Selected examples of maritime activities of the Kingdom of Atlantis
The Kingdom of Atlantis has only main port – Port Atlantis, which is approximately 100 km south of
the capital Atlantis City. The Ministry of Transport as well as all other Ministries are located in
Atlantis City. The Maritime Administration operates from Port Atlantis and has in addition to the
main office in the city of Port Atlantis also a small office in the harbour area.
1 Resources of the Maritime Administration

The technical staff and the surveyors are all at least 52 years of age. Mandatory retirement age for
civil servants in the Kingdom of Atlantis is 57 years.
The recruitment criteria, qualifications and processes for surveyors and other staff engaged in flag
and port State duties in the Kingdom of Atlantis are given below.

The FSI surveyors’ recruitment process is the following:
1. Announcing recruitment in public tender,
2. Verification of candidates’ documents,
3. Choosing the most suitable candidate by a 4 persons board, which also includes a public
representative.

Instruments to which the country is not a Party to have been implemented through Circulars of the
Maritime Administration. However, these circulars are not part of the national legislation.
The process of becoming Parties to the missing instruments above, has taken now more than 10
years without any substantial progress.
3 Recognized organizations
The Kingdom of Atlantis has authorized 6 IACS classes (BV, CCS, DNV, KR, LR, NK) and 5 non-IACS
classes to carry out surveys and certification on behalf of the Maritime Administration. There are no
written agreements with the ROs and there is no monitoring system to verify the performance of the
ROs.
Out of the 35 ships, 15 are classed with IACS classes and 20 with non-IACS classes.
4 Port State Control Performance
The Fleet of the Kingdom of Atlantis is operating world-wide and is frequently subject of Port State
Controls in foreign ports.

In about 60% of all PSC inspections, class related detentions and deficiencies were detected. 95% of
these class related detentions were detected on non-IACS classed ships.
No follow-up was initiated by the Maritime Administration to any of the detentions or inspections
with deficiencies.
5 Maritime Accidents
On average, 1 – 2 accidents are reported per year to the Maritime Administration. It is the Maritime
Administration that appoints one of its surveyors to conduct an investigation. The investigation
report is submitted to the Director-General of the Maritime Administration once the investigation is
ended.
There are no accident statistics and detailed information about the accident causes. The reports are
not published to the wider community and not submitted to IMO.
6 Overall performance of the Maritime Sector
There are regulations that require to maintain a detailed system of Key Performance Indicators
(KPI’s). These KPIs should include PSC inspection results, accident statistics, seafarer certifications,
etc. However, such statistics are not maintained and no annual reports are compiled.
7 Coordination with other entities
The maritime administrative system in Atlantis is complex. However, the different entities have only
very few contacts and there are hardly any coordination activities. It is the Ministry of Transport that
attends IMO meetings and other Ministries do not follow IMO decisions or implement them into
national law. Especially the MARPOL implementation suffers from insufficient communication
between the Ministry of Transport and the Ministry of the Environment.
