1. About National Testing Agency


The Ministry of Education (MoE), Government of India (GoI) has established the National Testing
Agency (NTA) as an independent, autonomous, and self-sustained premier testing organization
under the Societies Registration Act (1860) for conducting efficient, transparent, and international
standards tests in order to assess the competency of candidates for admissions to premier higher
education institutions.

The NTA has been entrusted by the University Grants Commission (UGC) with the task of
conducting UGC-NET, which is a test to determine the eligibility of Indian nationals for ‘Assistant
Professor’ and ‘Junior Research Fellowship and Assistant Professor’ in Indian universities and
colleges.

2. About UGC-NET December 2021 & June 2022 (Merged Cycles) Examination:
The University Grant Commission (UGC), is a Statuary Body of Government of India,
Ministry of Education, Department of Higher Education, constituted under the University
Grants Commission Act, 1956 (3 of 1956), vested with two responsibilities: that of
providing funds and that of coordination, determination and maintenance of standards in
institutions of higher education. The UGC`s mandate includes:
 Promoting and coordinating university education.
 Determining and maintaining standards of teaching, examination and research in
universities.
 Framing regulations on minimum standards of education.
 Monitoring developments in the field of collegiate and university education;
disbursing grants to the universities and colleges.
 Serving as a vital link between the Union and state governments and institutions of
higher learning.
 Advising the Central and State governments on the measures necessary for
improvement of university education.

The Test will consist of two papers. Both the papers will consist of objective type, multiple
choice questions. There will be no break between papers.

Important Note:
a) Each question carries 02 (two) marks.
b) For each correct response, candidate will get 02 (two) marks.
c) There is no negative marking for incorrect response.
d) No marks will be given for questions un-answered/un-attempted/marked or Review.
e) To answer a question, the candidate needs to choose one option as correctoption.\
f) The medium of Question Paper shall be in English & Hindi only.
g) Option of medium of Question Paper should be carefully chosen by the Candidate, while
filling the Application Form online. The option once exercised cannot be changed.
h) Candidates opting for Hindi medium in the Application Form will be given bilingual
paper, but candidates opting for English medium will be given English version only.
i) Candidates are required to answer in the medium as per option exercised in the
Application Form.
j) In case of any ambiguity in translation/construction of a question in the exam, its English
version shall be treated as final and the decision of NTA shall be final in this regard.

*Note: -
 Compensatory time for PwD candidates of 20 minutes for one-hour examination, whether
PwD candidate uses the facility of Scribe or not.
 The seating arrangements for PwD candidates should be made at the ground floor.
 Ramp should be available at the Exam Centre, where Pwd candidates appear in the
examination.

4. Schedule for Administration of CBT on the day of Examination:


A mock Drill would be conducted on all test Centres, in the afternoon of the day before the
examination day at 3:00 P.M., to check and ascertain Centre readiness. NTA officials and/or
designated examination functionaries would observe the conduct of mock drills virtually.
Given below is the detailed schedule and activities to be followed by the candidates and officials
on the day of the examination.

5. Guidelines Related to COVID-19


NTA has implemented Social Distancing measures as per the Government of India Guidelines in
the current scenario of COVID-19 to ensure the health and safety of the candidates and
examination functionaries, without compromising the high standards, sanctity, and fairness in the
conduct of the examination.

Candidates and examination functionaries are required to adhere to these guidelines and the
processes of maintaining social distancing and hygiene to ensure the safety and health of their
own and fellow candidates.

5.1 Pre-Exam Preparation by NTA and Candidates

 NTA will define and allocate staggered ‘Entry Slot’ to candidates, as a precaution for
COVID-19.
 A prior communication through Admit Card/email/ text message and also a follow-up
reminder to be sent to all candidates, for staggered entry to avoid any crowding at the
time of entry and to maintain social distancing.
 Candidate to check entry slot shared on the previous evening of the examination day on
registered mobile & email. Candidate to reach Centre as per advised slot only.
 The candidate should fill Page 1 of the Admit Card as per instructions fully and properly.
 In case of a candidate with the scribe, both the candidate and the scribe must wear musk
throughout the examination.
 Candidates will be permitted to carry only the following items with them into the venue
o Mask provided at the Centre
o Personal transparent water bottle
o Personal hand sanitizer (50 ml)
o A simple transparent ball pen
o Exam related documents (Admit Card, ID card, etc. Please refer to Admit Card
for more details)

5.2 Before Examination Preparedness at the Centre

Standard Operating Procedures (SOPs) for implementing safety precautions and for maintaining
the required standard of hygiene are as the following:

 Sanitization of examination premises


 Before each shift starts (and after the last shift of the candidate) Seating Area is to be
thoroughly sanitized – monitor, keyboard, mouse, webcam, desk, and the chair. All door
handles, staircase railing, lift buttons, etc. are to be disinfected. Wheelchairs (if present at
the venue) will be disinfected.
 Distance between 2 seats is to be maintained as per GoI guidelines.
 Hand Sanitizer to be available at entry and inside the exam venue at various places for
candidates and Centre staff to use.
 Barcode readers at the entry point to scan the barcode on the Admit Card. The
Laboratory/Room number is to be informed to the candidate at this point.
 Rough sheets to be kept at all desks before the start of the exam by Invigilators wearing
gloves to ensure hygiene. It is ensured that all the processes are touch-free to ensure
Social Distancing norms.
5.3 At time of Entry

 Candidates need to maintain a distance as per social distancing norms from each other all
the time. Queue manager/ropes and Floor Marks will be arranged outside the Centre.
Candidates must follow the instructions provided by Centre staff at all times
 Laboratory/Room numbers will not be displayed outside the Centre to avoid any
crowding at any one place in any situation. Frisking staff to inform Laboratory/Room
number of the candidates after scanning Admit Card with a bar code reader.
 Candidate to reach Centre as per advised slot for staggered entry which will be shared at
the previous evening of the examination day on registered mobile and email address.
 Candidates will be required to sanitize hands by washing with soap and with Hand
Sanitizer before entry into the Centre. Hand sanitizer will be available at various locations
in the Centre.
 If any candidate is wearing gloves, those must be removed and kept with personal
belonging before sanitizing hands.
 A fresh mask will be offered to all candidates before entry. After the frisking point, every
candidate needs to wear a mask provided by the Centre only. They need to remove their
personal mask and keep it back properly with their belongings.
 At the time of entry, duly filled-in undertaking in the Admit Card as per instructions and
body temperature (using Thermo Guns) will be checked
 Frisking through Handheld Metal Detector (HHMD) will be carried out without touching
the body.
 The candidate should bring Identity Proof and other documents as advised in the Admit
Card
 Candidates should not bring prohibited items to the exam Centre as there is no
arrangement for the safekeeping of personal belongings. Please refer to Admit Card for
permitted items.
All candidates are required to strictly adhere to instructions provided by the Centre staff.

