CSC-122M Numerical Bus Coupler Protection Equipment Manual

Part I Technical instruction

1 Overview

1.1 Application
CSC-122M numerical bus coupler protection equipment (hereinafter referred to as
equipment or product below) is applicable for 110kV / 66kV three-phase tripping
bus coupler protection with voltage parallel circuit and single tripping coil operation
circuit.

1.2 Main features

— Hardware system with high performance, high liability and vast memory
resources

With 32-bit microprocessor integrating DSP and MCU, the advanced hardware
system can guarantee the equipment to carry out the real time calculation to all the
relays simultaneously. It also keeps the advantage of the buses totally inside the
chip, which is necessary to keep the high reliability of the equipment.

It’s convenient and advantageous to plug in or pull out modules from the front of the
equipment enclosure with new-type structure. At the same time, high voltage /
heavy current are separated from low voltage / weak current, the former outgoing
wire from modules directly, while the latter from the back.

Large capacity fault waveform record is available and the COMTRADE format is
compatible, the equipment can store record-wave data more than 24 times.
Complete event and operation records, at least 2000 event reports and 2000
operation record can be stored, moreover, the recording won’t be lost even if the
power supply disconnection.

— Intelligent self-detecting hardware

The intelligent module design fully realizes the real time self-detecting to all the
modules inside the protection equipment.

Analogue sampling circuits apply dual-A/D redundancy design and ensure the real
time auto-monitoring and diagnosis.

The relay self-supervision applies a new method which can test the integration of
the relay excitation loop coil and monitor the status of the output contacts, so that
the test and abnormity alarms of the relay status are implemented.

A new method is used to test the DI circuits and the DI’s status is distinguished

when the two optical couplers are collected simultaneously.

All levels of output voltages from the power supply modules of the protection
equipment are monitored in real time.

Internal temperature of the box can also be real-time monitored.

— Friendly human-machine interface

CSC-122M applies a large liquid crystal display (LCD) which can real time display
many kinds of information such as currents, voltages, power, frequency, connectors
status, current setting group and so on. There are 4 shortcut keys in front panel of
CSC-122M to achieve one-key operation so that the operator can operate easily.

— Clear operation process

CSC-122M can record the protection operation process of the internal elements
and all sorts of calculated value. The whole process of the protection action can be
analyzed by analysis software CSPC.

— Versatile communication interfaces

The protection CSC-122M is equipped with two high-speed electric Ethernet

interface (Fiber Ethernet interface can also be chosen alternatively), LonWorks
network interface and RS-485 interface, supporting communication protocol of
acknowledged IEC60870-5-103 or CSC2000 protocol of SIFANG Corporation so as
to carry out the connection between the substation automation systems and the
protection information management system. IEC 61850 is also available.

On the front panel of the equipment, a RS-232 interface is provided to debug and
analyze.

1.3 Hardware structure

The equipment adopts the 4U (Height) and 19-inch (Width) enclosure, meeting the
standard IEC60297-3. CSC-122M equipment is installed in the whole built-in

3 Functions

Modularization design principle is adopted in the protection equipment CSC-122M

and the functions of the protection modules are as follows.

3.1 Structure of the protection program

Protection CPU software includes main program, sampling interruption program
and fault process interruption program.

The main program is executed in normally status. The sampling interruption

program is executed once in every sample interval, to sample analogue inputs
(electrical quantity), to record wave and distinguish abrupt startup element and so
on. Fault process interruption is used to distinguish the steady startup element,
protection logic, VT failure, control circuit failure and so on. If abnormity occurs,
corresponding alarm signal and report will be issued. As for a serious alarm,
protection tripping output will be blocked while sending the alarm signal. For a
common alarm, an alarm signal will be sent to warn the operation personnel to
check and deal with the problem.

3.2 Startup element

Startup elements in the protection are used to open the power of protection tripping
output relay and to start the fault processing program of protection.

3.2.1 Phase current difference and zero-sequence current 3I0 abrupt startup
element

The operating criterion is:

△Iϕϕ>IQD or △3I0>IQD

Where, △Iϕϕ = iK − iK −T − iK −T − iK − 2T , ϕϕ means three kinds of phases, namely

AB, BC and CA.

△3I0 is abrupt zero sequence current.

IQD is setting value of abrupt startup element.

If any abrupt variable exceeds the starting threshold value for 3 times continuously,
the protection will startup. The abrupt current got by this method will compensate
the unbalanced current caused by frequency change of the power grid system.

