SUBJECT : Spot Report on Rescued Victim of Drowning Incident

DATE : April 8, 2023

1. Please be informed that at about 3:30 PM of April 8 2023, a drowning


incident transpired along the Cagayan River within the vicinity of Barangay Lullutan, City
of Ilagan, Isabela wherein victim was identified as Joseph Banguilan y Balmaceda, 56
years old, married, construction worker and a resident of Barangay Calamagui 1 st, City
of Ilagan Isabela.

2. Initial investigation conducted disclosed that prior to the incident, the victim
went to the riverside of the said river together with his relatives for picnic and drinking
session. After which, the victim suddenly dives at the deep portion of the river and
unfortunately did not arise. Then and there, the relatives of the victim sought assistance
to the personnel of Ilagan City Police Station who were deployed at the area. Without
any hesitation, PCpl John Michael Danao and PCpl Josua Esteban does their best to
rescue the victim and upon recovery of the victim they immediately brought him to the
City of Ilagan Medical Center for medical treatment and was confined thereat. Progress