 Note- No one will be denied permission to appear for an examination until it violates the
COVID-19 directives/advisories of Government (Central/State), applicable on the day of
the Examination and instructions mentioned in the Information Bulletin and the Admit
Card.
5.4 Registration of Candidates
Candidates cleared by security immediately report to the Registration desk:
 The candidate produces the Admit Card along with the Aadhaar card.
 Admit Card is scanned with the bar code scanner.
 Individual identification is verified with the photograph.
 The candidate’s photograph will be captured with the web camera. Ensure sufficient light
for a clear photograph. If required, arrange for a light next to the Web camera and ensure
a plain wall background.
 Candidates’ fingerprint is also captured after sanitizing his/her finger and then gives
the fingerprint and Aadhaar verification completed.
 On completing the verification, a wristband is put on the left wrist of the candidate.
 A system number is allotted, noted on the Admit Card, and guided to the allotted
computer laboratory.
 The candidate proceeds to the computer laboratory and to the allotted computer to take
the examination.
Online Examination
Candidate enters the Computer laboratory with the Admit Card:
 The invigilator guides the candidate to the allotted computer.
 The computer will be showing a welcome screen with the candidate’s name and
photograph.
 Candidate checks if the computer screen is displaying his/her name and the correct
photograph. Logs in by entering Date of Birth. Proceeds to read the instructions and
continues to the page that asks the candidate to “Wait for the administrator to start the
test.”
 The administrator starts the test at the specified time.
 The candidate’s screen refreshes automatically and the test starts.
 Invigilators to instruct the candidates to start the test.
 The candidate takes the Test, and in case of any doubt or problem with regard to the test
raises his/her hand to draw the attention of the invigilator for help.
 After the initial instructions and confirmation screens, the candidate starts answering the
questions, and the timer starts. The individual cannot take any break before the
completion of the test. However, he or she can use the restroom after taking permission
from the invigilator but the timer will be on.
 Invigilator to ensure that the Admit Card is signed by the candidate.
 On completion of the test, a message “Thank you for taking the Test” will appear on the
screen.
Invigilator to ensure that the signed Admit Card and used rough papers are collected from
the individuals without fail on completion of the test before they move out of the computer
laboratory. Invigilators will be held responsible for any discrepancy in this regard.

5.5 During Examination

 Rough sheets kept at the desk of each candidate will be used by the candidate.
 Invigilators to maintain a safe distance from candidates
 Observers on duty to maintain a safe distance from the candidates

5.6 After Examination

 On completion of a shift, the candidates will be permitted to move out of the


laboratory/examination room in an orderly manner, one candidate at a time.
 Candidate must drop the Admit Card and Rough Sheets in the advised boxes after
displaying them to the staff available next to the dropbox. If any candidate misses
dropping Admit Card or Rough Sheets in boxes, disciplinary action can be taken against
him/her.

5.7 Important Points to Note:

The following items should be matched on Admit Card:


• Father name
• Date of birth with Aadhaar Card
• Name of Centre, with date and shift
• The photograph of the candidate should be matched.

Unacceptable photographs on Admit Card

 Observe if the staff is being frisked and their entry is recorded in visitor register
 If there is any additional staff in the center premises whose name is not in visitor
register or attendance register
 Report if any staff is without Identity card and note down his name and allocated
duty
 The abnormal activities of all the staff available at center like someone tampering the
exam computers before candidate entry or inserting some device in exam computer
or carrying some wire in the exam lab or outside lab.
 The seat numbers are in sequence i.e. paper tagging displayed on candidate seats
are not being changed by any staff
 Observer should check each computer to see if no other suspicious device is present
on desktop.
 Observer should note staff rotation at least at centres and also note change of
invigilator duty in different rooms everyday (for all centres)

 Candidate should be given random seats - Check on sample basis if the two
candidates getting registration together in the exam lab are given adjacent seats. Note
down their seat numbers and roll numbers
 Cross check the seat no. allotted to candidate (as written on the admit card of
candidate) with the seat number displayed on the seat at where candidate is sitting
 Frisking is done properly both for female and male candidates.
 Observer should ask the staff about system de-mapping cases (whose computer was
changed before start of exam) and understand reason and check new seat also.
 De-mapping can happen before the start of exam or during the exam. Note down the
IP address of old computer and new computer
 Ask and record reason if any candidate who was not scheduled in exam centre is
given permission to appear for examination.
 If any person who is carrying mobile phones except a designated person (note their
name)
 If there is any abnormal activity in the server room like someone using mobile phone
or any unauthorized person sitting there
 Take a round of the surrounding of center to see if anyone sitting with the laptops in
any vehicle or shop
 Take a round of whole premises and see if any person is working on any computer in
the adjoining rooms or any isolated computer is kept in any other room.
 Check if any computer’s monitor screen colour is changing or mouse is automatically
moving (report to NTA central team)
 Visit isolation lab and see if anyone who is not sick is sitting there
 Observe that once gate entry is closed then no one can enter the center
 Report the labs in which less than 06 candidates are sitting and observe their activity
randomly.
 Note if jammers are properly working or not.

6. NTA Examination Conducting Machinery


NTA Examination machinery for the conduct of Examinations would consist of Examination
Functionaries who would work in collaboration to facilitate communication between NTA
Control Room and Test Centres.

Key features of NTA Examination machinery are as the following:

- There are 2 National Coordinators to look after the Northern and Southern parts of the
country.
- Regional Coordinators are responsible for the conduct of the Examination in their
respective region or State.
- Every city has at least one City Coordinator.
- Every Examination Centre has at least one Observer. At Examination Centres with
considerable strength of more than 360, there may be more than one Observer.

7. Roles and Responsibilities of NTA National Coordinators


Two National Coordinators have been appointed by NTA to oversee the entire examination
process in the States/regions allocated to them (Table 5).

Responsibilities of National Coordinators are given below:


Pre-Exam
 To ensure acceptance of all examination functionaries for their respective duties (NTA to
share duty allocation chart and details for respective states in advance including billing
information available through the dashboard)

On Exam Day
 To oversee an end to end examination process in the States of their Jurisdiction
 To monitor examination practices from NTA Control Room on the examination day
 To help NTA in troubleshooting on the examination day

8. Roles and Responsibilities of NTA Regional Coordinators


The Regional Coordinators have been appointed by NTA to oversee the entire examination
process and help with necessary logistics support for ensuring efficient conduct of NTA
examinations. Handling honorarium, local conveyance, and other expenses of examination
functionaries viz. City Coordinators and Observers, in a fair, transparent, and smooth manner is
also the responsibility of the Regional/State Coordinator.
Responsibilities of Regional Coordinators are given below:
(i) To ensure that all examinations conducted by NTA are managed efficiently, smoothly,
and in a fair and transparent manner in their State/region.
Pre-Exam
(ii) To receive an advance amount from NTA as per the sanction letter and follow
necessary instructions regarding payment, including sending a soft copy of the receipt
(Annexure: A1) available at the NTA Test Admin Dashboard.
(iii)To disburse advance to respective CCs for
 The honorarium of CC and Observers
 Fixed local conveyance of Observers
(iv) To send an advance receipt and disbursement statement to NTA through e-mail

On Examination day
(v) To stay connected with the NTA control room through video-conferencing and
implement directions, if any
Post Examination
(vi) To collect attendance records of CCs and Observers from respective CCs, and
validate and maintain a record of the same
(vii) To collect the following documents from CCs and send those to NTA after
maintaining a record
 attendance reports
 remuneration forms (and local conveyance proforma, if any) of all
functionaries assigned to them and their own
 Scribe Proforma
 Any other relevant documents from City Coordinators and verify/countersign

any other if applicable within 15 days of the examination.
(x) Any other responsibility related to the aforementioned examinations may be
assigned from time to time.
Regional Coordinators can perform their duties effectively only when they are aware of the
scheme of conduct of the examination. Therefore, they are requested to get necessary information
regarding the examination as explained in this document in the information bulletin, and COVID
19 related guidelines.
Please note- “NTA is the sole decision-making authority for test administration exercise.
Therefore, RCs are advised to strictly adhere to NTA guidelines. In case of any exception and/or
crisis, report immediately to NTA Control Room and adhere to the directions issued.”
Important: The number of Observers and/or City Coordinators is limited in every city.
They would be appointed only by NTA

9. Roles and Responsibilities of NTA Special Coordinators


The Special Coordinators have been appointed by NTA to help in monitoring the conduct of
examination at the Centre(s) or City that requires extra vigilance and attention. The list of such
Centre(s) would be decided by NTA in consultation with local authorities and would be
communicated to you accordingly.
Summary of responsibilities of Special Coordinators on the day of the examination is given
below:

1. Observe virtually thermal scanning, frisking, and candidates’ entry process, especially in
view of COVID 19 guidelines

2. Verify the following telephonically from Observers-

a. the seating arrangement as per social distancing norms (gap of one seat between
two candidates)

b. Invigilators and all examination functionaries deputed at the Centre are active and
vigilant and are adhering to social distancing norms and COVID 19 related safety
measures

c. the attitude of the Centre Head and examination functionaries towards

i. the students, and


ii. NTA Examination practices

Post Examination
3. Share feedback along with claim Proforma and other documents addressed to the Data
Analyst, as mentioned in their letter.
4. Recommend (or not) a Centre for usage in coming years.
As this role is strictly confidential, they are not expected to reveal the Centre List or to meet the
City Coordinator before the date of examination.

