COMMUNITY
Cooper et. Al (2014) University Community Partnerships , efforts on university-community
partnerships in municipalities with a number of common challenges: a long and often tense
relationship with the institutions of higher education they are home to; physical constraints on
real estate development; a formerly robust industrial presence long on the decline; and
considerable reliance on universities to provide jobs and economic activity. While a number of
older cities throughout the country fit this description, it is unsurprising that these case studies
are all found in southern New England, where the density of settlement is high, the level of
deindustrialization is extensive, and the influence of the university in municipal and community
affairs is powerful. Boston, Worcester, Providence, and New Haven, the cities included in this
paper, are home to a total of more than fifty colleges and universities. Taken together, those
fifty-plus institutions represent a considerable portion of the total employment, acreage, and
economic impact within the cities’ borders.

Local and regional governments (LRGs) play crucial roles in the technological economic
development of their communities. Development starts in the local community and is
communicated to the national community. Studies and surveys are conducted to assess the need
of each location for better improvement. Most of the time, job order groups are held responsible
to determine the needed details and necessity of everyone per location so these people can
understand and receive messages easily. Leaders of local economic development (LED), LRGs
work with the people of their communities to develop strategic visions for the future of their
cities, towns, and villages, and implement a wide variety of policies and measures to bring these
visions to life [Link]

Harrington and Maysami (2015) concluded that regional colleges and universities are
essential in delivering economic and workforce with informational resources that support local
and regional economies. Similarly, industrialists create economic prospects and build enterprises
through deliberate planning and risk taking. By developing and supporting entrepreneurs,
colleges and universities provide an important catalyst for new businesses and a flexible,
creative, and well-educated workforce. In addition stated the suggestion that higher institutions
are prime for cultivating innovation to respond to the economic, cultural, and social development
in local areas. It is of great importance to look at the combination of higher institutions with
regional economies, which is also echoed who said that colleges and universities are very
important component of National Innovation System. also investigated the effects of urban
institutions of higher education on social sustainability of the community.

Anita Faye Thompson (2014) The Role of Higher Education in Rural Community Development
said, rural community colleges meet at an important junction between academic, business, and
government. Because of this inimitable position, they influence the economic development of the
region in which they are in many ways. Their external stakeholders, such as the community,
often have distinctive and effective viewpoints on this impact that can be utilized by the college
to improve their efficient development interactions. Uneven access to broadband and technology,
high rates of poverty, and a lack of alternative employment for the unemployed; the need to
provide skills training in educational deserts; and tight budgets in a sector that is chronically
underfunded—these are the forces that have shaped rural community colleges’ response to the
pandemic. Yet despite these challenges, an informal survey of rural institutions indicates that this
is not a story of defeat, but one of creativity and commitment in serving students and local
communities.

Phillips and Pittman (2015), begin with the foundations of population development,
Community Development offers a comprehensive and practical approach to preparing for
communities. Road-tested in the authors' own teaching, and through the instruction they provide
for practicing planners, it enables students to begin making connections between academic study
and practical know-how from both private and public sector contexts. Many people know that
development shapes population trends—for example, rising incomes usually lead to falling
birthrates. But the reverse is also true: population trends can impede or hasten development.
CGD's work on population focuses on this often-neglected interaction. Rapid population increase
can exacerbate the challenge of ensuring that future development is sustainable and inclusive.
Achieving the Sustainable Development Goals, particularly those related to health, education and
gender equality, can contribute to slowing global population growth. Today, millions of people
around the globe, mostly in low-income and lower-middle-income countries, lack access to the
information and services needed to determine whether and when to have children.

regional economic development in the United States remains the vital task of the America's
leading universities, in particular the land-grand colleges and universities which provide the
proficient instruction directed to practical use of the gained knowledge and skills and could meet
needs of the U.S. economy. The study reveals that in the modern strategies of regional economic

Population growth in a community suggests a good strategy to address the sustainable
management of upland resources must include a reduction in the rate of population growth. This
must be powered by a national consensus on the need for a vigorous population control program.
National and international efforts could vigorously pursue that policy dialogue by supporting the
call by a group of Filipino development specialists for a new national consensus on establishing
the two-child family NEDA(2019)

The poorest families in the rural location have the highest birth and mortality rates.
Government must redirect agricultural and technological programs to ensure that there are
greater investments in village-level industry and paramedical personnel, and family planning.
Thus, the survey and planning should be an integral part of the effort of the government. The
cost and political risks from embarking on a vigorous population control program will
necessitate strong and sustained international support. Demographic goals and an effective
organization to meet those goals must be highlighted as a fundamental component of such
support (Dennis Garrity& Guiang, 2019). THE PHILIPPINES

