1. INTRODUCTION

1.1. Company Introduction

The Peoples Hydropower Company Private Limited (PHCPL) was established on


Ashwin 22, 2064 (Oct 09 th , 2007) under the Company Act 2063 of Nepal as private

company. The proponents of the Company include different person from


multidisciplinary sectors interested in hydropower development. The main objective
of the company is to develop Hydropower Projects in Nepal. In Feb 27, 2019, the
company is transformed from private to public limited as per the Company Act 2006
BS. Till date total shareholders of the Company is around 2,458. The authorized &
issued capital of the Company is NRs. 3 Arab 20 Crores.

1.4. Project Introduction

The Super Dordi Hydropower Project “Kha” 54 MW is promoted by Peoples


Hydropower Company Ltd. (PHCL). The project area is located in northern part of
Lamjung District, Gandaki Province, in Dordi Gaupalika.

1.5. Project Location

The People’s Hydropower Company Ltd (PHCL) has developed Super Dordi
Hydropower Project-Kha, 54 MW (SDHP) located at Dordi Gaupalika of Lamjung
District, Gandaki Province of Nepal. Location of the project is Longitudes 84 0 P P

1.7. Access to Project Site

The Super Dordi Hydropower Project Kha is accessible by gravel road after crossing
the Marsyangdi River from Udipur. The travel distance and time from different major
cities/ locations to the project site are presented below.

The major bridge crossing in off-road part of the access road are required on
Marshyangdi River near Middle Marshyangdi HPP Damsite and another on Dordi
River near Shera, Dordi Gaupalika. The distance to Powerhouse is 22.0 Km and to
the Headworks is 33.2 Km from the nearest blacktopped motor road at Udipur,
Lamjung.

1.8. Project Up gradation

The project was initially designed for 49.6 MW, but due to some geological reason,
at the proposed headwork, the weir site was relocated some upstream within the
project boundary, which resulted increase in Gross head. The upgraded capacity of
the project is obtained as 54.0 MW.

The company has already signed PPA with the Nepal Electricity Authority for the
upgraded capacity of the project dated on 27 th February 2019. Earlier the PPA was

signed for 49.60 MW energy on date 25 th February 2015.

54.00 MW options has been presented hereunder, which reveals the project has
benefited with the upgraded capacity.

The EIA report is approved by Ministry of Forest and Environment. Likewise,


Generation license for additional capacity has been received.

2. PROJECT IMPLEMENTATION ENTITIES

The major entities involved in the development and construction of the Super Dordi
Hydropower Project Kha 54 MW are elaborated below:

2.1. The Client

The Peoples Hydropower Company Limited (PHCL) is the owner of the SDHEP.
The PHCL has obtained license of the project for 35 years starting from the date of
receipt of Generation License for the construction and operation & maintenance of
the project. In June 2010, the GoN provided the survey license for installed capacity
of 49.6MW based on design discharge of Q40. Generation License for 54 MW with
additional 4.4 MW is already obtained by the company.

2.2. The Consultants

a. Design Consultant

The Clean Energy Consultants Pvt. Ltd. (CECPL), based in Baneshwor, Kathmandu
is the design monitoring consultant of the project.

The CECPL has submitted the Detailed Project Report on September 2015. The
CEPCL is responsible for design & issuing the Construction Drawings of the Project.

b. Consortium Technical Consultant

A tripartite contract agreement for Monitoring and bill verification works has been
made dated 19 th November 2018, where Sanima Hydro and Engineering (P) Ltd. has

been appointed as the Consultant for the said works. The consultant will carry the
following works:
 One time verification for works carried out till contract signing date
 IPC/FPC verifications
 Verification of Variation Order (VO)
 Periodic Site visit and Monitoring Construction Progress

c. Design Review Consultant

The Company has appointed an international consultant NTNU (Dr. KK Panthi) to


review the Detail Project Report (DPR) of the project. After visiting the sites time to
time the consultant have been providing necessary input for design modification and
further input for betterment of the project which include:
 minimize the geological uncertainties
 make the construction works easy and
 reduce the project cost

 provide technical advice for critical technical issues,

2.3. Expert Services for the Project

 Hydro/Electro-Mechanical Service

The agreement with renowned international consultant M/S ENERM Consult


Pvt. Ltd., Germany has been conducted on 16 th Sep. 2017 for review of Tender

Document and support services for Electromechanical and Hydromechanical


Works. Representing the ENERM Consult, Mr. Reinhold Metzler have visited
the project site from Oct 12 – 14, 2017 and reviewed the Tender Document
and provided recommendation. The remarks and recommendation from EM Expert
has been incorporated in the EM Tender/ Contract. Presently the Enerm Consult has
been involved in Factory Acceptance Test of EM Machine/ equipments in Europe.