-9-
CSC-122M Numerical Bus Coupler Protection Equipment Manual

3.2.2 Zero-sequence current startup element

This auxiliary 3I0 startup element is used to prevent insufficient sensitivity of the
abrupt startup element because of earth fault via high resistance. The
discriminating criterion is:

Zero-sequence current exceeds 0.9 times the smaller setting value of stage 1 and
Stage 2 in earth fault protection, and lasting time is longer than 30ms. Then the
Zero-sequence current auxiliary startup element operates.

3.2.3 Overcurrent startup element

This auxiliary startup element is used to prevent insufficient sensitivity of the abrupt
startup element. The criterion is:

Any phase current exceeds 0.9 times the smaller setting value of stage 1 and stage
2 in overcurrent protection, and lasting time is longer than 30ms. Then the
overcurrent auxiliary startup element operates.

3.2.4 Short time charging SOTF (switch onto fault) protection stage 1 startup
element

The element is used to startup Stage 1 of the short time charging SOTF protection.
It takes effect only when short time charging SOTF 3I0 Stage 1 or short time
charging overcurrent Stage 1 is enabled. The criterion is:

If DI of the CB “tripping” status is at least 2s, and auxiliary startup element or

current abrupt element starts, the short time charging protection Stage 1 startup
element will operate. It will be switched off after 0.5s delay if the charging SOTF
protection Stage 1 does not operate.

Or, if the CB “tripping” status is for 2s and disappears again, the short time charging
protection Stage 1 startup element will operates. It will be switched off after 0.5s
delay if the charging SOTF protection stage 1 does not operate.

3.3 Earth fault protection

Zero sequence protection includes two stages. The current and time delay setting
values of the two stages in earth fault protection can be set separately and be
enabled/ disabled separately by corresponding connector. Zero sequence current
adopts the smaller value of calculated 3I 0 (= I&a + I&b + I&c ) or external injected 3I 0 .

3.3.1 Stage 1 of earth fault protection

Earth fault protection stage 1 can be set to work in short time delay or long time
delay by setting the control-word bit. When the short time delay mode is enabled,

-10-
CSC-122M Numerical Bus Coupler Protection Equipment Manual

earth fault protection Stage 1 can only be enabled for a short time after manual
closing CB, then it will be disabled automatically (refer to the short time charging
protection Stage 1 startup element in 3.2.4 for detail). When the long time delay
mode is enabled, earth fault protection stage 1 put into operation all the time until
earth fault protection Stage 1 connector is disabled.

After manual closing CB, if the operating time setting-value of zero-sequence

protection Stage 1 is less than 100ms, it will be automatically set as 100ms.

3.3.1.1 Earth fault protection stage 1 in short time delay mode

When the short time charging SOTF protection stage 1 startup element operates,
and zero-sequence current exceeds the current setting of earth fault protection
stage 1, the protection will trip after stage 1 time delay.

3.3.1.2 Earth fault stage 1 in long time delay mode

When the abrupt startup or auxiliary startup element operates, and zero-sequence
current exceeds the current setting of earth fault protection stage 1, the protection
will trip after stage 1 time delay.

3.3.2 Stage 2 of earth fault protection

When the abrupt startup or auxiliary startup element operates, and zero-sequence
current exceeds the current setting of earth fault protection stage 2, the protection
will trip after stage 2 time delay.

Earth fault protection stage 2 is only used in the long time mode. It can be enabled
or disabled by the connector of earth fault protection stage 2.

After manual closing CB, if the operating time setting value of earth fault protection
Stage 2 is less than 100ms, it will be automatically set as 100ms.

3.4 Over current protection

There are two stages in the overcurrent protection. The current and time delay
setting values of the two stages in OC protection can be set separately and be
enabled/ disabled separately by corresponding connector.

3.4.1 Stage 1 of overcurrent protection

Overcurrent protection Stage 1 can be set to work in short time delay or long time
delay by setting the control-word bit. When the short time delay mode is enabled,
overcurrent protection Stage 1 can only be enabled for a short time after manual
closing CB, then it will be disabled automatically (refer to the short time charging
protection stage 1 startup element in 3.2.4 for detail). When a long time delay mode
is enabled, overcurrent protection stage 1 put into operation all the time until OC

-11-
CSC-122M Numerical Bus Coupler Protection Equipment Manual

protection Stage 1 connector is disabled.

