0. Introduction
Some of the main activities to be carried out before acquisition of offshore platforms pedestal cranes are: design,
manufacture, installation and testing; all that in order to efficiently comply with the objectives established by
PEMEX-Exploring and Production (PEP). Because of this, the participation of different engineering disciplines is
necessary.
In order to unify criteria, take advantage of scattered experiences, and put together results from national and
international research, the standard of reference is issued through the Technical Committee for standardization
of Petroleos Mexicanos and Subsidiary Agencies so that it may be used in Design Contracting, Manufacturing,
Installation and Tests on Offshore platforms pedestal cranes, as well as on Inspection and Testing of
constituent materials.

1. OBJETIVE
To establish specifications of offshore platforms pedestal cranes, as well as requirements that must be met for

2. SCOPE
This standard covers the technical requirements for design, materials manufactured, installation, and field as well
as factory tests of pedestal cranes types A, B, C, D and E, used on fixed offshore platforms.
3. APPLICATION FIELD
This reference standard is of general application and mandatory observance for all manufacturers, contractors,
and services renders that may develop engineering, supply, construction, and installation works as well as
testing on offshore platforms pedestal cranes by PEMEX-Exploración and Producción. Therefore, it must be
included on contracting procedures such as public bidding, to invite at least three people or direct adjudging.
4. UPDATING
This standard shall be revised and, if necessary, modified at least every 5 years or sooner if change suggestions
and recommendations require it so.
Suggestions for reviewing and updating this standard shall be sent to the Secretary of the Technical
Subcommittee for Standardization of PEMEX-Exploración y Producción, who must arrange and perform the
update according to their provenance, and if applicable, sign it within the annual program of standardization of
Petroleos Mexicanos, through the Committee for Standardization of Petroleos Mexicanos and subsidiary
agencies.

6. DEFINITIONS
6.1 Boom angle: It is the angle above or below the horizontal, formed by the longitudinal axis of boom
base.
6.2 Hoisting rigging: Device comprising the main hook / assistant and one or more pulleys slotted for one or
more cables (see part 12.2 Annex 19).
6.3 Armor boom: Angled structural frame members that support the lattice type boom (see part 12.2 Annex
6).
6.4 Floating harness (also known as bracket): Frame equipped with pulleys and connected to boom by
fixed cables usually called slopes (see part 12.2 Annex 17).
6.5 Witnessing: That the manufacturing, inspection and testing program is being carried out in the presence
of PEP
or a representative.
6.6 (Mounting) base: See pedestal (see part 12.2 Annex 24).
6.7 Frame type "A": See bridge. Also known as mast (see part 12.2 Annex 18).
6.8 Crane extension arm (also known as an extension of the tip of boom): Extension that connects to a
boom point and which provides greater length to it, to lift the specified loads (see part 12.2 Annex 14).
6.9 Cabin: Place for crane operator, where controls are located (see part 12.2 Annex 15).
6.10 Steel cable: It is a flexible element, multi-core, usually consisting of a heart (also multi-core), around which
a certain number of multi-core cables tangle helically.
6.11 Boom hoisting cable: Steel cable that operates in a drum by controlling the angle of boom position

6.12 Dynamic loads: loads introduced into the crane or its components because of acceleration or
deceleration in loads.
6.13. Static load: It is one that can be very high without any relative motion between crane and load, before
hoisting.
6.14. Lateral load: Load applied at an angle to the vertical plane of boom (See Appendix E of the API Spec)
2 C or equivalent).
6.15 Nominal load: It is the maximum load expressed in metric tons, to which the crane shall be designed and
built.
6.16 Dynamic coefficient: It is the factor resulting from multiplying it by the maximum load, the design load.
6.17 Spinning bearing: Combination of rings of pellets and rolls, capable of withstanding radial, axial loads and
moments, when the crane is in operation.
6.18. Critical component: It is any member of the crane devoid of redundancy and/or restrictive auxiliary fittings,
whose failure could result in an uncontrolled lowering of the load or an uncontrolled rotation of the upper structure.
For examples, see Appendix A of the API Spec 2 c or equivalent.
6.19 Counterweight: It is the weight used to compensate the weight of the load. It is usually attached to the rear
of the superstructure (see part 16 of Annex 12.2 type D).
6.20 Drum pitch diameter: It is the sum of the diameter of the drum or root diameter and the cable diameter
(see Figure 2 and 3 in Annex 12(2)).
6.21 Rotation axis: Vertical axis around which the superstructure of the crane turns.
6.23 Boom splice: Connections spliced for the basic sections of the crane boom and additional sections of
splice, plate, bolt or butt types (see part 12.2 Annex 12).
6.25 Assembly of pulleys at the tip of boom: assembly of pulleys and bolts as an integral part at the tip of
boom (see part 12.2 Annex 8).
6.26 Swivel assembly: (see part 12.2 Annex 26). Component of connection between the rotating superstructure
of the crane and pedestal cranes types A, B, C and D. It allows crane rotation and supports the moment, axial and
radial loads generated by operation of the crane.

