Overview on Using the Vendor Technical Documents Requirements List (VDRL) ItemID: 14127282 Re

The VDRL is intended to:


- capture all drawing requirements for materials and equipment purchased for TransCanada
- be aligned with engineering specifications
- be utilized by the design team, SCM, document control and vendors through requisition, PO award, docuement review
closeout
- help ensure that all documents are requested are received
- ensure that the final turnover has acceptable format and content.

This worksheet covers:


A. populating the VDRL for requisition (and purchase)
B. creating a PDF of the VDRL for inclusion in the requisition and PO
C. creating an editable version of the VDRL for the vendor for their use in aligning their specific documents to VDRL req
(the Vendor Technical Document Commitment List)

NOTE: the separate XXXXX worksheet provides instructions to the vendor in producing the Vendor Technical Document

Structure
The VDRL spreadsheet has three sets of columns:
1. The VDRL itself: which specified documents and submittal requirements. This is completed by TransCanada or its en
contractors for requisitions and POs.
2. The Vendor Technical Document Commitment List: provides the vendor an area to fill in the document numbers and
documents that will be submitted. The submittal date for each document is automatically calculated based on the PO d
anticipated test and ship dates. Instructions for the vendor on how to accomplish this, along with other document con
requirements, is described in the Vendor Technical Document Submittal Requirements (EDMS No. 007395116) templat
3. Typical Design Team Reviewers (A, B, C, D or X) or DOT reviewers (A, B, C, D): Indicates which disciplines typically rev

To fill out the VDRL for requisition or order, complete the steps below referring to the notes that follow.

B. Creating a PDF of the VDRL for Inclusion in the Requisition and PO

The PDF version of the VDRL is intended to serve as an uneditable contract document as part of the requisition or purchase

1. Ensure unnecessary columns (as described in item 7 above) are hidden in the VDRL worksheet
2. Save the VDRL worksheet as a PDF. This can be done from the VDRL worksheet by:
a) selecting File | Save as | selecting target file type of PDF
b) saving the new PDF document under an appropriate filename. Consult document control for any guidance on file namin

6. Delete all blank document rows (select the rows, right-click and select Delete Rows from the popup menu).

Requirements for Operations & Maintenance (O&M) Manuals

The O&M Manual describes installation, maintenance, operation, calibration, spare parts and requirements for preservation for future use.

Requirements of the O&M Manual include:


Minimum contents and copy requirements as stipulated on the VDRL.
Except in standardized manufacturer O&M Manuals, all documents reviewed in a Company office location and included in the final O&M Manual shall have
received an “A” or “IO” rating. All documents otherwise requiring review will be signed off by a Company representative.
For standardized O&M Manuals, any options selected shall be identified in the manual(s) submitted.
O&M Manuals shall be labelled with applicable tag numbers.
Where applicable, O&M Manuals shall be broken out in logical groupings of equipment or like assemblies (e.g., valves with valve operators).
O&M Manuals for multiple units of identical equipment located at the same site can be submitted as a single manual under a coversheet referencing
applicable tag numbers.
Electronic versions shall have a bookmarked table of contents and be text searchable to enable convenient access of information.

Hardcopy shall be divided by tabs with a label for each section

Requirements for Data Books

The Data Book contains technical information and records of activities performed by the Supplier. Included documents are evidence of certification;
registration; material composition, integrity and performance tests; and compliance to project, statutory and regulatory requirements.

Requirements of the Data Book include:


Minimum contents and copy requirements as stipulated on the VDRL.
All documents reviewed in a Company office location and included in the final O&M Manual shall have received an “A” or “IO” rating. All documents
otherwise requiring review will be signed off by a Company representative.
Drawings shall typically be on 11 x 17 inch paper, unless a larger size is required for legibility.
Electronic versions shall have a bookmarked table of contents and be text searchable to enable convenient access of information.
Table of contents of the must reference related VDRL codes
Hardcopy shall be divided by tabs with a label for each section.

Requirements for Spare Parts Lists

Spare parts lists identify equipment components and part numbers required for ordering replacement parts in support of safe and reliable operation of the
equipment.

Spare parts lists will contain the following information:


Manufacturer Name
Manufacturer Make and Model Number
Part number and description
Unit cost of each part (or set of parts)
Quantity of parts recommended for start-up
Quantity of parts recommended for 2 years of operation
Quantity of parts recommended considering all project orders or like equipment, with list of applicable purchase orders and equipment
Total price of all parts recommended
Date of quotation and duration of price validity
Supplier’s or Subcontractors’ name and contact information
