About MAHALTA CUP
MAHALTA Cup is originally an annual provincial debate
tournament that aims to gather and train potential debaters
and adjudicators all over the province of Oriental Mindoro,
however, the pandemic forced its operation to stop. This
year’s tournament aims to continue the traditional debating
competition in our province. It has the goal to extend its
network and encourage other regions to participate in debate
activities to hone and enhance more public speakers out of
their comfort zones and to organize a regional debate society.

Now in its first decade, at a time when the chain of the


pandemic is less stern in its grasp, the tournament continues
to champion the value of regional empowerment and the
wonder of formal discourse through competitive traditional
debate. It is through this provincial debate tournament that
one not only can exercise their social consciousness but also
revel in the delight of improving oneself both in mind and
speech. In hosting the MAHALTA Cup, we genuinely believe that
every Mindoreño, regardless of who or where they come from,
is welcome to grab this opportunity
Message from the Tournament Director
Greetings to the Oriental Mindoro Debate Circuit!

The Oriental Mindoro Debate Society is delighted to invite you to the biggest
and grandest Debate Competition in the Province, “Mahalta Cup – X 2022:
Dekada ng Debatista” to be held on July 20-22, 2022 at the Provincial Capitol
Complex. This tournament is open to all participants in the secondary and
tertiary level for those that attend school within the premises of Oriental
Mindoro, and will make use of the Asian Parliamentary Format.

As the Mahalta Cup – X celebrates its 10th installment, it reminds us of all that
we’ve achieved; a decade of dedication, 10 years of honesty & wisdom, and a
decennium of youth debate participation across the province of Oriental
Mindoro. This year, we aim to valiantly assist many aspiring debaters in hopes
of developing and refining their debate skills, their capacity to draw
inferences from handed information, and build and defend arguments using
sensible and coherent reasoning . Like how MAHALTA has always been, it aims
to promote healthy discussions to expand its arrangement and empower
debaters to take part in talks about exercises to sharpen and improve more
open speakers out of their personal zones, and to organize a territorial
wrangle about society. All of this while simultaneously establishing an
enjoyable and engaging learning environment for every entrant.

The pandemic tested us, but we proved that we can always learn to swim our
way through anything even if it means drowning during the first few times.
We will stand up again no matter how many adversities we face.

We will never stop debating, because debating is the way to stir the soul of
democracy. Let us set the circuit on fire. Hear! Hear!

Judge Rule N=1, meaning for each team there


should be one adjudicator. So if the
institution sends 3 teams, they
should send 3 adjudicators as well.

Eligibility
Debaters must be fully vaccinated bona fide Mindoreño high
school or college students currently residing in Oriental
Mindoro. They can either be part of an institutional team
composed of speakers from a single institution or a composite
team composed of speakers from different institutions.

Halcon Cup Break (Quarterfinals)


All debaters are eligible to break in the Halcon Cup.

Mangyan Cup Break (Semifinals)


Teams composed of purely High School debaters are eligible
to break in the Mangyan Cup.

Registration
Phase One (June 19- July 18)
The first phase of registration includes the reservation of debater and adjudicator slots per
institution by a chosen representative. If a participant is not representing a specific
institution, they may register either as a composite team or an independent adjudicator.
Keep in mind that the slots registered, both institutional and composite must conform with
the competition's adj rule (N=1), where the number of teams registered must be equal to
the number of registered adjudicators. Registration is non-committal at this point.

Phase Two (July 18 - August 5)


The second phase of registration entails the initial payment of at least 50% of the
registration fee. Note that every individual team and their corresponding adjudicator shall
have a team representative answer the Phase 2 form, not the institution’s contingent.

The form will require participating teams and adjudicators to provide their team names,
contact numbers, email addresses, a clear copy of the proof of payment, and every
participant’s informed consent to the tournament’s equity policies.

Institutions are permitted to pull out some of the slots they declared in Phase 1 and pay
only for those they wish to retain. Payments made during this phase are also transferable
and refundable. Any queries, requests for pullouts, refunds, or transfers must be sent to
[email protected].

Institutions, teams, and independent adjudicators that are not able to pay the 50%
requirement before the Phase 2 deadline must send a PROMISSORY NOTE to
[email protected] before June 30 with the subject [INSTITUTION NAME] - Phase 2
Promissory Note. Promissory notes sent over the deadline will be rejected.

Institutions and teams that are not able to pay on time and have failed to provide
promissory notes will have their slots revoked.

Phase Three (August 05 - August 17)


The third phase of the registration process includes the finalization of the remaining
payments, settling of accounts, and/or requests of each institution and composite team.
Phase 3 registration forms shall be filled up by the institution’s representative.

Note that once an institution, composite team, or adjudicator has registered for Phase 3,
their payments will no longer refundable or transferrable.
