The purpose of this Emergency Response Plan is to establish an organizational structure and
procedures for response to major emergencies. It assigns the roles and responsibilities for the
implementation of the plan during an emergency following the incident command system model.
This plan has been prepared to address all types of emergencies affecting the RRIPL in a
coordinated and systematic manner. RRIPL is committed to supporting the welfare of its staff,
contactor and visitors. This plan is designed to maximize human safety and preservation of
property, minimize danger, restore normal operations of the RRIPL, and assure responsive
communication to all appropriate parties.

2.0 SCOPE

This procedure shall be applicable for all Employees, contactors, and other interested parties for
management of Emergency incident involving Personnel, Assets, Environment and Reputation of
RRIPL

3.0 DEFINITION/TERMS USED

 Assembly Points

A safe place far away from the plant should be pre determined as assembly point where in
case of emergency personnel evacuated from the affected areas are to be assembled. The plant
workers, contract workers and visitors should assemble in assembly point in case of
emergency and the time office clerk should take their attendance so as to assess the missing
persons during emergency.

 On-site Emergency

If an accident/incident takes place in a factory, its effects are confined to the factory premises,
involving only the persons working in the factory and the property inside the factory it is
called as On-site Emergency

 Off-site Emergency

If the accident is such that its affects inside the factory are uncontrollable and it may spread
outside the factory premises, it is called as Off-site Emergency.

 Accident

Any event or chain of events which has caused injury or illness. Such an event may also
involve fire, Property damage/ Environmental damage, product loss or interruption of work etc.

 Emergency

An emergency means a situation arising out of or as a result of any type of


hazards like fire & explosion, uncontrolled gas release, or chemical spill which is likely to
adversely affect the persons or population working on or near the site, or residing in the
adjacent or nearby areas around the work site.

 Main elements of On-site Emergency plans

The main elements of on-site emergency plans are:-

In case of an emergency General Manager is responsible to declare the emergency. During the
period of absence of General Manager the HR Head , or the person designated by General
Manager to perform his duties is responsible to declare the emergency.

 How to declare emergency:

General Manager will arrange to blow the wailing siren, and for all clear straight continuous siren for
1 minute.

Hazard

Source or situation with a potential for harm in terms of injury or ill health, damage to property,
damage to the workplace environment, or a combination of these.

Incident

Event that gave rise to an accident or had the potential to lead to an accident.

Risk

Combination of the likelihood and consequence(s) of a specified hazardous event occurring.

NOTE: An incident where no ill health, injury, damage, or other loss referred to as a “near-miss”.
The term “incident” includes “near-misses”.

Assembly Point

It is a safe and centralized location where employees will assemble together, in case of an evacuation
order during an emergency.

Mock Drill:

It is a rehearsal of the Emergency management programme carried out to ensure smooth functioning
of the emergency response team and its interaction with the various agencies in the event of an
emergency and also to find out the strengths and weakness of the procedure, equipment and
individuals so as to correct failings, if any. The mock drills are carried out once in six month.

Evacuation:

During the emergency if evacuation is necessary, Project Manager/ Site Engineer will take the
decision and will inform to all engineers/supervisors and all personnel shall be shifted to a safer place
in coordination with Safety supervisor.

Mutual Aid:

It is an agreement with neighboring industries or other outside government/non government agencies


(viz. Hospital) to provide necessary support during the emergency or after. The administration team
will communicate without side agencies in coordination with General Manager.

Head Count:

The Administration team of General Manager and Security has the responsibility to accurately
account for personnel within the assembly point and report to Emergency Response Coordinator for
any missing persons.

4.0 Site layout & Emergency Facilities

6.0 Appointment of personnel and their duties

Effective emergency plans require delegation of specific responsibilities n the event of an accident to
nominated individuals in addition to their day-to-day activities. The following are the key personnel
and their additional duties during emergency.

7.0 Emergency Response Coordinator (ERC) - General Manager (GM):

 He communicates and co-ordinates among various team leaders.

 He is the final authority on all matters related with management of emergency such as
firefighting, rescue operations, calling outside agencies for assistance, evacuation, transport,
liaison, public relations etc.

 He will perform all duties required to be done regarding mechanical, electrical and other
assistance as required during the emergency.

 He will undertake all rescue operations.

 He will also be responsible for the head count at the assembly point.

 He will continuously in consultation with corporate office (HO Mumbai)

 Incident Controller (IC) – Site Engineer :

 Report to the GM and SSO about the emergency.