Special Coordinators can perform their duties effectively only when they are aware of the scheme
of conduct of the Examination and the roles of examination functionaries. Therefore, they are
requested to get necessary information regarding the examination, available in Guidelines,
Information Bulletin, and COVID-related Guidelines.

10. Roles and Responsibilities of NTA City Coordinators

City Coordinators (CC) are authorized representatives appointed by the National Testing
Agency’ at each City to assess and ascertain that CBTs are being conducted as intended in a fair,
transparent, and efficient manner while adhering to COVID-19 related safety measures and social
distancing norms. Considering high stake nature of the examinations, NTA entrusts CC with the
responsibility to monitor all aspects of the conduct of the above-mentioned examinations in order
to enhance the general credibility and efficiency of the NTA examinations and to ensure that no
candidate is at an advantage or disadvantage due to improper implementation of examination
practices.
The City Coordinator is an important link between NTA and Examination Centres in each
examination city. Therefore, they need to effectively coordinate with the Regional Coordinator
as well as Observers.

Responsibilities of City Coordinators are given below: -

Pre Examination
1. Coordinate with Centre Head and observe the conduct of mock drill virtually
(from their own location)
2. Coordinate with Observers and seek consent to ensure that all the Observers would
be present for their duty at the Examination Centre on the day of examination
3. To receive an advance amount from the Regional Coordinator against receipt
and share the soft copy of the receipt with RC.

On the day of examination: -


4. 06:30 A.M. - Coordinate telephonically with Observers and ensure their presence
at the Centre
5. Take status report from Observer just before and after each session telephonically
on frisking, social distancing norms, and safety measures, the successful conduct of
examinations, and share status with Regional Coordinator.
6. Help with Scribe, wherever required by the Centre.
7. To maintain a record of all Observers on Duty and update attendance immediately

Payment related responsibilities
Pre Exam
1. To receive the advance amount and send the receipt to the Regional Coordinator

NTA by uploading it to the Test Admin portal. For this, they may -

## If there is only one Centre in the City, the City Coordinator will perform the duty of Observer,
because no coordination would be needed in this case. However, terms and conditions would
remain the same as mentioned in their letter. This does not entail two honorariums.
City Coordinators can perform their duties effectively only when they are aware of the scheme of
conduct of the examination. Therefore, they are requested to get necessary information regarding
the examination, available in the Guidelines and Information Bulletin.
Please note- “NTA is the sole decision-making authority for test administration exercise.
Therefore, you are advised to strictly adhere to NTA guidelines. In case of any exception and/or
crisis, report immediately to NTA Control Room and adhere to the directions issued.”
Important: The number of Observers is limited in every city. No Observer is to be
appointed by the City Coordinator.
11. Roles and Responsibilities of Observers
Observers are authorized representatives deputed by the National Testing Agency at Examination
Centres to assess and ascertain that CBTs are being conducted as intended in a fair, transparent,
and smooth manner.
Observers have a dual role in the NTA test administration process. On one side, they assist
Centre Head (Eduquity), Invigilators, and other officials in conducting the fair and smooth
examination; on the other side they audit and certify that the examination practices have been
followed as per the NTA Guidelines. At the same time, the Observer needs to ensure that
COVID-19 related guidelines, safety measures, and social distancing norms are being
followed religiously. Observers are faculties from the Department of Higher Education.
At a few selected Centres, NTA may depute Special Observers, like Flying Squad.

Please note that Observers are not decision-makers. An important observation that requires
immediate attention/decision needs to be reported to NTA Control Room and resolved in
consultation with NTA.

In order to perform their duties effectively, Observers are requested to read carefully the Test
Administration Guidelines, Information Bulletin, and COVID-19 related Advisory available at

Their key responsibilities may be summarized as the following:

Pre-Exam:

I. Observers must report at the Centre at 06:15 A.M. for Shift 1 (and corresponding time as
per Table 4 in Shift 2, if the examination is only in Shift 2).
II. They need to participate in the briefing convened by Centre Head for Invigilators, security
persons/volunteers, and all concerned staff about the important instructions, do’s, and
don’ts of the conduct of the Examination, including-
 Candidates' entry and frisking
 COVID-19 related social distancing norms and safety measures
 Admit Card verification through bar code reader and Identity proof verification
 Prohibited items
 Invigilation norms
 Biometric Attendance
 De-mapping and Re-mapping of students, etc.
[Before the briefing, the Centre Head would get the following verified by the Observer or
NTA representative on duty - A record of credentials and Identity proof of the Invigilators,
and No Relation Certificate duly signed by all Persons on Examination Duty]
III.While the examination is in process, Observers would inspect the Examination Centre and
halls/rooms following social distancing norms and safety measures, observe and verify
that -
a. The seating arrangement is as per social distancing norms, comfortable for
candidates, and rules out the possibility of any malpractice.
b. Thermal scanning, Contactless Frisking, and identity verification of candidates are
being done as per the NTA norms while adhering strictly to COVID-19 related
norms.
c. Invigilators and all examination functionaries deputed at the Centre are active and
vigilant and are following COVID 19 related guidelines.
d. No candidate or any person at the Centre is engaged in any kind of Unfair Means or
Malpractice related to the examination.
IV. Besides observing server connectivity and setting, Observers need to observe/certify that
Server Activation and Question paper downloading is done with due diligence and as per
confidentiality norms.
V. Observers also need to observe and validate the system-generated Attendance Report and
Absentee Statement.
VI. Observers must ensure adherence to the time schedule, especially the Timing of Gate
closure in close coordination with the Centre Head
VII. In case of any major risk and exceptions, they must inform NTA Control Room, as
applicable on given contact numbers.
Post Examination:
1. Submit report /online feedback day-wise and shift-wise on the Test Admin Dashboard
(for each Duty/Examination Day).

2. To observe, verify and validate the submission of the following documents by the
Centre head after each Shift

In order to perform their duties with diligence, Examination Functionaries must


participate in the orientation session conducted by NTA (Schedule and mode to be
communicated by NTA).

Observers are requested to -


1. Reach the destination as per schedule
2. Reach the test venue at the time specified in the NTA CBT Schedule and attend the briefing
meeting convened by the Centre Head (Eduquity) and other associated personnel involved
in the test administration.
3. Observe staggered entry of candidates as per social distancing norms
4. Observe and verify that–
❑ Candidates enter the Exam Centre after proper thermal scanning and contactless
frisking and proper document and ID verification while maintaining Social distancing
as described in Chapter 5, by volunteers or Invigilators at the entry point.
❑ Candidates adhere to the directions in the Admit Card regarding possession of the
items listed.
❑ There is a separate enclosure for the frisking of female candidates
❑ No candidate makes any attempt to use any unfair means by using any mode.
5. Observe that the testing window goes live as scheduled before the commencement of the
Examination.
6. Observe that the mobile phones or any electronic gadgets are not used at the Examination
Centre during the course of the examination by any of the officials on duty. Ensure that the
designated officials collect all mobile phones and store them in one place in the switched-
off mode under lock and key. (Mobile phones may be allowed for Eduquity Staff, TCA,
and Observer.)
7. Observe that there is no unauthorized entry to the Examination Centre, irrespective of the
profile of the person.
8. Take special caution if any candidate is sitting idle and not clicking the answers for
unusually long periods. A candidate who has not been writing the answers for unusually
long periods may be watched carefully.
9. Be vigilant and extra careful with candidates not belonging to the state in which the
Examination Centre is situated.
10. Keep watching if any candidate is whispering, as he might be using a Bluetooth device to
communicate with outside people.

