LOT 4: Technical Specifications for 132KV Wooden Transmission Line Accessories for
Matugga Kasana Project

A. Introduction

The Uganda Electricity Transmission Company Ltd (UETCL) has allocated funds for
procurement of 132 KV wooden transmission line accessories. The accessories are to be
used in the construction of a 42.5km Matugga – Kasana 132kV Transmission Line. The
line is intended to extend the 132kV grid to Kasana to improve the quality and reliability
of power supply in the Luwero region.

B. Scope

The accessories required are as below:

E. Technical Requirements

1. Stud Bolts and nuts 7/8x24” Specifications

 The galvanised stud bolts and nuts shall be 7/8x24”


 The stud bolts and nuts shall consist of No 1 mild steel which shall not be inferior
in strength and quality to that specified in BS 4360 grade 43A
 The stud Bolts and nuts shall conform to an approved Standard which shall not be
inferior to the requirements of ISO Standard 272.
 The Nuts shall be of hexagonal type.
 The studs shall be galvanised {including the threaded portion to a minimum
average coating weight of 305 g/m2
 Each bolt shall be supplied with two curved washers, two nuts and two lock
nuts{all galvanised}

2. Eye Bolts and nuts Specifications


 shall be of preferably drop forged manufacture
 manufactured from steel to BS 4190
 strength grade 4.6 or equivalent
 shall meet the requirements for mechanical properties detailed in BS 4190
 eye ring shall have an internal diameter of 40mm and an external diameter of
80mm
 shall be supplied with one full nut and one lock nut with two washers

 shall be Galvanised including the threaded portion to a minimum coating weight
of 305g/m2

NB: All dimensions are in millimeters unless otherwise stated

3. Ball Ended Hooks Specifications

Hooks are used to attach ball and socket or clevis insulators directly to the tower
attachment pad. All hooks are of the self-locking design.

4. Socket Eyes

Materials:
 The tubular turnbuckle shall be manufactured from heavy gauge steel tube as
specified in BS 187
 The threads shall be to BS 3643, coarse pitch, tolerance class 7H/8g
 The screw in stay anchor and the adjustable head shall be manufactured from
grade 43A steel as specified in BS 4360
 The thimble shall be manufactured from standard crescent shaped steel bar as
used for thimbles to BS 464
 The tubular turnbuckle shall have a hexagonal head, solid forged on one end of
the tube.
 The stay anchor and adjustable head shall have hexagonal lock nuts of the same
size as the hexagon head of the tubular turnbuckle.

 The lower end of the stay anchor shall be forged square to fit square plate
 The square plate shall be 100mm by 100mm by 6mm in dimension.
 The stay adjustable head shall have a forged eye with a thimble suitable for 7/8
swg stay wire

12. Suspension Clamps

 The clamps bodies and keepers are manufactured from light weight, high
strength A 356-T6 aluminum alloy. U-bolts, nuts, lock washers and clevis pins
are hot dip galvanized steel.
 Humpback cutter keys are stainless steel.

 Clamps should come with socket eyes fittings


 These fittings are hot clip galvanized ductile iron. socket fittings are for use with
ANSI Class 52-3 or 52-5 balls.

 The recommended torque on the U-bolts is 480 inch-pounds for 1/2" and 720 inch-
pounds for 5/8"

13. Aluminium Tape

The Aluminium tape is to be used in overhead transmission line construction for


purposes of binding conductors to insulators, field assembly of aerial cable, and for
armoring conductors subject to excessive wear.

The aluminium tape should meet or exceed the requirements (as applicable) of ASTM
specification:
• B609 Aluminum 1350 Round Wire,
 Annealed and Intermediate Tempers,
 for Electrical Purposes.
 CONSTRUCTION Solid, soft 1350-O aluminum rectangular wire.

14. Compression Joints – full tension 200mm2

for Hexagonal Compression Dies in accordance with AS1154

AAAC Full Tension Compression Midspan Joints, are manufactured from an Aluminium
extrusion, equivalent in strength to the conductor onto which the fitting is applied.

Each fitting is manufactured with internal and external tapers, to eliminate stresses
associated with compression, and reduce corona discharge.

Each fitting is clearly marked with the compression length, the applicable conductor
stranding, and the appropriate compression die size. All design parameters for the items
in this section are in accordance with AS1154.

16. Number plates and Danger Plates

1. Danger Plate:

The background shall be in white enameled and letter and figure shall be in red
enameled.
2. Number Plate:
The tower number plate shall show the tower number in black letters, circuit name in
orange on a while background. Red, Yellow and Blue circle show phase Red, Yellow and
Blue respectively. The number plates shall be numbered from 1 to 571
3. All of the plates shall be made of stainless steel or aluminium with thickness of
0.8mm and shall be installed above anti-climbing guards.

17. 7/12 SWG Preformed Guy Grip

The preformed dead end shall be designed to grip uniformly to prevent distortion of the
7/12 SWG stay wire. The dead end shall be used for Galvanised Stay Wire 7/12 SWG of
the following specifications:

 wire diameter 3,15mm


 minimum breaking load of single wire before stranding 5.46 kN
 Minimum breaking load of Standard wire 34 kN
 Wire drawn from steel made by open hearth basic oxygen or electric furnace
process
 Wires containing Sulphur or phosphorus greater than 0,06%
 Outer wire strands of right hand lay
 Length of wire strands of 12 to 19 times of the strand diameter
 Wires of tensile grade 4 having a minimum tensile strength of 700 N/mm2
conforming to IS 214i

The preformed dead end shall be made of the same material as the 7/12 swg galvanized
stay wire and shall have the same lay as the stay wire for which they are being designed.
The strands at the corner of the grip shall not be split.

18. Stay brackets (straps)

Stay straps shall comply with the requirements of NRS 022 and shall have long term
performance.

F. TESTS

The Supplier shall facilitate two Engineers to witness the Factory Acceptance Tests for
the materials. The arrangement shall include funding for:
 Travel
 Accommodation
 Insurance
 Per Diem (USD 200 per person per day)

G. Firm Experience
The bidder should demonstrate experience in supply of transmission line materials
through providing at least two (2) contracts each of a minimum value of 300,000,000
(Three Hundred Million Uganda Shillings) in the past 3 years.

Only letters of performance from clients or copies of contract or LPOs shall be


considered as evidence and should be submitted with the bid.

H. Delivery and Inspection


The materials shall be delivered to the UETCL stores at Lugogo within working hours on
a normal working day within the Contract Period. The supplier must inform UETCL at
least three working days before the intended day of completion of supply in order to
prepare the inspection team for the delivery.

The supplied materials shall be inspected to verify conformance to the technical


specifications and the scheduled quantities before they are accepted. Any materials not

considered to be of the required standards will be rejected and shall be replaced by the
supplier at his own cost.