6.28 Boom extension: Intermediate section of the telescopic boom (see, crane type B, part 2 of Annex 12.2).
6.29 Boom tip extension: See crane arm extension (part 14 of Annex 12.2).
6.31 Auxiliary hook: Weight on a single line of the part used to pull the steel cable out of the drum with the help
of gravity (see part 12.2 Annex 23).
6.32 Boom angle indicator: Accessory used to measure the angle formed by boom above the horizontal.
6.33 Hanging line (also known as fastening cable): Fixed cable without operating, of specified length with
fixed connections at the tip (see part 12.2 Annex 25).
6.34 Load line (also known as hoisting line): During crane hoisting, it refers to the main hoisting cable (see
part 12.2 Annex 22). Secondary hoisting cable refers to the auxiliary hoisting cable (see part 12.2 Annex 28).
6.35 Boom length: Distance on straight line from the axis of the bolt from the foot of boom to the axis of the bolt
head (point of load), measured along the longitudinal axis of boom.
6.36 Spinning mechanism: External or internal gear, with which the revolving superstructure rotation pinion
couples in order to give it rotary motion.
6.37 Load hoisting mechanism: Drum and cable used in loading maneuvers.
6.38 Boom hoisting mechanism: A medium that supports boom and controls its angle (see part 4 of Annex-
12.2).
6.39 Pedestal: Also known as base; it is the substructure that supports and on which the rotating superstructure
is mounted.
6.40 Boom pivot pin: It is the pin of boom on the superstructure (see part 3 of the Annex (12.2).
6.41 Hoisting piston: Hydraulic device that holds boom and controls its angle for cranes type A and B (see part
12.2 Annex 7).
6.42 Boom: Main member of a reticular structure, of type C, D and E cranes, (see part 1 of the Annex 12.2); and
cylindrical structure for cranes type A and B.
6.43 Telescopic boom: A boom with one or more telescopic sections to increase its length (see, crane type B,
2, 10 and 11 of Annex 12.2 parts).
6.44 Bridge (also known as frame type A or mast): structural frame that extends above the superstructure where
boom support cables pitch through (see part 12.2 Annex 18).
6.45 Central post: Tubular piece that serves as a rotation axis and as a connecting member of the platform (see

6.47 Stress relief: It is the heating to a proper temperature (below the lower critical one) and sustained long
enough to reduce the residual stress; it is followed by gradual cooling to avoid the development of new stress.
6.48 Boom butt: A device used to prevent boom angle from exceeding the established limit position (see part
12.2 Annex 13).
6.49 Heat treatment: It is the combination of heating and cooling operations at certain times and controlled
temperature applied to a metal or alloy, in such a way that it produces the desired properties

8. DEVELOPMENT
8.1.General information.
Within this standard of reference, the requirements for designing pedestal cranes types A, B, C, D and E (see
Annex 12.2 and list described on table 1 of the Annex 12.1 components) with mechanical or hydraulic rotation
movement driven by internal combustion engine diesel are established, in order for them to be installed on a
pedestal in offshore platforms from PEMEX-Exploration and Production (PEP) for loading services and equipment
maintenance and material handling..

Design for electrical installation of the crane must be adequate to operate in an area classified according to NRF-
036 PEMEX-2003 and as indicated in point 12 of Annex 12.3 data sheet.
For wind speed, refer to Annex A of NRF -003-PEMEX-2000 standard "Design and evaluation of offshore platforms
fixed in Sonda de Campeche"; in case they are intended for fields other than those referred to in standard NRF-
003-PEMEX-2000, PEP shall provide the information about wind speed in point 13 of Annex 12.3 of data sheet.
For seismic loading, refer to NRF -003-PEMEX-2000 standard "Design and evaluation of offshore platforms fixed in
= Sonda de Campeche"; in case they are intended for fields other than those referred to in standard NRF-003-
PEMEX-2000, PEP shall provide the information about seismic load in point 13 of Annex 12.3 of data sheet.
8.1.1.1.4 Waves.
For waves, refer to NRF -003-PEMEX-2000 standard "Design and evaluation of offshore platforms fixed in Sonda
de Campeche"; in the event that they are intended for fields other than those referred to in NRF -003-PEMEX-2000
standard, PEP shall provide information on waves in point 13 of Annex 12.3 of datasheet.
8.1.2 Loads.
Load design must be done using the general method and requirements indicated in section 4 and Appendix "E" of
the API Spec 2 c or equivalent, applicable to fixed platforms.
Nominal load or safe working load must be indicated in point 1 of the datasheet at Annex 12.3 of this standard.
During calculation to set the interval of crane loads, the "design load” shall be the basic amount to be determined;
during the sizing of structural members; however, the design loads must be calculated in terms of desired nominal
loads, as indicated in section 4 of the API Spec 2 c or equivalent.
All critical structural components (except spinning bearings and connecting pins) must be designed as described in

The pedestal, central pole and connections to the platform shall be designed as described in 5.2 API-compliant
Spec 2 c or equivalent.
8.1.3.3 Stress.
To determine the stress of the crane, contractor or supplier must meet the requirements described in 5.4 API Spec
2 c or equivalent.
The critical components of the rig must comply with section 7 of the API Spec 2 c or equivalent.
For hoisting rig, the manufacturer must comply with what is described on 7.5 of the API Spec 2 c or equivalent and
as specified herein in standard 8.1.4.1.1.
The hook block is the main system of the load hoisting mechanism; pulley bearings must be adequate to support
the anticipated service.
The main and/or auxiliary hook block must have appropriate weight to the length of boom and the number of lines,
in order to maintain constant wire tension when there is no load present and this is unwinding at its maximum
speed. Iron cast pieces are not accepted for use when it is necessary to increase the weight of the rig. Hoisting rig
must show its load capacity.
The speed of the hook must comply with the requirements described in 4.3.1. of API Spec 2 c or equivalent.
8.1.5 Boom draws works, load draw works and boom telescoping mechanism.
The load hoisting boom system must be approved by the draw works manufacturer for the handling by personnel
and this shall be indicated on a data plate. It must also comply with the performance and service standards listed
below.
8.1.5.1.1 Brakes.
8.1.5.1.1.1 Brakes and clutches must be provided with adjustments, in order to compensate wearing decay and
maintain the required force on the spring where it is used.
8.1.5.1.1.2 When the brakes are operated with power and do not have a continuous mechanical link between

