1. Scope
1.1 This document covers the general approach to be followed for design considerations applicable
to the layout engineering of electrical equipment by PEM (Electrical), such as power
transformers, auxiliary service transformers, busducts, MV/ LV switchgear panels, battery,
battery chargers, Lighting Distribution Boards (LDBs), etc., as supplied under the contract in
terms of the safety, operability and maintainability of these equipment.
1.2 This document, along with respective equipment OGA and other relevant drawings, and project
layout requirements indicated in the Specification (if any) will form the design basis for
developing electrical layout drawings for various plants buildings and areas for the project.
1.3 The areas covered under this document are as under:
(a) Transformer Yard.
(b) Switchgear Rooms in Main Power House Building.
(c) Station Battery Room.
(d) ESP Control Room Building.
(e) Transformer Yard (as applicable) and Switchgear Rooms of auxiliary plants in BHEL scope
for the contract.
(f) Cable Vaults.
(g) Turbine Hall (Cabling Layouts)
(h) Boiler Platforms (Cabling Layout).
1.4 The following areas are excluded from the scope of this document:
(a) Unit Control Room/ Control Equipment Room.
(b) Switchyard.
(c) Boiler Platforms
(d) ESP Platforms and Roof
(e) 24V DC Battery Room/ UPS Battery Room
(f) Auxiliary plants, buildings and areas not in BHEL scope for the contract.
Drawings/ documentation generated by respective agencies responsible for engineering of these
areas shall be applicable.
1.5 The equipment covered under this document are as under:
(a) Power Transformers (Generator Transformer, Unit Transformer, Station Transformer, Unit
Auxiliary Transformer & Station Auxiliary Transformer).
(b) Busduct (Isolated Phase and its associated equipment, Segregated Phase and Non-
segregated Phase type).
(c) Neutral Grounding Equipment.
(d) Auxiliary Service Transformers (dry type as well as oil-filled type).
(e) MV (11kV/ 3.3kV) switchgear
(f) LV switchgear (Power cum Motor control centres (PMCCs), Motor Control Centres (MCCs),
AC and DC Distribution Boards, Lighting/ Welding Distribution Boards, etc.).
(g) 220V Battery and Chargers
(h) Cable Trays

1.6 Detailed aspects related to cabling layout and erection, are covered separately in the document
no. PE-DC-417-507-E004 (Cable Erection Philosophy).

3. Location Aspects
3.1 Power transformers and their neutral grounding equipment will be located outdoors in the
transformer yard. Foundation arrangement for the same will be provided in line with the OGA
drawings.
3.2 Arrangement for movement of power transformers to and from unloading bay, in terms of the
necessary rail track, mooring posts and jacking points will be provided in line with the respective
transformer OGAs/ foundation plans.
3.3 Location of HV side lightning arresters, bus post insulators and EHV overhead conductor
stringing at main powerhouse wall/ gantry (as applicable) will be as per switchyard layout inputs.
3.4 Outdoor neutral grounding equipment for various power transformers will be located in close
proximity to the respective transformer.
3.5 MV and LV switchgear (MV Switchboards, Power cum Motor Control Centers (PMCCs), Motor
Control Centres (MCCs) and Distribution Boards (DBs)) will be located indoors in the rooms/
areas designated for the same as per Electrical Single Line Diagram for Auxiliary Power
Distribution (Drawing no. PE-DG-417-565-E001).
3.6 Switchgear in the main plant building and ESP control room building will be located on RCC
floors with a cable vault provided below each switchgear room.

3.8 Oil-filled transformers located outdoors will be provided with wire-mesh fenced enclosures, with
removable fencing for transformer movement as well as gates for personnel entry into the
enclosed areas.