Similarly, the Global Inspection Consultancy Pvt. Ltd. has been appointed as the
Third Party Consultant for the test/ inspection of Hydromechanical works.

 Geo-Technical Services

Since the major structures of the project are housed underground including the twin
desander caverns, headrace tunnel, vertical and inclined penstock shaft and the
powerhouse, the underground expert service is very vital for the project. The NTNU,
Norway has been providing the expert service as required. Also, other local experts
has been utilized time to time.

 Transmission Line Works

For Transmission Line works, mainly for the tower design and review, a separate
design consultant – TStructures Associates, India has been hired. Likewise,
another team comprising of senior engineers with high level experience for design
review have also been engaged.

2.4. The Contractors

The project works have been devised and categorized in systematic way. Based on the
approved procurement plan, the Contractors have been selected through international
competitive bidding and other suitable modes. The BP Construction Pvt. Ltd. has been
awarded contract for the construction of Access road of the Project and construction
of different Adit/ Construction tunnels.

The Civil contractors have been mobilized to the sites. Presently, the construction of
works at site is in full swing and the civil contractors are working on all work fronts
provided to them.

The High Himalaya Hydro Construction Pvt. Ltd., “ A” Class Civil Contractor, is
awarded the works of Powerhouse Cavern, Drop Shaft, PH Access Tunnel and
Substation Civil Works. The work progress status of this part is presented later in
the report.

The BP Construction Pvt. Ltd., “ A” Class Civil Contractor, is awarded the Headrace
Tunnel and Surge Shaft Civil Works. The excavation of HRT is continued from
Adit to Surgeshaft, Kyame Adit and Purmu Adit. The Progress status till date is
provided in another section of the report.

Similarly, the Bajra Guru Construction Company Pvt. Ltd., “ A” Class Civil
Contractor, is awarded for construction of Headworks, Desander Cavern,
Diversion Tunnel, Churmu collection, Purmu Headworks for which the progress
of works is mentioned in another section.

The HZGE-SERI JV, China as the Principle Contractor and Geppert GmbH, Austria
as sub-contractor have been selected as the Contractor for carrying out Electro-
mechanical works with Switchyard facilities and interconnecting Equipment for the
project.

Similarly, Machhapuchhre Metal & Machinery Works P. Ltd, Pokhara has been
selected as the Contractor for carrying Hydro-mechanical works for the project.

Further, Transmission line contractor shall be responsible for Design, Manufacture


Supply, Storage, Installation/Erection, and Testing & Commissioning of 132 KV
Transmission Line works of the project. The Contract for this package was awarded
to Cosmic Electrical Engineering Associates P. Ltd. Later, after evaluating the
performance of the Contractor, the Contract with the CEEAPL ahs been decided to
terminate. A new contractor – Gayatri Fabtech have been selected for fabrication and
supply part and Paradize Builders Pvt. Ltd. have been awarded the works for
foundation, erection or towers, stringing as well as testing and commissioning works.

3. MAIN CONSTRUCTION PACKAGES AND PROGRESS STATUS

The entire project works constitutes the following Contract Packages:

3.1. Infrastructure Works

The Infrastructure Works have been taken as Package – SDHEP-2072-IW/01 and


it is further divided into Access Road, Camp and Offices and Construction Power.

3.2.1 Access Road

The access road length from nearest highway – black topped road at Udipur to the
Powerhouse site is 22.0 Km and to the Headworks is 33.2 Km and is in operation.
Two major crossing are needed in Marshyangdi River near Udipur and Dordi Khola
near Shera Bazaar. As identified under Contract Identification no. PAR-01/2070/SD-
Kha, the overall access road contract package has been awarded to BP Construction
Pvt. Ltd. The recurrent and regular maintenance of the access road is also continued
by the same Contractor. The access road passes through flat – gentle - moderately –
steeply sloping ground almost along the bank of Dordi Khola. The flood of Asar 01,
2078, has severely damaged the access road which has already been reestablished.