TECHNOLOGICAL ADVANCEMENT
Digitalization and the advance use of information and communication technologies (ICT)
are essential factors of successful innovation, competitiveness, and growth, and they provide
numerous opportunities for both children and adults. It creates a way that different functional
units within an organization can translate raw data into insights across various touchpoints. By
doing this, it produces a single view of the customer journey, operations, production, finance,
and business opportunities. Data protection is no longer solely an IT task, but a strategic business
initiative, largely due to stricter regulations and severe consequences in the case of data loss. As
part of your digital transformation, it’s important to develop a framework for safeguarding
sensitive data. Digitalization drastically change the future of the automotive industry through
new mobility concepts. From autonomous driving to existing sharing models and completely
new concepts such as the rental of electric scooters, digitalization will allow new models of
usage in the future. In the future, digitalization will create new challenges for schools and
education, training and further education, public administration, and associations. It is the
responsibility of industry, organizations and politics to prepare society for the changes that can
be expected in the future from digitalization. Rather than only collecting and documenting your
reports in a digital format (digitization), TruQC empowers you to glean insights and efficiencies
from that data by tracking issues and running data summaries (digitalization). The TruQC team
can also use APIs to integrate with your management and legacy databases to show how you can
learn from this data and use it to update future strategies.

Infographics are classified into two types: collaborative and static. Another thing,
infographics have key similarities in that they both rely on visual representations to communicate
information to their users. Static infographics use images and text to visually represent difficult
subjects. Maps, charts, and graphics are examples of components. Static infographics are
typically used as fixed resources which do not need user involvement. Data visualization in the
form of basic charts and graphs are the most popular infographics. Data vision is simply a visual
representation of data. It is considered an artistic science as it uses design aesthetics to increase
data comprehension, synthesis, and ultimately recall. Whether people look at meta patterns or
single data points, data visualization translates that data into a visual language you can easily and
instantly understand. Interactive infographics, on the other hand, rely on the readers, who must
influence them by viewing movies, choosing visual components, or answering questions.
Since the introduction of writing systems, reading comprehension has always been a foundation
for achievement in several areas within the educational system, as well as a prerequisite for
successful participation in most areas of adult life. The increased availability of technologies and
web-based resources can be a valid support, both in the educational and clinical field, to devise
training activities that can also be carried out remotely. There are studies in current literature that
has examined the efficacy of internet-based programs for reading comprehension for children
with reading comprehension difficulties but almost none considered distance rehabilitation
programs. They are termed interactive because they solicit user interaction and collect statistics,
data, and information. (Shaltout & Fatani, 2017)

The results of linear structural relations (LISREL) analysis of Swedish SMEs provide empirical
evidence that the effect of opportunity connectedness on innovation outcomes in foreign business
relationships is mediated by the level of innovative collaboration. These results indicate that
SMEs need a relatively higher level of innovative collaboration in their partnerships with foreign
market customers to convert opportunities conceived in home- and international- market
networks into innovative outcomes in comparison to opportunities conceived in host-market
networks. This finding implies that as opportunities become increasingly contextually remote,
the importance of collaborative business relationships increases. By showing these results, the
study contributes to research in the international small-business domain that seeks to identify
important prerequisites of SME innovation.

own more high-tech gadgets, the rest of the emerging world is catching up.1 The practice of
laptops, mobile gadgets, and the Internet is in demand, and it's expected to continue to rise as
technological needs improves, especially for users in developing nations (Poushter, 2016).

RATIONAL ADVANCEMENT FOR STUDENTS AND COMMUNITY
Thomas Alves et. al(2020), Cognitive styles, particularly the reflectivity-impulsivity type,
are crucial, in developing, synthesizing, analyzing, and evaluating learning information helps the
community succeed much of the studies explored the impact of emphasizing age's cognitive
types, such as reflectivity-impulsivity, to boost their learning abilities and outcomes. Early age is
the foundation of learning that’s why using the technology in early age is already introduced.
When it comes to the role of technology in the early childhood education years, it can be a bit of
a controversial topic. While some people may think that young children don’t need technology, it
can play a positive role in a child’s learning and development. Plus, in today’s technology heavy
world, learning how to use it is a necessary life skill. It’s not only the students who benefit with
the use of technology though. It also provides early childhood educators with unlimited access to
newer, more innovative teaching methods that allow them to facilitate an active learning
environment for their young students. One of the main uses for technology in the classroom
is training and reinforcing core academic skills. One simple learning activity designed for a
tablet or computer can help children learn counting, numbers, letters, colors, sounds, matching
shapes, etc. Activities can be adapted to fit the individual needs of the student much easier than
traditional printed worksheets and packets. For example, students who breeze through an online
activity could be switched to a more advanced level, whereas students who are struggling to
answer questions correctly can review the material they answered incorrectly or be redirected to
another activity that’s more on their level.