12. Roles and Responsibilities of Deputy/Independent Observer

Deputy/Independent Observers are NTA representatives entrusted with the responsibility to monitor
the following aspects of the conduct of examinations and ensure that the examinations are conducted
in a punctual, fair, and transparent manner at the examination Centre, thus enhancing the general
credibility of the NTA examinations system:
i. To ensure that the Security Guard/s is/are stationed outside the gate.
ii. Crowd management of candidates and their guardians.
iii. Ensure the social distancing between the candidates.
iv. Make parallel linear queues
v. Ensure that the photograph on the Admit card a candidate is carrying matches his/her
face.
vi. Those who are not carrying a copy of their Aadhaar card must be asked to fill up an
undertaking available at the Centre.
vii. Ensure that the frisking of the candidates using a handheld metal detector (HHMD) is
done extremely carefully.
viii. Use a torch to look inside the ears of the candidates to ensure they are not wearing/hiding
any Bluetooth devices/Communication devices.
ix. The personal masks of the candidates need to be disposed of in a closed peddle push bin.
x. Masks need to be distributed at the entry point / as decided by the Centre provisioned. No
personal masks are allowed.
xi. Ensure that candidates are not carrying any personal belongings other than written on the
admit cards
a. Personal transparent water bottle,
b. Personal hand sanitizer (50 ml)
c. A simple transparent Ball Point Pen.
d. Admit card along with Self Declaration (Undertaking) downloaded
xii. To take rounds of the laboratory/classroom to ensure all examination functionaries are
doing their duty in a vigilant manner. While visiting the classrooms please pay attention
to the following points in minute detail,
a. No candidate is sitting idle/without clicking the mouse for a long period of time.
b. The colour of the monitor seems to be different with a shade of green.
c. The font size of the monitor seems to be larger than other monitors.
xiii. In case of any untoward incident or observation at the Centre, you are requested to contact
the City Coordinator, who will be in direct touch with National Testing Agency (NTA).
xiv. Candidate must carry “Any one of the original and valid Photo Identification Proof issued
by the Government” – PAN card/Driving Licence / Voter ID/ Passport / Aadhaar Card
(With photograph)/ E-Aadhaar/ Ration Card / Aadhaar Enrolment No. with Photo. All
other ID/photocopies of IDs even if attested/scanned photo of IDs in the mobile
phone will NOT be considered as valid ID Proof.
xv. The candidate must bring a PwD certificate issued by the Competent Authority if
claiming relaxation under the PwD category. The scribe provided by the NTA must also
carry his/her own Self Declaration (Undertaking) regarding educational qualification, etc.
passport size photograph, valid government identity, and self-declaration (undertaking)
regarding COVID-19.

xvi. For Drawing test – Part III of B.Arch., the candidate must bring their own Geometry Box
Set, Pencils, Erasers, and Colour pencils or Crayons. The candidates are not allowed to
use watercolour on Drawing sheet.
xvii. In case of a technical glitch wherever the candidate is delayed in the submission of their
examination, the same must be provided in the feedback form.
xviii. The presence of all candidates is necessary till the entire data is uploaded by the Centre IT
In-charge.
xix. Your honorarium, travelling allowance and feedback forms are enclosed. These need to be
filled out and handed over to the City Coordinator.

Day before the Examination day

 The Deputy/Independent Observer should report a day before at Centres to ensure the
operation/activities are begin done as per the protocol/procedure and familiarise with the
staff (invigilators, venue head, support staff, etc.)
 To ensure all the designated staff and functionaries are carrying their ID Card.
 Confirm approach to the Examination building and Examination laboratories. All approaches
should have security guards deployed and the Examination laboratories should be able to get
sealed daily.
 Plan to ensure that candidates reach only the Examination laboratories after registration.
 Ensure CCTV is in working condition, and the name of the CCTV camera matches the
physical laboratory names. Ensure that there is no CCTV blind spot.

 On a daily basis till the end of the Examination, the laboratories are to be sealed and opened
by Observer only. No one should be inside the laboratory after sealing.
 Conduct a planning meeting with all the staff to inform/remind rules.
 Confirm if basic amenities for candidates’ comfort, safety, and security of Examination are
available at Examination Centre.

During the Examination

 The Observer should report to Examination Centre on the scheduled date and time (6:45
A.M.) as mentioned in their deployment order in order to supervise all the activities at
the Centre.

 Check the presence of all staff. All staff deployed on the day of the Examination must
possess their identity card duly authenticated by the Competent Authority.

 Observer should do briefing and planning meetings with all the staff at the Centre before
the start of the Examination and convey important instructions and expectations.

 Rotate invigilator staff to random rooms in each shift

 The Observer must ensure that he/she and others do not possess the mobile phone etc.
during the conduct of the examination. All should deposit their mobile phones in the
control room. Only one person from the Centre would be allowed to carry a mobile but at
a secure location only

 The entry and exit of the Examination building should be strictly restricted during

Examination time

 The Observer should satisfy himself regarding arrangements made for frisking of
candidates at the entry gate
 Ensure that no person other than those deployed for duty is present in the Examination
Centre. Their duty orders, as well as their identity cards, should be checked
 They have to visit the Examination rooms frequently and check if invigilators are
vigilant and moving in the entire room
 Check if COVID-19 guidelines are being followed at the Centre

4. Deputy/Independent Observers are NTA representatives entrusted with the responsibility to


monitor all aspects given above before the start of every shift at the same time, the
Deputy/Independent Observer needs to ensure that COVID-19 is related to Guidelines, safety
measures, and social distancing norms are being followed religiously.
5. In order to perform their duties effectively, Deputy/Independent Observers are requested to
download and read carefully the Guidelines and COVID-19 related Advisory available at
NTA Test Admin Dashboard and with the City Coordinator also.

6. Deputy/Independent Observers are requested to coordinate with the NTA before the
Examination and reach the Centre allocated as per the schedule convenient to them. Please
do not forget to carry your duty letter, a valid Govt Id proof, and 2 photographs.

13. Roles and Responsibilities of Flying Squad

Flying Squad are the authorized representatives deputed by the National Testing Agency at
Examination Centres to assess and ascertain that CBTs are being conducted as intended in a fair,
transparent, and smooth manner.

As a Flying Squad Member, you will visit all the Centres in the City, and depending on the time of
visit, you will observe the following at different Centres:

1. Frisking at the Centre (both process as well as manner). A separate frisking zone for male and
female Candidates (In the Registration Room/Hall). Only female staff will frisk the female
candidates in the enclosure.

2. The trained manpower to be supplied by the Agency should include male and female frisking
personnel.
3. Personnel involved in frisking must take care of sensitivity issues related to
Gender/Religion/Socio-Cultural and regional Differences and should not hurt the sentiment of
any candidate.

4. Frisking personnel must ensure minimum contact frisking as per the Advisory for COVID-19
by the Local Government Authority.

