Project Charter
1. Project Background:
This project is being completed to build a permanent residence for Sarah Rooney. The home will be a
free-standing 3,000 square foot home built on a 20-acre plot of land with a barn and horse fields built
upon the rest of the land in Collingwood, Ontario. This project will be started on January 1 st, 2023 and
plans to be finished no later than January 1st, 2024. The requirement is that the farmhouse will be built
within the allocated budget of $1,074, 600.
2. Project purpose:
The purpose of this project is to build a functional and modern farmhouse that will be the primary
residence of the Rooney family that will be their long-term home for the foreseeable future.
3. Project objectives:
The objective of this project is to build a 3,000 square foot home with a 1,200 square foot barn and have
2 square paddocks that are 4 acres squared in size. The build is to be finished by no later than October
1st, 2023.
4. Project Scope:
The scope of this project will include 6 main categories:
Landscaping (excavation, foundation, grading, driveway)
House construction (frame, roof, siding)
Interior installations (floors, ceilings)
Infrastructure (electrical, plumbing, and mechanical)
Management (activities designated by the project manager)
Inspections and milestone completion

5. Project Exclusions:
The following list is outcomes of the build that are not part of the project scope but will be completed as
part of the final build:
Trails for horseback riding along the forest and property line will be completed as part of the
landscaping process by clearing out small areas of the forest while removing minimal aspects of
the wildlife
Smart-home appliances implemented in all aspects of the home will be installed during the
electrical installation (smart lightbulbs, surround-sound speakers, etc.).
Indoor arena built on the property for horseback riding in the winter or poor weather will be
built during the process of building the barn (attached onto the barn by a hallway)
6. High-level assumptions:
The following list are the high-level assumptions that the project manager is working under:
The cost of supplies and materials needed for the build will not increase by more than 15%
during the building process
Weather conditions maintain good for the external build of the house
The lot of land is approved by local bylaws for residential and farm builds
Insurance coverage by all contractors
7. High-level constraints:
The following list are constraints that the project must be completed within:

All the exterior building of the house will need to be completed before snowfall Poor weather
conditions means that construction will need to be halted, which could affect the end date of
the project.
Working time constraints Employees and contractors will be working within the contained
hours of Monday-Friday 9am-5pm
Scope constraint The project must be completed by the identified end date of January 1 st,
2024
Environmental constraint potential of damaging surrounding wildlife to lay foundations for
the buildings being placed on the property.
8. Requirements:
The following list is requirements of the home as outlined by the homeowner:
Large 650 square foot kitchen with an AGA stove and granite countertops
Functional Basement with a bedroom
4 bedrooms and 3 bathrooms
The barn should be winterized and built with 8 horse stalls (SIZE) and a functional feed and tack
room connected to a water source
Wood-burning fireplace with a chimney
9. Deliverables:
The following list will be deliverables that need to be achieved during the project:
The builds abide by all health and safety laws
All steps of the project will be approved by the project manager and the homeowner

Each stage of the building process abides by the budget allocations in section 14

11. Project Stakeholders:
The following list is the key stakeholders that are involved in this project and that the project manager
will be working directly with:
The Customer They are who we are completing the project for and will be the final source of
approval/dismissal for aspects of the project. This is their home with their approved budget, so
they have the option to make changes throughout the project if they wish. They expect that this
home will be created to meet all their specific needs and wishes within the identified scope of
the project.
Architect They will be designing the blueprint of the build that abides by all requirements
that were outlined by the homeowner. This is the first phase of the project and is important to
the project manager because it lays out the foundation of the rest of the project – this is the
creation of the project outline
Contractors Their role will to be completing the construction of the home. This is the middle
stage of the project, and the project manager needs to work closely with the contractors to
ensure that they are abiding by all the requirements implemented by the homeowner and
ensure that they are abiding by all construction codes and laws.

12. Project Manager Responsibilities and Authority Level:
The project manager for this specific project will be Sarah Rooney. She will manage and maintain each
phase of the project. Sarah will be the main point of contact between the customer and all other
stakeholders involved in the project. The primary responsibilities of the project manager include the
following:
Creating the project plan and charter and ensure that it is being followed accordingly
Manages each team along the process
Obtain approval from necessary stakeholders in the project
Ensure that each task is completed up to customer standards
Risk management
Ensure that project is completed within the scope, constraints, and budget
13. Known Problems, Anticipated Issues, and Potential Risks:
Problems that could arise during the project include:
Resource shortage Collingwood is a smaller town that is a 1–2-hour drive to a nearby city.
Especially in poor weather conditions, it could make obtaining resources more difficult
Lack of communication between stakeholders subcontractors, architects, and other key
stakeholders could possibly lack communication skills between each other
Anticipated Issues that could arise during the project include:

Poor weather conditions Collingwood typically gets hit with heavy snowfall in the winters
which can make certain parts of the construction extremely difficult and could also make it
difficult for subcontractors to get to the project site.
Wildlife There is a potential of existing trees and wildlife that may prove difficult and/or
impossible to remove for a build of this size. A lot of free space is required to build a home of
this size and the additional barn and horse fields
Potential risks to the project include:
Going over budget The cost of materials could increase or addressing issues that arise could
put the project over budget.
Not finishing the project by its time constraint weather and/or other problems and issues
could possibly cause issue with fulfilling our time constraint
Safety subcontractors could possibly be not fulfilling safety guidelines with the build and
there is a risk of injury and/or improper builds
