1. Discuss how the government, industry and the academe are related to one another when it comes to
research & development.
- Innovation is critical to the development of our country, which is in desperate need of job creation
and technological advancements. University researcher in various academe are making advances in
a variety of fields, including renewable energy, material science, medical technologies, and big Data.
The government plays a key role in funding basic research and matching it to public needs, while
universities and private industry share primary responsibility for delivering on various investments.
Moving the discoveries and ideas that germinate on our academia into the real world, where they
can do real good, is critical to universities fulfilling their mission. Government, industry, and
academia must collaborate throughout the innovation process to ensure that these innovations
become commercial products and services that create jobs.
2. Explain how the Philippine government supports the academe when it comes to promoting Science &
Technology.
- In terms of promoting science and technology, the government plays a critical role in funding basic
research and aligning it with public needs. In this regard, the government established the
Department of Science and Technology (DOST; Kagawaran ng Agham at Teknolohiya) of the
Philippines, which is the executive branch of the Philippine government in charge of coordinating
science and technology-related activities. Among these programs are DOST and its sectoral agencies
and councils' implementation of various undergraduate and graduate scholarship programs, training

of elementary and secondary science and math teachers, improved access to JCT facilities, and
participation in various local and international science.
3. Summarize the purpose of the creation of the following programs NICER, RDLead, CRADLE, and BIST?
A. NICER Program
- The main purpose of NICER Program is to address regional disparities in access to R&D funding. The
program provides grants to qualified Higher Education Institutions (HEIs) in the regions so that they
can conduct quality research aimed at promoting regional development using their existing
capabilities and resources. To ensure its socioeconomic impact in the region, a proposed NICER
should be unique, a collaborative project between HEIs, and duly endorsed by the Regional
Development Council (RDC).
B. RDLead
- The RDLead Program aims to help academe, research and development institutions (RDIs), and
other government line agencies across the country develop and strengthen their research
capabilities. To that end, RDLeaders, who are local S&T experts with strong leadership and
innovative policy skills, are hired to train, direct, and support their R&D objectives. An RDLeader is
recruited by the National Research Council of the Philippines through application, screening, and
evaluation based on the R&D needs of academia, RDIs, and line agencies (NRCP). The RDLead
Program is implemented by the NRCP.
C. CRADLE
The CRADLE Program aims to support the growth of the Philippine Innovation ecosystem by enabling
technological advancement and innovation in local businesses. The academe and/or RDI, in
collaboration with a Filipino company, conduct research and development to improve the
company's products, processes, and services in order for them to be more competitive in their
respective industries. Beneficiary-companies in this program must provide at least 20% counterpart
funding and commit to adopting the developed technology. In this way, academic research outputs
are commercially translated to the market.
D. BIST
- The BIST Program aims to provide financial assistance to Filipino private companies in order for
them to acquire strategic and relevant technologies in order to conduct R&D. The funds, which may
only be used to purchase high-tech equipment or to secure technology licensing and/or patent
rights, will be refunded to DOST with no interest.
4. Name the different DOST Councils and its functions.
A. Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development
(PCAARRD)
- The council's goal is to support the Philippines' national research and development efforts in
agriculture, forestry, and natural resources. It accomplishes this by assisting in the development of
strategies, policies, and programs.
B. Philippine Council for Health Research and Development (PCHRD)
- It oversees, funds, and regulates all public research activities in the country. PCHRD also
implements a utilization program to ensure that research products are distributed properly to their
intended users.
C. Philippine Council for Industry, Energy and Emerging Technology Research and Development
(PCIEERD)
- It develops policies, strategies, plans, and programs/projects for science and technology
development in the industries and energy, utilities, infrastructure, and environment sectors.

