1. INTRODUCTION
1.1. Background
A.A. RANO Nigeria Limited is a full-stream oil and gas company with international reach.
Established in Kano, Northern Nigeria in 1994, the company has grown in leaps and bounds
to become one of Africa’s largest independent petroleum trading companies.
The company has been enjoying an unprecedented growth in recent years which is evident
in the construction of its 56 million-liters tank farm, the 20,000 metric tons capacity LPG
plant currently under construction in Lagos, Nigeria, and the commissioning of its newly
acquired vessel. AA RANO’s unprecedented growth and strategic expansion into the
upstream sector of the Nigerian oil and gas industry (Exploration & Production) earned it the
lifting right of 45,000/bpd of Nigerian premium crude oil under the government’s Direct Sale
– Direct Purchase (DSDP) system. AA Rano is also currently engaged as an off- taker of
Natural Gas Liquids (NGL) under the 2019 – 2021 domestic arrangement with NNPC.
As part of its strategic business expansion programme, A.A. Rano is planning the
construction of a 20,000tons/year Lubricant Oil Blending Plant in Kano, Nigeria.
The Lubricant Oil Blending Plant is an integrated plant with a target to produce 20,000
m3/year of lubricants and 2,000 tons/year of greases, including the necessary ancillary
facilities and an associated raw materials and finished product storage tank farm.

1.3. Purpose
The purpose of this document is to define the scope of work for the Detailed Engineering
Design of the storage tanks, in-plant piping, pipe supports, primary, secondary & tertiary
structural steel & shelters, civil foundations, fire protection & electrical systems forming a
part of the DED phase of the Lubricant Oil Blending Plant Project.
This document will form the basis for the Detailed Engineering Design and ancillary works at
all stages of the project. It should be read in conjunction with all other referenced and/or
relevant project philosophies, specifications documents and drawings applicable to the
Lubricant Oil Blending Plant Project.

Detailed engineering design of the plant shall be undertaken in accordance with legislation,
codes, and standards in the following order of precedence:

values quoted shall be in these units. It is permissible to show alternative values and units
as indicated in the brackets only, after the design unit, when it is believed desirable. The

CONTRACTOR shall ensure that all engineering and design work required for the Project
scope is performed, implemented, properly recorded on documents in a professional
manner, in accordance with the Contract requirements, and oil & gas industry and
COMPANY specifications.
Consequently, if any work, document, equipment, material, or any other services are later
deemed by COMPANY to be required for the proper execution and completion of the Works,
or for record purposes, or any other engineering, Contract, Certification, Classification or
professional requirement, CONTRACTOR shall undertake such work.

CONTRACTOR shall carry out all required studies, design calculations, etc., and produce all
required detailed engineering and design documents for the Lubricant Oil Blending Plant.
All calculations shall be performed using COMPANY & international standards and shall be
documented and checked for errors and omissions. All documents required for engineering
and design, operations, maintenance, procurement, construction, etc., shall be produced
and formatted in accordance with the Contract requirements.
CONTRACTOR shall review, amplify, correct, develop, and complete, including incorporating
any amendments required and agreed to by COMPANY as a result of verification of the FEED
Package by CONTRACTOR, all in full compliance with the Contract requirements. Through
verification of the FEED Documents, CONTRACTOR assumes full responsibility for all sizes of
equipment, storage tanks, foundations, piping, cabling, skids/packages, etc. and shall
provide all equipment and other materials adequately sized to meet the Project objectives,
Project Specifications, COMPANY standards, international standards, and other requirements
of the Contract. If, during the development of the detailed design, it is determined that the
size of any equipment or component of the Work needs to be increased from that indicated
in the FEED Package, CONTRACTOR is responsible to provide the increased size at no
additional cost to COMPANY.
Prior to Effective Date of the Contract, CONTRACTOR is deemed to have checked and
verified the relevant FEED Documents for the purpose of ITT and clarified with COMPANY its
understanding of the contents of such documents. After that it will be assumed that the
FEED has been verified and accepted by CONTRACTOR, and that CONTRACTOR can proceed
with Detailed Engineering Design.
The engineering and design of the facilities shall take into full account the local
environmental conditions and regulations. Contractor’s engineering and design shall
ensure that there is no impact or damage to the existing facilities, including
structural damage and failure, due to the environmental conditions in the area.

