Duties and responsibilities


Strategic Objectives:

 Ensure that Norwegian Red Cross supported projects in primary health care and community
outreach is designed and implemented in line with established technical standards of both
organizations and project management methodologies.
 Support Yemen Red Crescent Health department in developing thematic frameworks and
relevant technical standards and support the operationalization of those standards.
 Contributes proactively with other technical personnel to the Norwegian Red Cross global
efforts to establish and operationalized technical standards in relevant areas.

Operational Objectives:

 Conducts technical assessments and scoping missions as requested and contributes


technically to project development.
 Carries out regular field monitoring, provides recommendations and assistance on project
improvements and follows up on their implementation in line with established project
agreements and project plans.
 Organizes technical mid-term reviews upon request and contributes to terms of reference and
inception reports to final evaluations.
 Oversees data collection and provides support to tertiary and yearly country reports.
 Liaises with the Yemen Red Crescent technical and project teams to ensure relevance of
technical assistance provided.
 Provides trainings and coaches Host National Society health staff on the operationalization of
established technical standards and when challenges arise during the implementation, herein:
 - Develop the capacity of the Host National Society primary health care services and ensure
abidance by NorCross standards and WHO best practices
 - Develop the capacity of the Host National Society in community outreach and ensure
relevant reference to NorCross developed standards and methodologies.
 - Develop the capacity of the Host National Society in health program management including
assessment of needs, planning, implementation, reporting, preparation of contextualized
Information, Education and Communication materials, among others.

 Provides surge support to other countries and regions, as relevant and upon the request of the
Regional Office.
 Help colleagues to understand and make use of available technical tools and methodologies.
 Promotes harmonization across regions and countries by monitoring use of common standards
and tools.

Collaboration:
 Works closely with the relevant thematic Coordinator / Advisor at the Regional Office (RO)
NorCross and other technically competent colleagues in the same discipline in other countries
and regions.
 Support collaboration with other Red Cross movement technical personnel to enhance overall
humanitarian impact in the country.
 Collaborates with other technical advisors in the region as relevant.

Mission specific responsibilities:


The Yemen Health Delegate will support the RC movement coordination and cooperation around
health aspects and will provide the necessary technical support for YRCS to implement project
related activities, as well support to move as possible from projects to programs in coordination with
NorCross country programme manager.
Qualifications
Education:

 Higher University Degree in relevant technical discipline.

 Skills and knowledge:

 In-depth understanding of relevant technical standards and the operationalization of those


standards in humanitarian projects.
 Proven experience from project management, including needs assessments project design,
MEAL planning and reporting.
 Knowledge about building technical capacities of partner organizations.
 English language work proficiency is required; Arabic language is an asset.
 Advanced understanding of the use of innovative tools and approaches in relevant technical
discipline, is an asset
