Mr. Bernhard ‘was hard to wake and eventually reported to Deputy Chief Bingham’s office. At that time Deputy Chief Bingham smelled alcohol on Mr, Bernhard. Mr. Bernhard was sent for a BAC and Drug Test at Occupational Health escorted by Chief Meyer. The BAC results were given to Chief Meyer while at Occupational Health. Mr. Bernhard was taken home by Chief Meyer and advised we would contact with further information as it became available. Chief Meyer collected statements from all the parties involved and interviewed two other full-time ‘employees, During the verbal interview with Mr. Welling he was asked if he brought Mr. Bernhard to the station, He stated yes, he was here to drop off Mr. Bernhard as he did not want Mr. Bernhard to drive, Mr. Welling verbally stated he was not intoxicated and that he was with Mr, Robertson only, and that they did wake the duty crew up to say hello and then leave, Chief Meyer also verbally interviewed Mr, Robertson. Mir. Robertson stated that he also was here to bring Mr. Bernhard to the station. Mr. Robertson stated that he was not intoxicated and that he did not want Mr. Bernhard driving home. Mr. Robertson stated it was only him and Mr. Welling that dropped off Mr. Bernhard, Mr. Robertson did also state that he accompanied Mr. Welling in waking the crew up to. say hello. All statements are attached to this letter, and all show around the same information. Mr. Bernhard was dropped here to sleep, that way would be here for work. The crew was disturbed after hours by two other fulltime employees, but was kept brief and then they left. ‘Thank you for your consideration and time on this important issue. Chief Douglas B Meyer Phone: (419) 878-0165 Fax: (414) 878-8199 751 Waterville-Monclova Road « Waterville, OH 43566-1151 Bernhard incident Statement At 07:51 we were dispatched to a residence for a Check Safety with Police. | responded with Medic 78 from home due to it being close to the start of my shift, as well as information indicating the patient may have been hallucinating and combative. | arrived to find Medic 78 completing paperwork for an AMA, and | noticed the crew members were Tanner Dodge and Matt Fischer. Matt Fischer was due to be off shift at 07:00, and | asked why he was there, He advised he would talk to me outside. We completed inside, and met at the ambulance, Matt Fischer advised that Zach Bernhard, Greg Robertson and Zach Welling came to the station around 02:30 this morning and were loud and disruptive. Fischer advised that Zach Bernhard ended up sleeping at the station from this. Matt Fischer indicated that he attempted to wake Zach Bernhard up before shift change and that Zach wouldn't wake up. At 08:17 | contacted Chief Meyer and informed him of the situation. Chief Meyer believed that this was a No Call No Show for Zach Bernhard, however | advised him of what | was informed, Chief Meyer began the process through the Municipal Administrator to get an alcohol and drug screen. | returned to the station and noticed that Zach Bernhard’s truck was not at the station. | ordered Tanner Dodge and Matt Fischer into my office. | had a stern conversation with them, informing them that the events of last night and this morning needed to be reported immediately to myself or Chief Meyer. Tanner Dodge advised that he attempted to wake Zach Bernhard up twice, and that Zach would open his eyes, but not wake up and would go back to sleep. | asked both of them if they believed Zach was having a medical emergency that we needed to address, and they both felt that it was not. At this point I noticed Zach Bernhard was downstairs in the administrative hallway, ‘had Tanner and Matt leave my office and ! ordered Zach into my office and closed the door. | advised him that his behavior was unacceptable and that we needed to work sorne things out. Zach was cooperative and understanding. From across my desk | could smell what | believed to. be alcohol, and Zach has bloodshot and glassy eyes. | advised Zach to stay in my office, and | stepped out to call Chief Meyer. At 08:27 | called Chief Meyer and informed him that | made contact with Zach, and suspected Zach of possibly still being under the influence. | was advised to not have Zach leave my office or use the bathroom. Chief returned to the stat Zach to Occupational Health. Nn and took | contacted Mr. Gochenour at 09:19 to see if he wanted me to gather statements from people involved and he indicated that | should, | advised Tanner Dodge and Matt Fischer to give me written statements. | spoke with Spencer Wilkerson over the phone at 09:22. Spencer was on shift yesterday and was at the station when the 3 individuals arrived at the station. He advised that they were loud and disruptive, | apologized to Spencer, as this was his first 24 hour shift. | advised him that what happened last night Is not the norm, that it was unacceptable, and does not represent Waterville Fire or the City of Waterville. He advised that he was not offended in any way, and that he completely understood. He advised that he did not want to be labeled asa “snitch” by the staff if he gave names. | advised him that the individuals got themselves into trouble, and that nothing he would say would change the outcome. He advised that Zach Welling and Greg Robertson were in the station at 2:30am, I made contact with Kyle Yeager 09:29 via phone, | asked him