1. Project Information
1.1 General

This monthly progress report highlights the overall project progress and the extent of construction
supervision and contract administration of the 2B+G+8 mixed use building construction project under
construction by FE Construction PLC, addressing some details of the project status, basic contractual
matters, contractor's mobilization, work schedule, weather condition, visitors on site, meetings,
issued drawing revisions, quality control approaches, safety, key correspondences , pictures ,
challenges and setbacks encountered.

1.2 Project Location

The project site is located in Jimma Town with coordinates 7o40’27.2’’ Northing 36o50’05.9’’ Easting.
The site is accessible with main adjacent asphalt roads.

2. Basic Contractual Matters


2.1 Bonds
In accordance with the condition of contract the contractor has provided performance bond
and advance payment guarantee both from Berhan International Bank SC.
2.1.1 Performance bond
The contract agreement stipulates that the project contractor is required to submit a
performance bond which is 10% of the contract price.

2.1.2 Advance Payment Guarantee


The Contractor has provided advance payment guarantee in the form of bank guarantee in
accordance with the condition of contract for an amount 20% of the whole contract price.

The validity of Advance Payment Guarantee and Performance Bond is summarized in the table
below.

3.1 Design Status

General
The designs work for the building is completed.
3.1.1 Outstanding Design Issues
Currently, there is no outstanding design issue so far.

3.2 Construction Status

3.2.1. Physical Status:

Accordingly, the activities executed in the reporting month (March 2022) include:

 Preparation of formwork construction for sharewall at lift house.


 Reinforcement placing to lift house.
 Casting of staircase C-30 concrete for share wall at lift house.
 Windows side columns and lintel concrete work.
 Edgework plastering for eight floor beams and columns.

 Plastering work Entrance concrete walls &concrete soffit celling.

In general, the work progress is poor and behind the Master schedule and the
contractor is required to put more effort, machinery, extended working hours to meet
the goal. Now the contractor finished the given construction time.so he needs
Extension time to complete the remaining works. We have instructed the contractor
to submit crushed schedule according to the approved extension time in monthly basis
in order to avoid the delay time as per the revised project period.

3.2.1 Financial Status


The contractor has received all the 20% advance payment (49,589,474.56 birr). In addition, 4rd Interim Payment has
been certified by our office an amount of 13,102,197.17 Br. The Contractor has been working concrete works,
plastering & H.C.B wall works as described in the financial report table below.

4. CONTRACTOR’S WORK PROGRAM

4.1 Schedule

4.1.1 Master Work Schedule

The contractor has submitted the schedule to the consultant. The consultant has
approved the master schedule with comments and submitted to the Employer.
4.1.2 Revised Schedule

The contractor had submitted revised schedule yet. But it is not tangible the all work
activities in the remaining extension time. So it needs others extended time to
complete the all project.

4.2 Work methodology and procedure

The Contractor has submitted work methodology for the project together with the old
schedule. And it is currently under review.

5. Mobilization by the Contractor

Equipment’s are expected to be mobilized by the contractor in accordance with the
contract document and site requirements for the good execution of the project.

5.2. Manpower

We have learned later that the site engineer and construction engineer have been transferred to other
sites at the end of the reporting month adding more shortage to the contractor’s key personnel

6. Quality Control (Material Testing)

5.1 Routine Quality Control Tests


The consultant’s supervision and quality control team are working to ensure the quality of workmanship
and construction material supplied by the Contractor, to the fulfillment of all conditions of the contract
document as well as the technical specification.
The quality of local materials is assured through testing and/or approval of submitted samples with
required standards.

5.2 Supervision

The consultant’s supervision site team is highly involved in the day-to-day supervision activities of the
Contractor. Work permit including the check lists and daily activity record / site diary formats are already
provided to the Contractor on site and the supervising team is using the format to record the work on
daily basis and to give permit after inspection for the next work to proceed. The contractor has also
arranged a site book to record instructions.

5.3 Tests and Procedures

Materials and works are routinely inspected and approved following the proper inspection procedures
before the beginning of each work using standard formats and checklists. Simple tests like visual tests
and Jar tests to assure the quality of sand, visual and sieving mechanisms to assure the gradation of the
aggregate, as well as laboratory manufacturing material tests such as waterproofing membrane,
reinforcement bars, concrete cube tests and mix-design are part of the day-to-day professional input of
the supervising team. Reinforcement bar, a trial mix design, cube test and Backfill select material
compaction test has been done in testing laboratories at the presence of all the three parties (Client,
Consultant & Contractor).

6. Safety

The contractor has previously implemented that hand washing of all workers on site to help prevent the
spread of Corona virus which has shown later less commitment. In addition, little personal protective
equipment (PPE) including few reflective jackets was observed to some staffs but this needs to be
implemented on a wider scale. Some warning safety signs that were installed previously were destroyed
by the rainy season and need to be reinstated. No sliding of excavated edges has happened in this
reporting month. Some working areas and methodologies need to take into account safety measures to
avoid similar damages that occurred to the project Manager this month.

The contractor has been advised to give full attention to make the site safe and free from any
construction site risks.

7. Posetive Observation During the Reporting Month

 Weekly meetings have been conducted to evaluate progress execution on site .


 Casting of concrete takes place after fulfilled all nessacesary ingridintes.
 The work progress goes on parallely with plastering and casting of concrete .
 Sanitary work and Gypsum chack started
 Eletrical cable approved materials deliverd to the site currently.

8. Problems Encountered During the Reporting Month


 Low Performance of the all project progress.
 In site special reinforcement bars are not deliveried.
 Shortage of sand and aggregates highly affect the progress of the site during this month.
 Irregular flow of work progress due to absence of Revised schedule and approved
extenstion time.
 Shortage of skilled manpower that can accelarated the work activities effcently.

work is being done according to the technical specification and drawings;

11. Meetings, Site Visits and Events During the Reporting Month

11.1 Meeting
Weekly Evaluation Meeting have been conducted on site with project staff and monthly progress
evaluation meeting has been conducted at ethio telecom building management and administration
department office. Monthly tri party meeting at head office level was conducted on site on problems
encountered and directions for better implementation of the project works.

11.2Site visit and event


Ethio telecom Jimma district managements have been supporting and visiting continuously and
repeatedly. The Ethio telecom main office boards and Employer representatives have made project site
meeting during this monthly on site.
