1.0 GENERAL

This document defines basis of design for the process and utility facilities associated with the
proposed new jetty area. This document shall also define

 Hook-up of new facilities to the existing facilities


 Setting-up of new process facilities, utility systems, venting system and associated
instrumentation and control.

2.0 FACILITIES DESCRIPTION

2.1 Existing Facilities

Tankstore operates an existing storage terminal at Pulau Busing Island in Singapore. The present
facilities consist of Black Product Tank Pit no. 10,11,13,14 and 18. In addition there are existing
Tank Pit nos. 20,21,22,23,24,30 and 43 for White Product Pits 15,16 and 42 later for storage of
miscellaneous feedstock. Product loading and unloading facilities are provided at existing Jetties
1,2,3,4,5,7 & 8. Jetties 1,2,3,4 are interconnected and served by a common approach from shore.
Jetty 5,7 & 8 are also interconnected to shore by separate approach from shore.

2.2 Proposed Facilities

The new facilities under this proposal include topside facility for two additional numbers of jetties
(Jetty 9 & 10) for the custody transfer of White Oil and Black Oil. In addition to these new jetties
two number of 16” jetty line have to be connected to Pit 43 for the transfer of White Oil.

The proposed new facilities shall be extended from existing Jetty 8.

3.0 BASIC DESIGN CRITERIA

3.1 Product Data

4.0 MECHANICAL EQUIPMENT

4.1 Product Transfer Facilities

The description of the equipment in jetties under this contract is described below:

Each of the new Jetties (9 &10) shall be provided with following equipment:

 2 x 12" Marine Loading Arms (for Black Product) each of maximum loading capacity 1300
m3/hr and unloading capacity 2000 m3/hr.
 2 x 12" Marine Loading Arms (for White Product) each of maximum loading capacity 1300
m3/hr and unloading capacity 2000 m3/hr.
 Marine loading arms shall reach largest ship manifold height of 16 m above HHW and smallest
ship manifold laden of 1.6 m above LLW.
 Gangway must be able to reach maximum ship size of 56,000 DWT and smallest ship size of
5,000 DWT at Jetty 9 & 10. The tide level shall be also considered.
 Utility crane shall be provided for the purpose of hose connection. Therefore, working height of
the crane must cater for the largest ship deck level 18.5 m high above LLW level and smallest
ship deck level laden of 1 m above LLW. The crane capacity shall be 1.5 ton with a working
radius of 15 meters.
 2 no. Remote Control Foam/Water Fire Monitors of 2000 L capacity @ 7 barg with hydraulic
control panel to operate monitors with joy stick control and remote control of hydraulic
butterfly valve.
 Jetty Sump Vessel of capacity 12 m3 containing a sump pump and an electric heater of 15 KW.
 Safety showers.
 Tankstore shall supply two lengths of hoses (2 x 8”) at each jetty and contractor shall install it
accordingly.
 A structural hose rack shall be designed and installed for storing the above-mentioned hoses.
The hose will be about 25 m in length and 600 kg in weight. The pneumatic traveling chain
block with a hose drum shall be supplied by Tankstore.

4.2 Pumps

4.3 Electric Heater

Details of Jetty Sump Heater in Jetties 9/10 are as follows.

The following data for pumps are preliminary and shall be finalised based on design calculations.
The heaters shall be designed as per above parameters.

5.0 UTILITIES

5.1 Nitrogen
 Nitrogen Header shall be extended to both the jetties. Adequate number of Utility connections
shall be provided for both the jetties similar to existing jetty 7 & 8.

5.2 Plant Air


 3" CS PA Header for new Jetties (9/10) shall be connected to the existing 3" PA header at
Jetty 8.

5.3 Potable Water


 3" Potable Water Header for new Jetties (9/10) shall be connected to existing 3" PW Header at
Jetty 8.

6.0 HAZARDOUS AREA CLASSIFICATION

Hazardous area classification will be identical to that of Jetty 7 & 8. prepared based on IP Model
Code of Safe Practice Part 15 - 'Area Classification for Installations Handling Flammable Liquid'
and API Recommended Practice 500 - 'Recommended Practice for Classification of Locations for
Electrical Installations at Petroleum Facilities', whichever is stringent.
