1. Purpose
This procedure aims at setting minimum standards for temporary electrical installations to
protect persons and property against electrical hazards, in view of the arduous duty imposed
on electrical equipment and wiring by construction site conditions.
2. Scope
This procedure is specific to the 1.6 GWac / 1.8 GWp Sudair PV IPP Project, in the KSA, and
applies to all temporary site electrical installations.

The definitions used in this procedure shall have the meanings ascribed to them hereunder:

designates a qualified person to conduct required tests and design the temporary electrical
installations;
liaises with the electricity provider to obtain approval of the single line diagrams and
associated calculations;
provides required equipment and human resources for the correct implementation of this
procedure;
ensures that the temporary electrical installations are constructed in accordance with this
procedure and the appliable wiring and safety regulations;
appoints a qualified person to regularly inspect and test temporary electrical installations.
carries out electrical work, for which he has the required competencies;
identifies and repairs a range of defects to electrical equipment;

6. Procedure
6.1 Planning
6.1.1 The provision of an electrical supply requires advance planning, and it is, therefore,
essential that all associated requirements be considered for logistical and safety reasons,
prior to proceeding with any temporary electrical installation works.
6.1.2 To that end, on possession of the site, the Project Director/Assistant Project Director shall
designate a qualified person to:
conduct an earth resistivity test to assess the ground and determine the place where
the earth resistance will be lowest;
determine load points and conduct load calculations;
determine required DG capacity/transformer capacity;
install main earthing pits;
prepare single line diagrams of the proposed temporary electrical installations.
6.1.3 The Project Director/Assistant Project Director shall review the single line diagrams and
calculations and, if required, shall instruct the qualified person to carry out required
modifications. This process shall be repeated as many times as required, until the Project
Director/Assistant Project Director is satisfied.
6.1.4 If electrical supply is from the public electricity supply network, the Project
Director/Assistant Project Director shall, if required, submit the single line diagrams and
calculations to the electricity provider for review and approval.
6.1.5 Any modifications instructed by the electricity provider shall be incorporated in the single
line diagrams by the qualified person and the drawings shall be resubmitted to the
electricity provider for review and approval.
6.1.6 The process described under par. 6.1.5 shall be repeated as many times as required, until
the line drawings are approved. No installation works shall commence prior to final
approval of the single line diagrams by the electricity provider.

6.1.7 Where possible, secure accommodation for the electricity provider’s metering and other
equipment shall be offered on the periphery of the site, where it is unlikely to be
damaged.
6.1.8 On approval of the single line diagrams and calculations by the electricity provider or
Project Director/Assistant Project Director, as applicable, the qualified person shall
oversee construction of the electrical installations, per the guidance hereinafter.
6.2.2 Reduced voltage, 110 V single-phase, shall be obtained from a double-wound transformer,
conforming to BS EN 61558-2-23, having its star-connected secondary winding earthed so
that the minimum voltage of sub-circuit to earth is only 110 V/3 V ~ 65V.
6.2.3 Supply for a separated extra-low voltage (SELV) system shall be derived from a safety
isolating transformer conforming to BS EN 61558-2-6.

6.3.2 All final sub-circuits shall be protected by one or more RCD. The type and tripping
sensitivities of RCD to be used shall be as follows:
RCD with a tripping current not exceeding 30 mA and tripping time within 0.1 s for
final sub-circuits of rating not exceeding 63 A three-phase or single-phase at mains
voltage;
RCD with a tripping current not exceeding 300 mA for final sub-circuits of rating
exceeding 63 A but no more than 100 A three-phase or single-phase at mains
voltage;
RCD with a tripping current not exceeding 500 mA for final sub-circuits of rating
exceeding 100 A three-phase at mains voltage.
6.4.2 Earth cables shall have copper conductors with a minimum cross sectional area of 16 mm2
and a green/yellow PVC sheath.
6.4.3 The earthing system for electrical installations drawing supply from DG sets shall be per
the manufacturer’s instructions, whilst the earthing system for electrical installations
taking supply from the public electricity supply system shall be per the electricity
provider’s specifications. In absence of said instructions/specifications, the IET Wiring
Regulations should be followed per the below note.
NOTE: According to the IET Wiring Regulations, as set out in BS 7671:2018, the
preferred earthing system for stand-alone electrical equipment (such as
installations powered from a dedicated generator or distribution transformer) is
TN-S (refer to Figure B1 in Appendix B), whilst the preferred earthing system for
electrical installations supplied from the public electricity system is TT (refer to
Figure B2 in Appendix B).
6.4.4 If more than one DG sets are used within the same site, the electrical installations shall
either:

effectively bonded to prevent dangerous potential rise between conducting parts with
which a person can come into simultaneous contact.
6.4.5 The aforesaid requirement shall also apply to more than one electrical installations taking
supply from the public supply system within the same site.
6.4.6 Metallic structures not belonging to the installation, which are liable to come into
accidental contact and become live in the event of a failure of insulation, shall be
effectively earthed at all times. This includes metal hoarding panels, steel scaffolding, etc.,
with electrical cables attached to them.
6.4.7 All fuel tanks and associated pumping and dispensing systems shall also be effectively
earthed.
6.5.2 To ensure an adequate earth is achieved, the resistance path between the bottom of the
tower and earth should be measured and it is preferred that it does not exceed the value
of 10 Ω.
6.5.3 If the resistance to earth exceeds 10 Ω, the crane base should be bonded to a suitable
earth network via a single core cable of not less than 70 mm2 cross sectional area and the
earth resistance measured again to ensure that it has been reduced to an acceptable
value.
6.5.4 In the event of a lightning strike, the crane should be thoroughly examined before being
returned to service, to ensure that damage has not occurred to the crane or any of its
components including the slew ring, safety and control systems.
6.6 DG sets
6.6.1 The DG set shall be provided with secondary containment, i.e. impermeable bunding or
metal drip tray, capable of containing 110% of the DG set’s maximum fuel capacity.
6.6.2 The DG set shall be provided with a shed structure, constructed of noncombustible
materials. The DG set’s exhaust pipe shall extend above the shed structure’s roof.

6.6.3 The DG set shall be suitably barricaded to prevent access by non-authorized persons.
Adequate clearance shall be provided around the DG set to facilitate operation and
maintenance work.
6.5.4 Access leading to the DG set shall be unimpeded to the qualified person or the authorized
electrician(s) and any switch or control for starting and stopping the DG set shall be
readily accessible.
6.6.5 No parallel operation of the DG set and the public supply system shall be allowed, unless
otherwise approved in writing by the electricity provider. In a service area where
electricity supply is taken from a DG set, no electricity supply from the public supply
system shall be introduced into the same area.
6.6.6 The following parts of the DG set shall be bonded together to form the generator bonding
system, which shall be connected effectively to the main earthing terminal:
6.6.7 The following information shall be permanently and legibly marked on the DG set:
6.6.8 In addition, a danger sign, per the sample in Appendix C, and a sign indicating authorized
electricians, who are permitted to carry out operation and maintenance work, per the
sample in Appendix D, shall be posted on the DG set. Both signs shall be made of durable
materials and shall be displayed at a prominent location on the DG set.

6.7.2 Enclosures shall be robustly constructed so as to have adequate strength and rigidity to
resist damage that could result from transportation, rough handling and heavy objects
falling on them.
6.7.3 Enclosures installed outdoors shall have a degree of protection of at least IP44 to ensure
the safe and satisfactory operation of the enclosed equipment.

provide with adequate and safe means of access and working space for operation
and maintenance purposes.
6.7.5 Enclosures shall be lockable and signposted as described under par. 6.6.8 above.
6.8 Cabling
6.8.1 Except for cables installed overhead, all other cables for submains or final circuits
operating at voltages exceeding 65 V to earth (three-phase system) or 55 V to earth
(single-phase system) and routed outdoors shall be of armored construction and buried
where possible.
6.8.2 All cables to be laid direct in the ground shall be armored cables. Burial depth for
temporary underground cables shall be sufficient to avoid damage from construction
activities. The minimum acceptable depth of burial shall be 300 mm, unless the cables are
passing under roadways or accessways for transport and mobile plant, in which case the
minimum acceptable depth of burial shall be 600 mm.
6.8.3 Route markers shall be placed on the surface above buried temporary cables, at every
change in direction and at crossings.