about the events at 2:30, and he confirmed that there was an incident like that at 2:0, He did not want to give names, however, he was advised that nothing he would say would change the outcome as the individuals were already being investigated, | advised him that | needed him to complete a written statement by the completion of his next shift. The said individual was worried ‘that he wouldn’t wake up in the morning for his shift. The idea of having said individual steep at the station to ensure he would be on shift was given. Said individual was dropped off at the station. Duty crew was informed of what was happening. Zach Bingham From: Kyle Yeager Sent: Tuesday, August 30, 2022 1:12 PM To: zbingham@watervilleorg Subject: Statement 10/30/22 On the morning of 10/30/22, approximately at 0230 in the morning a noise disturbance was heard coming from the hallway. I got up, turned my light on and proceeded out to the hallway. Two employees were found in the hallway and they stated “We wanted to say hello to c-shift.” I proceeded to walk back into my bedroom to go back asleep. I ended up getting back up to use the restroom down stairs. I was met by 3 employees and 1 of their family members at the bottom of the stairs, Employees were Z. Welling, Z. Bemard, and G. Robertson, along with the family member who was G. Robertson's wife, A quick conversation was held with all of them. A statement from Zach Bernhard was made, “wake me up before 7:00am” I stated “sure,” not thinking much of the statement. I stated ! have to reaily use the restroom end walked quickly to the bathroom, After finishing using the restroom, I proceeded to go back upstairs to go back to sleep. I noticed a flash light coming from the day room, I was met by Zack Bemhard who stated he was grabbing his blankets and was going to sleep in the Gay room, Z, Bernhard proceeded to grab his blanket and went into the day room, At 0600 I woke up and conducted my normal morning routine. At 0640 I went back up to the day zoom to wake Z, Bemhard as he asked. The day room light was tured on and he, Z, Bemhatd proceeded to stand up. I left the room and walked back down stairs, Leaving Z, Bemhard upstairs. Approximately at 0930 on 08/30/22 chief Bingham called me and requested to rite up a statement of what took place. This is that said statement. On the morning of August 20 2022 at 0230 hours ! heard noises and laughing coming from the hallway. I woke out of bed, tumed the light on and opened the door. ! found 2 full ime employees in the hallway. ‘They sald they wanted to come up and see “C” shift crew. | went to the bathroom and went back to bed locking the dorm door. Time went by and they were still at the station. Unknown time but someone said they were just going to sleep in the day room. | fell back asleep. At 0640 | woke up to my alarm, put my bedding away and proceeded downstairs for shift report. At 0653 | went outside to check if firefighters Zach Bernhard’s truck was in the fot as he usually arrives around this time, and it was not. | went upstairs to the day room and found firefighter Bernhard sleeping in the chair. | turned the light on and off and told hhim its time to get up, He did not respond, but waking him up is a difficult time, from past experiences working 2 departments with him. | went back downstairs. | told Tanner Dodge that he did not really responded to me-and | will stick around until firefighter Jacob Twletmeyer arrives for shift. Tanner went to check on Zach at 0715. (See Dodge’s report for details) At 0751 Waterville Fire received a 911 call. | responded with Tanner Dodge to scene. At the call DC Bingham asked why I was still here, | told him | will talkto him after the call. After the call | explained what happened to DC Bingham and returned to station. At the station further explained what happened and typed a statement. (On the morning of 08/30/2022, | Tanner Dodge was in the dispatch room at 6:55 AM after getting ready for shift, Firefighter Yeager came to me in the morning for the morning briefing for the things that went. ‘on for the day of 08/29/2022. While giving me the morning report Firefighter Yeager told me that Firefighter Bernhard was still upstairs sleeping and his alarm was going off, he also told me he came in the Early AM time and slept in the Day room. | did the Daily check on M78 at 7:00am, At 7:15am | walked upstairs and was walking to the day room. | heard an Alarm going off on a Phone, | walked in the day room and turned on the light to the room, Bernhard opened his eyes and | told the time and that he should get up. | than walked out of the day room and went down stairs. | than did the daily check on M77. After completing the daily check, | went upstairs and hear the same alarm going off. The time was 7:27am. | again told Bernhard it was time to get up. Bernhard opened one eye when being talked to. | than went downstairs, After working with Bernhard on A shift It was not uncommon to have alarms in the morning going off on his phone, | was going to go back up after doing more daily tasks. {called Firefighter Twietmeyer to see how far he was out, only to learn the he was at Whitehouse tll 8am. 1 started the weekly check on £77, At 07:51am Station 77 received an EMS call, | and Firefighter Fisher ‘went on the Ems call. We did not hear Firefighter Bernhard upstairs so we wanted to make sure to goon the call.