3.9 Batteries will be located in separate rooms designated for the same in the Main Plant building,
while chargers and DCDBs will generally be located in the LV switchgear room. Suitable
ventilation arrangement as per contract will be provided for battery rooms.
3.10 Batteries will normally be located in single tier formation where the individual cell weight exceeds
50kg. For cell weight of 50kg and below, batteries will be placed in two-tier formation.
3.11 Switchgear in auxiliary plant buildings will generally be trench mounted, and located inside
switchgear/ MCC rooms.
3.12 Minimum two personnel entrance/ exits, preferably on opposite sides, will be provided for every
switchgear room to ensure safe entry/ egress for operating personnel.
3.13 For movement of electrical panels into auxiliary plant switchgear rooms, double swing doors with
a removable transom arrangement on top will be provided. With the transom in locked position,
the door will act as one of personnel entrance/ exits.
3.14 Cable entry to panels will generally be from the bottom, for which suitable provisions will be
made in terms of cutouts/ openings in the switchgear room floors in case of floor mounted
equipment.
3.15 Fuse distribution boards (for small power applications), and lighting panels will be wall/ column-
mounted.
3.16 In the cable vaults below switchgear rooms, minimum man height clearance in walkways will be

5. Civil Aspects
5.1 Foundation arrangement (e.g. rail track, wheel/ roller locking arrangement, mooring posts,
jacking pads, embedded insert plates, foundation channels, pockets, openings, etc.) will be
provided for equipment as per respective equipment OGA and foundation plan drawings.
5.2 Power transformers and oil filled auxiliary service transformers with oil content more than 2000
litres will be provided with oil soak pits. The bund/ dyke walls of the soak pit will be 150mm high
and normally project minimum 500mm beyond the tank dimensions.
5.3 Oil drainage system from soak pits to an oil retention facility will be provided as per contract for
transformers located in the Main Power House transformer yard. In principle, common oil water
separator pit will be provided in a suitable location to which the individual soak pits will be
connected.
5.4 Pipes will not generally be routed through any switchgear rooms. If, due to project constraints,
passage of vertical piping through switchgear rooms is unavoidable, the piping will be located
sufficiently away from the switchgear in the room, and enclosed with brickwork after routing.
5.5 Vertical cable risers, whenever routed through switchgear/ MCC rooms, will be enclosed with
brickwork/GI sheet after completion of cabling.
5.6 While developing electrical equipment layout, expansion joints, where provided in the structural
beam-work supporting the floor, will be avoided (i.e., panels will not rest atop expansion joints).
5.7 Rooms for lead acid type battery will be provided with acid proof tiling, and acid proof painting
on the exposed building structure.
6. Fire Safety
6.1 Fire barrier walls will be provided as per TAC regulations between transformers, and between
transformers and equipment as per clause 6.2 and 6.3 below, for transformers and equipment
installed outdoor and having individual or aggregate oil content of 2000 litres or more.
6.2 The fire barrier walls will be 350 thick brickwork or 200mm thick concrete, and will project
minimum 600mm above the highest oil containing part of the transformer.
6.3 Provision of fire barrier walls will be ensured between transformers/ equipment/ building where
spacings are lower than those mentioned below: R1

6.4 Fire-fighting system for various electrical areas will be provided for which separate documents
will be applicable.
3 6.5 As per clause 4.4 of IS:3034, (1) There are no requirement of wall between SWGR. rooms. (2) To
achieve compartmentation, the plant shall be sub-divided into individual fire areas to the maximum
extent feasible. Further it also calls for partition wall between cable galleries of each unit and not
cable vaults. In this particular case the entire cable vault has been considered as an individual fire
area and accordingly the entire cable vault shall be divided into three zones. In case of fire, all the
three zones shall operate simultaneously and the aggregate pumping capacity shall be determined
by the demand arising out of operation of these three deluge valves simultaneously.
6.6 Oil drainage system & soak pit for Oil filled Transformers of offsite area shall be provided as per
specification & CBIP manual.
6.7 Fire barrier wall between Oil filled Transformers shall be 200mm thick concrete, and will project
minimum 600mm (height & side).
6.8 At planing stage of switch gear room layout, sufficient space margin in layout shall be considered
to cater all electrical loads of the contract, including space for removal of dry type transformers,
movement of panels.