3.4.1.1 Overcurrent protection Stage 1 in short time delay mode

When the short time charging SOTF protection stage 1 startup element operates,
and phase current exceeds the current setting of OC protection stage 1, the
protection will trip after stage 1 time delay.

3.4.1.2 Overcurrent protection Stage 1 in long time delay mode

When the abrupt startup or auxiliary startup element operates, and any phase
current exceeds the current setting of OC protection stage 1, the protection will trip
after stage 1 time delay.

3.4.2 Stage 2 of overcurrent protection

When the abrupt startup or auxiliary startup element operates, and any phase
current exceeds the current setting of OC protection stage 2, the protection will trip
after stage 2 time delay.

Overcurrent protection stage 2 is only used in the long time delay mode, which can
be enabled or disabled by the connector of over current protection stage 2.

3.5 Manual closing with synchronization

There is a digital input (DI) for manual-closing with synchronization in the
equipment. When the DI is active or receive the remote closing CB command
(enabled by “Remote Sync Check On” control-word bit), closing synchronization
will be checked.

If no voltage mode for closing CB is permissible (enabled by “NO_Volt To Close

On” control-word bit), the voltage of the local side busbar and the reference voltage
U x will be checked to confirm that there is no or low voltage (<0.3 U n ). Only when

there is no voltage on any side, closing CB is enabled. Otherwise synchronization

check will be discriminated to determine if closing CB is permitted.

If no-voltage checking for closing CB is unallowable, and synchronization is

checked for CB closing. In this instance, the voltages of both sides should be larger
than 0.7 times of corresponding rated voltage value, and the angle difference
between both-side voltages should be within the range of the “Manual Sync Angle”
setting value.

The transmission line reference voltage U x must be connected into the

CSC-122M equipment, and the rated amplitude value and phase of U x should be

-12-
CSC-122M Numerical Bus Coupler Protection Equipment Manual

set by the user according to the actual condition.

3.6 Circuit breaker failure (CBF) startup current element

CBF startup current element can be enabled or disabled by the CBF connector.

If any phase current is greater than the CBF startup current setting value, the
startup element will operate. Relay contact of the CBF startup current element and
relay contact of protection operation are connected in series, to startup the CBF
protection. Or, relay contact of the CBF startup current element is provided to
busbar differential protection to discriminate whether to protect the dead-zone fault
between CT and the CB.

3.7 Abnormity detection and discrimination

While protection does not startup, the following detection items are carried out.

3.7.1 VT failure detection

3.7.1.1 VT failure detection criterion in high current grounding system (i.e.

neutral point grounding system directly)

(1) When the sum of three phase voltages is not equal to 0 and U& a + U& b + U& c > 7V,

which is used to detect single-phase or two-phase VT failure.

(2) When all the three phase voltages are less than 8V, and any phase current is
more than 0.04* I n or the CB status is closed (by checking the DI of CB position),

this criterion is applied to detect three phases VT failure.

3.7.1.2 VT failure detection criterion in non-solid earthed power system

(1) When the sum of three phase voltages is not equal to 0, U& a + U& b + U& c > 14V,

and the difference between any two phase-to-phase voltages is more than 18V, it is
to detect single-phase or two-phase VT failure.

(2) When the sum of three phase voltages is not equal to 0, U& a + U& b + U& c > 14V,

and the maximum phase-to-phase voltage is less than 18V, it is to detect two-phase
VT failure.

(3) When all the three phase voltages are less than 8V, and any phase current is
more than 0.04* I n or the CB status is closed (by checking its DI of CB position), it

is to detect three phases VT failure.

-13-
CSC-122M Numerical Bus Coupler Protection Equipment Manual

3.7.1.3 VT failure alarm signal

The CSC-122M equipment will issue signal of VT failure or VT three-phase loss of

voltage, after it detects out and confirm VT failure according to the above criteria for
1s continuously.

When the voltage recovers to normal value, “VT OK” signal will be reported after
10s confirmation.

3.7.2 Control circuit failure detection

If there is neither CB close position DI nor CB open position DI at its normal

working condition, the control circuit failure signal will be sent out after 10s
confirmation.

3.7.3 CB position detection

If there is no current in three phases and CB position (open status) of DI occurs, the
transmission line is not considered as operating state. However, if there is current
in the line and CB is on open status, CB position abnormity signal will be issued
after 10s confirmation.

