Pursuant to the Section 8 of RA as the

(2020), this memorandum provides guidance on the hiring, roles and responsibilities,
qualification and salary grades of Disease Surveillance Officers (formerly Public Health
Associates) at
the different levels of Epidemiology and Surveillance Units, as partial fulfillment
of the criteria for ESU Functionality. Attached herewith is the HPSDT-approved
Recommended Organizational and Staffing Complement for ESUs

Kindly note that the tasks and functions previously held by the Public Health Associates are
rebranded towards a more epidemiologic and surveillance related line of work, hence named
Disease Surveillance Officers. PHAs are not included in the HHRDB cadre anymore.