Likewise, a big rock slide occurred in Megateck area, approximately 2.0 Km South
of the Powerhouse area on Paush 02, 2078. This slide has also swept away
approximately 60m of the road stretch. Presently, the road section has also been
reestablished.

3.2.2 Camp and Offices

The construction of m a i n camp and s i t e office building has been completed


at project site i n Kyame Dada, Lamjung. Two nos. of RCC buildings have been
constructed in Kyame Dada and Powerhouse site. Other buldings are made of
CGI sheet and Cement Board for residential, kitchen/ dining and office
purposes. Likewise, temporary type CGI Blocks are also constructed near the
portal area of each working sites for site office purpose. The construction of Camp
and Offices was carried out by R.K builders.

This building in Powerhouse site will be also used by Electromechanical Contractor


- erection team which has been agreed in the Contract. The plant operation team
will reside in this building in future.

3.2.3 Construction Power

The construction power has been supplied from National Grid High Voltage
Transmission Line in 11kV. Altogether seven nos. of taping points have been

established from transformers of various capacities in the project area.

The Contractors have procured and installed transformers for their construction
works as per their power requirement. Backup power supply has been maintained
by all contractors.

3.3 Civil Works

The contract for major Civil Works for construction of Civil Structures have been
divided in to mainly four parts SDHEP-2072-CW/02 A1 – A5, SDHEP-2072-CW/02
A6, SDHEP-2072-CW/02 B1 and SDHEP-2072-CW/02 B2.

The overall progress of main civil works is presented below.

Out of total required 10,522.0m length of tunnel length, excavation works have been all completed.
The excavation of additional 34m length of tunnel for Water reserving purpose for powerhouse
firefighting is also completed. Likewise, the access to Himchuli Tailrace Tunnel (which links this
project for alternative intake) excavation is in progress. The final lining works of waterway are in
progress. Summary of excavation and final lining progress of Headrace Tunnel is presented below.

Altogether, three large underground caverns namely - two nos. Desanding Basins and One power
house cavern have been excavated in this project.

The dimensions of desanding cavern are as follows:


Height = 12.74m
Width = 10.6m
Length = 123m

Likewise, the dimensions of Powerhouse caverns are as follows:

Length = 38m

Similarly, altogether three nos of shafts namely – Two nos. of Penstock Shaft and One Surge shaft have

The 463m long inclined shaft is the recorded longest shaft excavated from two fronts so far. The other
tunnels are horizontal – sub-horizontal and of different dimensions. The longest is the Headrace Tunnel
with length 5244m, inverted D shape finished diameter 2.8m. The final lining and grouting for tunnel
support and water leakage control are in progress. Likewise, the concreting of Desanding basins are
also in progress. The construction of Headworks civil structures are completed already except gate
hoisting platform for both Dordi Khola and Purmu Khola.

Likewise, the concrete backfilling of penstock shaft are in progress. The concrete backfilling is
completed for Vertical shaft except for Anchor Block # 4 located on top of shaft as vertical bend.
Similarly, the backfill concrete is completed for 236m out of 463m of Inclined shaft and is in progress.

The machine foundation concrete in Powerhouse has also been completed up to Access floor level
including control rooms. Small quantity of concrete will progress with interfacing EM and HM Works.

The final lining of Access to Powerhouse and Tailrace Tunnel as per design have also been completed.
At present the final support and treatment works are ongoing on water way.

3.4 Hydromechanical Works

The Hydro-mechanical works are considered as Package SDHEP-2072-HM/03 for “Design,


Manufacture, Supply, Storage, Erection, Testing and Commissioning of Hydro-Mechanical
Works, of Super Dordi Hydropower Project Kha 54 MW. This is Design Build based
Contract with the Price Schedule.