operator and the brake used for loads control, automatic means must be provided in order to adjust the brake and
prevent the load from dropping off, in the case of power loss acting on the brake.
8.1.5.1.1.3. Brakes must be provided in order to prevent the drum from turning downwards and must be able to
maintain the load indefinitely without any intervention from an operator. Brakes shall be automatically applied when
control lever returns to its neutral position. Brakes applied on the stop drums must have sufficient impact ability to
keep 1.5 times the maximum torque induced by the pulling calculated in accordance with section 8.1.7 API Spec 2 c
or equivalent, where the load rated "L" is defined as the sum of dead load plus the safe working load. The minimum
friction coefficient expected for the brake shirt, considering conditions of service (moisture, grease, among others),
shall be applied in designing the brake torque capacity calculations; this friction coefficient must not be greater than
0.3.
8.1.5.1.1.4. The lowering of the load or boom shall be done using only the power train. Free fall of boom or load is
not allowed.
8.1.5.1.1.5 Hoisting systems designed to control boom lowering or load solely through control of a friction device
must be able to operate continuously for an hour, lowering and raising the nominal load to the maximum design
speed on a height of 15 m (50 ft.). The waiting time between hoisting and lowering operations shall not exceed
three seconds. The flow of the cooling liquid must be kept within the limits established by the manufacturer. At the
end of this test, the brake must be in the adequate capacity to slowly break 110 percent of the nominal load at
maximum speed of design of the lowering when the load goes down.
8.1.5.1.1.6 Hoisting systems designed to control boom lowering or load on the draw works speed control must have
the adequate capacity to slowly curb 110 percent of the nominal load at maximum speed of lowering design without
exceeding the temperature limits specified by the manufacturer.
8.1.5.1.1.7 Hoisting systems must be provided with a dynamic friction brake system that must act automatically so
that the draw works stops slowly in the event of control loss or driving force, except as described in this standard.
8.1.5.1.1.8. Hoisting systems designed to control the lowering of a load or boom on the flow control of a hydraulic
cylinder, or a hydraulic motor that is directly connected to the draw works do not require the dynamic friction brake,
provided that:
(a) Control device is connected directly to the lowering output port without the use of hoses.
(b) Control device requires positive pressure from the source of strength to liberate and this operates
automatically to allow draw works or cylinder to make a stop in the event of control loss or driving force
slow down.
(c) Braking system is totally effective in the range of operating temperature of the fluid working.
8.1.5.1.2 Drums.
The drum must have a diameter no less than 18 times the nominal diameter of the cable (see Figure 12.2 Annex 2).
Drums rims must protrude at least 2.5 times the diameter of the wire over the top of the last cable curl.
The drum must have the capacity to accommodate the cable length and diameter recommended in order to operate

within the range of the length of boom, radius of operation and vertical loads.
There must be a minimum of five full turns of rope around the drum in any operating condition. The end of the cable
must be secured to the drum, using an arrangement provided by the manufacturer of the crane.
8.1.5.1.3 Components.
Components must be designed to minimize the likelihood of misuse or mounting, as described in 8.1.3.1 and
8.1.3.2 API Spec 2 c or equivalent.
8.1.5.1.4 Mounting.
Crane manufacturer must be responsible for the design and fixing tests of hoisting rig as well as the mounting of the
draw works.
8.1 5.1.4.1 Components alignments of the draw works shall be kept within the limits in order to prevent premature
wearing of gears teeth, flexible couplings, bearings, bushings and other parts of the mechanism of the draw works.
Where the alignment may be altered by disassembly, ways in order to perform the alignment in field must be
provided.
8.1. 5.1.4.2 Draw works manufacturer must provide the mounting procedure in order to prevent excessive
deformation at the base of the hoist when placed in the mounting surface. The flatness of the mounting surface
must be maintained according to the manufacturer's specified tolerances.
8.1 5.1.4.3 Deformation under load of the assembly of the mounted draw works must not exceed the limits
specified by the manufacturer. The manufacturer must establish the procedure for testing and monitoring
deformation under load test of the prototype. These tests must be made by applying the maximum strength of
cable tension, in the recommended total range of angle to the draw works cable outlet.
8.1 5.1.4.4 The union of the draw works structure must withstand at least 2 times the reactions induced from the
maximum strength of the cable tension.
All draw works must be fitted with accessories to check levels of lubricants and coolants. These levels must be
located in a place with an easy access and shall not need special tools. The minimum and maximum levels shall be
clearly indicated.
The draw works that use a recirculating fluid system for cooling or lubrication must have a device for checking the
fluid level while in operation.
The draw works that use a closed lubrication system must have a fluid capacity of at least 20 percent above the
minimum operation level recommended by the manufacturer.
Flexible wedges and coupling arrangements shall have a design life greater than that of the train gear and/or

bearings to the nominal load and maximum speed when operating within the limits of alignment specified in
8.1.5.1.4 of this standard.
8.1.5.1.7 Operation.
Boom and cable tension loads used for nominal loads of personnel and no personnel shall consider the friction loss
on the cable and pulley system, and it is determined by the following formulae:

Where:
L= Nominal load.
P= Cable tension available with load on the tip of boom.
N= Number of lines that carry the load.
E= Efficiency of the pulleys system.
K= Constant of the bearing: 1,045 for bronze bushings; 1.02 for roller bearings.
S= Number of pulleys at the tip of boom on the block traveler or in the upper part of the block.
On cranes types A and B, driving shall be made through hydraulic cylinder as shown in 8.2.2 API Spec 2 c or its
equivalent; and for cranes types C, D and E it shall be done through drum and cable compliance as described in
8.2. 1ofthe API Spec 2 c or equivalent.
The assembly of these extensions must comply with provisions of 8.3 API Spec 2 c or equivalent.
In order to prevent a decline in boom, it must be provided with a mechanism that might be mechanical and/or
hydraulic, according to subparagraph 8.2.3 of API Spec 2 c or equivalent.
8.1.6.1 It must be capable of starting and stopping smoothly, with controllable ranges of acceleration and
deceleration.
8.1.6.1.1 The spinning mechanism must be designed with the strength and capacity to sustain the crane and load
from any position of the crane and boom under the most severe combination of dynamic loads (SWL x Cv),
movements of the supports of the structure, wind conditions and tilting, as outlined in section 9.1.1, 9.1.2 and
Appendix "E" of the API Spec 2 c or equivalent.

