After the declaration of the quorum, the meeting was called to order by the presiding officer MS.
Joan Kristine T. De L:una, Municipal administrator at 2:30 o’clock in the afternoon. Ms. Alda Milagros

The reading of the previous minutes has been dispensed because the written copy of the previous

E: INSURGENCY
All twenty five (25) Barangays in Daet, Camarines Norte are considered white area
barangays, considering that member s of left leaning organizations (LLO’s) such as; Gabriella, Anak Pawis,
and LFS are scattered at different barangays in AOR. Their movements was recently monitored during
election period and blatantly endorsing candidates in both national and local positions. Relative thereto, all 25
barangays have already passed an ordinance in compliance to the DILG directives re-declaring the CPP-NPA
NDF as persona non grata. Furthermore, continuous monitoring are being made by the operatives with regards
to any activities of the said group.

IV: ISSUES AND CONCERNS

 Procurement of Body Worn Camera (BWC) to be used during police operations

WAY FORWARD FOR 2022

 Increase the number of Drug Cleared Barangays.


 Encourage the participation of the community and force multipliers on crime prevention

PURPOSE:

The Purpose of this briefing is to inform Local Gov’t Unit (LGU), Local Chief
Executive & MPOC Council of Daet on the current trust of the ALPHA COMPANY in order
to gain support on our efforts in combatting armed in surgency faster lasting peace.

LOCAL PEACE ENGAGEMENT

What is LPE?

LOCAL PEACE ENGAGEMENT (LPE) is one of the 12 Clusters of the National


Task Force to End Local Communist Armed Conflict (NTF-ELCAC), the multi - agency
Body created by the virtue of executive order no. 70 of the “ Whole – of national Approach”.
LPE promoter a culture of genuine peace, healing & reconciliation & reaching out to the
radicalized sectors of society to include the conduct of localized peace talks , community
dialogues & confident talks.

It has two (2) tracks

a. TRACK 1 - Community consultation & Problem Solving Sessions (CCPSS)


b. TRACK 2 – Localized peace Dialogues (LPD)

Purpose of LPE:

Through LPE’s the Government is demonstrating its strong resolve and decisiveness
to put an end to the Local Communist Armed conflict by directly addressing the roots of the
government agencies together with key stakeholders – including the rebels themselves.

How to implement LPE?

The LOCAL PEACE ENGAGEMENTS (LPE) initiatives of the government are


grounded on the issues raised and target priority areas, the local development plans as well the
Phil. Dev. Plan 2017 – 2022.
The creation of Local Peace Engagement Team (LPET) is one of the priority of NTF
- ELCAC to address the issues and concerns of GIDA’s.
Further, we need also to create Local Peace Panel (LPP) who will be responsible for
the conduct of NEGOTIATIONS or Localized Peace Talks between the Local Peace Panel
members & leadership of the CTG in the area.

THE COMPOSITION OF LPET?

The composition of LPET that shall conduct the community consultation & problem
solving sessions w/in the community are the follows.

ROLES and RESPONSIBILITIES

1. MADAC shall issue the certification declaring the “Drug-cleared” status of a affected
barangay, certified by the Chief of Police and validated by the PDEA Regional Director.
2. Monitor the Barangay ADAC and BADAC Auxiliary Team (BAT) names, address and
other significant details, copy furnished the DILG Field Office:
a. Enjoin all Barangays to submit within 10 days from its creation the names,
addresses and other significant details of all members of BADAC and its BAT.
3. Receive the consolidated information report from BADAC Chairperson.
4. Review the consolidated reports of cluster leaders for final consolidation and submission
To PDEA.
5. Maintain a list of endorsement from the Barangay Duty Officer referring drug dependent
for screening using the Alcohol, Smoking and Substance involvement Screening Test
(ASSIST).
6. Establish one-stop-shop facilities, where assessment, interview, counseling, referral and/
or processing of applications for petitions for confinement of drug dependents and PWUD
who surrendered for treatment and rehabilitation and other allied processes, may be
undertaken.
7. Designate a focal person, who shall ensure compliance with and enforcement of DDB
Regulations on Voluntary Surrender of Drug Users and Dependents and shall coordinate
with the appropriate service providers to assure compliance with the prescribed
intervention.
8. Ensure the PWUD’s who surrendered shall undergo screening in order to determine the
level of risk and/or co-morbidities and refer them for the appropriate intervention.
9. Designate certain personnel as the authorized representatives of the DDB, who shall cause
the processing and filing of petitions for confinement of drug dependents and PWUD,
who surrendered for treatment and rehabilitation before the RTC pursuant to Sec. 54 and
61 of RA 9165.
10. Organize the MADAC Drug Reformation Committee and adopt the Program of Instruction
for Drug Reformation Program.
11. Provide for the Community Based Rehabilitation Program;
- Lead in the formulation of Plan of Action
- Monitor all IEC materials on the Campaign
- Submit Reports
12. Conduct advocacy and/or preventive education seminars, giving emphasis to the roles of
parents and children in the anti-drug campaign, ill-effects of drugs and consequences of

drug abuse.
13. Designate MADAC Secretariat, who will collate all reports and maintain periodic statistic
on barangay drug-clearing operations for evaluation/analysis and continuing enhancement
of process and procedures.