The following works are under the contract of Hydro-Mechanical works for Super Dordi
Hydropower Project-Kha:

 Supply of Steel sheets for Penstock Pipes and Steel lining is done by the Client –
PHCL and other metal items like Penstock Wye, Gate hoisting systems etc. are
supplied by the Contractor

 Site Preparation, Fabrication of pipe, and transportation to site, erection and testing,
 Specials in pipe like bell-mouth, manhole etc.
 Supply and installation of gates, hoist, trash rack, hoist structures with roof truss,
complete in all aspects.
 Supply and Installation of PH Entrance Gate and other gates with lifting
arrangements.
 Hydro mechanical works for gates, trash racks, stop logs

Progress on Penstock pipe erection works:

A). Vertical shaft


 Penstock pipe erection completed up to 1820 masl from 1601.0 (i.e. 218m)
 Testing, concrete backfilling all completed

B) Inclined shaft
 Penstock erection completed up to 256m from bottom Bend # 9. Total 207m pipe
erection is s remaining for inclined shaft.

Progress on Gates installation and other works:

 The fabrication and transport of gates have been completed. The gate installation is
in progress with progressing Civil works. The design of hoisting system have been
finalized and the fabrication is progressing.

3.5 Electro-Mechanical and Switchyard Equipment

Electro- mechanical works for Super Dordi Hydropower Project Kha 54 MW (SDHEP) has
been carried out in a separate contract, with Contract Id No. SDHEP-2072-EM/04. Peoples
Hydropower Company Ltd. has followed the FIDIC 1987 Yellow Book, Third Edition and
the tender process and contractual terms are guided by the rules and regulations stated as per
FIDIC Guidelines. The HZGE-SERI Joint Venture, China as the Principle Contractor and
Geppert GmbH, Austria as sub-contractor have been selected for carrying out Electro-
mechanical works with Switchyard facilities and interconnecting Equipment for the project.
The major scope of HZGE includes Outdoor PH switchyard 132 kV and interconnecting s/s,
EOT crane, firefighting system. And the major scope of GEPPERT GmbH is Hydraulic
Turbine and its accessories, AC Generator, MIV, Control Protection and automation and
Communication systems.

Further updates on Electromechanical Works:

 Major Electromechanical Equipment inside the powerhouse cavern like


Hydraulic Turbine, Generators, EOT crane, MV Switchgears panels, battery &
its panels & Switchyard Equipment like CT, CVT, LA have been arrived at the
Project Site.
 Also the necessary equipment’s for PH Switchyard and Interconnection
Substation like Transformer, are already delivered to site,
 The Design Drawing of the Communication System is on the verge of
completion.
 The Earthing Mat inside the Powerhouse Cavern has been completed. The
Earthing work inside Cavern & Main Access Tunnel is ongoing smoothly.
 The dewatering & drainage pipes have been installed at the Value Floor of
Powerhouse.
 The Embedded parts for the Cable tray/trench, ventilation duct, firefighting
system; block-out for the ventilation fans & conduit for the cable has been
placing inside the powerhouse area.
 The Erection and Testing of EOT Crane has been completed on December 19,
2021 and now in full operation,
 Turbine housing erection/ welding/ testing completed for both units.
 Installation, welding and testing for Distributor pipes completed for both Units.
 Installation of Turbine Guide Bearing is ongoing for both units have been
completed.
 Erection of MIV for both units have been completed and the extension pipe
and reducer connection are in progress.
 Erection of all Four sets of Transformers have been completed in PH
Switchyard.
 Erection of Gantry, Lightning Arrestor, CT PT are also completed.

3.6 Transmission Line

Transmission line contractor shall be responsible for Design, Manufacture Supply,


Storage, Installation/Erection, and Testing & Commissioning of 132 kV, Double Ckt.
Transmission Line works of the project. The length of Transmission line is about
6.0km with total number of towers 20. The Generated Power will be evacuated through
this TL via NEA Interconnecting Substation located at Kirtipur, Lamjung.

Work Progress status

After the devastating flood of 2078 Asar, the transmission line of the project needs re-
routing. The necessary survey, tower spotting and scheduling has been completed.
Also, the design of towers is completed. The supplementary IEE for the new alignment
is currently ongoing. The stubs are already on the way to site. Likewise, the proto-
assembly of towers have been inspected by the Client in Fabricator’s factory at
Ghaziabad, UP, India on March 04 – 06, 2022.