 He will regulate the entry and exit of personnel required for controlling the emergency.

 He will arrange PPE required for emergency.

 He will be responsible for evacuation of personl to a safer place.

 He will collect and disseminate information as required to all concerned.

 He will keep detailed report of the incident and the progress of operations to fight emergency.

 In case of power failure/telephone service disruption, he will arrange for messenger for the
purpose of communication.

 He will work in consultation with GM.

EMERGENCY RESPONSE TEAM (ERT)

Fire Fighting Team:

 The team leader will be the erection / Construction supervisor or engineer and will be assisted by
incident controller for controlling the emergencies.

 This team will directly fight the emergency under the instructions from Incident controller.

 Co-ordinate with the Incident controller.

 The leader will ensure that he and his team members wear the necessary PPE while handling
emergency.

 Co-ordinate with the fire brigade in the event of big fire and extend necessary assistance.

 Ensure the fire is controlled and does not pose and threat to the people or property.

 They will restrict the movement of person to effectively cordon off the emergency area.

 Responsible to declare the fire is controlled to the ERC.

Rescue Team:

 The leader will mobilize his team and establish contact with the IC regarding manpower
accounting (Head count) and start the searching operation if required.

 Rescue team should send out all Lorries and flammable material to a safer place.

 Coordinate with the Site Incident Controller.

 Organize the search and rescue operation.

Medical/First-Aid Team:

 Trained person in first aid will give assistance to injured persons.

 Give necessary first aid to injured person.

 If required injured persons transferred to hospital for further treatment, he will coordinate with the
administration & legal team.

 Record the victims details and communicate to the Site Emergency Controller.

 Coordinate with the Site Incident Controller.

Administration & Legal Support Team:

 He will be responsible for arranging transport facilities for personnel to transfer to medical center
(Hospital).

 Coordinate with the Hospitals for the treatment of the injured.

 Coordinate with the Local Authorities including the Police etc.

 Communicate with the sub Agencies and ensure no Labor Unrest takes place.

 Ensure communication to the relatives in case of fatality.

 Manage the Media with assistance from the Emergency Control Coordinator.

 Arrange for the food/ welfare facilities etc if the rescue, recovery & operation activity extends
beyond the regular working hours.

Emergency Advisory Team:

 Act in the capacity of the advisor to the Emergency Response Coordinator.

 Communicate with the Technical team to identify the technical feasibility of the rescue or
recovery & operation continuity options.

 Coordinate with Administration & Legal support team to handle the labor unrest, local authority,
treatment options, HR issues etc.

 He will evaluate the safety and health hazards.

 Investigate the causes of the Emergency & recommend corrective action.

 Log the sequence of events so that report of the emergency operation can be prepared to identify
the deficiencies in the Emergency preparedness system and recommend improvement.

 Co-ordinate the activities of all the team.

Technical Support Team:

 Evaluate the technical aspects of in the control/ mitigation of the emergency & operation
continuity.

 Review the technical documents and recommend feasibility.

 Communicate with the Emergency Advisory Team and furnish required clarifications.

Recovery & Operation Continuity Team

 Coordinate with the Site Incident Controller.

 Evaluate the need of emergency, understand the recovery measures, arrange for the resources, and
supervise the recover till initiation of operation.

7.0 Action on Hearing Emergency Siren/Alarm

The following action shall be taken on hearing the emergency siren/manual bell at any time other
than the routine testing of the siren/alarm. Distinguishing Between wailing siren and straight
continuous siren.

 Proceed to your allocated assembly point.


 Do not panic and be alert.
 Follow the instructions, which may be announced, on the Public Address System or by Site
Engineer in your area. All maintenance/construction activities in the affected area should be
stopped with all equipment switched off.

8.0 Action Plan for Emergency Situation

FIRE / EXPLOSION

 If wailing siren for 2minutes from project site office (Top) declares an emergency

 Inform PM, Site Engineers, SSO/SSE, Accounts & Administration, and Time Office
 Know the location of the nearest fire extinguisher, exit in your area.
 Then select the appropriate fire extinguisher, promptly direct the charge of the fire extinguisher
towards the base of the flame source.
 If a suspected fire related emergency exists, alert others by intermittent shouting as “fire”, “fire”,
“fire”.
 Report to safety officer or site engineer.
 Proceed towards assembly points and alert others to do the same.
 In case of declared emergencies and alarm raised to leave the site, proceed towards safe clear
area, which is at least 500m away from the affected area or towards the site exit.

