CHAPTER 1

PROBLEM AND BACKGROUND OF THE STUDY

INTRODUCTION

Architecture is one of the essentials that should apply and consider when

building or constructing a house design. There are many branches and studies

related to architecture field and one of that is Urban Planning.

Urban planning and urban design are quite different in terms of definitions and

uses. Urban planning is where the designers in charge are preparing the plans and

execution of the project in relate with the town, cities, and community, on how the

whole area will function to be effective for the users. It is a representation not just

focusing on the aesthetics, but the designers consider the space pattern, relation

between spaces, and most importantly, the comfort of the users. Not just only

focusing on the spaces, but also, considering the road networks, and improving the

quality of an existing urban area.

As for urban design, it focuses the uses of building materials and building

technology to be use in construction, and focuses on urban elements, the shape and

form of the spaces, also the effectiveness for the users if it is comfortable and

relaxing to them.

BACKGROUND OF THE STUDY

The study focuses on the use, benefits, and effectiveness of public spaces in

an urban area. Public spaces are a big part of the urban planning wherein, it molds

the whole community or city so that it connects with the people and with the city

itself.

The researcher watched a video in relates on how public spaces make cities

work, “public spaces always need vigilant champions, not only to claim them at the

outset for public use, but to design them for the people that use them, then to

maintain them to ensure that they are for everyone, that they are not violated,

invaded, abandoned or ignored.” Burden (2014)

It elaborates that even though a portion of public space is not already

operating, or it is already abandoned, if we think for the users who will benefit the

space will be a good use and impact. It should be considered that it is use for

everyone and they will not feel alone and outcast. Amanda Burden exampled the

abandoned elevated railway on Manhattan West Side. It gives them an idea to

revitalized it through landscape architecture and they didn’t demolish the railway so

that it serves as kind of garden in the sky.

According to Barbaza (2019), the case study entitled Making Sense of the City:

Public Spaces in the Philippines. “Functional: The public spaces of streets and

squares serve as venues for market and politics; the private spaces of house and

company are responsible for the economic production and human reproduction of

society. (2) Legal: Different legal regimes are in place in private and public spaces—

streets and squares are regulated by public law, house, and factory by private law.”

It explains that public spaces and streets makes a city as a whole and it is built for

everyone to use and functionable.

Pacheco (2017) says that “Public areas shape community ties in

neighborhoods. They are places of encounter and can facilitate political mobilization,

stimulate actions, and help prevent crime. They are environments for interaction and

exchange of ideas that impact the quality of the urban environment.”

In relation with the study, the researcher proposed a revitalizing the Manila

Baywalk into Street Waterfront Interactive Park through Green Architecture so that

people can appreciates and know the importance of green spaces in public use

wherein it named KALINA-AN which means, Kalinaw (tranquility and harmony of

public space) and Luntian (green or landscape area). Not just for aesthetics, but for

their comfort and feel safe whenever they walk and rest, not consuming all

commercial spaces within the green area.

STATEMENT OF THE PROBLEM

In relation to the current problem of Manila Baywalk, the researcher elaborates

the main problems and how it may affect to the people who uses and passes along

the park if it will not solve immediately.

Some of the common problems in designing public spaces are lacking

facilities, lack of green spaces, and so on because of the poor urban planning. Not

considering the comfort and safety of the users should not be tolerated but instead,

it should be improved and learn from the mistakes of the current situations.

This research identified the revitalizing the public space of Manila Baywalk into

street waterfront interactive park through green architecture.

Specifically, it sought to answer the following problems:

 Seeing the current landscape area of Manila Baywalk, it is lack of green

spaces and landscape areas wherein, it is one of the important elements in

planning a public space.

 Too much commercial spaces within the park is not healthy and appropriate

for a public space. It should be minimal and only for necessities.

 Polluted by air, grease and trash from the nearby commercial, residential

areas, ports, and vehicles that can cause destruction of any public spaces.

 The current situation of Manila Baywalk is not accessible or healthy for the

users especially for children, PWD’s, and elderlies because of the poor

proper planning and design.

 Lack of interaction and connection between public spaces and people

because it is not that interactive, and the purpose of Manila Baywalk is only

for sight seeing the waterfront and it is only use for walking when in the

morning or evening.

 Lack of facilities, development, and maintenance to facilitate the users of

certain public space so it is hard to find in case of emergency and it is hard to

maintain the cleanliness and safety of everyone.

OBJECTIVES OF THE STUDY

As the problems are indicated, the researcher come up with the solutions to

revitalize the Manila Baywalk into street waterfront interactive park through green

architecture.

The listed objectives of the study elaborate that even though the designer or

researcher encounters a problem, it will come up for innovative solutions considering

the comfort and safety of the users.

The aim of this study is to give comfort for the people, to secure and maintain

cleanliness and comfortability of the park, and strong connection of people and

public space.

 Providing a better urban plan and design of Manila Baywalk, specifically the

landscape and green area of the park.

 Lessen the commercial spaces within the park so the remaining space will

use for interactive out outdoor sports such as bike lane, track lane, space for

elders and children.

 Proposing an alternative technology or design to lessen the polluted air that

will pass within the park, example is to provide more trees and shrubs so that

pollution will absorb or infiltrate. Also, to give more passive cooling. Adding a

proper waste management and material recovery facilities to ensure the

cleanliness of the public spaces.

 Planning an interactive space for everyone that will fit for the users so that

they were not feel outcasted.

 Proper planning and designing for the comfort of the people will make the

public space more interactive and safer.

 Providing a proper facility for the needs of users like cubicles, bus bulbs near

the park, furniture zone, path walk zone, first aid facility and proper

development and maintenance to ensure the safety of the people.

SCOPE AND DELIMITATIONS OF THE STUDY

This study focuses on revitalizing the Manila Baywalk into street waterfront

interactive park through green architecture.

Through watching the video of Amanda Burden from TEDTalk about how

public spaces makes cities work, adding up supporting documents, articles and case

studies to strengthen the sources, the researcher come up with the title in relate to

the main source of the study. Correlating it with the statement of the problems to

objectives of the study to know what the expectation and solution in would be

revitalizing the Manila Baywalk.

Chapter 2-6, all working drawings, plans, presentation boards and model are

beyond the scope of the researcher. The researcher was solely interested in solving

the problem through architectural conception.

SIGNIFICANCE OF THE STUDY

The benefit of the study about revitalizing the Manila Baywalk is to know and

aware the people who uses the public spaces that to give importance and

appreciation and build connection between people and public spaces.

This study can help the following:

 The architecture students. This research study can help them to gain

knowledge and initial background in conducting their future research in relate

to public spaces.

 The elderlies. This study will help the elderlies to access anything within the

park, so that it will create an interactive and social participation of everyone.

 The PWDs (Persons with Disabilities). The researcher ensures that PWD’s

should not be left behind and feel that they are not different. Creating and

designing a public space should be users are priority.

 The children. Creating a safe space for children should be also a priority and

their safety while they were interacting with anyone.

 The future researchers. This study will help the future researchers to gain

information and references which will be a great help to finish their study.

DEFINITION OF TERMS

 Kalinaw – It is an old tagalog word which means tranquility and serenity.

 Lungti/Luntian – it is an old tagalog word of color green.

 TEDTalk – It is a recorded public speaking presentation which means

Technology, entertainment, and design. Also an American-canadian nonprofit

organization that organizes international powerful talks online.