Rachel V. Staddon (2020), Mature students are anecdotally thought to be more anxious
about technology than younger students, to the extent that they avoid using technology. This is a
problem in today’s higher education classrooms which often use a range of learning
technologies, particularly as cohorts are becoming more and more likely to contain mature
students. Previous work examining the attitudes of mature students to technology no longer
reflects contemporary student age profiles or the current technological landscape. This study asks
whether modern mature students in a UK university have more negative attitudes towards
technology than younger students, and whether their usage of technology is different. A new
diagnostic instrument, the Technology Attitudes Questionnaire, was developed to determine how
students use technology for course activities and personal use, and their attitudes towards
technology more generally. It was found that mature students use fewer technologies than
younger students and use them less frequently but have used them for a longer period over their
lives. No difference was found for attitudes towards technology between the mature and younger
groups. This research aims to contribute to the wider field of technology attitudes and use,
particularly for the modern mature student cohort. These findings can be used to inform how
educators design learning resources and use technology on their courses, working towards an
age-inclusive programmer.

Unarguably, technology has become an irreversible force driving the transformation of
teaching and learning practices. Cloud computing, learning analytics, big data, and artificial
intelligence are being adopted in today’s teaching and learning, though to different extents. For
over a decade, educational researchers have been exploring how different innovative means
could be integrated into traditional learning in order to enrich learning experience and enhance
learning effectiveness. Enabled by various pedagogical and technological innovations, brand new
learning environments can be created to optimize learners’ ability to learn. Smart devices and
intelligent technologies in smart learning environments can be used to promote the development
of personalized learning and adaptive learning for students. The smart learning environment has
a large potential to effectively promote the development of personalized learning and adaptive
learning They are collectively referred as the commonly known “smart learning environments”
which can best delineate the future learning environments. Embracing a variety of concepts,
including but not limited to flexible learning, personalized learning, mobile learning, adaptive
learning, and blended learning, for obvious reasons, there are no one single form of smart
learning environments. The concepts, and even definitions, of smart learning environments have
continuously emerging. The use of technology in the learning environment can develop students’
higher-level thinking by moving beyond simple memorization and recall (Lee & Choi, 2017).
[Link]
In a clever culture environment, more attention has been paid to individual needs of
students. Adaptive learning through technological device provides technical and methodological
support for personalized learning. Personalized adaptive learning makes adaptive adjustments
according to the individual characteristics of learners to promote the individualized development
of students. To achieving this goal, new pedagogical approaches are required regarding the
effective application of integrating technologies into the curriculum in a smart learning
environment, to improve the effectiveness and efficacy of students’ learning. Students who
exhibit higher-order thinking are more likely to be academically successful (Zohar &
Dori, 2009).

In a smart learning setting, a fundamental shift is needed towards a more personalized,
social, open, dynamic, emergent, and knowledge-pull model for learning, as opposed to the one-
size-fits-all, centralized, static, top-down, and knowledge-push models of traditional learning
solutions .It is basically an adaptive system that improves learning experience based on learning
traits, preferences and progress, features increased degrees of engagement, knowledge access,
feedback and guidance, and uses rich-media with a seamless access to pertinent information,
real-life and on-the-go mentoring with the use of technologies to continuously enhance the
learning environment (Singh & Hassan, 2017).

As digital technologies develop and assist coordinated by the Internet, it gets to be
conceivable to incorporate different levels of interactivity in data visualization. Unmistakable
news organizations, counting The Modern York Times, Washington Post, and Gatekeeper,
frequently consolidate intelligently information visualizations into their new stories. By utilizing
liveliness methods, such as zooming, sifting, connecting, and drill-down operations, clients can
openly explore visualized information and discover the precise information esteem of intrigued.
In expansion, intelligently visualizations can energize author-reader interaction by welcoming
readers to openly investigate particular information or points of interest in a bigger system set up
by the creator, according to the article of “Communicating Data: interactive infographics,
scientific data and credibility” by (Segel & Heer, 2010). As stated above, the advanced
innovations prepare communicators to display information in striking, inventive, and energetic
designs. They ought to guarantee that such visuals don’t occupy or befuddle watchers something

AGE/READINESS
Established scholars have been found to be more likely to accept higher-order methods
over memorization approaches. Therefore, attitudes are an important factor in order for design
approaches to work as intended, and it is vital to explore these when designing TEL resources.
Lee and Choi (2017) found that the use of technology can help them to do so. Students’ attitudes
towards technology indirectly affect higher-order thinking, which in turn increases academic
success. Therefore, attitudes are an important factor in order for design approaches to work as
intended, and it is vital to explore these when designing TEL resources.