8.1.6.1.2. A brake with power grip in both directions must be provided to limit or stop the movement of the
superstructure, without delaying the rotation movement. This brake shall be controlled from the cabin by the crane
operator. If the brake is automatic, when the lever returns to its neutral position, the turning movement shall not be
abruptly stopped.
8.1.6.1.3 A dynamic friction brake shall be provided, acting in combination with the brake's power of grip that
serves to stop, withhold or delay the rotation movement of the crane. These brakes have to be controlled from
operator 's cabin as indicated in paragraph 9.1.4 of the API Spec 2 c or equivalent.
8.1.6.1.4 The crane shall be provided with a turning safety latch, whose mechanical design does not allow
friction, to keep it fixed in one or more positions. The design shall be such that it may resist the maximum
momentum developed by the turning mechanism and whose function is to prevent any hooking or accidental
unhooking of the spinning mechanism. This safety latch must be controlled from operator cabin.
It is the element of connection between the superstructure and the pedestal. This connection allows the rotation of
the crane and also sustains the moment and axial and radial charges imposed by the crane operation. Swivel must
comply with specifications described below:
8.1.6.2.1 Design.
a) Service factor design- Calculation of the combination of the following basic loads shall be considered: by
moment of overdraft, axial and radial, using the maximum SWL multiplied by the Cv condition over the dead load.
These loads can occur simultaneously and result as the maximum stress of the swivel, which must be used by the
turning bearing manufacturer for the calculation of the service life and stress.
b) Life cycle of the turning system - The elements subject to repetitive cycles of stress shall be designed to
obtain the resistance to structural degradation by stress. Life calculated stress of the turning swivel shall exceed
wear contact bearings (B10) as indicated in standard 9 the ABMA or equivalent for ball bearings; and as described
in ISO 281 for roller bearings, or the standard 11 the ABMA or equivalent, as applicable,
c) Work environment - The antifriction bearings must be sealed in order to protect them from foreign matter and
offshore environment.
d) Design criteria with the last effort - The design criteria for the swivel, including conditions of bolts, must be as
follows: the calculated maximum effort is equal to or less than the last resistance to the specified minimum tension
of the material with dead load plus 3.75 times the load SWL by Cv. Wind effects shall be included as indicated in
9.2.1.4 API Spec 2 c or equivalent.
1.6.2.2 Materials.
Swivel joint material properties must comply with this standard 8.2.6.

8.1.6.2.3 Mounting.
Requirements for the assembly of the swivel must comply with n 9.2.3 API Spec 2 c or equivalent.
In order to assemble the swivel with the pedestal, one must comply with 9.2.4 API Spec 2 c or equivalent; for
hardware materials refer to 8.2.8 of this standard.
8.1.7 Cabin.
Regarding the cabin, the manufacturer must comply with the indicated below:
The cabin must be built throughout in order to protect the machinery, brakes, clutch and control of crane equipment;
if by agreement between Contractor or supplier and PEP, some of the aforementioned equipment do not have this
protection, such equipment must be adequately protected against the corrosive action of the offshore environment.
Operator's cabin must have interior lighting and consider the following:
8.1.7.2 Windows.
All windows must be made of safety glass or other equivalent material. Windows must be installed to the front and
both sides of operator 's cabin for visibility of the front and on each side. It must have front visibility to allow the view
of the load and pulley assembly vertically at all times. If this cabin is equipped with a top window, a grille or other
protection shall be placed on the window to prevent objects from falling on operator .
8.1.7.3 Doors.
All doors must be spinning with openings to the outside or sliding type, but with an adequate safety latch so as not
to open or close inadvertently while the crane is operating; they may have one or more doors as specified in point 3
of annex 12.3 data sheet.
8.1.7.4 Accesses.
Easy and cleared access must be provided in order to reach the machinery and equipment of the superstructure,
as well as to enter and exit to and from operator ’s cabin. The handrails used for access to operator 's cabin must
comply with ANSI A1264.1.
They must be made of non-slip material, having a minimum width of 760 mm (30 in.) and with handrail. The
corridors must have the same characteristics of the previous and with a handrail at a height of 1 067 mm (42
inches). These accessories must be installed on the side cabin access, but not in front of operator 's cabin, so that

Unless otherwise specified in the data sheet (see point 3 of annex data sheet (12.3), the noise level shall be 85 dB
(A) inside operator 's cabin.
The cabin air conditioning must be carried out by means of a split-system, placing the evaporating unit inside the
cabin and the condensing unit on the outside; the latter preferably on the roof, taking care not to limit operator’s
visibility. And it must have the capacity indicated in point 3 of annex 12.3 of data sheet.
For the power plant, the manufacturer must comply with the indications on section 10 of the API Spec 2 c or
equivalent and must be a diesel engine with power and speed as specified in the data sheet (see point 10 of annex
12.3 data sheet).
8.1.9.1. Requirements for controls. For controls, the manufacturer must comply with section 11 of the API Spec
2 c or equivalent, as indicated in 8.1.9.2 to the 8.1.9.4 of this standard of reference and as described below:
a) Every crane control must have one single function and be independent from other functions.
b) All controls must be within reach of operator , from its working position.
c) Control levers of elevation of boom, hoisting the load, and rotation of the superstructure, shall return to its
neutral position.
d) Functions and operations control of the crane must be clearly marked on control or
in a diagram; in both cases the marks must be visible from operator 's work position.
e) An emergency stop of the crane must be provided by means of a control, which shall be inside operator 's
cabin.
f) If the use of pedals is necessary, they must be built with suitable material, to prevent operator 's feet from
slipping.
g) The forces applied to the manual control levers shall not exceed 89 newtons (20 lbs) and forces applied to
the pedals shall not exceed 111 n (25 pounds).
8.1.9.2 Graph of nominal loads. Regarding the nominal load, the manufacturer must comply with the indications
in 4.2 API Spec 2 c or equivalent.
A graph of nominal loads with characters and clearly legible figures shall be placed inside operator ’s cabin and in
a visible place. The graph must contain the following information:

a) Contractor or supplier is responsible for approving the nominal loads with radius of operation no larger than
1.5 m (5 ft) and boom angles corresponding to specified boom length.
b) Threading diagrams with the number of lines recommended for each load and type of cable used.
c) Caution notes and warning signs regarding the limitation of the equipment and operating procedures.
8.1.9.3 Controls.
8.1.9.4 Instrumentation.
Contractor or supplier must supply a dashboard, which shall be placed inside operator ’s cabin.
All instrumentation must be tagged in Spanish language. The drives must be written in the International System
and parentheses in the English system. Load table must be in the cabin.
A charge indicator and its radio, which will indicate the permissible load for any radio must also be supplied and
placed on the dashboard,.
An amber warning light shall indicate when the load reaches 90 per cent of the rated load. A red light and an
audible alarm must indicate that 100 per cent of such cargo has been reached.
On the dashboard instrumentation and controls, the following must be complied with:

8.2 Materials.
In order to comply with this standard of pedestal cranes, contractor or provider shall establish and maintain a quality
control system. At the request of the PEP representative, Contractor or supplier must supply a written description
of the system and quality control program to carry out its review. Both sides understand that all contained
information shall be treated as confidential.
Contractor or supplier will retain records of inspection and tests for a period of 20 years. These records are used
for a quality audit program in order to verify a malfunction or fault, with the purpose of correcting or deleting errors in
design, manufacturing or inspection that contributed to the malfunction or failure.
a) Clearly define the authority and responsibility of the quality control personnel.
b) Procedures in order to ensure that drawings of last revision, design calculations, specifications, among others
are being
used in the construction, inspection, testing and commissioning.
c) Procedure for the purchase, storage, identification, testing and review of the materials quality.
d) Sufficient detail on construction and inspection in order to ensure that inspections are carried out in the
appropriate
construction plants.
e) Procedures in order to ensure that welding and materials are appropriate, heat treatment before and after
welding
when required, as well as procedures for the qualification of welders.
f) Procedures on non-destructive tests to be used in all manufacturing modules.
g) Procedures for ensuring that required materials treatments are according to established standards.

Materials and/or elements that constitute an offshore platform pedestal crane must comply with the resistance
requirements of the manufacturer design (see table 2 of this standard).
8.2.3 Traceability.
Traceability of materials of critical parts and components must be conducted through systematic programs of
identification and marking, related to process, inspection and test of controlled documents of production records.
Fabrication procedures shall be described in sufficient detail to allow repetition of the original process at any time
within the period of retention of records described in paragraph 1.5 of the API Spec 2 c or equivalent. Material
original documents are delivered by the manufacturer rather than the certifications given by a contractor or supplier
third party. In the absence of support documentation, materials shall not be used in manufacture until the
manufacturer has performed tests for verification of compliance with the requirements of design. Critical structural
components are not to be manufactured with materials which are missing support documentation in order to verify
the properties, as specified in the design and manufacturing specifications.
Design specifications requirements shall detail testing methods in order to verify that the specified properties are
present in the condition as it was rolled or manufactured. All materials must be purchased according to material
specifications described in table 2 of this standard.
For plating manufactured structural elements that transmit loads through cross sections, in case it is requested by
PEP in their technical bases, they must be inspected by ultrasound in accordance to ASTM A578/A578M or
equivalent with a
C-level acceptance criteria and controlling the 0.006 per cent sulphur content (supplement S5 of the specification
API 2 H) to prevent laminar tearing. Materials must be any of the groups listed in table 2 of the annex 12.1. In case
of using plating API 2W or API 2Y Gr. 70T or equivalent one must comply with supplements 1, 5, 7 and 11 of those
specifications.
Steels for rolling elements must be produced with the requirements of the ASTM to 295 295 M, or equivalent. Steels
for bearing rings shall be selected to have the properties desired in the finished rings. The cleaning of steel rings
must meet the requirements of the method ASTM E 45, or equivalent, to the following limits:

Alternative materials shall be used in the design of the center post and roller hook assembly.
Regarding the steel cables, manufacturer must comply with provisions of ISO 10425 (ANSI/API Spec 9A or
equivalent).
Bolts must comply with the provisions of the standards ASTM A 325, or ASTM A 490 or equivalent. The nuts must
comply with ASTM A 194, ASTM A 563, or equivalent. The washers must comply with the provisions in standard
ASTM F 436, or equivalent.
For corrosion protection of ASTM A 325/A 325M bolts, ASTM A 194/A 194M or ASTM A 563 nuts, and ASTM F
436 washers or equivalent, a Zinc coated (galvanized) by hot immersion according to ASTM A 153/A 153M, or
equivalent shall be used.
Before applying corrosion protection, nuts and bolts must comply with dimensional tolerances for coated conditions
of coated bolts described in 5.10 of the ANSI/ASME B1.1 standard, or equivalent.
Bolts specification ASTM A 490, must not be coated by immersion, electro deposit or mechanically with zinc or any
other metallic coating (see note 2 of paragraph 4.3 of the ASTM A 490 standard, or equivalent).
Conditions of bolts must be pre - strengthened at a level that makes it impossible to relieve the previous load on the
bolt with greater load with a maximum of status of the safe working load multiplied by the dynamic coefficient (SWL
X Cv). Permanent pre-load level is determined by the crane manufacturer, but it must not exceed 80 per cent of the
yield limit of the bolt material (see 9.2.4.4 API Spec 2 c or equivalent).
Only hardware marked permanently with the manufacturer name or logo and SAE, ISO, ASTM specification, or
identification degree shall be used.
Critical components foundry made, must be checked by performing inspections and tests in the first foundry batch
and/or each change in the o model design or emptying practice. Destructive testing or radiographic inspection
supplemented with other non-destructive tests is considered appropriate for these purposes. If radiography is used,
the radiation source for inspection of casting sections with less than 51 mm thicknesses shall be made with x-rays
or Iridium 192. The evaluation of the prototype must demonstrate the ability of the emptying procedure to
consistently produce soundness of molten critical components not under radiographic standards described in table