The plant shall be engineered and constructed to ensure that there are no
environmental impacts because of construction and subsequent operations and
maintenance.
Equipment and material shall be in accordance with the COMPANY specifications and
standards.
The installations shall consist of only commercially proven technology and equipment
with proven track record. Any equipment / technology, including design or materials
of construction, that is new or not proven in COMPANY's opinion, or any equipment
having a size or capacity exceeding that previously built and operated successfully,
shall not be used. Engineered equipment shall not be allowed.
Installations shall be capable of safe and efficient operations for the entire life of the
Installations, which is twenty-five (25) years.
The pipe classification is proposed by CONTRACTOR
The following documents shall form the basis for the detailed engineering design and will be
provided by COMPANY upon contract award. Changes to these documents during the
engineering phase shall not entitle bidder to make additional claims even if they result in
additional work.

shall perform its own investigations and surveys for the performance of the work
scope to generate associated engineering documents (if required).
Document control, including Vendor documentation.
Preparation of design dossiers containing design calculations, drawings,
Specifications, MTOs, and related information.
Update of all required Project Specific Specifications to reflect final/Issued for
Purchase, as applicable.
Incorporation of COMPANY approved conditional changes raised during
CONTRACTOR's FEED Verification.
Preparation of all required drawings, schedules, lists and other design documents
required for the Installations.
All drawings, including existing drawings requiring updating, shall be developed by
CONTRACTOR using symbols/requirements in accordance with the Project
Specifications, COMPANY standards, etc.
Provision of "as-built" documentation / mark-ups. CONTRACTOR shall issue all "As
Built" documentation marked-up, on hard copies.
Perform all required HSE, Design reviews and studies as described in this document
or as identified elsewhere in the Contract as being required. CONTRACTOR shall
implement the recommendations resulting from these reviews and studies.
Incorporate “open” items from HSE, HAZID, HAZOP & design reviews conducted
during FEED.
Develop performance test, FAT, SAT and SIT requirements for all major equipment
and package equipment items
CONTRACTOR shall ensure that all calculations and study reports produced to substantiate the
design are in a consistent format. All computer hardware and software, including specially developed
spreadsheets, shall be checked, and verified prior to use. CONTRACTOR shall provide COMPANY
with full access to review all calculations and study analysis during the Project. The calculations for
all disciplines shall be collated and indexed for handover to COMPANY.
Contractor shall use the latest updated version of software models required for the work when the
contract is awarded.

While it remains CONTRACTOR’s full responsibility to develop the FEED to a detailed design
that fully satisfies all requirements of this Scope of Work and all other Contract documents,
the following sections are provided to further amplify and clarify the design requirements. In
fulfilling these requirements, CONTRACTOR shall review the FEED Documents and produce /
prepare new documents to fully define the Work of the Project, as applicable. In all cases,
CONTRACTOR shall provide new documents or revisions of existing Master Documents only,
as applicable. Revisions of the FEED documents will not be accepted. In the event that
CONTRACTOR feels that a FEED document does not need further review during detailed
design, CONTRACTOR must still create a new document/drawing. FEED documents/drawings
will be provided to CONTRACTOR in native, editable file format to assist in the creation of
the new DED phase drawings/documents.
The scope of services required for the realization of the detailed engineering of the plant
shall include but not limited to the following.

Contractor shall accept and own project documents issued by COMPANY after
contract award. The documents shall be reviewed by CONTRACTOR and filed in the
appropriate project structure
Contractor shall set-up the overall 3D model handed over by COMPANY. The models
of the buildings, apparatus, primary steel structure and pipe bridges provided in DGN
format are stored in the corresponding project structure. Subsequently, the
references are checked and reattached if necessary.
The model division is carried out considering the building structure/subdivision and
the numbering system in coordination with COMPANY.
The following planning files shall be created and referenced with the overall model or parts
of the overall model:

Contractor shall prepare and submit a resource loaded level 3 project schedule for
COMPANY review and approval. Project schedule shall fit into COMPANY’s overall delivery
timeline for the completion of the detailed engineering works. The schedule of works shall
include realistic milestones and appointment settings. Contractor shall also prepare and
submit a progress measurement system for COMPANY review and acceptance. Approved
PMS shall form the basis for progress payments and indication of progress achieved during
the execution of the works.
Contractor shall be responsible for tracking and maintaining the project schedule against the
approved baseline schedule of works throughout the duration of the project.
Contractor shall submit weekly progress reports and monthly project management reports
for Company’s information throughout the duration of the project. Cut-off date for weekly
progress reports shall be Friday. Cut-off date for monthly project management reports shall
be the 27th day of the month or the last working day of the month, whichever comes
earlier. Notwithstanding the reporting cycle, any critical information or event that requires
COMPANY attention shall be immediately communicated to COMPANY without delay.
Contractor shall consider the following in the planning of the detailed engineering for the in-
plant piping and structural steel:
Determination of the occupancy of the pipe bridges for a harmonious pipe run
Consideration of inlets and outlets of the pipe bridge to the respective equipment
Checking equipment positions for the best possible routing of piping and optimal
positioning of supports
Orientation of nozzles on various equipment

Outside projection and nozzle diameter for nozzles on the lid and bottom of
storage tanks and containers shall be determined by COMPANY
Contractor shall propose reasonable positions for pipe design
The responsibility that the nozzles are constructively feasible as proposed by the
contractor lies with the COMPANY
Changes to the positions of equipment and the orientation of nozzles on the
equipment shall be discussed with and communicated in writing to COMPANY for
review and approval
COMPANY shall be informed in writing and will give written approval to proceed with the
required primary/secondary/tertiary steelwork and pipe bridges in accordance with the
contractor's specifications.
The calculation of the steel structure and the pipe bridges as well as the civil foundations
and construction drawings shall be part of the Contractors scope of work.
After completion of the preliminaries, it will be discussed with the COMPANY and approved
by in writing.
For pipeline design, Contractor shall utilize own pipe classes for the works. The
specifications of the pipe classes shall be provided to COMPANY for review and approval
prior to implementation. Then they are assigned to the project and the functionality is
tested.
All components that are not included in the pipe classes (e.g. PLT built-in components,
compensators, separators, couplings, etc.) shall be placed in the model as PLT components
or as special components.

Standard fittings according to ASME/ANSI standards for in-plant piping/fittings shall be used
for the fittings. Deviation must be communicated with the desired dimensions before the
commencement of detailed engineering.
Contractor shall position and align equipment within the model based on the
preliminary engineering concept in the respective files. The files are sent to the
COMPANY promptly after completion.
Contractor shall create and position intelligent nozzles on equipment based on the
preliminary engineering concept. Number of nozzles shall be according to Annex 1.
Contractor shall position and set supports in the model. The determination whether
fixed point or sliding bearing is the responsibility of the contractor. Unclear situations
shall be clarified with the COMPANY.
Necessary secondary steel construction shall be coordinated with the COMPANY. The
kind of secondary steel construction to be applied shall be decided depending on the
situation. There is a possibility to use conventional steel construction or
manufactured constructions in locations where standard supports are not practical.
Pipe supports that are to be mounted on special supports shall be marked with the
corresponding SU number such that they are visible on the isometric drawings. In
the overall model, the special supports for pipes shall be shown as a model.
After creating the support concept, Contractor shall commence design of piping for
the individual units as defined in the model.
Contractor shall maintain piping list with piping data according to P&I flow diagram
with the following information as a minimum:
o Pipe designation, material code, pipe class, thicknesses, gasket class, valve
class, nominal size, from-to relationship, P&I flow diagram number, heat
tracing information, slope
o Processing status, revisions
Contractor shall conduct stress analysis of the piping system as required to verify
and ensure stability of the piping system during plant operations