3.7.4 3I 0 polarity self -detection

By comparing the amplitude value and phase angle of the calculated 3I 0

(= I&a + I&b + I&c ) and the external injected 3I 0 , the equipment can discriminate

whether the external injected 3I 0 polarity is connected correctly.

3.7.5 Phase sequence detection of current and voltage

By comparing the phase angles of the three-phase currents and voltages when the
power grid system works normally, the equipment can discriminate whether the
phase sequence of current and voltage connection is right or not.

3.7.6 Equipment self-supervision

When the system works normally, the system hardware self-detection will be
implemented, including: A/D, RAM, EEPROM, ROM, hardware frequency
measuring circuit, and all the hardware circuit such as digital input (DI), digital
output (DO), analogue input (AI) and online detection of related power voltage
analogue quantity.

3.8.3 Synchronization logic for manual closing

(1) Synchronization function for manual closing will be put into operation after
manual closing synchronization digital input is enabled.

(2) If closing is permissible with no voltage, the breaker will be closed with no
voltage by checking line reference voltage Ux, otherwise synchronization check
is active.

(3) If closing CB with no voltage checking is not allowed, closing with

synchronization must be executed.

(4) The line reference voltage Ux must be connected into the equipment. The rated
amplitude value and phase angle of Ux are set by the user. Synchronization
phase is selected from the 6 types of phase.

Part II Usage instruction

4 Unpacking and inspection

4.1 Checking the appearance without damage after unpacking

4.2 Checking the qualification certificate, auxiliary documents, accessories, spare

parts of equipment and so on are consistent with the ordering requirement, and it is
consistent with the types, names and quantities regulated by the packing list.

4.3 If any problem occurs, please contact with manufacturer in time.

5 Setting value and calculation instruction

There are two parts in CSC-122M setting-value list, equipment parameter and
protection setting value. The definition of the equipment parameter is in Part 5.2 in
the manual for details, and protection setting value is in Part 5.3 for details.

5.1 General
CSC-122M setting instruction is as follows. Please refer to the principle in Chapter
3 about the function and logic diagram, too.

(1) Equipment parameter

(a) When the function of VT failure without self-supervision is enabled, VT

failure will not be detected.

(b) Only when control circuit failure detection function is enabled, control circuit
failure will be self-detected.

(c) CT ratio means the ratio of CT primary value / secondary value in the
primary electric system.

The setting value should be the actual ratio divided by 1000, for example,
when the CT ratio is 800/5, the corresponding setting value is
800/(5*1000)=0.16.

(d) VT ratio means the ratio of VT primary value / secondary value in the primary
electric system.

The setting value should be the actual ratio divided by 1000, for example,
when VT ratio is 1100, the corresponding setting value is 1100/1000=1.1.

-17-
CSC-122M Numerical Bus Coupler Protection Equipment Manual

(e) High / non-solid earthed system, i.e. neutral-point direct grounding system or
non-direct grounding system: The former is suitable for power grid system of
110kV and below which neutral-point is grounded directly or via a low
resistance grounded. The latter is for neutral-point is not grounded or via an
extinguishing coil grounded. They are used as different criterion for VT
failure discrimination.

(2) Abrupt startup current setting value

This setting value should guarantee the sensitivity of the fault phase current in
the minimum running mode. It is usually set as 0.2 I n , since there is

zero-sequence current or overcurrent auxiliary startup element in the

equipment.

(3) Earth fault protection

In order to avoid the unbalanced current caused during closing CB, earth fault
protection should trip with time delay of at least 100ms after manual closing CB.

(4) Manual closing with synchronization

Synchronization angle for manual closing: It is the permissive angle difference

between the local side voltage and the offside line reference voltage Ux when
synchronization is enabled.

Note: (1) I n is CT secondary rated setting value (1A or 5A)

(2) Setting value is set according to the secondary value

The protection function of stage 1 and stage 2 of earth fault protection, stage 1 and
stage 2 of overcurrent protection and startup CBF protection can be enabled/
disabled by the corresponding connector.

Note: CSC-122M equipment provides two kinds of connector modes, one is soft
/hard connector series-connection mode, and the other is hard connector mode
(connector on the cabinet). The former is the default manufacturing configuration. If
only soft connector mode is needed, the corresponding hard connector on the
cabinet should be enabled (supplied +24V power). If only hard connector mode is
needed, user should enable all the soft connectors or ask the engineer of our
company to modify the default manufacturing configuration.
