Education for All


Yes, EFA realized its six goals after 2015. The efforts of the different sectors to achieve these goals were namely Early
Childhood care and education, Universal Primary/ Basic Education, Learning and Life skills for youth and adult, adult
literacy, Gender Parity and Equality, and Quality of education. For all young people to have a good education, we must
focus on greatly improving the learning opportunities of children.
Goal 1: Early Childhood Care and Education
The first goal entails about development of children aged to zero (0) to four (4) years that must provide center-based and
home-based day care center for them to learn better especially for the most vulnerable and disadvantaged children.
According to RA No. 8980 or the ECCD Act was legislated to institutionalize a national ECCD system. This ECCD act
develop multisectoral and inter-agency collaboration under the coordination of a national ECCD council. They are
responsible for the development of children from zero to four years old while the DepEd shall be responsible for children
from five to eight years old. This could lead to a better impact to our society and in order to improve oneself in his/her
talents and abilities.
Goal 2: Universal Primary/ Basic Education
The second one talks about the goal of basic education in order to provide the school age population and young adults
with skills, knowledge, and values to become caring, self-reliant, productive and patriotic citizens. According to
legislation, primary education is free and compulsory for children aged 7-12. This basic education refers to the whole
range of educational activities taking place in various settings, that aim to meet the basic learning needs. This is a big
help for the poor children who wants to learn.
Goal 3: Learning and Life skills for Youth and Adult
The third goal refers how the youth learn and train to be skilled by the training programs and technical skills education
implemented of DepEd. This is a great help for qualified and interested secondary level students to enhance their talents
and skills. These skills include problem solving, critical thinking, communication skills, decision making and coping
with stress skills. Learning and life skills doesn’t just build independence, it also builds social-emotional learning skills
that adult needs
Goal 4: Adult Literacy
Fourth goal talks about adult literacy programs that assist adults to become literate and obtain the knowledge and skills
necessary for employment and self-sufficiency. Many adults are reluctant to admit to their literacy difficulties and ask
for help. One of the most important aspects of supporting adults with low literacy levels is to increase their self-esteem
and persuade them of the benefits of improving their reading and writing. It also includes how basic literacy rates
improved from the year 2003 to 2008. The improvement behind this is the DepEd who provided basic and functional
literacy programs for those who are out-of-school youth and adults under its alternative learning system (ALS).
Goal 5: Gender Parity and Equality
The fifth goal refers to the female and male learners’ performance. According to the result of National Achievement Test
(NAT), females performed well than the males. This is the reason why gender parity has a low standard for success in
education. It needs paying attention to this on how male and female be fair or equal in all times.
Goal 6: Quality of Education
Lastly, the quality of education, which focuses on the whole child--the social, emotional, mental, physical, and cognitive
development of each student regardless of gender, race, ethnicity, socioeconomic status, or geographic location. It
prepares the child for life, not just for testing. It also included how Philippine education quality has been improving
according to the National Achievement Test. This is a way the learners to have a better learning and future someday.