Contractor shall produce pipeline isometrics in DIN A3 format for COMPANY review
and approval. Approved for construction quality piping isometrics shall be produced
by Contractor as described in this section
o Piping isometric drawings shall be produced for all pipelines shown on the
P&ID to facilitate the fabrication and erection of the lines. These drawings
shall show the dimensions of all components included in these lines such as
valves, in-line instruments, flanges, strainers, filters, etc.
o Each piping isometric drawing shall contain a maximum of one (1) line
o Each isometric shall include a bill of material listing all piping, fittings, valves,
and instruments and the quantities needed and the specifications shown on
that isometric.
o Each isometric shall be checked dimensionally and for components that make
up the isometric.
o Isometric drawings shall be produced for process/plant equipment trim that is
not supplied by the process/plant equipment vendor but is required for
operation, such as a drain line and valve.
o Isometric packages shall be produced for each plant area. Each isometric
drawing package shall have index sheets listing all lines in the package and
their revision level. Insulation, cleaning, and painting requirements shall be
shown on isometric drawings index sheets. All sheets shall include a title
block as specified alongside the line number and drawing number in the title
block.
o Direction of flow shall be indicated by an arrow. Flow direction shall be
checked against the P&ID. Check valves or valves installed opposite of normal
flow shall also have the flow arrow shown.
o Orientation of valve stems, valve handles, or chain wheels for manual valves
and diaphragm operators for control valves shall be shown.
o All branch connections shall be shown from centreline of main run either to
the first weld, or to the first flange, or to the first inline component on the
branch. The proper field welding points should be identified on the isometric
drawings.

o All equipment and inline items shall be properly identified with the flow sheet
equipment number. Equipment nozzles shall be shown light line-weight and
identified with a nozzle letter, when available.
o Any heat tracing of the piping shall be shown on the isometric drawings.
o All piping support locations and their tag numbers shall be shown on the
isometric drawings.
o All piping specification, insulation, cleaning, and painting breaks shall be
shown on the isometric drawings.
o Couplings to connect random pipe lengths shall not be drawn on the isometric
view. However, the quantity of couplings required for this purpose shall be
calculated and included in the bill of materials shown on the isometric
drawing. Couplings required at equipment or instrument connections shall be
drawn on the isometric view and included in the bill of materials.
o All valves shall be dimensioned to face of flanges.
o All bucket-type steam traps shall be located at the end of the body or the face
of the mating flange.
o All instrument (automatic) valves shall have face-to-face or end-to-end
dimensions shown.
o All safety valves shall have centre-to-face dimensions shown.
o Venturis (flow tubes) shall be located at one of the mating flange faces.
o All piping isometric drawings shall have north, and up arrows located in the
upper left corner of the drawing. All drawings shall conform to the orientation
shown on the plot plan/equipment arrangement.
o All piping breaking points on the isometric drawings shall show the connecting
line isometric drawing sheet number.
o All isometric drawings shall be reviewed and approved by COMPANY.
o CONTRACTOR must keep specific records of the approval status of each
revision of isometrics and shall not issue any isometric “final” or “approved for
construction” unless the current revision has the written approval of
COMPANY.

o COMPANY approval of the drawings shall not absolve Contractor from its
obligations to produce quality documentation as required for the proper and
correct functioning of the plant.
Contractor shall model cable routes / supports for cable trays on all pipe bridges in the 3D
plant model in coordination with the third-party electrical design vendor (if applicable) as
part of the detailed engineering work scope. Contractor shall produce a cable route plan in
DIN A0 format.
Contractor shall create a layout plan in DIN A0 format for plant installation works
Contractor shall prepare a pipe plan each for all levels in DIN A0 format, based on the
layout plans prepared, but additionally with representation and designation of the visible
pipelines with a nominal diameter greater than DN 25 with numbering designation agreed
with COMPANY. Difficult assembly situations are recorded in pipe plans.
Contractor shall plan and create pipe rack layout plans as pipe rack sections in DIN A3
format. New sections shall be created when the pipe bridge plan view changes due to the
addition or removal of pipelines.
The following information shall be included on the pipe rack plan drawings as a minimum:

d. Diesel tank as storage for generators/unit heat carrier/FW pump

Contractor shall prepare a measuring point plan in DIN A0 format based on the pipe plans
prepared, but without the pipeline identification code. The plan contains the unique
designation of the PCT measuring points.
Contractor shall prepare breakthrough plans in DIN A0 format for pipe penetrations within
buildings within the facility.
The structural steel shall be designed, calculated, and modelled, if not already
available in the 3D model. This includes the pipe racks 01, 02, 03, 04 and 05 to be
modelled alongside the civil foundations as required.
Assignment of pipe racks according to plant areas shall be as defined in section 6.9.
Engineering, design, and modelling of secondary and tertiary steel structural steel,
shelters shall also be the responsibility of Contractor.
Contractor shall prepare a structural steel and pipe supports package providing
details of all structural steel and pipe supports that are to be fabricated and installed
for the piping systems within the facility.

Structural steel interconnecting platforms shall be designed and modelled for the inspection
of the following 26 tanks:
For safety reasons, each contiguous structural steel interconnecting platform must have two
access. Tanks located together are connected with structural steel interconnecting
platforms. Contractor shall design, calculate, and model the interconnecting platforms in the
3D and CAE model. Typical drawings produced for structural steel shall be generated also
for the interconnecting platforms.
Detailed design calculations and drawings for adequacy of strength of all individual parts
shall be done by Contractor and submitted to COMPANY for review & approval. After receipt
of approval from COMPANY, the design of equipment shall be considered as final.
Nevertheless, any change/comment made on design calculations and drawing (even after
approval) to satisfy the requirement of code to make the equipment fit for purpose shall
have to be incorporated by Contractor without any commercial implications.
Storage tanks shall be designed as per API 650 code latest edition using software solutions
approved by COMPANY.

Final thickness shall be decided giving due consideration for corrosion allowance & thinning
allowance.
Design pressure shall be at the top of tank. The design pressure at any lower point shall be
determined by adding the maximum operating liquid head and any pressure gradient within
the tank.
Wind forces shall be increased by 20% (over & above design code requirement) to cater the
effect of piping system, platforms, and ladders etc. Design Wind Speed shall be 35.6 m/s.
Seismic analysis shall be performed based upon the equivalent of the UBC (Uniform Building
Code –UBC-97) by considering Seismic Zone-1.
Local stresses in tank wall resulting from nozzle load shall be determined by WRC 107/WRC
297 code requirements. Forces and moments acting on nozzles shall be considered in the
design of tanks and resultant stresses shall not exceed allowable stresses as per applicable
codes/standards/specifications. Contractor shall take care of the same during mechanical
design of equipment without any delivery/commercial implications to COMPANY.
Shell plates shall be shaped to suit the curvature of the tank and as per approved erection
procedure. Plates of different thicknesses shall be made flush with the inner surfaces of
equipment unless otherwise stated.
Safety standards and features which are inherent in the specific mechanical equipment
design codes, standards and regulations are applicable.
Safety features to be incorporated into the design includes but are not limited to, the
following features for equipment:
Spiral Staircase
Internal Ladders
Safety chain across platform access
Step-off platforms where necessary
Platform grating
Toe plates
Walkway platform on the tank roof/ around the periphery with hand railing
Minimum requirements for the design of storage tanks within the plant shall be in line with
the following section.

Tanks shall be provided with necessary external and internal attachments, platforms,
hand railings, external staircase, internal ladder with safety cage as applicable,
nozzles, manhole, covers and other appurtenances, name plate with bracket
Contractor shall generate all engineering and construction deliverables/drawings for
all tanks engineered including but not limited to
o Mechanical calculation notes
o Mechanical datasheets
o General arrangement drawings
o Shell assembly drawings
o Tank layout drawings
o External attachment drawings
o Nozzle detail drawings

Contractor shall prepare and submit general arrangement drawings for individual equipment
for COMPANY review and approval. General arrangement drawings shall include bot not
limited to the following:
3D view of equipment
Plan, elevations and parts list
Nozzle orientations from the piping design
Allowable nozzle loads
Appurtenances
PLT equipment
Immersion and discharge pipes
Seals and screws as applicable

