The Second Semester Barangay Assembly Meeting started with a Doxology by the
SAGA students followed by the National Anthem/Filipinism and opening remarks were given by
the Punong barangay, Hon. Elbert O. Baligod
The message was given by Hon. William N. Mamba, Municipal Mayor, represented
by the Municipal Administrator Mr. Frederick G. Baligod. He said in his message that barangay
Cato is now growing and developing through the leadership of the Punong barangay, Hon. Elbert
O. Baligod. He also gave his insights on the plans of the Governor of Cagayan for Barangay Cato.
Mrs. Josephine C. Taguinod, the Municipal Local Government Operation Officer
read the SILG Message to the Barangay for Secretary of the Interior and Local Government Atty.
Benjamin C. Abalos, Jr.
The State of the Barangay Address was given by Hon. Elbert O. Baligod, Punong
Barangay, giving updates on the accomplishment of the present Administration under his
leadership, like the repair of street lights, monthly road clearing, and the rehabilitation of the Multi-
purpose Hall- Session Hall. He also mentioned the ongoing project of the Governor which is the
additional street lights going to the boundary of Cato and Conner Apayao. He also included the
concreting of the inner roads of Purok 02 and Purok 03. He then informed the body that Barangay
Cato is a nominee for the EXCELLENCE AWARD on Peace and Order Program for the Local
Government Units of Region 02. After which, every official also tackled their accomplishment
reports of their own committees: Peace and Order, BDRRM, Agriculture, Education, Health and
Sanitation, and Solid Waste Management. SK Chairperson Archie V. Cariño gave his report with
regard to the accomplishments of the Sangguniang Kabataan.
The Punong Barangay, Hon. Elbert O. Baligod discussed Executive Order No. 02 dated
September 12, 2022, regarding the wearing of facemasks. He also stressed so much on the negative
notion of people regarding vaccination and that he mentioned the present status percentage of
vaccinated individuals in the barangay. He also mentioned that Barangay Cato is already a drug-
cleared barangay, however, this drive to eliminate illegal drugs is a continuing program of PDEA
which is why he advised everyone to refrain from engaging in illegal drugs and mandated barangay
officials and tanods to continue monitoring.
The Barangay Full Disclosure Policy and Financial Statements were discussed by the
Barangay Treasurer, Ms. Aviegail S. Latauan through a PowerPoint presentation followed by the
awarding of certificates to recipients who in one way donated, contributed, and extended efforts
in every successful activity in the barangay.
An open forum was formally opened and facilitated by the Punong Barangay and the
Barangay is very grateful for the positive comments of the constituents especially in executing
Peace and Order.
The most exciting part of the Barangay Assembly is the distribution of Sixty pax of Ayuda
through draw lots which brought happiness to the constituents.
The Second Semester Barangay Assembly Meeting ended at 5 PM with the Closing
remarks given by the Sangguniang Barangay Member Hon. Susana T. Gauani.