The method of non-destructive inspection and acceptance criteria during casting for production of critical
components are established by the manufacturer, who shall consider the properties of the material, environmental
exposure and level(s) of stress in critical casting areas. The scope of the inspection must be adequate in order to
ensure that casting has soundness appropriate for such purpose; for example the inspection of all critical areas
(see 14.4.1 API Spec 2 c or equivalent).
All critical casting components must be subject to temper and normalized, temper or stress relief after cleaning and
be cooled to room temperature. Tempering temperatures and stress relief employed must be appropriate according
to alloy content and the level of effort required of the component, but it shall be no less than 593 ° C (1 100 ° F)
(see paragraph 14.4.3 of the API Spec 2 c or equivalent.)
Heat treatment of the bearings track material of the bearings must comply with \9.2.2.2 of the API Spec 2 c or
equivalent.
8.3 Manufacturing.
Crane construction shall be in accordance with Contractor or supplier specific procedures, provided that the
construction meets minimum requirements of materials and design established in 8.2 of this standard.
All units of measure must be in units of the International System, according to the NOM-008-SCFI-2002.
Tolerances, settings and finishing of cylindrical surfaces must be as specified by the ASME B4.1 code, or
equivalent. Linear dimensional tolerances must be as follows:
8.3.2 Welding.

All welding processes, input materials used, as well as qualification of welding procedures and welders qualification,
shall be carried out according to 9.2.2.4 and section 15 of the API Spec 2 c or equivalent.
Contractor or supplier shall develop written procedures of non-destructive tests carried out on critical crane
components. These procedures shall consider the manufacturing stage on which they are to be performed, their
accessibility to test methods and configuration of components to be inspected. These procedures shall be used by
the manufacturer personnel as well as personnel hired to perform them.
All personnel performing non-destructive testing must be qualified and certified as indicated in 16.2 API Spec 2 c or
equivalent.
All full penetration welds must be inspected to 100 percent by ultrasound and must comply with the requirements of
API RP 2 X, or equivalent, level of acceptance (c) according to section 9 of the AWS D1.1, or equivalent.
All exposed moving parts such as gears, chains, chains of change, reciprocating or rotation parts, among others,
that can be a hazard under normal operating conditions, shall be covered with guards.
Protections shall be properly tightened and be capable of sustaining a person’s weight of 90 kg (198 pounds),
without suffering any deformation, unless the protections are located in places of difficult access.
Where protection is impractical, it is the responsibility of Contractor or supplier to give a warning by means of
appropriate signs. These signs must be designed and installed in accordance with SAE J115 or equivalent.
Clutches and friction brakes must be provided with protection against rain. Latches, pins and arrows on brakes

All lubrication points must be accessible without the need to remove protections. The filling points (fuel, coolant,
fluid hydraulic, among others) must be located in areas of easy access and where spilled oil is not stored.
All hoisting devices must be equipped with means to verify the levels of lubricant and their cooling system, as well
as those that use a closed lubrication system; they must have a lubricant capacity no lower than 120 per cent of the
minimum level of operation recommended by Contractor or supplier.
Fluid level indicators shall follow the guidelines outlined in SAE J48, or equivalent.
It must be provided to protect lifting cables, structural components and machinery from damage that may occur
when two groups of pulleys (for example: the load block and pulleys on the tip of the pen) make contact when the
lifting cable is pulled. A travel limit control device or approach warning device must be installed.
Unless otherwise specified, PEP must provide a mechanism for hoisting drum as a means for personnel in order to
get down in the event of power or control system failure. The mechanism shall provide stop and controlled lowering
under all load conditions.
Controls must be set in such a way as to avoid inadvertent operation. A crane-independent AC power source may
be used. A plate with detailed instructions concerning all procedures inside operator 's cabin must be provided.
All miscellaneous equipment must be supplied as specified in 13.9 API Spec 2 c or equivalent.
8.5.1.1. Equipment Inspections and tests shall be made at the place of manufacture before shipment, unless

8.5.1.2 PEP shall specify the extent of their involvement with equipment inspection and testing, as well as
advancement of required notification.
8.5.1.3 PEP shall be notified at least 15 days prior carrying out the following work:
8.5.1.4. PEP representative must have access to all plants of Contractor or supplier prior notification or
subcontractors where equipment working or testing is carried out.
8.5.1.5. PEP surveyor must have access to review the quality of Contractor or supplier
program.
8.5.1.6 Notifying subcontractors of required tests and inspections is the responsibility of the
contractor or supplier.
8.5.1.7 Contractor or supplier must provide the inspection program to PEP and
equipment testing agenda for approval before performing any inspection or tests that PEP
might want to witness or observe.
8.5.1.7.1 When shop tests and inspections have been specified by PEP, this and Contractor or supplier require a
meeting in order to coordinate manufacturing programs and inspection visits at the factory .
8.5.1.7.2 For mechanical operation tests or behavior tests, Contractor or supplier must send written notification
of approved preliminary test results.
8.5.1.7.3 Observing means that Contractor or supplier must notify PEP the date when the inspection or test is
carried out. Inspection or test must be performed as scheduled, and if PEP or his representative is not present,
Contractor or supplier shall perform it.
8.5.1.8 Equipment for inspection and testing shall be provided by Contractor or supplier.
8.5.1.9 Contractor or supplier must retain the following data available at least for 20 years for consultation or
reproduction by PEP or their representative:

