Republic ofthe Philippines DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT DILG-NAPOLCOM Center, EDSA corner Quezon Avenue, West Triangle, Quezon City ‘wunwdilg.gov.eh ADVISORY To : DILG REGIONAL DIRECTORS, THE BARMM MINISTER OF THE INTERIOR AND LOCAL GOVERNMENT, PROVINCIAL DIRECTORS, CITY DIRECTORS, CITY/MUNICIPAL LOCAL GOVERNMENT OFFICERS, AND ALL OTHERS CONCERNED SUBJECT : SUPPLEMENTAL GUIDELINES TO DILG MEMORANDUM CIRCULAR NO. 2023-001 RE IMPLEMENTATION OF THE HALINA’T MAGTANIM NG PRUTAS AT GULAY (HAPAG) SA BARANGAY PROJECT DATE February 14, 2023 Pursuant to Section 17 (b) (1) (i) of the Local Government Code of 1991, the barangays shall provide basic services and facilities such as agricultural support services which include planting materials distribution system and operation of farm produce collection and buying stations. Further, Philippine Development Plan 2023-2028 was issued providing that the production in non-agricultural areas, such as urban farming, vertical or rooftop gardening, and school and community gardening, shall be further promoted for subsistence supply as accessible food sources (Chapter 3. Reduce Vulnerabilities and Protect Purchasing Power) Moreover, during the 1% State of the Nation Address (SONA) of President Ferdinand R. Marcos, Jr., the president expressed that one of the thrusts of his administration is to address hunger and ensure food security in the country. In support to the said thrust, the Department issued Memorandum Circular No. 2023-001 dated January 3, 2023, entitled “Implementation of the Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project”, to serve as a strategy to diversify food sources and contribute to ensuring food security in the country. The project aims to strengthen the capacities of barangays towards sustainable agriculture initiatives, through barangay community gardening, wherein households and communities will be encouraged to produce fresh, healthy, and affordable fruits and vegetables from their backyards and spaces, and vacant areas of the barangays. Relative thereto, this Advisory is being issued to provide supplemental guidelines to DILG MC No. 2023-001, particularly in monitoring the performance of the barangays on the implementation of the HAPAG sa Barangay Project, using the following indicators, to wit: A. PERFORMANCE INDICATORS «Established Barangay Community Garden, including information on the total land area; * Ordinance enacted for the establishment of a Barangay Community Garden; ““Matino, Mahusay at Maaasahan” ‘Trunkling No.: 8876-34-54 * Designated Sangguniang Barangay Member to manage the barangay community garden; © Organized Barangay Nutrition Committee (BNC); Formulated Barangay Nutrition Action Plans (NAP); © Approved Barangay Development Plan and Annual Investment Program integrating nutritional programs, projects, and activities; © Conducted at least one (1) advocacy campaign/awareness raising to the barangay residents on community household gardening, including its importance and benefits; Record on the types of vegetable and/or fruit seedlings planted; Record on the types and quantity of harvested vegetables and/or fruits (in kilos); Record on the income-generated from the barangay community garden; Established group of volunteers to help in the establishment and maintenance of the barangay community garden as well as conduct of advocacy campaign on household vegetable gardening and/or planting of fruit-bearing trees; Record on the number of households with vegetable/backyard gardens; and Semestral Report on the compliance of barangays with the establishment and operations of the barangay community garden submitted to DILG City/Municipal Field Office. |. FREQUENCY OF MONITORING «The submission of the monitoring reports on the implementation of the HAPAG sa Barangay Project shall be conducted biannually with the following schedules: Covering Period ‘Submission of Regional Monitoring Report and Encoding in 7 the Google Drive 1 Semester (January — June) | On or before July 31 of the current year 2° Semester (July — December) | On or before January 31 of the current year * The DILG Regional Office shalll prescribe the schedule of submission of reports by their respective provincial and city/municipal DILG Offices, using Annex B and Annex A, respectively. © The result of the monitoring shall be encoded, through a shared Google Drive to be developed by NBOO, on or before the above-mentioned schedules every year thereafter. The data are expected to have undergone careful review, thus, ensuring report completeness and data reliability. * Aduly signed Regional Summary Report (Annex C) on the implementation of the HAPAG sa Barangay Project shall be submitted to DILG-Central Office, through the National Barangay Operations Office (NBOO), using the Document Monitoring System (DMS), on or before the set deadlines for submission as mentioned above. «Further, for the purpose of the conduct of the National Launching of the HAPAG sa Barangay Project - Part Il to be held on February 21, 2023, attached is the Regional Monitoring Report (Annex D) to be submitted to NBOO, thru DMS, on or before February 17, 2023: For related queries and concerns, you may contact NBOO, through Trunkline Number: 8876-3454 loc. 4404 or send an email at: nbooccdd2022@amail. com.