COLLAPSE OF STRUCTURE, CRANES

 In case of potential emergency of collapse is felt, proceed towards designated assembly points.
Alert others to the same. CALL for Help.

 Wait for head count.

 In case of declared emergencies and alarm raised to leave the site, proceed towards safe clear
area, which is at least 300m away from the affected area or towards the site exit.

 Immediately after a collapse, the debris of the building is very unstable and prone to additional
movement. Do not attempt to remove debris without any standing instruction which may lead to
further damage of debris or trapped personnel.

 Site safety supervisor is the command person in this scenario.

 The preliminary effort in this scenario will be to concentrate on areas where people were last seen
or known to be. Provide site safety department with this information.

 Administration department to provide with a list of the people in the damaged area. Additional
information can be gathered from the people who survived the collapse.

 Barricade the area to restrict entry.

 Call fire fighting crew, ambulance for rescue.

 Notify legal authorities in this regard.

 First prevent anyone else from ignorantly rushing out to rescue the victim, and getting himself
electrocuted in trying to help.

 Cut off the supply, or disconnect the person from the supply, by any means available.

 Don’t crowd around the victim as he needs fresh air.

 Cordon off the area.

 In the case of high voltage circuits, switching of the supply is obligatory, but if the voltage is 500
volts or below every attempt should be made to free the person from contact with the live wire
after protecting oneself with any dry insulating material.

 Stand on a dry plank, stool, table or any other insulating object and pull the man away from the
live contact. If this is not possible pull his coat if dry. Use your own coat or dry paper or any other
such non conductive substance, like dry bamboo, or wooden pole either to pull or push the man,
without touching his body directly.

 Particular care is necessary where the ground is wet. Some time the live wire itself may be pulled
or pushed away using dry walking stick, bamboo, pole etc.

 Ask for a doctor.

Note:

If the person is unconscious, observe if he is breathing normally, if not start giving artificial
respiration and Mouth-to-Mouth Resuscitation Method without any delay.

EARTH QUAKE

Adequate precautions to be taken for worksites at Quake prone areas – can be determined through
seismic studies carried out by project people. Information / Weather Forecast are obtained from
television, Radio, Newspapers & Meteorological Dept. / any other sources.

 Rush to the safe assembly point.

 Head count to be carried out and start rescue operation for lost workmen & staff.

 Shifting of equipment/material to an identified location to be carried out by P&M dept.

 Evacuation of workmen & staff from assembly point to a safe shelter by a time office.

 Arrangement of food, drinking water & medical aid by administration department.

 Inform to RRIPL/ Rajarhat IT Park Limited Disaster committee.

9.0 Road and Emergency Access Clearance

 Roads and emergency access to units shall be kept clear of all obstructions to permit free passage
to emergency response vehicles.

 Authorized persons when proceeding to the emergency site should park their vehicles at a
distance. Stop the engine and leave the ignition keys in place.

 Key shall also be left in place when parking vehicles next to a hazardous area. Night parking of
heavy vehicles (cranes) in units shall not be allowed without special approval from Rajarhat IT
Park Limited Safety.

 In case a portion of any road is required to be closed temporarily for operational, maintenance or
construction activities the same shall be done in accordance with the relevant Safety Regulation.

 Any vehicle or equipment breakdown shall be informed to the asset owner of the location, if it
blocks any emergency access.

10.0 Emergency Drills, Records & Reviews

The Emergency drill shall be carried out at least once in six months and the findings shall be
recorded.

This procedure shall be reviewed in the event of major modification recommended by the Corporate
HSE Team . Emergency Advisory team following a emergency/ emergency drill and or in the event
of the major Re-shuffle of the team.

The records of the drills, and the recommendations / findings shall be maintained.

 Stop all the Hot Jobs in the area including Welding, Gas Cutting, grinding etc.

 Stop all the machineries and park in a secure place, ensure it does not obstruct any movement of
the fire engine etc.

 The entrance to the site must be stopped.

 Do not stop to collect personal belongings

 Turn Off generators, Compressors and other powered equipment, unless these provide power for
emergency services.

 Attack fire with the equipment provided, if it is safe to do so

 Obey the instruction of the Site Safety coordinator / Principal Representative/ Supervisory staff.

 Assist the Fire Fighting Team, Medical Team, Rescue Team, and Recovery team to control the
emergency.