8.5.2 Inspection.
8.5.2.1.1 Contractor or supplier of the equipment is responsible for inspection, compliance with standards and
specifications. However, PEP reserves the right to inspect during any stage of manufacture.
8.5.2.1.2 For all accessories that require inspection of workshop, Contractor or provider must provide the PEP
inspector with all certificates of tests required in order to verify compliance with the requirements of this standard
and contract.
8.5.2.1.3 PEP may specify the type of inspection required for each component of the crane:
8.5.2.1.4 The surveyor or PEP representative must have all time free access to the factory, while the work
assigned in the contract is being developed, for verification and inspection of all manufactured parts.
8.5.2.1.5 During equipment assembly and before testing, all the accessories shall be chemically cleaned to
remove foreign material, corrosion and scales.
8.5.2.1.6 When specified, PEP or a representative may examine the cleaning of equipment, of all accessories
supplied by Contractor or supplier before they are assembled.
8.5.2.1.7 For carrying out the inspection in workshop, crane parts must not be painted until the inspection is
completed.
8.5.3 Testing.
8.5.3.1.1 At least 6 weeks prior to the first scheduled test, or at a mutually agreed date, Contractor or supplier
must provide PEP, for review and comment, the detailed procedures for all operation tests, including the
acceptance criteria for all parameters.
8.5.3.1.2 Contractor or supplier must notify PEP 5 working days in advance the date when the equipment is
ready for testing. If the test is rescheduled, Contractor or supplier must notify PEP 5 working days before the new

8.5.3.1.3 When manufacturing of main crane parts is subcontracted by Contractor or supplier of the equipment,
they must assume full responsibility and must run the tests.
8.5.3.1.4 PEP reserves the right to verify the development of tests conducted by Contractor or supplier.
8.5.3.1.5 For tests, Contractor or supplier shall have the crane fully assembled, as well as all the parts necessary
for its correct operation.
8.5.3.1.6 Contractor or supplier must perform the test for design according to what is established in 6.1.1 or 6.1.2
API Spec 2 c or equivalent.
8.5.3.1.7 The manufacturer must submit an authentication certificate that ensures the design of the crane as
specified in this standard.
8.5.3.2.1 In addition to the tests and the prototype quality control measurements established by this standard,
every new crane factory, at the option of PEP, must be tested by the manufacturer and witnessed by PEP and/or a
representative. This test method, as agreed between PEP and the manufacturer, must be done to verify security
systems as well as operational systems of nominal capacity at full speed. The test includes and is not limited to the
following:
8.5.3.2.2 Contractor or supplier must supply copies of operational tests results and other required tests.
8.5.3.2.3 Certification of the crane test results must be done by a certifying company according to ema.
8.5.3.2.4 Load tests must not exceed 133 percent of the design load for any selected working radius.
8.5.3.3.1 All protective devices must be tested, as well as boom butt and crane hook, but without load and at
maximum speed.
Leaks in cooling, oil and fuel of the actuator systems shall not be accepted.

8.5.3.3.2 A static load of 133 percent of the normal load, must be applied and sustained for an overload test,
without damage or distortion to any component of the crane.
a) At maximum working radius that can be tolerated with the maximum load of the load
block.
b) To maximum working radius for the specified length boom with fastened cable.
c) Test of operational load of boom design at minimum and maximum working radius and at intervals of 6
m (20 ft) of working radius between maximum and minimum boom radius.
8.5.3.3.4 If replacement or modification of parts is necessary to improve the mechanical operation or operation
efficiency, the initial test is not accepted, and the final tests shall be performed once the replacements or
corrections have been made.
Contractor or supplier must supply PEP with copies of their test procedure on factory, for approval or comments,
15 days before the date of test; for this purpose the crane must be fully assembled with all accessories required and
free from any defect, for automatic and manual start and it shall be subject to the test at full load.
Crane driver must be tested under full load for a minimum of 2 hours, with all the accessories required for power
transmission, so that the crane may perform the functions specified in this standard.
Crane driver must not be accepted if he does not comply with exceptions and modifications of the
API Spec 2 c and 7B-11 c API for diesel machines in their equivalent or current versions.
Additions to these tests, must be those specified in the data sheets (see item 14 in annex 12.3).
8.5.3.5.1 Contractor or supplier must provide information and technical assistance in the field for installation and
initial startup of the crane, covering the following services:

8.5.4.1. The equipment shall be adequately prepared for the type of specified shipment. Preparation shall be
considered 6 months outdoors storage from the time of boarding, without requiring disassembly before the
operation. If storage requires a longer period, PEP shall consult Contractor or supplier regarding the
recommended procedures that shall be followed in order to keep the equipment in good condition.
8.5.4.2 Contractor or supplier must provide to PEP the instructions necessary to preserve the integrity of the
storage preparation once equipment arrives at the job site and before starting.
8.5.4.3 The equipment must be prepared for shipment once all tests and inspections have been completed and
the equipment has been approved by PEP.
8.5.4.4 The equipment must be identified with the number of departure and serial number. Materials shipped
separately shall be identified with a label of metal resistant to corrosion, securely fastened, indicating departure
and equipment serial number. In addition, packed equipment must be shipped along with a duplicate list of
packaging, one inside and the other on the outside of the shipping container.
8.5.4.5 A copy of the manual from the manufacturer's installation instructions must be packaged and shipped
along with the equipment.
8.5.4.6 Packing and marking of packaging for shipment of equipment and materials, all packaging must be subject
to inspection and approval by PEP.
8.5.4.7 Parts lost or damaged during shipment shall be replaced by Contractor or supplier without any additional
cost to the buyer. This requirement is also applicable on the painting.
8.5.5 Painting
8.5.5.1 All exterior surfaces subject to atmospheric corrosion must be painted according to PEMEX P.3.0351.01
specification.
8.5.5.2 All paints used on cranes or any of their components must be free of asbestos, lead and chromates.
Cranes to be used offshore that comply with all requirements of this standard must have a stainless steel plate
melted with letters embossed, not smaller than 3 mm (1/8 in.) high, located on a visible place on the structure. The
plate must have the following data of manufacturing: date, model, design temperature for service, serial number
and manufacturer identification.