The STUB and TOWER materials are already delivered to project site. The foundation
and STUB setting are progressing. The design of Special Tower to be constructed in
PH Switchyard is also completed and now in fabrication process. The remaining tower
parts will be delivered to site within this month.

3.7 Overall Project Progress

MW has overall physical progress of about 88 % as of the reporting date.

MISCELLANEOUS ACTIVITIES

3.8 Corporate Social Responsibility (CSR)

The company has already allocated budget for Corporate Social Responsibility (CSR)
sector. At present, the project has contributed for the following works in CSR:
 Contribution for remuneration of teachers at different Schools in project affected
area of Lamjung District.
 Road Construction and upgradation to nearby villages of the affected area,
 Construction of “Aama Samuha” building for Aama Samuha and support for Club
buildings construction works,
 Constructions of Temples, play grounds etc.
 Other supports for publics

3.9 Explosive Supply and Security Management

For the supply and security management of explosive, the Ekikrit Byapar Co. Pvt. Ltd.
has been awarded a contract. The EBC has been supplying the required quantity of
explosive and providing security during transport and storage. All works including the
procurement, transport from factory to project site, storage at project site and supply to
construction site with complete responsibility, since October 2016 is successfully
executed by the explosive supplier.

3.10 Land Acquisition

Land Acquisition and Government Land Lease / Land acquisition of approximately


256 Ropani private land has been already completed.

The Land Acquisition limit to the Project has been extended by the Ministry of
Agriculture, Land Management and Cooperative. 156 Ropani is held by the Company
whereas remaining 96 Ropani is compensated to the Government.

3.11 Resource planning for Completion

Equipment and Vehicles at Site

For construction supervision of the project, four nos. of pick up and 4 nos. of
motorbikes are available at site.

Communication Facility at Site

The internet and telephone facility are available at site. The mobile and landline
telephone are existing and functional in site area. Additionally, the radio communication/

walkie-talkie set has also been available at site.

Human Resources Planning

The Company has its own experienced supervision team which better ensures quality
of works at site and within the limits permitted by the contract documents. Depending
upon the project schedule and progress of the works, the company has recruited
necessary technical as well as non-technical man power. Detail manpower engaged
for the project has been presented in the organization chart. And the recent status of
the human resources are as follows:

3.12 Major Events, Achievement of the Project

Some of the major events of the project have been presented below:
 The breakthrough of Headrace Tunnel section between Purmu Adit and Kyame
Adit took place on date 28 th of December 2019 (Paush 11, 2076). The total length

from Bibao port, Spain to Antwerp port, Belgium. From Antwerp port, the Generator
will move to Calcutta on March 16, 2022.
 The heaviest consignment – GENERATOR Units have reached site on May 20,
2022.
 Revised IEE for realignment of Transmission Line due to Asar 01, 2078 Flood
approved on June 15, 2022.

3.13 Flash Flood Damages to the Project components

The first Flash flood at Dordi River was occurred on date 24 July 2019 (Shrawan 8,
2076) and June 15, 2021 (Asar 01, 2078), causing severe damage to the Project
components especially in the Headworks site. Debris has covered the intake area, the
diversion tunnel was submerged and plugged by the big boulders. Debris was filled
inside the Desander basins. Similarly, the River bed in Headworks, weir and intake
site is scoured heavily about 4-6m.

The Contractors have repaired the damages caused by the flooding event and resumed
other works in their hand. After incorporation of some design changes, the site has
been again restored after the flooding event.

The damaged parts have been cleared, removed and the structures are reconstructed.

3.14 COVID 19 Pandemic

The world has been impacted by the COVID 19 (Corona Virus) pandemic which
emerged from Wuhan province of China on December 2019 and had spread
throughout the world including Nepal.

In order to cope with the pandemic GON announced the lockdown applicable from
Chaitra 11, 2076. Due to the lockdown, except emergency services, all daily activity
has been stopped and the public movement and the transport are affected. Due to such
an unforeseeable situation, the workers fled the project site and site activity completely
stopped in Headrace Tunnel and Powerhouse section. Despite such a hard time, the
works in Headworks continued with relatively slower paces. The project had
encountered several problems to the Civil, Hydromechanical, Electromechanical and
Transmission line contracts due to this Pandemic. The site is normalizing now after
the livelihood being normalized by Pandemic situation.

