Introduction
The city of Muntinlupa is known as “Emerald City of the Philippines” for its recent urban developments. The
municipality of Muntinlupa is the 4th district and is highly urbanized city in the National Capital Region of the Philippines
(NCR) with a population of approximately 543,445 people according to 2020 census. Muntinlupa City is a growing city
in which establishments and commercial buildings rose up as years go by.
The city of Muntinlupa is regarded as a well-run city with a thorough and integrated eight-point program for its
residents. The eight-point program aims to support the resident’s hopes, dreams, and vision for the growth of the city
through programs supporting the Education, Livelihood and Employment, Health and Safety, Peace and Order,
Socialize Housing, Good Local governance, Environmental Protection and Economic Development. However, certain
factors such as housing developments, marginalized zones, and lack of service buildings in areas far from the center
of barangays should be addressed or needs to improve.

Barangay Putatan is one of the 9 barangays in Muntinlupa City with an area of 6.746 km2 and approximate population
of 100,000 according to the data fromhttps://en.wikipedia.org/wiki/Muntinlupa. The barangay is adjacent to the Laguna
De Bay which is also a source of living from residents nearby. However, as years go by, areas near Laguna De Bay
are accumulated by informal settlers since riverbanks are a source of living and even railroad tracks where they can
grow plantations and raise poultry.

As a result, the area is congested causing land and water pollution to accumulate rapidly. To act regarding to the
situation, the local ordinance introduced the Comprehensive Land Use plan and other city ordinances to aid with
residents who is living within the area.
• City of Muntinlupa Comprehensive Land Use Plan
The Comprehensive Land Use Plan (CLUP) of Muntinlupa contains data of from different area within the city
and the future projects to sustain and develop the urban community. In addition, problems and issues are
addressed which is inclined to the overall goals and objective.
According to the Muntinlupa CLUP, some of the issues are:
o The continuing influx of immigrants.
o 120 depressed areas with 29,799 households have been identified. This means that 7 percent of the
population needs affordable housing units
o Sites for socialized housing are tentative and are still under private ownership.
Strategies, Programs and Projects to support the issues presented.
1. Identify possible areas for housing projects.
2. Secure separate funding for Housing Program Implementation.
3. To strictly implement R.A.7279 or the law that requires subdivisions to allocate 20 percent for
socialized housing.
4. To relocate informal settlers from depressed areas, like along the railroads tracks, banks of the river
systems, and the shorelines of Laguna De Bay.
5. To recommend land use areas suitable for Socialized Housing Programs through the City
Government Land Bank/Interim financing.
6. Encourage industrial firms to provide housing programs for their employees at terms within their
reach.
These actions could provide great assistance to the marginalized sectors and low-income residents residing
in the area. In addition, these could create opportunities for the residents to generate income through small
businesses and provides a pollution free environment to the area. Riverbanks and railroad areas where
informal settlers reside can be recovered from both land and water pollution through volunteers from
communities and the local government.

Daang Hari Road is known as Las Piñas-Muntinlupa-Laguna-Cavite Link Road where most of the private cars
and motorcycle drivers passes through from city to city. Daang Hari Road is a 9.2 kilometers highway with four-way
lanes which accommodates a large number of vehicles without accumulating too much traffic within the area. Taking
the Daang Hari Road reduces the time when travelling from Muntinlupa to Laguna, Cavity, Las Piñas and vice-versa.
However, Daang Hari Road are mostly accessible by private cars and few motor cabs are available but limited areas
only.
The span of Daang Hari in Muntinlupa has a wide area of private lands owned by Vista Land and Filinvest
Land which is aimed to be developed into a subdivision and villages. With these type of development projects, economy
will increase drastically through investors and commercial establishments from residents. According to the local
governance policies and R.A 7279, subdivisions and lands are entitled to allocate at least 20 percent of the overall land
for socialized housing. In order for the proposed development to be successful, the city government must also develop
additional road networks to provide access from different points where public transports are accessible. The local
government proposed future development projects which is also reflected into the Muntinlupa City Comprehensive
Plan.
According to the Muntinlupa CLUP, these programs and projects are:
o Construction of Soldiers Hills main entrance road of around 800 linear meters long and 12 linear meters width,
which will benefit Camella 2d Subdivision, Mutual Homes, Soldiers Hills Q other subdivisions.

o Construction of East Kabulusan Road consisting of 700 linear meter access from the East Service toward
PPTA Road in Barangay Cupang (with drainage).
o Construction of Concepcion St. access road from East Service Road towards PPTA Road, Buli. This involves
construction of approximately 100 linear meters of road together with the corresponding expropriation of lot
to be affected.
o Opening of Subdivision Roads.
Inadequate road networks are one of the issues that is currently present in the city of Muntinlupa which resulted into
traffic congestion in certain areas. With these proposals, the traffic situation and economy in the city will improve
drastically and will provide more opportunity for low-income residents of the city.