5. Process of allocation of candidates ensuring they are sitting as per the seat allotted to them.

6. Observe activities in the Control Room with the NTA Observer and Centre Head.

7. A hand-held metal detector (HHMD) with a long rod for detection of prohibited Metallic
Equipment/ Mobiles / Electronics / Communication equipment or any small Electronic Bugs
used by the authorized Agency is done seriously. It is to ensure that, no candidate is allowed
to enter the examination room without frisking.

8. All documents including Admit Cards and valid Identity Card of the candidate and other
required documents are verified.

Your overall objective is to ensure the exam runs smoothly and there are no unfair practices.

While visiting the classrooms please pay attention to the following points in minute detail:

 To take rounds of the Examination Room to ensure all examination functionaries are doing
their duty in a vigilant manner.
 No candidate is sitting idle for a long period of time.
 The colour of the monitor seems to be different with a shade of green.
 The font size seems to be larger than other monitors.
 Compliance with COVID Advisory Infrastructure and candidate comfort.
 Suspicious activities

14. Guidelines to Technical Person (IT In-charge) from the Centre

 Be present in the Centre as and when the Eduquity Tech Person reports to the Centre.
 Assist and support Eduquity Technical Person in the examination Centre.
 Assist in preparation of laboratory including LAN connectivity, Client settings, and Installation
of client exe.
 Assist in Set up of the Registration desk which involves the installation of a Barcode scanner,
Finger Print Scanner, and Web Cams.
 Assist in installing exe for the exam and Tinywall.
 Assist in conducting the mock Test on all the assigned systems in the laboratories
 On the day of the Examination be present in the Examination Centre 2 hours before the starting
time of the exam.
 Assist Edu Tech staff to switch on all the systems in the laboratory and switch on exe.
 Help at the registration desk to register candidates by barcoding admit cards, capturing photos
of the candidates with a web cam, and capturing fingerprints through fingerprint scanners.
 Ensure that all proctors assigned by the institution are available and present in the laboratories.
 During the examination be present in the laboratory and attend to any problems faced by the
candidates during the examination.
 Assist Eduquity tech person in closing activities for the day after the examination.
 On the last day of the examination assist in uninstalling the exam exe and related software in all
the systems.
 Help Eduquity Tech Person in packing the equipment used in the examination and handing over
the same to Centre Coordinator for safe custody.
 Assist in Collecting and dispatching Drawing booklets after the examination as per the
instructions.

15. Guidelines for Centre Coordinator/Centre Head


Centre Coordinator (CO) is the In-charge of the venue or Examination Centre and is overall
responsible for the smooth and fair conduct of the examination. CO is required to adhere to the
following NTA guidelines in order to ensure that test is being administered as intended.
A. Pre Examination Checks
Centre Coordinator (Eduquity) needs to check all necessary arrangements as per the agreed
checklist, especially:
● Infra-related- Centre Coordinator (Eduquity) needs to check all necessary
arrangements as per the checklist one day prior to the examination.
● Manpower related- Centre Coordinator (Eduquity) also needs to collect id proof of all
Invigilators and other persons on examination duty and maintain a record as per
Proforma 1 and get a No Relation Certificate signed by Persons on Examination Duty
(Proforma 2).
● COVID-19 related- Centre Coordinator needs to adhere to Guidelines and relevant
practices described in Chapter 5

B. Manpower Requirement
Norms for manpower to be deputed at the Test Centre are as follows:
● For Verification at the Entry Point, Volunteer to Candidate ratio - 1:100
● For Verification and document collection in the examination laboratory/room,
Invigilator to Candidate ratio - 1:30
C. Reporting Time
All key officials including Centre Head, IT Manager, NTA Observer, and other NTA
Authorized Representatives are expected to reach the Centre at 6:15 A.M. They would join
the about the schedule, frisking norms, gate closure, etc.
Please refer to Table 4 regarding details of reporting time.
The backup server should be configured and connected to the internet within 45 minutes of
reporting time.
D. Gate Closure Time
▪ 8:30 A.M. for Shift 1
▪ 2:30 P.M. for Shift 2
Please ensure that:
1. On exam day, only one entrance of the Test Center is used for candidates’ entry.
2. All Invigilators and other persons on duty are well informed about the Test Center
gate closure time and have clear instructions to not allow any candidate to enter the
Test Center after the gate closure time, under any circumstances.

E. Social Distancing and COVID-19 Related Safety Measures


The Centre superintendent must ensure the following:

 Sanitization of examination premises

 Seating Area to be thoroughly sanitized before each shift starts (and after the last shift of
the candidate) - monitor keyboard, mouse, webcam, desk, and chair. All door handles,
staircase railing, lift buttons, etc. are to be disinfected. Wheelchairs (if present at the
venue) will be disinfected.

 Distance between 2 seats is to be maintained as per GoI guidelines.

 Hand Sanitizer to be available at entry and inside the exam venue at various places for
candidates and Centre staff to use.

 Barcode readers at the entry point to scan the barcode on the Admit Card. The
Laboratory/room number is to be informed to the candidate at this point.

 All Centre Staff and Invigilator must be wearing masks, and gloves and follow social
distancing norms at all the times

 Rough sheets to be kept at all desks before the start of the exam by Invigilators wearing
gloves to ensure hygiene.

 All the processes are touch-free to ensure Social Distancing norms.

 A fresh mask is to be offered to all candidates before entry

 Hand sanitizer to be available at various locations in the Centre

At the time of Entry

 To ensure that candidates need to maintain space as per GoI guidelines from each other at
all times. Queue manager/ropes and Floor Marks to be arranged outside the Centre.

 Frisking staff to inform room number after scanning the Admit Card with the bar code
reader

 Candidates to be guided to sanitize hands

 Verify the duly filled-in undertaking given in the Admit Card as per instructions and body
temperature (using Thermo Guns) will be checked

 Frisking through Handheld Metal Detector (HHMD) without touching the body.

 All candidates to wear masks during the examination provided at the Centre only.

Note - No one is to be denied to appear for the examination until one violates the
COVID-19 directives/advisories of Government (Central/State) applicable on the day of
the exam and instructions mentioned in the Information Bulletin and Admits Card.

During Examination

 Rough sheets to be kept at each candidate's desk

 Invigilators to maintain a safe distance from candidates

 Observers on duty to maintain a safe distance from the candidates

After Examination

 On completion of the shift, Invigilators may facilitate the exit of the candidates in an
orderly manner by leaving one candidate at a time.

 Candidate must drop the Admit Card, Undertaking, and Rough Sheets in the designated
boxes after displaying them to the staff available next to the dropbox.

F. Candidate Entry, Identity, and Document Verification


A. Verification at the Entry Point
Please ensure that the Volunteer / Security Guard ensure that all candidates have changed
their masks and are wearing the mask provided by the Centre verifies the mask and
sanitization of all candidates and verifies the following documents of each candidate from
a safe distance at the entrance of the Test Center:

✓ Verification of photograph on Admit Card.


✓ Undertaking in duly filled proforma given in the Admit Card.

✓ Authorized photo ID like PAN Card/Passport/Driving license/Voter-ID/Aadhaar


Card / E-Aadhaar Card (valid and original) as printed on Admit Card
✓ PwD certificate, if applicable

✓ Scribe related documents, if applicable


The Volunteer/Security Guard has clear instructions that no candidate is carrying a mobile,
any electronic device, or any other material listed as prohibited material in Annexure II,
beyond the entry point.
B. Verification at the Examination Room/Laboratory Entrance
Please ensure that -
1. The Invigilator verifies if the candidates have been mapped to their
room/laboratory and check the following documents:
✓ Admit Card with Photograph
✓ Undertaking in duly filled proforma given in the Admit Card

✓ Authorized Govt photo ID like PAN Card/Passport/Driving license/ Voter-


ID / Aadhaar Card / E-Aadhaar Card (valid and original)
✓ PwD certificate, if applicable
✓ Scribe related documents, if applicable

2. Candidates are allowed to enter the examination room/laboratory, only if all of


the above-listed documents tally with each other.
3. In no case, the duplicate Admit Card would be issued at the Examination
Centres.