3.15 Consequence to Civil construction

Due to Corona pandemic, the progress of civil construction works have been hampered
severely. Despite efforts from the Client to continue the works, the Headrace Tunnel
and Powerhouse site has been completely stopped since the lockdown due to problem
of workers who didn’t want to stay at site. However, the works at Headworks have
been continued without stoppage even during the lockdown period. Due to difficulty
in material transport and other resources required to continue the construction activity
in time, the progress rate has been affected adversely.

3.16 Impact to Project Construction Timeline

The overall construction schedule has been affected by this pandemic situation and
flood events. The NEA has obtained consent from Electricity Regulatory Commission
for extension of RCOD up to Magh 28, 2079 for Super Dordi HPP.

3.17 Second and Third Wave of Covid-19 & project problems

Like other parts of the world, Nepal is hit by the Second and Third waves of Covid-
19 from Mid of Baisakh 2078 (start of May 2021). The pandemic has affected the
progress of SD-54 MW heavily. The supply chain for major construction materials
have been severely hampered. Further, the progress of the works is severely disturbed
by prohibitory order issued by GoN in different districts. The total impact of this
second and third wave will be reported in the forthcoming progress reports.

4 DAMAGE ASSESSEMENT AND DESIGN REVIEW

The damage assessment and design review mainly of the headworks have been
performed. The Sanima Hydro and Engineering Pvt. Ltd. have been awarded for
providing the this service. The PHCL provided all necessary design documents and
records of rainfall and flood damages with photographic and video form as requested by
SHEPL for the study. Also, the consultant visited the site himself in order to witness the
damages and data collection for the study. The SHEPL submitted the final report on
March 13, 2022 with conclusions and recommendations.

In the general the report concluded that the headworks is stable as per the design and the
provided thickness of concrete and reinforcement are sufficient. The damage is caused
due to unprecedented flash flood carrying enormous quantity of debris with the flood
which propagated scouring of the banks. The SHEPL advised few recommendations for
protection of structures. The PHCL has decided to implement the recommendations made
by the review consultant in appropriate way.

5 IPO STATUS

Peoples Hydropower Company (PHCL) is planning for issuing Initial Public Offering
(IPO) shortly. For the same purpose selection of issuing manager has been already
completed. M/S Sanina Capital Ltd, has been selected as IPO issuance manager for the
company. The IPO has been planned to be issued by Shrawan 2079. An underwriting for
the IPO has been committed by the “Citizens Investment Trust (CIT)”. The consent for
IPO issue is obtained from ERC and the documents are submitted for further final consent
from SEBON.

Further, the AGM # 14 dated Mangshir 23, 2078 has merged the Super Dordi Investment
Company Pvt. Ltd and PHCL.

6 CONCLUSION

The Contract awards have been completed for all packages necessary for Super Dordi
Hydropower Project 54 MW construction. The revised IEE have also been completed
together with the necessary land acquisition. Likewise, the construction of necessary
infrastructures (camp houses, office buildings, access road construction to all work fronts,
power supply to office, camp and working fronts etc.) have all been completed and in
service. Thus, the construction progress of the Project is going satisfactorily. The
construction works are in final stages and over all physical progress have been assessed
to be 88%.

Furthermore, different waves of Covid 19 has hampered the progress of the Project works
in several ways. Firstly the supply chain of construction materials to the site has been
disturbed. The majority of skill and unskilled labor have left the working site during the
initial stage of lockdown. Additional health and safety protocol imposed by Local,
Provincial and Federal Government of Nepal has led the slower productivity of works.

Due to the earthquake at the year 2072 (April 2015), flooding at the work site on Shrawan
08, 2076 and Asar 01, 2078 as well as due to the Pandemic of Covid-19 since the
beginning of 2020, the construction works are affected and the completion date of the
project is delayed by about 2 years. The second and third wave of Covid-19 and the Dordi
flood of Asar 01, 2078 have further aggravated the progress of works, and the NEA have
granted new RCOD as Baisakh 15, 2079.

The expected COD for the project is Aswin 2079. Just recently, the ERC has given
consent for fourth amendment of the RCOD which is Magh 28, 2079.
