The TAPA Standards
The Transported Asset Protection Association, TAPA, is a unique forum that
unites global manufacturers, logistics providers, freight carriers, law
enforcement agencies and other stakeholders with the common aim of
reducing losses from international supply chains.
TAPA operates around the world with key regional branches in Europe, Asia
and the Americas, as well as smaller organizations in Brazil and Japan.
The Association has over 600 members including many of the world’s leading
manufacturers as well as their logistics and transport providers

The TAPA Standards
TAPA has developed three certifiable standards that are used by
manufacturers and others to ensure the security of their goods in transport
The three standards available are
FSR – Freight Security Requirements
TSR – Trucking Security Requirements
TACSS – TAPA Air Cargo Security Standards
FSR is designed to ensure the security of goods during storage
TSR is designed to ensure the security of products while being transported by
trucks
TACSS is designed to ensure the security of goods for ground handlers

What is the FSR?
FSR is a certifiable standard that provides a minimum level of security
essential for the security of products during storage and transit within the
supply chain
FSR has 3 levels of security that can be achieved during certification, A, B
and C with A being the highest level of security
The standard focuses on a number of areas including

Security Procedures
Training and Awareness
Perimeter Security
Access Control
Facility Dock and Warehouse

Which level of FSR Certification is best for me
Depending on the needs of your clients and your business you may need to
achieve a specific level of FSR certification
In most cases when dealing with High-Tech or High Value goods you will be
required or recommended to achieve Class A certification. Most of the certified
companies are TAPA FSR A
Class B is also often required for many contracts depending on the level of
risk associated with goods and transport
Class C is now commonly being used as a minimum level of security, which is
required to conduct any type of business in a given sector.
For example the Singapore Police Force have endorsed TAPA FSR C as a
minimum level of security for companies operating in the Aerospace industry.

What is the TSR?
The TSR is a newer standard that focuses on the security of goods
transported by road
The TSR specifies a minimum level of security for assets travelling through
the supply chain
The TSR is since 2012-01-01 rolled out as a certifiable program
The standard focuses on the following elements
Truck Security
Trailer Security
Security Systems
Track and Tracing
Route risk assessment
Incident Reporting
Training and Awareness

What is the TSR?
The TSR also has three levels

Contract’s with High Value Brand Owners will state which level of TAPA
certification is required
Currently the TSR standard is designed as a self assessment program,
however many companies are looking towards 3rd parties to provide
independent analysis of TSR security levels

What is the TACSS?
TACSS have been established to ensure the minimum standards for safe and
secure transportation of air cargo transiting on and off airports and airport
associated facilities.
The TACSS has two levels
Level 1 – For High Value and Highs Risk Goods
Level 2 – Provides additional security in areas of lower risk
Contract’s with High Value Brand Owners will state which level of TAPA
certification is required
The TACSS will be rolled out as a certifiable program next time

TUV Rheinland is an officially accredited certification body for TAPA

TAPA certification takes 1 – 2 days in general and is repeated over the course
of a 3 year cycle

The TUV Rheinland TAPA Certification Process
1. Client requests TAPA Information from TUV Rheinland Group (TRG)
2. TRG Security team send TAPA information to client
3. Client asks TRG for a proposal for audit (Gap Analysis, optional)
4. TRG send proposal / quotation for audit to the client
Client accepts proposal / quotation and sends signed copy back to TRG