AGRICULTURE
Most Filipinos' basic food, rice, is formed in inadequate amounts. Corn production is
more than sufficient to meet the needs of the entire region. Although white corn is preferred as a
secondary staple food, the corn business prioritizes yellow corn production, with the majority of
this going to feed ingredients for livestock and poultry. Sugarcane, pineapple, and bananas have
caused a shift in land use, putting rice and corn in direct competition. Northern Mindanao is one
of the top producers of tomatoes, carrots, and potatoes, but farmers have had challenges in
realizing their potential profits from these crops. Despite the fact that Bukidnon province is the
region's biggest agricultural producer, poverty levels remain high and needed more attention to
be subjected to proper production. (Dejarme-Calalang et al. 2015).
The livestock industry in the Philippines is an important part of the country's agricultural
industry. It contributes about 18.23% of the gross product value in agriculture and provides a
source of income for many people in rural regions, demonstrating its economic significance. The
government's various initiatives, such as the import of high-producing purebreds of various
species, were implemented in response to the constantly increasing demand for animal protein
associated with the increase in the world's population, resulting in the intensification of livestock
production (Ortega A et al. 2021).
The planting of trees in areas where agroforestry is practiced aids in keeping the
temperature in those areas. Trees also aid in the delivery of rainstorms to the region, which aids
in the growth of greenery and crops, as well as the support of animals that live there. Trees also
help to protect crops from severe winds and soil erosion, which can harm crops as well as the
soil's fertility. There are a variety of medicines and herbal cures that can be taken from trees
planted in these areas, and they may be utilized to produce medicines at a low cost, allowing
more people to access drugs. (Ahsen Soomro, 2020).
INDUSTRIAL AND AGRICULTURAL
The ability of collaborative infographics is utilized to work as a peripheral prompt to
extend the states of mind of these low-interest people. From the article of “Interactive
Infographics' Effect on Elaboration in Agricultural Communication” (Wojdynski, 2015) It is
expressed, that collaborative might particularly have an impact on those who are something else
slightest expected to lock in with a memorandum. Other than substitute as a constructive fringe
prompt, cooperative development is required. Infographics may be applied in rural transmission
to battle supposition overload of the ignorant shopper by showing real information in a way that's
both locks in and simple to get it, which permits purchasers to shape their possess conclusions
almost issues in agriculture. As stated above, the positive impact of interactivity in terms of
states of mind and basic considering displayed in this ponder affirms that interactivity could be a
valuable methodology to include in the tool stash of agrarian communicators. As well as a viable
thrust for rural communicators to seek after more intuitively communication procedures to
superior tell the story of farming.
Karen Debbie Jabenar Cosrojas, Rec E Eguia (2021) the objectives were achieved using
secondary data for the 16 regions in the Philippines. Location Quotient (LQ) and correlation
analysis were used as tools to make sense of the data. Results show several key industries in each
region which from the assumptions of the LQ formed the economic base of the region. The
findings show non-significant correlation between regional industry concentration and the GVA
for agriculture.
Revolutionizing the country’s agricultural sector is a very significant agenda for the
Philippines is needed according to Ndiame Diop(2020). With the exemption of a fewer accepted
resource-rich countries, no country has successfully transitioned from middle- to high-income
status without having achieved an effective transformation of their agri-food systems.
Converting agriculture and food systems is always challenging but the country's new vision for
agriculture, it's current thrust for diversification and use of modern technologies, and its
operative management of food supply during this pandemic clearly indicate that the country is
well-equipped to overcome the challenge. In situations where farmers need support to help them
access markets and improve their livelihood, or when compensation measures are needed for
farmers affected by trade policies such as the rice liberalization in the Philippines, direct cash
payments or cash transfers can be a better option, as practiced in many countries like Turkey,
European Union, and the US, says the report. These direct payments have many advantages, such
as giving farmers more choices and encouraging private sector development in upstream (inputs
and agricultural services) and downstream (processing, marketing) markets, thereby helping
farmers connect to these markets and opportunities.