6.8.4 A site plan showing the locations of all underground cables shall be developed and kept up
to date at all times. This plan shall be readily available on site.
6.8.5 All cables which are likely to be frequently disturbed in normal use shall be flexible cables,
with a minimum cross sectional area of 1.5 mm2. Flexible cables installed outdoors shall
be provided with suitable non-metallic covering for resistance to the effects of sunlight.
Additionally, it is advisable to use PVC flexible conduit.
6.8.6 Flexible cords of portable electrical equipment shall not exceed 3 m in length or such
length as supplied by the original equipment manufacturer.
6.8.7 Cables, other than those supplying power to portable electrical equipment or mobile plant
shall be fixed so that they are clear of construction work and are not a hazard to persons
working on site.
6.8.8 All cables shall be installed without obstruction to the use of passageways, walkways,
ladders, stairs and the like.
6.8.9 Where cables inside a building or under a covered area are to be suspended or supported
from the ceiling or wall, cable trays, brackets or other suitable supports shall be provided.
The cable supports shall not cause damage to the cable insulation or subject cables to
undue mechanical stress.
6.8.10 Laying cables on the ground or the floor of a structure shall be avoided. Where it is
unavoidable, the cables shall be of the armored type.
6.8.11 Overhead cables shall be so placed and at such height as to be out of reach of any source
of mechanical damage reasonably foreseeable in the area where they are erected.
6.8.12 Overhead cables installed outdoors shall be provided with suitable non-metallic covering
for resistance to the effects of sunlight.
6.8.13 Overhead cables shall be installed at a height such that a clear vertical distance between
the lowest part of the overhead cables and the highest point of vehicles, mobile cranes or
other mobile plant likely to pass underneath them is, at a minimum, 2 m, but under no
circumstances shall the clear height to ground be less than 5 m where they cross
roadways or accessways.
6.8.14 Where overhead cables cross roadways or accessways, they shall be bound with yellow
and black colored tape. Alternatively, flags may be attached to the cable.

6.8.15 Overhead cables shall be supported by catenary wires or suitable cable supports in a
manner such that the cables are not subjected to undue mechanical stress. The catenary
wires and support, if made of a conductive material, shall be effectively bonded to earth.
6.8.16 Overhead cable supports shall be located or arranged where the risk of mechanical or
vehicular damage is minimal.
6.8.17 The cross section of all electrical conductors shall be commensurate with their admissible
maximum temperature under prevailing climatic conditions, admissible voltage drop,
electromechanical stress and thermal effects likely to occur due to short-circuits and other
mechanical stresses to which the conductor may be exposed.
6.9.2 Flexible extension cords shall be raised off the floor using insulated hangers or stands to
provide a safe route through the work area and clearance for personnel and vehicles. This
shall not be necessary, if the distance between the work area and power supply is less
than 4 m.
6.9.3 Where extension cords cannot be raised off the floor, another means of protection against
mechanical damage, damage by liquids or high temperature must be provided. To that
end, cable ramps or cable protectors may be used.
6.9.4 Where flexible extension cords pass through scaffolding or other metal structures, they
shall be run on insulated hangers to eliminate the risk of mechanical damage.
6.9.5 Flexible extension cords shall not be used while in a coiled or reeled configuration.
6.9.6 When used in multistory buildings, flexible extension cords shall be confined to the story
of the distribution board from which they originate. This requirement need not apply to
work in stairwells, service shafts and formwork.
6.9.7 Where flexible extension cords are used near water, the extension socket and plug shall
be protected against ingress of water.
6.9.8 The maximum length of an extension cord depends on the amperage rating, minimum
cross section and resulting conductor resistance. Where extension cords are joined by
portable socket outlet assemblies (PSOA) or other means, the maximum length is the total

length of all extension cords, as well as the length of the supply cord of the final PSOA
from which power is supplied.
6.9.9 The table below shows the maximum flexible extension cord lengths for general use, e.g.
handheld power tools.
6.10.2 All plugs and socket-outlets and couplers likely to be exposed to the weather shall have a
degree of protection of at least IP44.
6.10.3 The color identification of plugs, socket-outlets and couplers by voltage should conform to
the Table below. It is essential that these colors are only used for the voltages listed.

