Greetings!

Presented, is our Barangay Disaster Risk Reduction Management/Climate Change

Adaptation Plan (BDRRMP/CCA) Plan for the year 2018-2022, this describes the specific move
that we going to do before, during and after the occurrence of a calamity, we do not expect it
to come, but it is better that we prepared.

In this Plan, the different person involved in the making, had enumerated the possible
disaster that we might experience and also the action that we are going to do, so that services
will be continually serve for the best interest of our people.

Being human, we have nothing to do to stop any types of calamity, but thru
preparedness, we can do more in putting our lives into safety and so with the others.

So as your Punong Barangay, I am asking your support, because our plan is useless if
can’t be followed and acted properly we move together and putting NO LIFE in to danger.

DEVELOPMENT COUNCIL

Composition of the Barangay Development Council (BDC)

- Punong Barangay
- Members of the Sangguniang Barangay
- Representative of Non-Government Organization Operating in the Barangay who shall
constitute not less than one fourth (1/4) of the members of the organized council.
- A representative of the Congress

Function of the Barangay Development Council

- Mobilize people’s participation in Local Development efforts;

- Prepare Barangay Development Plans based on Local Programs and Projects; and
- Perform such other functions as may be provided by law or competent authority;

Function of Barangay Disaster Risk Reduction Management Committee (BDRRMC)

1. Function as Committee
a. Approve, monitor and evaluate the implementation of the Barangay Disaster
Risk Reduction and Management Plan and Regularly review and test the plan
consistent with other National and Local Planning Programs;
b. Ensure the integration of disaster risk reduction and climate change adaption
into barangay development plans, program as a strategy in sustainable
development and poverty reduction;
c. Recommend the Implementation of forced or primitive evacuation of local
residents. If necessary; and;
d. Convene the local council once every three (3) months or as necessary;
e. Coordinate other disaster risk reduction and management activities;
f. Establish linkage/network with other LGU’s for disaster risk reduction and
emergency response purposes;
g. Recommend through the BDRRMC the enactment of Local Ordinances
consistent with the requirements of R.A. 10121;
h. Implement policies, approved plans and programs of the BDRRMC consistent
with the policies and guidelines laid down in R.A 10121;
i. Establish a Barangay disaster risk reduction and management operation
center;
j. Prepare and submit, through the BDRRMC and the BDC, the report on the
utilization of the BDRRMF and other
Dedicated disaster risk reduction and management resource to the Local
commission on Audit (COA), copy furnished the regional director of the OCD
and the Local Government Operation Officer of the DILG;
k. Act on other matters that may be authorized by the BDRRMC;
 l. It shall also recognize, train and directly supervise by the barangay
emergency response teams and ACDVs;
2. As Office
a. Design, program and coordinate disaster risk reduction and management
activities consistent with the National Council’s standards and guidelines;
b. Facilities and support risk assessment and contingency planning activities
at the local level;
c. Consolidate local disaster risk information which includes natural
hazards, vulnerabilities, and climate change risks and maintain a local risk
map;
d. Organize and conduct training, orientation and knowledge management
activities on disaster risk reduction and management at the barangay
level;
e. Operate a multi-hazard early warning system, linked to disaster risk
reduction to provide accurate and timely advice to national or local
emergency response organizations and to the general public through
diverse mass media, particularly radio, landline communications and
technologies for communication within rural communities;
f. Formulate and implement a comprehensive and integrated BDRRMP in
accordance with National, region and Provincial framework, and policies
on disaster risk reduction in close coordination with the barangay
development councils (BDC);
g. Prepare and submit to the Local Sangguniang through the BDRRMC,
other regular funding source/s and budgetary support of the BDRRMC;
h. Conduct continuous disaster monitoring and mobilize instrumentalities
and entities of the LGU, CSO’s, Private Groups and Organized Volunteers,
to utilize their facilities and resources for the protection and prevention
of life and properties during emergencies in accordance with existing
policies and procedure;
i. Identify, assess, and manage the hazard vulnerabilities and risks that may
occur in their locality;
j. Disseminate information and raise public awareness about those hazards,
vulnerabilities and risks, their future, effects, early warning signs and
counter measures;
k. Identify and implement cost-effective risk reduction measures/strategies;
l. Maintain a database of human resource, equipment directories, and
location of critical infrastructures and their capabilities such as hospitals
and evacuation centers;
m. Develop, strengthen and operationalize mechanism for partnership or
networking with the private sector, CSOs and volunteer groups;
n. Take all the necessary steps on continuing basis to maintain, provide, or
arrange the provision of, or to otherwise make available suitably-trained
and competent personnel for effective civil defense and disaster risk and
Management in its area;
o. Organize, train equip and supervise the local emergency response teams
and the Accredited Community Disaster Volunteers (ACDVs), ensuring
that humanitarian aid workers are equipped with basic skills to assist
mothers to breastfeed;
p. Respond to and manage the adverse effects of emergencies and carry out
recovery activities in the affected area, ensuring that there is an efficient
mechanism for immediate delivery of food, shelter and medical supplies
for women and children, endeavor to create a special place where
internally-placed mothers can find help with breastfeeding, feed and care
for their babies and give support to each other;
q. Within its area, promote and raise public awareness of and compliance
with R.A. 10121 and legislative provisions relevant to the purpose of the
act;
r. Serve as the secretariat and executive arm of the BDRRMC;
s. Coordinate other disaster risk reduction and management activities;
t. Establish linkage/network with other LGU’s for disaster risk reduction and
emergency response purpose;
u. Recommend through the BDRRMC the enactment of Local Ordinance
consistent with the requirement of R.A. 10121;

BDC RESOLUTION No. 3- 2018

A RESOLUTION APPROVING THE BARANGAY DISASTER RISK REDUCTION MANAGEMENT (BDRRM)

PLAN OF BARANGAY CAASINAN, CABADBARAN CITY, AGUSAN DEL NORTE.

WHEREAS, Barangay Caasinan is vulnerable to flooding since it is situated in the area;

WHEREAS, It’s Barangay disaster risk reduction management committee fell the urgency and
 Need To provide policies and lay down plans to ensure implementation of disaster
Related programs and projects;

NOW THEREFORE, on motion of Kag. Bonifacio C. Gozon, BDRRM Committee Members and was
Duly seconded by all present, it was;

RESOLVED, as it is hereby resolved to approve the Barangay Disaster Reduction Management

(BDRRM) Plan of Barangay Caasinan, Cabadbaran City, Agusan del Norte.

RESOLVED FURTHER, to furnish copies of this resolution to the Sangguniang Barangay for
Favorable approval and to the concerned agencies for information and records.

WHEREAS, presented for the consideration is the BDRRM Plan of CY 2018-2022, after
deliberation of the Sangguniang Barangay of Barangay Caasinan, Cabadbaran City, agusan del Norte has
agreed to
Adopt Barangay Disaster Risk Reduction Management Committee (BDRRMC) of Barangay Caasinan in
addressing the four aspects of Disaster Risk Reduction and Management namely, prevention and
Mitigation, Preparedness, Response and Rehabilitation and Recovery;

NOW THEREFORE, on motion of Kag. Bonifacio C. Gozon seconded by all present it was;

RESOLVED, as it is hereby resolved to adopt the BDRRM Plan of Cy 2018-2022 of Barangay

Disaster Risk Reduction Management Committee of Barangay Caasinan, Cabadbaran City, agusan del
Norte,
 RESOLVED FURTHER, to furnish copies of this resolution to Hon. Judy C. Amante, City Mayor

SECTION 2. Functions
