Guidelines for Learning Resource

Evaluators (LREs)
in the Evaluation of DepEd-
developed Self-Learning Modules

DEPARTMENT OF EDUCATION
Thoroughly review the
assigned set/s of SLMs
for completeness of
learning
competencies, General
accuracy of content, Objective
appropriateness of
language, and
format or layout.
Specific Objectives:
1. Evaluate the set of SLMs based
on the requirements and criteria
for each area of evaluation.

2. Accomplish the evaluation tool

and summary of findings form for
the assigned sets of SLMs to be
evaluated.
Specific Objectives:
3. Provide comments and
recommendations through marginal
notes on the digital/printed copies
of the assigned sets of SLMs; and

4. Discuss individual findings with

team mates to come up with
team evaluation report and team
copy of SLMs with validated
marginal notes
Composition of LREs per
Area of Evaluation in a
Quality Assurance Team
Learning area supervisors, school principals,
master teachers, and/or teachers from the
DepEd Regional and field offices with
experience in teaching the learning area of the
SLMs to be assigned.
Either English or Filipino learning area supervisor,
school principal, master teacher, and/or teacher
from the DepEd Regional and field offices
depending on the language used in the SLM to
be assigned.
Either a LR project development officer (PDO) or
other personnel from the DepEd Regional and field
offices that were trained and/or have experience in
learning resource layout design and illustration
Note:
QA Team Members shall NOT be members of the
development team (e.g., writer/author, internal
reviewer/consultant/editor, layout artist, or illustrator)
of the SLMs that will be assigned to them.

 The area of evaluation may be composed of more

than one (1) member provided that the region has
enough evaluators.

Mechanics
1. Ensure that all needed documents received are
complete. For documents in digital copies, check that the
files are compatible with the computer or device to be
used in this activity. Immediately inform the regional LR
supervisor or his/her designated staff of any missing
documents or files received.
2. LREs will be given sufficient time to evaluate the
assigned set of SLMs offline and accomplish the
corresponding Evaluation Checklist.
3. Scan the assigned SLMs first to appreciate quickly its
organization, coverage, and general approach. Then,
read the SLM in its entirety (page by page, line by line)
to determine non-conformance to the standards found
in the criterion items in your respective area of
evaluation.
4. While reading the assigned SLMs
immediately write or encode your
marginal notes in the following manner:
a. For digital copies: click New Comment under the
Review tab or its equivalent in the menu tab of
your computer/device.

For printed copies: write your comments on the margins

of the pages with errors or deficiencies. If the margins
are not enough, write or encode your comments using
a piece of paper to be pasted on the page with errors.
b. Ensure that the errors and deficiencies found are
highlighted or encircled in each page.
c. Write or encode your comments by briefly explaining
or describing the errors. Do not merely encircle,
highlight, or cross out texts or visuals without explaining
the reasons.
d. Provide specific recommendations to correct
the deficiencies or errors found.
5. Accomplish the appropriate Evaluation Checklist
and Summary of Findings form. Ensure that you
understand the criterion items, comprehensively
read the entire set of SLMs, and completely write
the marginal notes in the pages with deficiencies or
errors before accomplishing the appropriate
evaluation tool and the summary report form.
a. Evaluation Checklist
Accomplish only one (1) evaluation tool for the entire set
of assigned SLMs

Fill in all the necessary information located in the

upper portion of the form

Put a check mark () in the appropriate column

beside each criterion item in the Evaluation
Checklist. If your answer is NO, use the Summary of
Findings form to write specific pages, briefly explain
the error or deficiency found, and give your
recommendations.
Affix your signatures and indicate the date
accomplished the evaluation tool
b. Summary of Findings
 All criterion items checked as NO in the respective
Evaluation Checklist must be explained in detail in the
Summary of Findings form.

 Accomplish one Summary of Findings report for each the

set of SLMs evaluated.

 Fill in the information required in the upper part of the

form. Write the learning area, titles of the modules, grade
level, and quarter number of the assigned SLMs.
b. Summary of Findings
 Write in the 1st column the module number, page number,
paragraph number, line numbers where the errors or
deficiencies are found. Chronologically arrange your
comments in the form.

 In the 2nd column, briefly describe and explain the errors or

deficiencies found. Express your thoughts clearly and
completely. Do not merely copy the description of
criterion items indicated in the checklist. Avoid using
vague words such as a few, some, several, many, etc.
when citing errors. Do not simply write “see comments on
the pages”.
b. Summary of Findings
 In the 3rd column, write whether the findings are for
content (C), language (L), or format and layout (F). Filling
in the 3rd column is necessary to identify under which area
of evaluation the comments pertain to when your
individual reports are consolidated as the team’s Summary
of Findings Report.

 In the 4th column, recommend corrections for each error

or deficiency cited.
b. Summary of Findings

Ensure that all written comments in the SLMs are included

in the SF. Similarly, marginal notes on the specific pages of
the SLMs should be adequately supported by comments
written in the SF.
6. Go through again the SLM after reviewing it in order to have
an overall assessment of the evaluated SLM. If necessary, make
revisions in the marginal notes and in the initially accomplished
tool and SF to ensure complete, fair, and thorough evaluation
1. On the agreed schedule, the
learning resource evaluators (LREs)
coordinate with the LR supervisor
or his/her designated staff for the
meeting to discuss their individual
findings on the SLMs and arrive at
a consensus.
2. Accomplish the team’s Summary
of Findings Report to include all the
validated comments and
recommendations. Providing one
copy of SLMs with validated
marginal notes is recommended.
3. Submit to the team’s Summary of
Findings Report and all copies of the
SLMs with validated comments and
recommendations to the email
address provided by the LR
supervisor or his/her designated staff.
These documents shall be forwarded
to the development teams.
Note:

Team Evaluation of Areas 1 to 3 of an SLM is

recommended but remains optional in the
process.
1. A meeting with the development
team (e.g., writers, editors, book
designers, illustrators, etc.) shall be
conducted to expedite the
revision and finalization of the
SLMs.
2. The Content LRE is recommended
to lead the presentation of the
team’s Summary of Findings Report
of their assigned SLMs. A series of
meetings may be held as necessary
until consensus is reached. The
discussion is suggested to be done
as follows:
• Present the comments in chronological order
and as reported in the team’s Summary of
Findings Report.

• Clarify and explain further issues and concerns

relative to the recommendations that may be
raised by the development teams.
• Agree and approve the revisions to be made
based on the 2nd revised SLMs as presented by
the development teams.

• For revisions found to be incomplete,

inappropriate, and incorrect, provide further
corrections to assist the development team in
improving the SLMs.
3. Submit the duly accomplished
and signed Evaluation Checklist
and Summary of Findings Report
to the designated regional
personnel.
