2. Memorandum dated 20 January 2022 authorized the attendance of the
undersigned to the Online Training Program entitled, “Public Service Values
Program” (PSVP) organized by the Civil Service Institute (CSI) which was
held on 8, 10, 15, 17, 22, and 24 March 2022, from 9:00 AM – 11:00 AM via
Zoom online platform.
3. The online program was attended by various government personnel from
different agencies and was facilitated by Ms. Rubie Grace M. Nobleza from
the CSI. The workshop aims to enable the participants in strengthening the
core values of a Public Servant: Patriotism, Integrity, Excellence and
Spirituality (PIES) especially in times of adversities.
4. Each of the core values was efficiently discussed per module and required
the submission of expected outputs such as self-assessment and insights.
This workshop enhances the capability of each personnel to pursue strategic
leadership and management in their organization.
5. The four Public Service Values which are equally important in maintaining
delivery of effective public service are discussed together with the strategies
identified by the undersigned as follows:
a. Patriotism – we should strive to demonstrate patriotism especially in
times of adversities. Now that we are in a pandemic, it is vital for us to
show compassion and empathy to our fellowmen. One of the best
strategies to strengthen patriotism is to conduct flag ceremonies, either
physically or through online platforms. Institutions should encourage
employees to show respect to our national flag for this act reflects our
allegiance to the Republic of the Philippines.
b. Integrity – we should consistently manifest integrity for it to form part of
our character as a public servant especially when no one is looking.
Establishing means of reporting any anomaly or irregular activities to
proper authorities could be one approach to ensure integrity within the
organization.
c. Excellence – it is important for us to rise above mediocrity in the
delivery of public service. We can create a reward system wherein
employees are recognized for successfully achieving above-targets
results and those that manifested excellence in the performance of
their respective duties. This will also serve as a healthy competition
and motivation to pursue greater heights.
d. Spirituality – we can promote spirituality in the workplace by showing
compassion and humility to others. One of the best strategies to
strengthen spirituality is to establish an outlet where personnel can

send their prayer requests. This can certainly give comfort to
employees who currently face adversity.
6. The undersigned is committed to uphold the PIES values in my public
service by modelling as a leader and advocating these shared values all for
the love of God and our country.
7. The following are the action plans and recommendations by the
undersigned:
a. Encourage to implement a care-group meeting within offices in order to
have an outlet or venue for sharing and testimonies that will develop
an environment of support and motivation.
b. Coordinate with the proper offices to implement "Hour Time to Share"
which will encourage each personnel to become volunteer heroes
whether big or small.
c. Recommend the creation of Integrity Circle within the Department also
to craft a Code of Conduct which will be the standards of integrity of
each personnel.
8. In view of the foregoing, it is also recommended that the Department to
continue sending personnel to attend PSVP workshop and other trainings
offered by CSI such as “Crafting Values Policy and Guidelines”.
