Chapter I: Situational Analysis
I. Introduction
Bulusan is an excellent location for mountaineering, water sports adventure, and ecological
trekking. The municipality serves as both entry and exit points to this protected region with six (6)
barangays enclosing it. Trained guides and responders are on hand to assist our visitors with the
various activities available in the region, including kayaking, rowing, and trekking along the lake.
One can also get a relaxing massage from trained and certified massage therapists inside the
floating spa. The Waray Dialect and the Bisakol language are spoken by the Bulusans. In rare
special circumstances especially during Roman Catholic church services, pure Bicol is spoken.
Like English, Tagalog is regarded as the third language. The province's native pili nuts are one of
Sorsogon's most well-known exports. The natives have used these nuts in a variety of cuisines and
they have also become a fan favorite. The pili nut brittle and roasted pili nuts are the two most
popular treats made using pili nuts. Also, their culture is about the pamalay, pantomina, and
tigsikan are among of the still-persisted traditional customs, and the people have deep beliefs in
God, the soul, and life after death.
II. Background of Bulusan, Sorsogon
A. History of Bulusan, Sorsogon
In the spanish era, October 17, 1894, Bulusan and the rest of Sorsogon were still a part of
the province of Albay. The fourth parish of the current Province of Sorsogon was founded at
Inarado in the year 1630. Following Bacon (1617) and Sorsogon (1628), Bulusan (which had only
been a part of Casiguran from its founding in 1600) was created as a separate parish. In 1631, it
separated into a civil pueblo. The new parish was then given St. James the Greater's tutelage
because he is Spain's National Patron Saint. a certain Fr. Nicolás de Sta. As the first parish priest,
Ana had sole control over both religious and civil affairs.
The settlement was moved from Inarado to its current location at the mouth of the Bulusan
River in 1760. The desire to conduct business with nearby villages served as the catalyst for this.
Bulusan was then one of the wealthier towns in the province. It was well-protected against the
Moro pirates because it was a key harbor for armadillas [small ships patrolling the high seas – akin
to the modern Philippine Coast Guard]. As a result, individuals from other towns traveled to this
location in order to make a living and pay taxes to the Spanish government. As a sign of its
substantial affluence, Bulusan reported the highest construction cost (200 pesos) when the
governor of Albay authorized the construction of a town cemetery outside each town in 1809.
The Buluseños, or residents of Bulusan, as well as the other Island indigenous, under
Spanish rule, underwent a considerable change in their way of life as a society. More through
coercion than conviction, they were forced to accept the Catholic faith. Particularly while
constructing different structures like churches, rectories with their own dungeons, and the house
tribunal (town hall), polos y servicios (forced labor) was extensively used. Punta Diamante and the
other watchtowers were likely built with a significant amount of forced labor as well.

Barcelona and the towns of Casiguran, Juban, Irosin, and Santa Magdalena are on its
northern and southern borders, respectively. About 15 kilometers (9.3 miles) off the coast, the San
Bernardino islets are governed by Bulusan. Bulusan is located 636 kilometers (395 miles) from
Manila and 55 kilometers (34 km) from Sorsogon City.

advocate their town.

To be able to help the lives of the locals in Bulusan, Sorsogon in terms of promoting their
products and to boost the beauty of the place.

To improve the quality of products and services related to tourism.

To provide environmental awareness and information to locals and foreigners