G. Registration Desk
Candidates' Admit cards are checked and a computer is allocated randomly after the
following are done:
1. Photo capture using the webcam and matching with a photograph on the Admit Card.
2. Aadhaar Based Biometric Verification wherever Aadhaar is available. Else, a
Biometric fingerprint is registered for future verification.
H. Managing Female Candidates at Frisking or in Examination Room
Please ensure those female candidates are frisked at the entry point, with sensitivity and
care. Centre Heads need to make sure that -
1. In case a female candidate’s face is covered by a veil/burqa, female volunteers/female
security guards should ask the candidate to lift the veil and verify her face against the
ID proof/call letter.
2. Female volunteers/Invigilators should check any handbags, thick bangles, key chains,
etc. for hidden cameras.
3. A female Invigilator needs to be present in the laboratory/examination room
even if a single female candidate is in the room.
4. Invigilators (Male particularly) maintain a safe distance from the female candidates
while interacting with them.
5. No personal information/question should be asked from the female candidate.
6. No person on examination duty should stand for too long near a female candidate,
without reason.
7. Any female candidate moving inside the venue during the examination (washroom),
should be escorted by a female volunteer.
Centre Heads need to certify and share an undertaking that the above norms were followed
at their Centre.

Note: Frisking staff should be oriented about the gender/religious/socio-cultural


sensitivity issues associated with frisking and must be instructed to respect diversity
and not hurt sentiments, but strictly follow security norms.

I. Provisions for Persons with Disability


As per the office memorandum of the Ministry of Social Justice and Empowerment (Reference:
F.No. 34-02/2015-DD-III dated August 29, 2018), the PwD candidates who are visually
impaired OR have a disability in the upper limbs OR have lost fingers/hands thereby preventing
them from properly operating the Computer Based Test platform may avail the services of a
scribe (amanuensis).

The scribe will help the Candidate in reading the questions and/or keying in the answers as per
the directions of the Candidate. A scribe will NEITHER explain the questions NOR suggest

any solutions.
PwD candidates who desire to avail the services of a scribe need to opt for this during the
online registration of UGC-NET Decemeber 2021 & June 2022 (Merged Cycles). A copy of
the PwD certificate must be uploaded at the time of online registration for UGC-NET
Decemeber 2021 & June 2022 (Merged Cycles). The formats for the PwD are given in
Information Bulletin.

It is to be noted that the Scribe will be provided by the National Testing Agency only. The
candidates will NOT be allowed to bring his/her own scribe.
Candidates suffering from diabetes may be allowed to carry into the examination hall the
eatables like sugar tablets/fruits (like banana/apple/ orange) and transparent water bottles.
However, they will not be allowed to carry packed foods like chocolate/candy/sandwiches,
etc.
Provision for candidates with communicable diseases
Candidates suffering from communicable diseases such as Measles, Chicken pox, will be
allowed to appear for the examination and a separate isolated arrangement will be made
available for such candidates.

J. Procedure for Candidates to enter Examination Centre


1. At the entrance, the candidate wearing a mask and gloves (optional) shows his/her
Admit Card and identity proof.
2. The candidate is offered a mask at the Centre.
3. The candidate goes through thermal scanning and frisking through a handheld metal
detector (HHMD) (No Pat frisking) and proceeds to the Registration Desk.
4. The candidate produces the Admit Card along with the Aadhaar card. Admit Card is
scanned with the bar code scanner.
5. Individual identification is verified with the photograph. The candidate’s photograph
will be captured with the web camera. Ensure sufficient light for a clear photograph.
If required, arrange for a light next to the Web camera and ensure a plain wall
background.
6. Aadhaar Based Biometric Verification wherever Aadhaar is available. Else, a
Biometric fingerprint is registered for future verification.
7. On completing the verification, a wristband is put on the left wrist of the candidate.
8. A system number is allotted, noted on the admit card, and guided to the allotted
computer laboratory.
9. The candidate proceeds to the computer laboratory and to the allotted computer to
take the examination.
10. The candidates enter the Test Center after sanitizing their hands
11. After confirming the Examination room/laboratory, the candidate enters the
examination hall.
12. The Invigilator verifies candidates and relevant documents and guides them to the
allocated node.
13. The candidate sits at the computer allotted to him/her and waits for further
instructions from Invigilators.

K. Centre Coordinator’s Instruction for Invigilators in Laboratories/Rooms


Please ensure that Invigilators have a clear understanding of their end to end responsibilities
like-
1. Obtaining candidates’ Signature on the Attendance Sheet (Proforma 3) and Admit
Card (No thumb impression)
2. Provide at least rough sheets on each desk
3. Ensure candidates and write their User ID (Roll Number) and the Password Date of
Birth (DDMMYYYY) on that sheet.
4. Ensure dropping of all rough sheets and Admit Cards with Undertaking at end of the
examination.
5. Drawing the laboratory layout mentioning the seat/node numbers as per the candidate
mapping list behind the Attendance Sheet. The Invigilator should mention the
Laboratory name, mention his/her own name and sign on it.
6. Ensuring that the candidates do not meddle with the system until the announcement
about the examination process is made.
7. Observing that every candidate is giving the examination.
8. Make sure that it is indeed the same candidate whose photograph is appearing on the
monitor.
9. Make sure that there are no cases of Unfair means.
10. In case of any suspicion, further investigation along with checks on signature
matches needs to be carried out immediately. On conclusive evidence of an
impersonation case, the candidate should either be removed or marked as an
impersonating candidate and reported to Command Center. All such cases are to
be reported while the Invigilator is signing the Attendance Sheet to certify the
conduct of the examination for the laboratory.

L. Center Readiness and Surveillance


The Centre Coordinator is required to adopt the following practices before, during, and
after examination practices-
1. Be present in the Server Room or Examination Rooms/Laboratories throughout the
duration of the examination in a session. No other Personnel is allowed into this room
apart from the Observers and IT Managers during the examination.
2. On the examination day, take a 5 minutes briefing for all IT Managers, Invigilators,
Volunteers, Security Guards, and other team members at the Test Center to
summarize and check all the preparation for the examination.
3. Take frequent rounds so that Invigilators and others on duty remain alert. During the
rounds, confirm that the Invigilators have carefully checked “The profile of the
candidate on his/her online screen Identity of the candidate” while taking care of
social distancing norms.
4. Display posters of the Room Map at prominent locations and label them.
5. Candidate to room mapping should be completed one day before the exam.
6. Candidate to room mapping should be done based on the Attendance Sheet
sequence.

7. Ensure that canopies (partitions) between computers are firmly stuck to the table so
that they do not fall down or fly away with the breeze from fans.
8. Security staff should guide candidates to their respective floors and at least one
volunteer should be present on each floor to guide candidates to their respective
laboratories/rooms.
9. No media personnel should be allowed inside the Test Center.
10. Students or staff of the Test Centre should be allowed to enter only if they have valid
ID proof.

M. Start the Examination Process


1. The backup server should be configured and connected to the internet within 45
minutes of reporting time.
2. Before starting the exam server, check the time and time zone on the Primary and
Backup servers. If required, correct it before starting the exam server.
3. On the primary server, go to the specific URLs mentioned and follow the necessary
steps.
4. Ensure that the candidate details for the shit are imposed.
5. At the appropriate time start the bar code registration, take photo and biometrics and
allocate a machine randomly.
6. Import question paper when you are informed about the availability of Question
paper.
7. At the scheduled start time, press Press ‘Start the test’ button.
8. The screens of the candidates refresh automatically and the test starts.