D. National Research Council of the Philippines (NRCP)
- It promotes and supports fundamental or basic research for the continuous total improvement of
an individual scientist's or group of scientists' research capability; provides advice on problems and
issues of national interest; and promotes scientific and technological...
5. Identify the different research and development institutes and its functions.
A. Advanced Science and Technology Institute (ASTI)
- Conducts research and development activities aimed at strengthening and modernizing ICT and
microelectronics
B. Food and Nutrition Research Institute (FNRI)
- Conducts research to define the nutritional status of the citizenry, with a focus on the malnutrition
problem, its causes, and effects
C. Forest Products Research and Development Institute (FPRDI)
- Conducts wood and non-wood forest product research and development It is the country's applied
technology center for the use of forest-based products.
D. Industrial Technology Development Institute (ITDI)
- Provides technical services to industry, including but not limited to standards, analytical, and
calibration services. It is in charge of transferring research results directly to end users or through
collaboration with other government agencies.
E. Metals Industry Research and Development Center (MIRDC)
- Provides professional management and technical expertise in the metals and engineering
industries to both the government and the private sector, including training of engineers and
technicians, information exchange, trade accreditation services, quality control, and more.
F. Philippine Nuclear Research Institute (PNRI)
- It is the government's sole agency charged with advancing and regulating the safe and peaceful
applications of nuclear science and technology in the Philippines.
G. Philippine Textile Research Institute (PTRI)
- It carries out applied research and development for the textile industry In order to fulfill this
mandate, it transfers completed research to end-users or via linkage units of other government
agencies.
6. Enumerate the different Scientific & Technological Service Institutes and its functions.
Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA)
- It includes weather forecasts and tropical cyclone warnings, flood bulletins and advisories, and
hydrological, climatological, and farm weather forecasts.
Philippine Institute of Volcanology and Seismology (PHIVOLCS)
- Its primary mission is to mitigate disasters caused by volcanic eruptions, earthquakes, tsunamis, and
other related geotectonic phenomena.
Science Education Institute (SEI)
- In collaboration with other institutions of learning, develops plans and implements programs and
projects for the promotion and development of science and technology education and training and
promotes S and T scholarship grants.

Science and Technology Information Institute (STII)
- It leads the way in information science and technology education. It creates and manages a science
and technology databank and library, as well as disseminates science and technology information.
Technology Application and Promotion Institute (TAPI)
- It is DOST's implementing arm for promoting technology commercialization and marketing the
services of the organization's other operating units of the Department
Philippine Science High School (PSHS)
- It is a service institute of the Department of Science and Technology (DOST) whose mission is to
provide scholarships in secondary education with a focus on science subjects in order to prepare
students for careers in science.
7. Which of the DOST R&D programs (sustainable transport system, food innovation center, tuklas lunas,
Philippine microsatellite) do you think is most helpful to the Philippine society? Support your answer.
- For me, one of the most helpful DOST R&D programs to the Philippine society is the primary
program about food innovation center. The food industry's lifeblood is innovation, which is required
for profitability and survival. Consumer expectations and demands are constantly changing, and
retailers are looking for new products to meet these needs. Companies that understand their
customers and their markets will emerge as strong and sustainable businesses. Modern innovations
addressing food scarcity may hold the key to a more sustainable future while also improving the
lives of people in developing countries, particularly the Philippines. Food system innovations will be
critical to achieving a number of Sustainable Development Goals (SDGs).
8. Choose one output from the following programs (products, places, patent, and policy) that you think
made the most significant impact to the S & T of the Philippines.
- One of the outputs that will made a significant impact to the Science and Technology of the
Philippines is the implementation of Tuklas Lunas Center in every region of our country. The Tuklas
Lunas R&D Program aims to develop world-class medicines based on Philippine biodiversity while
leveraging local expertise. As part of the Tuklas Lunas Program, the Council collaborates with
regional institutions to study the region's biodiversity potential for drug research, which is known as
Tuklas Lunas Centers. The diverse outputs of the institutions are attributed to the unique and
abundant resources of each region. The ultimate goal of TLDC is to collaborate with other TLDCs and
pharmaceutical industries to develop herbal/drug products that are non-toxic and proven effective
for specific diseases. This will improve sustainable utilization and maximize the potential of
underutilized and neglected local species while also providing a potential alternative source of
income for farmers who will venture into raw material production.
9. Trace the development of S & T from the pre-colonial times up to the present. Present the

10. What policies do you want the government to implement in the near future?
- One of the most important policy I want the government to implement for our country is to have a
proper implementation of better access in internet connection in every region of the country. This is
especially important for the poor, as internet access in the Philippines is among the most expensive
in the world. People in the Philippines will have more opportunities to work, communicate, and
learn online if free Wi-Fi is available in easily accessible locations.
- Also, I want the government to implement more policies related space explorations. With the
establishment of the Philippine Space Agency (PhilSA) and the Philippine Space Development and
Utilization Policy (PSDUP), the Philippines becam e the most recent emerging space nation, becoming
one of the few nations to have established a national space law from the start of its space program.
These efforts have steered the Philippines toward a long-term space program that combines
established space activities with new space developments, distinguishing it from other emerging
space nations.
