ANNEX V

I. OBJECTIVES

This is the DepED Ugad Elementary School COVID-19 Contingency Plan.

This document was developed by the Disaster Risk Reduction and Management Service (DRRMS), Disaster Management Group members
of the central office, Regional and Division DRRM Coordinators of the affected and assisting regions.

This Contingency Plan aims to:

1. Align with the Harmonized National Contingency Plan for the COVID-19 of the National Disaster Risk Reduction and Management
Council (NDRRMC).
2. Establish the coordination and communication mechanisms among the central office and the affected and assisting regions.
3. Set the response and rehabilitation or early recovery roles and functions of the DepED central office and the affected and assisting
regions for purposes of education continuity.
4. Provide guidance for the continuing capability building of DepED offices and schools.
5. Determine the preparedness and prevention and mitigation measures to reduce the impacts of the COVID-19.
6. Support the identification of needed equipment and supplies to reduce the impacts of the COVID-19.

III. ACTIVATION, DEACTIVATION AND NON-ACTIVIATION OF CONTINGENCY PLAN


The contingency measures in this document aligns with the 2019 NDRRMC Harmonized National Contingency Plan (HNCP) for COVID-
19. This will enable DepED to have better coordination horizontally, i.e. DepED with other NDRRMC agencies, and vertically, i.e. DepED
Central Office down to the schools.

A. Activation and Deactivation


The activation of DepED’s Contingency Plan for COVID-19 is aligned with the activation of the Harmonized National Plan. This

IV. COORDINATION, COMMAND AND CONTROL

A. Coordination. There will be a constant communication with the Local Government Unit particularly to the Rural Health Unit and the
MDRRMO and to the School DRRM Team regarding the incident report, re: COVID-19.

B.1. Features of the Emergency Operations Center (EOC) of the Municipality of Tumauini is the repository of information and main
hub for the coordination of the Rural Health Unit headed by Dr. Janet Bacani and Municipal Disaster Risk Reduction and
Management Council Office led by Jovener Dupilas. It serves as the main communication link for all the responding unit from
SDRRMC and BHERT, receives emergency and non-emergency calls, monitors the security and surveillance cameras municipal-
wide, dispatches calls, to concern SDRRMC, receives data and reports from the corresponding SDRRMCs.

SCHOOL HEALTH PLAN

The spread of COVID-19 has brought abrupt and unforeseen events across the globe. It has caused innumerable changes
to , and the domain of education is not an exception. Learning will not be the same again for the learners as well as the teachers in
the academe. The school that was once filled sociable teaching-process inquisitions longer of the learners and voices of teachers
inside the classrooms has now become a ground of tranquility. Gone are the days of traditional classrooms and face to face
learning.
As the pandemic caused drastic changes in the way we see and deal things, the demand for effective flexible teaching a
space of a defeaning silence. It is at these circumstances where the school health plan was crafted, to protect the total health,
safety, and well-being of learners, teachers, and other personnel and to ensure continuity of learning through the K to 12 curriculum
adjustments.
Hence the school adopted the division unnumbered memorandum on the Health and Safety Guidelines in School. to provide
clear and substancial instruction and guidelines, prevention, and mitigation of Covid -19.

A. School Preparedness and Readiness


1. The” No mask, No Entry” policy should be observed strictly in all school premises.
2. Hand hygiene stations at the gate entrance should be prepared and maintained.
3. Functional water station facilities such as handwashing areas and toilet should be set up.
4. Temperature check before entering the school premises should be conducted regularly and health monitoring and risk
assessment checklist tool should be accomplished by visitors.
5. Footbath and disinfecting materials should be place in the office or working station.
6. Announcement board should be put up at the gate and all-important information, schedules, updates, and hotlines should be
posted to lessen the possibility of face-to-face transactions with visitors whose sole purpose is to inquire.
7. The proper waste management should be always implemented.
8. The local IATF guidelines and safety protocols should also be properly and strictly observed.

B. Daily Hygiene Practices

1. Actual handwashing or disinfecting with alcohol shall be done before entering and exiting the working stations. Soap and
water must be readily available.
2. Wearing of facemask and face shield shall be none negotiable to everyone in the school.
3. Working station shall be set-up following the two-meter distance between staff/ personnel. Plastic or transparent barriers be
installed per table.

C. .Health Protocols in Handling, Delivery, Distribution and Retrieval of Modules, Learning Resources and Outputs

In response to the COVID-19 pandemic, these protocols are emphasized to reduce the risk of transmission of COVID-
19 for the teachers, DepEd personnel, parents, learners and others who are and may be engaged in handling, delivery,
distribution and retrieval of SLMs and learning materials and outputs

The following information are provided for the guidance of all concerned:

• It is generally recommended to have a 3-day quarantine of the following: documents, plain paper pages, book paper,
paperback and hardback book covers, cases, archival folders, and plastic book coverings. Based on tests on these
collection-specific materials, as well as a number of other studies on relevant general material types, document an
attenuation of the SARS-CoV-2 virus on these surfaces up to 3 days.

• Potential sources of exposure during distribution and retrieval of learning materials include having close contact with co-
workers or delivery recipients, or when you touch surfaces touched or handled by a person who has COVID19.
Basic Protocols in Handling the SLMs for Delivery, Distribution and Retrieval

1. Stay at home if sick or not feeling well If you develop a fever or symptoms, such as cough or difficulty breathing, seek for
medical care. You should not return to work until the criteria to discontinue home isolation are met.

2. Strictly observe the required health standards as per DO No. 014, s. 2020, “Guidelines on the Required Health Standards in
Basic Education Offices and Schools” such as the following:
 Wear face masks, face shields and gloves when handling, distributing and retrieving the SLMs and learning materials
and outputs.
 Do not touch your face with gloved hands. Remove the gloves first and wash hands before touching your face or
before eating.
 Wash hands with soap and water or alcohol after handling the modules
 Practice physical distancing, at least 1 meter apart, at all times

3. Practice contactless distribution and retrieval of SLMs and learning materials and outputs, if possible. Contactless deliveries
allow you to deliver or retrieve the SLMs and learning materials and outputs at drop off points or drop boxes. This eliminates
the need for close contact between you and the delivery recipient.

4. Maintain a distance of 1 meter or greater, from others you might meet or need to speak to while distributing or retrieving the
modules.

5. Limit contact with frequently touched surfaces during distribution or retrieval of modules.

6. Avoid sharing pens or other tools with co-workers, parents, learners or anyone you may get in contact during the delivery
and retrieval of modules.

7. Carry alcohol or disinfectant, disposable wipes, if available, and a trash bag for your personal trash. Don’t leave or throw
your personal trash anywhere. If you’re infected and asymptomatic you might be spreading the virus.

8. Limit time for delivery and retrieval of modules only, avoid loitering and unnecessary movement.

9. Wash, clean or disinfect frequently touched surfaces of the vehicle being used for delivery and retrieval of modules.

10. Categorize, sort and pack or seal the modules with a plastic when handling or put it in a plastic bag, held tight by a rubber
band when distributing or retrieving.
11. Advise the parents and learners to expose the modules in the direct sunlight for a minimum of 30 minutes before handing
over for retrieval. Likewise, the school shall do the same after retrieval, before handing over to the teachers.

12. Advise parents and learners to keep the modules clean and sanitize while on their possession. Advise learners not to use
modules to cover the nose or mouth when sneezing or coughing and to avoid human droplets getting into the modules.
Likewise, DepEd personnel shall do the same when handling the modu les for delivery or retrieval.
