activity for manufacturing/inspection/testing at any point of time.
Valves will be inspected by Third Party Inspector/NRB as per approved QA plan.
4. Scope of Third Party Inspection (TPI) is given below:
Valves will be tested, Testing will be witnessed and Test certificates will be
reviewed for the following:
4.1. Review of Material Test Certificates:
The Material will be tested at NABL Lab. Test Certificates from NABL
approved Lab will be reviewed for Chemical, Mechanical Tests.
Radiography test of steel castings will be witnessed and Test Certificates
will be reviewed. Ultrasonic examination on raw material will be witnessed
and Test Certificates will be reviewed. Liquid penetrant test of the steel
castings will be witnessed and Test Certificates will be reviewed. Tests shall
be in accordance with Part 8 of ASME B16.34 and ASTM A351 document.
4.2. Witnessing of Shell Leakage Test:
For shell and leakage test, no visible leakage is permitted. There shall be no
visible evidence of drops or wetting of external surfaces (no visible leakage
through the body, body liner, if any and body to bonnet joint and no
structural damage). If the test fluid is air or gas, no leakage shall be
revealed by the established detection method. Minimum shell test pressure
for class 150 & 300 pressure rating valves shall be as per ASME B16.34 and
for class 800 pressure rating valves shall be as per ASME B16.25 & API
Standard 598.
4.3. Witnessing of Backseat Test:
The backseat test shall be performed by applying the pressure inside the
assembled valve with the valve ends closed, the valve fully open and the
packed gland loose. The backseat test may be performed immediately after
the shell test, all the packing glands shall be retightened after the shell test
and all the packing glands shall be retightened after the backseat test. The
manufacturer shall be responsible for demonstrating that the packing will
not leak at the valves rated pressure and temperature as per API Standard
598.
4.4. Witnessing of Closure Test:
For both the low pressure closure test and the high pressure closure test,
visual evidence of leakage through the disk, behind the disk rings, or past
the shaft seals (of valves that have this feature) is not permitted and
structural damage is not permitted/ The allowable rate of leakage of test
fluid past the seats for duration of tests and other details will be as per API
Standard 598.

Low pressure closure test shall be performed with the sealing surfaces
clean and free from oil, grease and sealant. Standard API‐598 procedures
are to be followed for the low pressure closure test.
High pressure closure test procedure shall be same as that of low pressure
closure test.
5. Acceptance Criteria:
The acceptance of these valves will be as per fulfilment of the requirements of
approved QAP and testing as per API Standard 598.
6. Packing:
I. The valves shall be dried and cleaned thoroughly after testing.
II. The valves shall be shipped in closed condition, glands fully packed and all
openings properly closed. End flanges and/or welding ends shall be blanked
over entire surface. End protector to be attached to the valve end by suitable
friction lending devices.
III. All machined and threaded parts shall be suitably protected with approved
rust preventive.
IV. The individual valve shall be wrapped in polythene & packed in individual box
with inner lining of bubbled packing.
V. The packed box/s shall be shipped in wooden crates.
