JUDICIAL
Vested on Philippine Court System
Composed of the Supreme Court and lower courts
Supreme Court is a 15-member court appointed by the president
Supreme Court justice may hear an appeal on any question of law
provided it has jurisdiction
Supreme Court may also exercise original jurisdiction over cases
involving the government or international affairs

THREE INDEPENDENT CONSTITUTIONAL
COMMISSION
Civil Service Commission - central agency in
charge of government personnel
Commission on Election - mandated to enforce
and administer all election laws and regulations
Commission on Audit - examines all funds,
transactions and property accounts of the
government and its agencies

Office of the Ombudsman
Created to investigate to investigate complaints
that pertain to public corruption, unlawful behavior
of public officials, and other public misconduct.
Charge public officials before the Sandiganbayan,
a special court created for this purpose.

Attempts to Amend
or Change the 1987
Constitution
Amendments to this Constitution may likewise be
directly proposed by the people through initiative
upon a petition of at least twelve per centum of the
total number of registered voters
No amendment under this section shall be
authorized within five years following the
ratification of this Constitution nor oftener than
once every five years thereafter.

Section 1 of Article 17 of the 1987 Constitution
the resolution states that any amendment to, or
revision of, the Constitution may be proposed
by: (1) The Congress, upon a vote of three-
fourths of all its Members; or (2) A constitutional
convention.

Provisions of the 1987 Constitution have already
served, if not outlived, their purpose, hence the
sustained clamor over the years for amendments
to or revision of the Constitution finds
justification, in the need to provide, among other
much needed socio-economic and political
reforms, a long-term solution to the decades old
conflict in Mindanao and regional economic
development in the countryside.
