The Construction Management Process of a Government Funded Projects

A Research Paper

Background of the Study

An effective and efficient construction management process of a government funded


project requires a proper and systematic procedure in order to achieve the vision and aspiration
of the parties involved in the implementation of the said projects. In the effort to secure and
deliver a smooth sailing implementation of the construction projects of the government, the
same issued a Presidential Decree No. 1594 prescribing policies, guidelines, rules and
regulations for government infrastructure contracts in order to achieve the desired results of the
government funded projects. This is the result of the effort of the government to secure an
efficient and effective implementation of construction projects that would bolster the economic
development of the country. Furthermore, effective construction project management benefits
owners by increasing the potential for successful project completion - on time, within budget,
and free of financial or legal complications (Vogt, 2019). Indeed, the proper management of
government and even private funded projects prevents any catastrophic effects on the
manpower and resources of the different stakeholders involved.
Despite this, issues and challenges are still the realities in the management of
construction projects of the government. Based on the findings conducted by Tougwa in the
context of Africa and Cameroon government funded construction projects in Africa, there are
different factors and challenges that pose a threat in the procurement and delivery of quality
construction projects such as; Construction, design and procurement related factors.
Furthermore, issues like weak capacity, corruption and embezzlement, finance related issues
like budget and funding, procuring design quality, material quality, planning challenges, human
resources, cultural and contractor performance plaguing the procurement and delivery of quality
construction projects (2015).
Thus, in this research, the processes of construction management for government funded
projects will be analyzed and described, and also to discover the different factors affecting the
achievement of the efficient and effective implementation of the aforesaid. And lastly, with the
datas collected from the above, this paper will seek to prescribe how to mitigate the challenges
encountered in the construction management to ensure that the desired end in construction
projects will be met.

Statement of the Problem

This study aims to analyze and describe the processes involved in the construction
management of the Philippine government funded projects, and to identify the diverse
challenges being encountered in the management processes. Specifically, it aims to answer the
following questions:

1. What are the processes involved in the Construction Management of Government


Funded Projects?

2. What are the possible challenges encountered in the management of Government


funded projects?

3. Do the challenges encountered have an effect in the management of Government


funded projects?

4. How can these challenges be mitigated in order to ensure the efficient and proper
management of government funded projects?

Hypothesis

In view of the specific problems, the following hypotheses are advanced:

1. The challenges encountered on the construction management projects have significant


effects on the aforesaid.

2. Procurement delay has a significant effect on the construction management of


government projects.

3. Contractors’ risk and management practices have a significant effect on the construction
management of government projects.

4. Corruption has a significant effect on the construction management practices.

5. Positive reinforcement of proper processes of construction management of government


projects mitigates the impacts of the challenges in the construction management.
Significance of the Study

The study of the construction management process of a government funded projects


and the challenges encountered in achieving its implementation will help the following with the
findings and recommendations of the study:

Project Managers. This study will help the project managers in mitigating the challenges in
managing construction projects of the government and to ensure that the desired end will be
fully achieved.

Project Contractors. This study will enable the contractors to know the proper protocols in
construction management in order to efficiently and effectively achieve the successful
implementations of the projects they are involved in.

Government Officials. This study will enlighten the public officials in the process of
construction management, as these officials have the power and direct control in the budget and
enforcement of the projects, so that they will be a great contributing factor in the effective and
efficient implementation of government projects that are for the benefit and interest of the
citizenry.

Future Researchers. The result of this study will help future researchers gain interest in the
construction management process of government funded projects as for the effective and
efficient implementation of it will contribute to the national development of our country, and also
fill the gap into whichever areas this study has not yet explored.

Conceptual Framework

The conceptual framework of this study seeks to describe and analyze the different
processes involved in the construction management of government projects in order to discover
the challenges encountered on it that affects the project quality and completion of the said. In
every construction project endeavored by the government, construction management related
challenges pose obstacles in achieving the desired end or goal of the project. Different studies
have revealed that challenges indeed are present in the management of the implementation of
construction projects which not only adversely affects the quality of the project but also the
parties involved in the process.
The construction management phases involve the different steps and levels of the
implementation of a government project’s blueprint which is spearheaded by the project
manager. The vision and mission of the above is to ensure that the project plan will be properly
executed and is going through the proper process in order not to create any negative effect on
the project quality and the set time table. The challenges or the hurdles experienced in
construction management affects the whole process and at the same time the project quality
and completion itself. Some of the challenges in construction management are: weak capacity,
corruption and embezzlement, finance related issues like budget and funding, procuring design
quality, material quality, planning challenges, cultural, human resources and contractor
performance issues (Tougwa, 2015). These challenges pose a negative impact on construction
quality (Tougwa, 2015).
With that being said, the diagram below shows the impact of the challenges in the
construction management on the construction project quality and completion. The project
manager and other personnel involved are closely related with the construction management
phases or processes, and then the latter is closely related to the construction project quality and
completion. Further, the challenges encountered in construction management directly intercepts
the smooth flow of the construction management process in achieving project completion and
quality. Thus, through this study it will seek to identify and analyze the challenges in
construction management of Philippine government projects in order to mitigate these things.

Research Design

The research design that I will use in this study will be mixed methods; First, a
quantitative method will be used for the sole purpose of profiling the participants in
different cities and municipalities in Negros Occidental and Oriental, and their respective
construction management process being observed. Second, a qualitative method will be
used to describe, identify and elaborate the findings of the study collected through the
research instruments this study will utilize.
My target population consists of and must cover all cities and municipalities of
Negros Occidental and Negros Oriental. Specifically, I will endeavor to include all of the
above’s government funded construction projects executed by their respective
personnel. With the fact that there are different personnel involved in the construction
projects of these cities and municipalities, I will select and ensure that the participants
are representative of a population in order to achieve valid data. In selecting the
participants, I will select those “individuals who can provide relevant descriptions of an
experience of which are primarily those who have had or are having the experience”
(Polkinghorne, 2005). In connection to my research problem, the participants which will
be taken from different cities and municipalities of Negros Occidental and Negros
Oriental will be those individuals who are involved in the construction management
process of a government funded projects. These may include the project managers,
engineers, architects, etc. These participants are the ones who can give substantive
information with regards to the research problem of this paper. Thus, in selecting those
participants who are involved in the construction management process, not everyone
will be accommodated, by as what mentioned above, representatives of the whole
population on each cities and municipalities of both Negros Province.