6.11.3 The flexible cord supplying the assembly shall be of the heavy duty sheathed type and
shall have a maximum length of 2 m.
6.11.4 The assembly shall incorporate overload protection with a rating no greater than the
rating of the flexible cord and plug supplying the assembly. Where three or more socket-
outlets are fitted to the assembly, overload protection shall be provided by a miniature
overcurrent circuit-breaker. The socket-outlet rating shall not exceed the rating of the
overload protection device, i.e. a 10 A assembly shall not be fitted with 15 A socket-
outlets.
6.11.5 All socket-outlets mounted on these assemblies shall be protected by an RCD with a
maximum rated residual current of 30 mA that operates in all live (active and neutral)
conductors.
6.12 Lighting
6.12.1 Recommended minimum lighting levels are 40 Ix for walkways and 160 Ix for general
areas.
6.12.3 Emergency evacuation lighting, when required, shall be sufficient to allow safe egress
from the site. As a minimum requirement, sufficient battery-powered lighting shall be
installed in stairways and passageways to allow safe access to and egress from the area if
there is insufficient natural lighting. Emergency lighting at a minimum level of 20 Ix shall
be provided for a minimum of one hour following loss of normal lighting in the area.

6.13.2 These conductors in insulated wires, cords and cables shall be identifiable by coloring or
other means throughout their length.
6.14.2 Bimetallic connectors/lugs/sockets shall be used for connection between conductors and
terminations of dissimilar metals (e.g. copper and aluminum).
6.15.2 Main switchboards, distribution boards and socket-outlet assemblies shall be inspected
monthly by a qualified person or authorized electrician using SUDAIR-HSE-FO-027-xx-
Inspection – Electrical Installations. On successful completion of the inspection, the
qualified person or authorized electrician shall sign on the sticker affixed to the inspected
equipment, confirming that it has been inspected and is in good condition. A sample
inspection sticker has been provided for reference in Appendix E.
6.15.3 Flexible extension cords and PSOA shall also be inspected monthly by a qualified person or
authorized electrician and, if found in good condition, shall be color-coded, else they shall
be immediately removed from service and, if possible, repaired by a qualified person or
authorized electrician. The color coding scheme shown in Appendix F can be used unless
the Project Company have a preferred color coding scheme of their own.

6.15.4 Further to the above, electrical installations shall be tested quarterly in accordance with
the requirements of BS 7671:2018, as set out below:
6.15.6 Where any defect or unsafe condition is revealed during the inspection, the qualified
person or authorized electrician shall take measures, such as rectifying the defects or by
isolating or disconnecting the defective part(s) from electricity supply, to render the
electrical installation safe. In such a case, the failed test and any preceding tests that may
have been influenced by the fault indicated shall be repeated after the fault has been
rectified.
6.15.7 All test equipment shall be suitable for its intended purpose and be checked from time to
time, particularly after extended periods of storage, to ensure that it remains operational
and safe and internal batteries are adequately charged.
6.15.8 To carry out the tests detailed in this procedure the following equipment is required:
6.15.9 Test instruments shall be maintained in an appropriate state of calibration at all times to
ensure traceability and reliability of measurement results.

6.15.10 Before carrying out any tests the equipment shall be checked to ensure that it is correctly
set, functional and in good condition. Instrument accuracy shall be confirmed by checking
against a range of resistors of known values or by regular calibration checks. Contact
probes and leads shall be checked for damage to insulated parts, continuity and sound
connections.
7. Records
7.1 Following records shall be maintained onsite:
7.2 All records specified above shall be maintained and updated by the discipline
Construction Manager.
7.3 Said records shall be retained for a minimum period of three (3) years or until the
close of the project, whichever comes first.
7.4 Personnel specified under par. 7.2 shall produce said records, when and as
requested by the Project Company, third-party auditors and/or authorities.

Persons who do not have formal electrical vocational training may still be designated as
authorized electricians, if they are able to demonstrate the below competencies to the
satisfaction of a qualified person:
The knowledge and skills to carry out electrical work, testing and tagging should be obtained
through structured on-the-job training under the oversight of a qualified person.
The designation of otherwise unqualified authorized electricians shall be in writing and the
competence certificate, which shall be signed by the overseeing qualified person, shall clearly
indicate the electrical works, testing and tagging that the authorized person is qualified to
carry out.
