KHELO INDIA SCHEME

The Khelo India National Sports Repository System is being operated by Sports
Authority of India (“SAI”) under the “Khelo India – National Programme for
Development of Sports” Scheme wherein the Athletes, Coaches, and
Academies can register themselves hereon to build a national repository of
prospective Athletes, Coaches and Academies, which will further achieve the
twin objectives of broad-basing of sports and promotion of excellence in sports
as laid down under the Khelo India Scheme. The Registration Portal has been
designed in a way to ease the process of gathering of pertinent information
from the prospective Athletes, Coaches, and Academies who will be
participating in the upcoming initiatives as implemented by Sports Authority of
India (“SAI”) under the Khelo India Scheme.

 Agrees to be bound by the Rules, Regulations and Policies of the


National Sports Federations for each sporting discipline or any such
rules, regulations and policies of any other stakeholder which the athlete
is bound to uphold and as specifically confirmed by the Games Technical
Conduct Committee constituted for any/all event(s) organized under the
Khelo India Scheme;
 Acknowledges that his/her failure to adhere to the Rules, Regulations
and Policies of either of the National Sports Federations, or any other
stakeholder or the Games Technical Conduct Committee of any/all
event(s) organized under the Khelo India Scheme may result in him/her
being disqualified from the registration process;
 Agrees to be bound by the Terms and Conditions applicable to the User,
if he/she is selected as a ‘Khelo India Athlete’ or an ‘Academy’
accredited under Khelo India vertical, “Talent Search and Development”,
or any such rules, terms and conditions of any Governing Body or
Committee constituted thereunder, which the User is bound to uphold,
and as specifically confirmed by SAI;
 Acknowledges that his/her failure to adhere to rules, terms and
conditions of SAI/KITD/ any other Governing Body of Khelo India vertical,
Talent Search and Development may result in him/her being disqualified
from the registration process; and
 Agrees, acknowledges and assents to the providing access of their
shared information for purposes, including but not limited to the
viewing and sharing of such information with varied stakeholders,
namely, NADA, SGFI, AIU, Host States, Department of Sports (States and
Union Territories), Media Partner (Timing, Scoring and Results only), as
and when required as per terms hereunder and the privacy policy of the
Registration Portal.

NATIONAL SPORTS POLICIES


In terms of the National Sports Policy, 2001, the Central Government, in
conjunction with the State Government, the Olympic Association (IOA) and the
National Sports Federation will concertedly pursue the twin objectives of
"Broad-basing" of Sports and "Achieving Excellence in Sports at the National
and International levels". Sports activities, in which the country has potential
strength and competitive advantage, need to be vigorously promoted. Towards
this end, Sports and Physical Education would be integrated more effectively
with the Education Curriculum.
While the broad-basing of Sports will, primarily remain a responsibility of the
State Governments, the Union Government will actively supplement their
efforts in this direction and for taping the latent talent, including in the rural
and tribal areas. The Union Government and the Sports Authority of India
(SAI), in association with the Indian Olympic Association and the National
Sports Federations, will focus specific attention on the objective of achieving
excellence at the National and International levels.

The question of inclusion of "Sports" in the Concurrent List of the Constitution


of India and introduction of appropriate legislation for guiding all matters
involving national and inter-state jurisdiction, will be pursued.

BROADBASING OF SPORTS
In the National Sports Policy, 2001, high priority will be accorded to the
development of Sports in the rural areas to harness the available talent and
potential. In this context, the Village Panchayats/Gaon Sabhas as well as rural
Youth and Sports clubs will be mobilized to facilitate development of the
requisite infrastructure and for the identification of talent through an
appropriate competition structure in the rural areas as also in the
disadvantaged and remote parts of the country which appear to merit special
consideration under various schemes including for the North East. Efforts will
also be made for tapping such potential as swimming in coastal areas and
Archery in tribal areas. The available talent will be nourished and actively
supported. Geographically disadvantaged Regions will be extended additional
support for the promotion of Sports. There has been a strong tradition of
Indigenous and traditional games in practically all parts of the country through
ages. Indigenous games will be promoted through schemes related to rural
sports.

INFRASTRUCTURE DEVELOPMENT
The availability of adequate sports facilities throughout the country is basic to
the development and broad-basing of Sports. In addition to the Union and
State Governments, the sustained involvement of other agencies, including the
Panchayati Raj Institutions, Local Bodies, Educational Institutions, Sports
Federations/Associations. Clubs and Industrial Undertakings will be enlisted in
the creation, utilization and proper maintenance of the Sports infrastructure.
While existing play fields and stadia, both in rural and urban areas, will be
maintained for sports purposes, the introduction of suitable legislation may be
considered for providing open areas to promote sports activities. Steps would
be taken to evolve low cost functional and environment-friendly designs in this
regard, so that maximum benefits could be derived through relatively low
levels of investment. Efforts will also be made to optimally utilize the available
infrastructure and manpower and Special Coaching Cams organised, during the
vacations, to provide intensive training to talented sports persons, even as
they pursue their academic work.

MOBILIZING THE SPORTS COMMUNITY:- CONTRIBUTION OF


SPORTS ORGANISATION
International sport federations implement and support Sport for Development
and Peace projects, participate in disaster-relief efforts, promote peaceful
international relations, lend their infrastructure to other development efforts,
and work to strengthen mainstream sport capacity in developing nations. They
are also increasingly making use of their large-scale international sport events
to communicate important development and peace messages and to provide
platforms for more sustained international social mobilization efforts.

The recognition of the development potential of sport has also been adopted
by the Olympic movement. From an initial focus on the role of sport in the
development of critical life skills and the strengthening of the social fabric
within nations, Olympic and Paralympic values have evolved to include a
broader focus on advancing more sustainable futures for all those touched by
the Games. This has introduced new legacy dimensions to the Olympic
movement, including the improvement of social and economic conditions in
host communities, innovation in conservation and management of natural
resources related to the delivery of the Games, and increased inclusion of
youth, women and indigenous peoples in the benefits created by the Games.
In the case of the London 2012 Olympic Games, this legacy is being extended
internationally by the United Kingdom, which has committed to a Sport for
Development legacy program, International Inspiration, aimed at engaging and
inspiring the youth of the world through sport