Contractor shall plan for three (3) formal model review sessions at 30%, 60%, & 90% of
design completion to involve all stakeholders on the project. Regular informal model review
sessions shall be scheduled where critical items can be highlighted and discussed to
supplement and prepare towards the formal model review sessions. All comments and
observations from previous model reviews shall be implemented and closed out prior to the
subsequent model review sessions.
Model review shall be conducted both physically and virtually either in COMPANY specified
locations or Contractor locations or otherwise agreed.
Contractor shall prepare a read-only version of the engineering design for navigating the 3D
model during model review sessions.
The design shall be approved and certified by COMPANY based on progress made in formal
model review sessions. Model review sessions shall be incorporated in the project schedule
and progress measurement system.
Contractor shall be responsible for the creation of material reports including but not limited
to:
Piping BOMs
o Per isometrics,
o Total bill of materials,
o Number of welds
Support Bills of Materials
o Total bill of materials including structural steel items and fasteners
Special Support Bills of Material
o Per support
Calculations and statics for engineered in-plant piping
Calculations and statics for engineered structural steel components
Calculations for engineered storage tanks and foundations

5.19. Meetings
Meetings and design reviews shall be conducted via video conference and face-to-face
where possible. Internal discussions and meetings with the COMPANY shall be included in
Contractor scope of services. Virtual meetings shall be conducted via Microsoft TEAMS.
5.20. Revisions
Detailed engineering works shall be based on the design concept approved in writing.
Contractor shall maintain correct version for all Contractor deliverables.
Contractor documentation shall be created, processed, and delivered using the following
program versions:
Excel 365
Word 365
Access 365
Project 2016 / 2019
Autodesk Autocad 2020
PDMS, AVEVA E3D, Cadworx plant or other 3D ERP software package capable of
fulfilling COMPANY engineering requirements.
Autodesk Navisworks as model review tool
The detailed engineering works shall be carried out in the metric system (ASME dimensions)
and for the pipes in ANSI.
Delivery of completed 3D piping design as CAD model, file format DGN after completion of
all works. Revision of the final 3D model shall be AFC
Contractor shall deliver the piping list with piping data according to the P&I flow diagram
with the following information as a minimum:

Pipe designation, material code, pipe class, thicknesses, gasket class, valve class,
nominal size, from-to relationship, P&I flow diagram number, heat tracing
information, slope
Processing status, revisions.
Contractor shall issue piping isometrics in A3 format, file format DGN and PDF. Isometric
drawings shall be produced in line with the requirements defined in this document.
Contractor shall issue cable route plan in DIN A0 format, file format DGN / IFC and PDF.
Contractor shall issue pipe plans in DIN A0 format, file format DGN; IFC and PDF.
Contractor shall issue pipe rack / pipe staging layout plans and sections in DIN A0 format,
file format DGN, IFC and PDF.
Contractor shall issue a measuring point plan in DIN A0 format, file format DGN; IFC and
PDF.
Contractor shall issue breakthrough plans in DIN A0 format, file format DGN; IFC and PDF.
Contractor shall issue structural steel drawings for engineered steel structures (pipe racks,
interconnecting platforms, special pipe supports, etc.) in A0 format.
Contractor shall issue drawings for each equipment with parts list and a tabular overview for
the nozzles on individual equipment.

6. ELECTRICAL SERVICES
6.1. Basis of Electrical Design
The following data shall be the basis for the design of the system parameters:
The engineering includes the design, relevant studies as well as the preparation of a
material requisition for the following plant components:

The technical design will be carried out according to international standards and best
practices obtainable in Nigeria. The plant location is in Kano, Nigeria, the construction area
is approximately 107x140m.
- Cable trays (generally cable trays >= 100 mm width, VKE-box) will be designed
with CAD EQP according to the specifications of the Control technical planning in
the Model visualized
- Main cable routes are to be coordinated between the parties involved as part of
the pipe and cable route design.
- The cable route plans are drawn up with detailed representation created.

6.5. Engineering
The engineering services shall be performed as basic and detailed engineering. Contractor
deliverables for electrical systems design shall be such that the manufacturing, construction
and installation services can be awarded seamlessly following the detailed engineering
works.
Scope of delivery and services shall include but not limited to:
Detailed plans include circuit diagrams; Terminal diagram; layout plan and part lists.

COMPANY as basic data.