8.6.1.3 Load Information tables as specified in 4.2 of the API Spec 2 c or equivalent.
8.6.1.4 Design moments and forces for crane pedestal as specified in 5.2 of the API Spec 2 c or equivalent.
8.6.1.5 List of critical components according to 6.18 of this standard and certification that these components
comply with API Spec 2 c or equivalent.
8.6.1.6 Failure mode of critical components verification of the crane for overload greater than the design load
according to API 4.6 Spec 2 c or equivalent (when PEP requests it).
8.6.1.7 Preliminary dimensional drawings, schematic diagrams with BOOM crane, driver and auxiliary equipment.
8.6.1.8 Typical drawings with indications of specifications of ASTM materials or equivalent, each part and literature
that describes in detail the quoted equipment.
8.6.1.9 List of spare parts recommended for startup and two years of normal operation.
8.6.1.10 List of special tools included in the quote and their description.
Contractor or supplier shall deliver the crane construction program according to the date set by PEP on the bidding
rules, clearly stating the beginning and termination dates, as well as the different phases or stages of construction.
PEP or a representative must have full-time access to the plant of Contractor or supplier in order to verify that the
construction program is running in accordingly.
8.6.1.13 Tests and procedures for materials specified in 8.2 of this standard.
8.6.1.15 Deviations.
The crane contractor or supplier must send proposal a detailed list of the equipment exceptions or deviations
related to the standards of reference along with his quote. Otherwise the proposal cannot be taken into account.

Within four weeks after receiving the purchase order, Contractor or supplier must deliver PEP and/or the
representative the drawings of workshop and assembly of crane parts, their driver and auxiliaries for approval.
All units of measurement of the drawings must be in units of the International System, according to the NOM-008-
SCFI-2002, and shall indicate: scale, name, dimensions (linear and diametric or angular), and finished surfaces,
tolerances, quality of material and hardness in Brinell or Rockwell. Along with these drawings, a drawing of the fully
assembled crane, indicating: height, length and overall width, operation of boom angles, vertical tours of hooks and
total weight must be delivered.
Each one of the shop drawings must include a list of materials, indicating the mechanical protection of workshop
and finish.
a) Customer.
b) Order.
c) Requisition number.
d) Work.
e) Location.
f) Contract-requisition (of the engineering firm that leads the project when appropriate).
g) Model and capacity.
8.6.2.2 Manuals.
Contractor or supplier shall deliver the operation and maintenance manuals in printed and electronic form, of all
main and auxiliary crane equipment, as well as component parts of these manuals.
8.6.2.3.1 Contractor or supplier must deliver a written certificate stating that supplied crane meets the
requirements for design established in this standard, as well as with the latest version of the API specification Spec
2 c or equivalent of offshore pedestal cranes and other reference documents. PEP must have access to consulting
the design, calculations, associated drawings and any other specific information of Contractor or supplier, in order
to ensure that the crane complies with this standard.
8.6.2.3.2 Contractor or supplier must deliver a written certificate indicating the class and grade of materials used
in the manufacture of each of the crane components as specified in 8.2 of this standard. Also, he must allow
access to information by the PEP representative such as: calculations, testing, analysis, and inspection, among
others.
Contractor or supplier must provide information and technical assistance in the installation field and initial startup of

the crane, covering the necessary supervision for installation, assembly and revision of work required in order to put
the crane in operation.
Contractor or supplier shall deliver the crane fully assembled and with all the accessories necessary for its correct
operation.
For installation of offshore platforms pedestal cranes, two basic aspects must be considered:
- Installation on platforms fabrication yard.- For the installation of a pedestal crane, there is the convenience that
all or most of their items are installed prior to the transportation of the superstructure to the sea. Implementation in
progress, performance and final acceptance tests must be offshore.
- Offshore installation.- When installing or replacing any crane on offshore platforms, Contractor or supplier must
consider, within the activities of installation, the use of a crane boat, or in the event that PEP provides this service,
then it must be indicated on the bidding rules.
Contractor or supplier of the crane must include, as a minimum, the following concepts in the installation work:
- Loading and storage of equipment at work site, protecting them from environmental
conditions
- Location of the equipment where it shall be installed according to the engineering
- drawings
- Scaffolding and dismantling placement(where necessary).
- Alignment, location and leveling.
- Fixing to the structure.
- Cleaning and application of anti-corrosion coatings according to particular specification of
paint
- Cleaning of the work area, removal of used equipment and surplus material.
9 RESPONSIBILITIES
He is responsible for all equipment, its components and ancillary systems, as well as engineering and coordination
between design, manufacture, assembly, testing and parts supplied by his own suppliers.
He must deliver a warranty stating that he is responsible for the crane in general and detailed design,
manufacturing, materials, testing, transportation, installation and operation.
Upon the request of PEMEX-Exploration and Production, contractor or supplier must repair or replace, without any
additional cost, any equipment or part thereof that fails in normal use and under operation conditions, service or
failures due to design, transportation or labor, and/or defects in the material or materials used in crane manufacture,
within the guarantee periods specified in the bidding rules.
To comply with requirements specified in this standard, for the design, manufacture, inspection, testing and

Within the personnel organization chart, a specialist shall be considered for carrying out the work of a given
contract for implementation of public works, and within which the application of this standard shall be considered,
as well as a responsible person or technical manager with previous experience in similar work. Signatures of
engineers, contractors or suppliers who ensure to maintain a responsible manager or technical manager with the
above mentioned characteristics during the development of work and until final delivery, in order to guarantee the
correct execution of works in strict compliance of guidelines set by the standard and PEP needs.
Monitor the implementation of requirements and recommendations of this standard, in the activities of procurement,
inspection and services of offshore platforms pedestal cranes.
Promote awareness of this standard between user areas of Petroleos Mexicanos and Subsidiary Agencies,
engineering firms, contractors or suppliers, involved with the technical and administrative processes generated by
the need to acquire offshore platforms pedestal cranes.
Verify compliance with this standard, throughout the reviewing procedure applied to contractors or suppliers.
Verify that Contractor or supplier has technical personnel experienced in the management and interpretation of
this standard. This shall be guaranteed through an accreditation document, requested in the bidding rules.
Verify compliance with the contract of services established, agreed to and signed by Contractor or supplier
including the corresponding technical annexes, which must strictly comply with the guidelines set by this standard.
