BEGINNER ENGLISH LEARNERS

CURRICULUM GUIDANCE

PURPOSE
Every day in Louisiana, educators are committed to ensuring that every child in school has the opportunity
to grow and thrive. Yet, newcomer and beginner ELs often present unique needs that are not adequately
addressed through support in their content classes alone. The Supporting Newcomer and Beginner English
Learners Curriculum Guidance provides school systems with a list of publishers who can provide curricula
materials to fulfill the needs that are often required to support English language development (ELD) for these
students.

• Newcomer ELs - have been in a U.S. based school for less than 1 year and have scored Emerging or
Progressing 1 on ELPS/ELPT

• Beginner ELs - have more than a year in a U.S. based school (or are native-born) and are scoring in the
Emerging range on ELPS/ELPT

These curricula are not to take the place of Tier 1 curricula, and should only be used to support ELD for
identified newcomer and beginner ELs. These curricula can be used as the primary materials in a newcomer or
ESL class, or as supplemental instruction for intervention, enrichment, or targeted instruction.

EVALUATION PROCESS
Vendors and publishers were invited to submit their materials for evaluation. Louisiana EL educators and
supervisors conducted the reviews after receiving training on the following criteria.

EVALUATION CRITERIA
ALIGNMENT TO EL CONNECTORS - Materials include instruction to address deficits in students’ English
language which prevent them from accessing grade level content. Approaches and content in the curriculum
align with the EL Connectors and with the approaches and content commonly used in English Language
Development (ELD). See rubric in Appendix A for specific criteria.

ASSESSMENT - Materials include multiple assessment opportunities to ensure that teachers have a tool to use
for making continued appropriate instructional decisions for support and instruction based on ELs’ needs as
demonstrated on these assessments.

BUILD IN COMPLEXITY - Materials cover a range of abilities and build on the presented skills from basic/
introductory to medium/intermediate to early advanced levels. The rubric in Appendix A outlines what this
should look like for Levels 1-3.

EFFICACY AND EASE OF USE - The EL Curriculum provides ample practice of all four language domains
(reading, writing, listening and speaking) and contains a clear road map for teachers to follow when planning
ELD that meets students’ needs. Materials are designed to ensure that they are age/grade appropriate while
also addressing fundamental and foundational literacy and language skills.

FOUNDATIONAL SKILLS -Materials include instruction and diagnostic support in phonological awareness,
phonics, vocabulary, syntax, and fluency in a logical and transparent progression.

TEXT SELECTION - Materials include diverse genres of texts which provide opportunities for students to see
themselves reflected as they build their English language proficiency and practice their developing skills to
read, understand, and express their understanding of complex, grade-level texts.

WRITING - Materials include a variety of writing tasks that cover the basics of beginning writing such as
sentence stems all the way to independent writing. Writing tasks are prompted by different stimuli (graphics,
storyboard, written prompts, other texts).

GUIDANCE FOR SELECTING THE RIGHT CURRICULUM FOR YOUR PROGRAM


School systems may choose the best EL programming option to meet the needs of their ELs as long at is based
on sound educational research. LDOE recommends that school systems use one of the programs listed in the
EL Program Handbook or the EL Programming One-Pager.

Schools with a high amount of newcomer or beginner ELs may want to offer classes or supplemental English
Language Development (ELD) instruction. Specially trained teachers should facilitate these classes and/
or instruction. Instruction should be adjusted to target the EL’s proficiency levels and literacy needs. Most of
the curricula reviewed was found to be best suited for supplemental instruction, but some were found to be
appropriate as a stand-alone curriculum. Be sure to consider this when reviewing the guidance here, or when
conducting your own reviews with the included criteria and rubrics.

Supplemental reading program for Get Ready! Or it can be used on its own as a Leveled Reading Library for any EL program. Each of the 10 units of Get
Ready! is accompanied by four Get Reading! readers—one language arts (fiction), one science, one social studies, and one math. Each reader is written
at three proficiency levels—Newcomer/Beginning, Intermediate, and High Intermediate—for a total of 120 Readers. Students can choose the level they
want to read, or start with one and progress as they improve their reading skills.
