ACTIVITY 1:
If you were a policy maker, what policies would you propose for learners with disabilities,
giftedness and talents? Write a short persuasive essay regarding your proposed policies.
Indicate your rationale for proposing such policies and provide support from literature.

As a policy maker I have my power to create and bring change in the field of education. As a policy
maker you are able to think what’s for the best. We know that education really matter here in our country. As
a policy maker I need to consider many things. People deserves education no matter who you are, you
deserved it. All people have their capabilities, strength, and power and that can able to showcase in
education.
As you observe in our country there were a lot of policies and laws regarding in education that helps
person with disabilities, giftedness, and talents. As a policy maker I want to establish a policy that helps
children with special needs or person with disabilities especially those children that lives in far places like in
the mountains who don’t have the proper education. This policy will be called the Policy to Support
Children to Proper Education (PSCPEd). This policy provides to every teacher and students the
resources that they need. This can be a 2 in 1, a policy and a project. Senate Bill 1414: Bill of the Inclusive
Education for Children and Youth with Special Needs, has been put forth in the Philippine Congress. This is
in response to the growing number of students with disạbilities, giftedness, and talents in the Philippines,
whereas there is a lack of access to centers and institutions that provide them with special education and cater
to their different needs. The main goal of the bill is to provide every Filipino child and youth with access to
inclusive education, as well as the appropriate resources, materials, and equipment they need. It is an issue
nowadays that government have no intended budget for next year 2023 for the special education. I have
watched documentaries that children who lives in far places choose to not study because of their condition
but we have kind hearted teachers who volunteered and choose to teach them even the salary is not enough.
They go to their places just to teach them. Sometimes they spent money coming from their own pockets. This
policy can able to help both teachers and students to meet their needs. At least we can give assurance to them
that they are not alone for that fight but they have the foundation and support to help them alleviate and the
same for the giftedness and talents, this PSCPEd will help to meet their needs. Giftedness and talents
children can be wonderful as they learn so much things in this world. Not all children can attend SPED
centers or any schools because of their location. It is better bringing to them the education. Everything is in
this world, rights and education.
In life education can be a source of light to our path. So let’s give it to them because that’s
fulfillment, let us give children the chance and opportunity to enjoy the world and not just to suffer to with
their conditions. I know that we can still make special education better as we work together and respect each
other we can really unite and achieve quality education.
