AN ORDINANCE ESTABLISHING AN EMPLOYMENT DEVELOPMENT DESK
THROUGH THE WOMEN’S DESK LOCATED IN THE BARANGAY HALL OF EACH
BARANGAY IN THE CITY OF ANGELES.

WHEREAS, the Sangguniang Panlungsod of Angeles City recognizes its duty for the
betterment of the lives of each constituent in the City;
WHEREAS, it has been observed that the constituents who live far from the Angeles City Hall
have difficulty accessing such in order to find job openings in the Public Employment Service Office;
WHEREAS, the City sees the necessity of setting up an employment desk in every barangay
for the constituents who are looking for employment to go to directly;
WHEREAS, in establishing employment desks in every barangay, the constituents who live in
the certain barangay can go directly to the desk and can be assisted in finding job openings easily;
NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of Angeles City, in
session assembled that:
SECTION 1. Short Title. This Ordinance shall be likewise known as the “Employment
Development Ordinance”.
SECTION 2. Purpose. Information Dissemination: This ordinance seeks to aid every
constituent in every barangay to easily access the list of open jobs in the companies and establishments
doing business in the city.
SECTION 3. Coverage. This Ordinance shall apply to all barangays within the jurisdiction of
Angeles City.
SECTION 4. Definition of terms. For the purpose of this Ordinance, the following definitions
are hereby established, to wit:
a. Jobseeker – a person looking for employment;
b. Employment and Livelihood desk - a desk to assist job seekers who live in the certain
barangay;
c. PESO – Public Employment Service Office of Angeles City;
SECTION 5. Implementation. The establishment of the livelihood desk shall be through the
women’s desk found in every barangay.
The employment and livelihood desk can accept the resume of the jobseeker.
Those who will apply for barangay permits shall obtain and submit to the barangay, a list of
available jobs in their respective businesses, projects and the like.
That pursuant to this Ordinance, job fairs, seminars, trainings and other activities which shall
aid in further learning and development as regards livelihood for the constituents shall be organized
and implemented.
The constituents, through their barangay representatives, can request for needed activities and
materials in furtherance of livelihood development. The City, will in turn, provide for the
aforementioned with the assistance of the appropriate government entity or agency.
The PESO Angeles will give lists of job vacancies and will frequently update the barangay of
further job openings. The barangays on the other hand, will submit resumes coming from its
constituents to PESO Angeles.
Only residents of Angeles City may apply. The Barangays and PESO shall submit a list of
names that were hired.
An online page or group or the like shall be made in order to make known and market goods
made by the constituents. It shall be updated on the 15th and 30th of the month.
SECTION 6. Separability Clause. If for any reason, any provision, section, or part of this
Ordinance is declared illegal or unconstitutional by a court of competent jurisdiction, the remaining
provisions, sections, or part hereof shall not be impaired by such judgment and shall continue to be in
full force and effect.
SECTION 7. Applicable Clause. All other matters relevant to the imposition of this
Ordinance shall be governed by pertinent provisions of existing law and ordinances.
SECTION 8. Repealing Clause. All ordinances, rules and regulations, or parts thereof, whose
provisions are in conflict with or contrary to the provisions of this ordinance, are hereby repealed,
amended, and modified accordingly.
SECTION 9. Effectivity. This ordinance shall take effect immediately upon publication in a
newspaper of general circulation.