N. While the Examination is in Progress


1. Candidates are not allowed to leave the examination room/laboratory while the
examination is in progress.
2. In case any candidate wants to use the washroom due to biological reasons, she/he has
to keep belongings (Admit Card, photo ID proof, another document (s), etc.) with the
Invigilator. A volunteer has to escort the candidate to the washroom and back to the
laboratory. The belongings should be returned only after the candidate returns to the
exam room.
3. If a candidate disappears during the exam without any permission, the City
Coordinator and Centre Head would lodge a complaint at the nearest police station.
Therefore, Invigilators need to ensure that such occurrences are immediately
communicated to the Center Head. The Center Head to immediately highlight to the
Observer and NTA Command Centre.
4. In case of cheating/impersonation, lodge an FIR/complaint in the nearest police
station. Invigilators need to ensure that such occurrences are immediately
communicated to the Center Head. The Center Head to immediately highlight to
the Observer and Command Center. In such a case, the City Coordinator (or
their representative) and Centre Head would jointly file the complaint/lodge an
FIR.

5. Certify successful initiation of drive and data uploading after examination in the
online Undertaking.

N1. Moving Candidate to another Laboratory/System


1. Please avoid moving the candidate to another laboratory and try to accommodate the
candidate in the same laboratory on the buffer systems.
2. Minimize de-mapping of the candidates and try to accommodate candidates on the
same assigned node (computer system).
3. Candidates may be moved as per the recommendation of the auditing company. In
this case, the examination is stopped and the candidate is assigned a different
machine. This allocation is done on the server in the presence of the Auditor.
4. Make sure that there is No unauthorized Login to the Candidate Machine.
5. Maintain a record of all such cases in Proforma 5.

6. Ensure that the new system, seat, and workstation are thoroughly sanitized.

7. While reassigning any candidate, there shall be at least 5 machines available for
random allocation. Only one machine shall not be available for default allocation.

N2. Moving Candidates to another Centre


If due to any unforeseen scenario such cases emerge, please assure candidates that they will
not be losing any time and that their exam shall start with the exact balance time when the
exam had stopped.
1. Assemble all such candidates at one location and take a headcount, and explain that it
is Centre Head’s responsibility to move all affected candidates to another Test Center.
2. Ensure that all such candidates are using transport provided by the Centre to reach the
new Test Center.
3. Candidates should not be allowed to go on their own to the new Test Center.
4. The candidates should not be allowed to discuss test questions amongst themselves on
way.
5. The candidates should not have access to their belongings including mobile phones.

6. Ensure sanitization and maintenance of social distancing norms during the entire
process.

O. Collaboration with NTA Observer/Coordinators


A successful examination collaboration and strong partnership between various officials on
exam duty. Therefore,
1. Treat them with respect and arrange refreshments for them.
2. Work with them as they are part of the team at the Test Centre.
3. Ensure you have their contact number saved on your mobile phone.
On Examination Day:
1. Meet them in the morning and apprise them about the examination and Test Centre.
2. Arrange for their refreshments/snacks and Lunch, as the case may be.

3. In case of examination disruption, explain the situation to them and take them into
confidence. Work together to resolve the disruption.
4. Keep them updated about the status of an issue. Take them around the Test Center to
confirm that the examination is going on smoothly.

P. Exception Handling
Scenarios where the NTA Control Room should be informed immediately, using SMS
mode:
1. LAN Failure and Failure of Internet connectivity leading to disruption/delay of
examination.
2. DG, UPS, and Electricity issues leading to disruption/delay of examination.
3. Additional Candidate coming to test center, without any prior permission or order
(Candidates need to carry appropriate evidence).
4. Coordinator/ Observer malpractices and/ or unreasonable behaviour and/or any
request for deviating from the standard process.
5. Centre Manpower reaching late to the center or sudden change in manpower on
examination duty.
6. Medical emergency
7. Any other security-related or political issues.
Centre Heads need to map all failure cases in advance and have a Plan B.
In each of these scenarios, the Center Head, after checking with all IT Managers, should
keep the Coordinator / Observer and NTA Control Room informed about the estimated
Examination end time:
1. After resolution of the problem
2. After every 30 minutes
Center Head should check the maximum time left for a candidate and add the same to the
current time to calculate the expected time of exam closure. In case the expected time of
exam closure is more than 10 minutes as compared to the actual exam closure time then
Center Head should SMS the expected exam closure time and reason for the delay to
Observer and Observer to NTA Control Room via Coordinators.

Q. Post Examination Activities


1. At the end of the examination, ensure that all candidates have dropped their Admit
Cards, Undertakings, and Rough Sheets in the designated box before leaving the exam
room.
2. Ensure that all documents of all present candidates are verified and counted within 24
hours, and the number of Admit Cards, Undertakings, and Rough Sheets collected
tally with the number of candidates present. Ensure these are arranged in Login ID
order.
3. Complete the following records, get them validated by NTA Officials on duty, and
submit them through the given link after each Session.

Disposal of signed Admit Card and used rough sheets collected from candidates will be
packed date-wise and slot-wise. On the final day of the examination, all Admit cards and
used rough sheets in bundles should be packed in a box and dispatched through courier to
Eduquity Regional offices.

Disposal of examination related documents


On the final day, all annexures and documents related to the examination should be packed
separately date-wise and slot-wise and couriered to Eduquity Regional offices.

16. Instruction for Invigilators


Below are instructions that the Invigilator will have to read out to the candidates:
1. The exam will start at 9:00 A.M. (for Shift 1) and 03:00 P.M. for Shift 2.
2. The examination link with the login screen will already be available on your system. Please
inform the Invigilator if this is not the case.
3. 10 minutes prior to the exam, you will be prompted to login. You may write the User ID
(Roll Number) and the Password (Date of Birth (DDMMYYYY) onto the rough sheet to
login and start the examination.
4. Copying or noting down questions and/or options is not allowed. Severe action will be
taken if any candidate is found noting down the questions and/or options.

17. Instructions for Candidates


17.1 General Instructions
The following instructions are communicated to candidates through different modes like Admit
Card and Information Bulletin and Advisories from time to time. Therefore, examination
functionaries need to be in sync with these instructions.

1. No candidate shall be permitted to enter after the Gate Closing Time i.e. 30 minutes prior
to the time of commencement of the test
2. As a precaution for COVID-19, the candidate must reach the Center as per the advised
‘Entry Slot’.
3. No Candidate would be allowed to enter the Examination Centre, without Admit Card,
Undertaking, Valid ID Proof, and proper frisking.
4. Frisking through Handheld Metal Detector (HHMD) will be carried out without touching
the body.

5. Candidates will be allowed to carry only the following items into the Examination Centre
o Personal transparent water bottle
o Personal hand sanitizer (50 ml)
o A simple transparent Pen
o Mask provided by the Centre
o Admit Card along with Undertaking downloaded from the NTA website (a clear
printout on A4 size paper)
o Any one of the original and valid Photo Identification Proof issued by the
government – PAN card/Driving License/Voter ID/12th Class Board Roll number
or Registration card / Passport / Aadhaar Card (With photograph) / E-Aadhaar /
Ration Card./ Aadhaar Enrolment No. with Photo.
All other ID/Photocopies of IDs even if attested/scanned photo of IDs in the
mobile phone will NOT be considered as valid ID Proof.
o PwD certificate issued by the Competent Authority, if claiming relaxation under
the PwD category. In case of a candidate with the scribe, both the candidate and
the scribe need to wear the mask at all times.
o For Drawing Test – Part III of B.Arch., the candidates must bring their own
Geometry Box Set, Pencils, Erasers, and Color pencils or Crayons. The
Candidates are NOT allowed to use watercolour on Drawing Sheet.
6. Candidates are NOT allowed to carry any personal belongings including electronic
devices, mobile phones, and other banned/ prohibited items listed in the Information
Bulletin to the Examination Centre. Examination Officials will not be responsible for the
safe keep of personal belongings and there will be no facility provided for the same.
7. Blank paper sheets for rough work will be provided in the examination Hall/Room.
Candidates must write their name and Roll Number at the top of the sheet and must drop
them in the designated drop box without fail, before leaving the Examination Hall/Room.
Failure to do so may result in non-evaluation of your answers
8. A duly filled Admit Card and the Undertaking proforma must be dropped at the end of the
examination in the designated dropbox. Failure to do so may result in the non-evaluation
of your test.
9. No candidate shall be permitted to leave the Examination Room/ Hall before the end of
the examination.
10. On completion of the examination, the candidates will be permitted to move out of the
Examination Room one by one only.
11. If religion/customs require you to wear specific attire, please visit the Centre early for
thorough checking.
12. No Candidate should adopt any unfair means or indulge in any unfair examination
practices as the examination centers are under surveillance of CCTV and equipped with
Jammers.
13. Candidates are advised to check updates on the NTA website regularly. They should also
check their mailbox on the registered E-mail address and SMS in their registered Mobile
No. for the latest updates and information.

17.2 CBT Related Instructions


1. The total duration of the examination is: 3 Hours (180 Hours)
2. The clock will be set at the server. The countdown timer on the top right corner of
the screen will display the remaining available time for you to complete the
examination. When the timer reaches zero, the examination will end by itself and
you will not be required to end or submit your examination.
3. The Question Palette displayed on the left side of the screen will show the status of
each question using one of the following symbols:

4. The Marked for Review status for a question simply indicates that you would like
to look at that question again. Questions which are marked “Answered and

A nswering a Question:
7. Procedure for answering a Multiple Choice Type question:
a. To select your answer, click on the button of one of the options.
b. To de-select your chosen answer, click on the button of the chosen option
again.
c. To change your chosen answer, click on the button of another option.
d. You can click on the top left-hand side of the
question window when you want to come back to that question later on,
whether you have answered it or not, and proceed to other questions.
e. When you answer any question "Marked for review", the status of the question
changes automatically to "Answered".
f. You can click on when you want to
change the status and freeze the answer already given or answer the question.

8. To change your answer to a question that has already been answered, first select that
question for answering and then follow the procedure for answering that type of
question.

Instruction for Question:


9. For the correctness of the translation for a particular language, only the English
version will be considered as the final version for evaluation purposes.

The keyboard attached to the computer, if any, will be disabled during the entire duration
of the examination. Depending on the type of question, the answers to questions can
either be entered by clicking on the virtual on-screen numeric keypad using the computer
mouse or by clicking the chosen option(s) using the computer mouse. Candidates will
have the option to change/modify answers already entered anytime during the entire
duration of the examination.
In case the computer/mouse allotted to any candidate malfunctions anytime during the
test, he/she will be immediately allotted another computer system and the time lost due to
this will be adjusted in the server so as to give the candidate the full allotted time.
The on-screen computer clock counter of every candidate will be set at the server. The
countdown timer on the top right side of the computer screen will display the time
remaining (in minutes) available for the candidate to complete the examination. When the
timer reaches zero, the examination will end by itself. The candidates will not be required
to end or submit the examination.

The Question Status displayed on the bottom left screen will show the status of each
question using one of the following symbols:

The question(s) “Answered and Marked for Review” status for a question indicates that
the candidates would like to have a relook at that question again. A candidate has the
option of answering a question and simultaneously “Marked for Review”, these answers
will be considered for evaluation. However, if a candidate has simply put “Marked for
Review” for a question without answering it, the corresponding question marked for
review without an answer will not be considered for evaluation. It may be noted that a
candidate can return to any “Marked for Review” question any time during the
examination by clicking on the corresponding question number icon displayed on the
Question Palette.
(a) Blank Sheets for doing rough Work/calculations shall be provided to the
candidates. The Blanks Sheets would have a Header page for the candidates to
write down his/her Name and Roll Number. All calculations/writing work is to
be done only in the Blank Sheets provided at the Centre in the Examination
Room/Hall and on completion of the test candidates must hand over the rough
sheets to the invigilator on duty in the Room/Hall.

(b) ROUGH WORK:

▪ Please do not talk to or disturb other candidates.
▪ In case you are carrying articles other than the Admit Card, photo identity proof and pen,
sanitizers, and water bottle, please leave them outside the examination room.
▪ You cannot leave the examination room without completing the examination and
instruction of the Invigilator. Please inform the Invigilator if you want to use the restroom.

18. Administrative and Financial Guidelines (Payment Processing)


Please note that –
▪ Payment of honorarium + local conveyance would be made, as per the terms and conditions
mentioned in the appointment letter.
▪ In case of any ambiguity over the terms and conditions of the duty, the stand of NTA shall
be final.
▪ Remuneration Claim proforma and other relevant Proforma would be made available on the
Dashboard at the appropriate time.
▪ Observers need to submit all payment-related documents to CC only.
▪ Observers would submit their report online (Link to be shared on the day of the exam)
▪ City Coordinators need to hand over the settlement report and all original receipts and
Proforma to Regional Coordinators
▪ All examination-related evidence/artifact (Proforma 1-6) received from the Centre Head
needs to be stored safely for at least 3 months from the date of examination, as per Weeding
out Norms of NTA.

Annexure I - List of items prohibited items at the Examination Centre


1. Candidates are not allowed to carry any textual material, Calculators, Docu Pen, Slide
Rules, Log Tables and Electronic Watches with facilities of calculator, printed or written
material, bits of papers, mobile phone, Blue-tooth devices, pager or any other electronic
gadget/ device, etc.
2. The candidates are prohibited to bring any kind of electronic gadgets/devices in the
examination room/hall.
3. If any candidate is in possession of any of the above items, his/her candidature will be
treated as Unfair means and lead to cancellation of the current examination and also debar
the candidate for future examination(s) and the material will be seized.
4. Tea, coffee, cold drinks, snacks, or eatable things are not allowed to be taken inside the
examination room/hall during examination hours.
5. Smoking, chewing gutka, spitting, etc. in the Examination Room/Hall is strictly
prohibited.

Diabetic students will be allowed to carry eatables like sugar tablets/fruits (like
banana/apple/ orange) and transparent water bottles to the Examination Hall. However,
they will not be allowed to carry packed foods like chocolates/candy/sandwiches, etc.

Annexure-II - Unfair Means Cases

1. If Candidates are in possession of any of the following items, their candidature will be treated
as unfair means and lead to cancellation of the current examination and also debar the
candidate for future examination(s) and the material will be seized. Any textual material,
Calculators, Docu Pen, Slide Rules, Log Tables and Electronic Watches with facilities of
calculators, printed or written material, bits of papers, mobile phones, Blue-tooth devices,
pager, or any other electronic gadget/device, etc.

2. Candidates shall maintain perfect silence and attend to their Question Paper only. Any
conversation or gesticulation or disturbance in the Examination Room/Hall shall be deemed
as misbehavior.

3. Candidates must not obtain or give or attempt to obtain or to give irregular assistance of any
kind during the examination. This will entail expulsion and cancellation of candidature for
the examination.

4. If a candidate is found using unfair means or impersonating, his/her candidature shall be


cancelled and he/she will be liable to be debarred for taking examination either permanently
or for a specified period according to the nature of the offense.
