1.0 INTRODUCTION

Vedanta Limited Cairn Oil & Gas, in a joint venture with Oil and Natural Gas Corporation (ONGC), is
the operator of contract area RJ-ON-90/1 (RJ) in the State of Rajasthan, North West India. Block RJ-
ON-90/1 (RJ) comprises several oil fields as well as gas fields.

Vedanta Limited Cairn Oil & Gas discovered various oil and gas fields in RJ-ON-90/1 block, named
them as Mangala, Aishwarya, Bhagyam, Saraswati, Kameshwari, GR-F, Guda, Shakti (NC), NI, Vijaya
(NR), Vandana and Raageshwari. Out of which Mangala, Bhagyam and Aishwariya are the most
substantial oil fields located in northern part of RJ block and Raageshwari deep gas field is the most
substantial gas field located in southern part of the RJ block.

Currently RJ block is having two processing terminals, one of them is in northern part and other one is
in southern part. The Mangala Processing Terminal (MPT) is in northern part of RJ block primarily
processes oil from three of the northerly oil fields (Mangala, Bhagyam and Aishwariya), with limited oil
production from the southerly Saraswati and Raageshwari oil fields. The Raageshwari Gas Terminal
(RGT) is in southern part of RJ block and currently processes gas from the Raageshwari deep gas
field.

RGT is having existing gas processing capacity of 33 MMSCFD, which is mainly dew point conditioning

of sweet gas. Vedanta Limited Cairn Oil & Gas had been using the gas produced from RGT to meet
energy requirements at the Mangala Processing Terminal and for maintaining heat of the 600 km crude
oil pipeline to avoid congealing of waxy crude produced from the RJ block. In addition to this Vedanta
Limited Cairn Oil & Gas has commercialized the gas from RJ block with the help of existing processing
facilities at RGT.

1.1 BACKGROUND

Raageshwari Deep had started production from March 2010, and the gas was being utilized for
internal consumption until April 2013. Vedanta Limited Cairn Oil & Gas commenced gas sales with the
help of existing RGT processing facilities and the 8” Raageshwari-Salaya gas pipeline (connected to
GSPL's grid in Wankaner, Gujarat). To achieve the sales gas pressure requirements compressors
were installed at existing terminal at RGT and Viramgam terminal (VGT) to handle a maximum of
around 22 - 23 MMSCFD of gas ex-RGT.

Vedanta Limited Cairn Oil & Gas intends to redevelop the Raageshwari Deep Gas (RDG) Field to
maximize the resource exploitation and increase the plateau gas sales rate by installing New Surface
Facilities and augmenting few existing processing facilities.

The development of the processing facility at RGT is multifold. The overall development of the field
and facility includes:

1) Development of 1 (one) New Well Pad RP-02.


2) Augmentation / Expansion of 5 (five) existing well pads, RP-01, RP-04, RP-05, RP-07 and RSW
3) Augmentation and addition of Slug Catcher, Compressors, CTM etc.
4) HP & LP production fluid pipeline between RP-02 and existing HP & LP Trunk line

2.0 OBJECTIVE

The purpose of this document is to define the minimum technical requirements for the design,
engineering, supply, installation, testing and commissioning of CCTV system for Integrated Gas
Surface Facilities for RDG and Well Pads along with integration with existing facilities at RGT.

5.0 AREA CLASSIFICATION

The equipment located in hazardous area shall be rated as per hazardous area classification
appropriate to the location in which they are installed. Equipments located in process areas and

utilities areas shall be Zone 2 certified minimum, irrespective of area classification. All equipment
intended for outdoor installation shall have an Ingress Protection rating of IP 66.

All Telecom equipment shall have ATEX/ IEC certification in case of imported material and ERTL/
CMRI for Indian manufacturer.

The Telecom equipment for hazardous areas shall be selected as per IS-5571 and petroleum
rules & Gas group shall be selected based on the hazardous area classification. The minimum
requirement is summarized below:

All equipment shall be suitably protected against the corrosive effects of a sand laden atmosphere
and any detrimental effects on equipment under operation. The SUPPLIER shall select and
specify the equipment suitable for the environment and require minimal maintenance. The
Vendors has to consider two sets of environmental data for selecting suitable equipment based on
the application.

10.0 CCTV SYSTEM OVERVIEW

The CCTV system shall provide real-time visual surveillance by providing video to assist Control
Room Operators in their process & security monitoring activities.

The CCTV system shall be designed to cater for twin purposes: Process and Security. PTZ
Cameras shall be used to monitor the process area and Plant Perimeter. Fixed cameras shall be
used to monitor the Entry Gates.

An integrated Security CCTV system shall be provided in New Well Pad RP-02 for outdoor area
monitoring only. CCTV cameras in New Well Pad RP-02 shall be connected to the RDG Control
Room. Existing CCTV server may be used for all cameras of RP-02. Contractor to ensure
adequacy of existing server, up gradation of existing software & license, additional hardware,
special cables as required. Required up gradation at system & software end shall be done

The cameras shall be located in a manner to permit viewing of hazardous or critical activity and at
same time be located in a safe area as possible. The new CCTV system shall be controlled &
monitored from RDG Control Room & new Security Buildings.

The workstation at RDG Control Room and Guard House in RGT area is used to monitor the
existing camera at RGT area, Existing Wells Pads (RP01, RP04, RP05, RP07) & New Facility RP-
02.

Existing CCTV system at RDG shall be integrated with new CCTV system at Bridge & Well Pad
RP-02.

11.0 CCTV SYSTEM DESIGN

CCTV System Design shall meet the following requirement:

• The CCTV System shall facilitate remote outdoor monitoring over a fiber optic network from
the Main Control Building in the RDG.
• The CCTV Camera shall be provided at the Well Pad RP-02 interfaced with Existing RP-05
Substation Building for monitoring from RDG Control Room.
• The system shall provide clear video images for the purpose of monitoring and surveillance.
• The cameras shall provide high resolution color images and connected via fiber optic
network to the RDG Control Room.
• Existing CCTV Workstation in RDG & new Security Building in RGT shall be used to monitor
RP-02.
• The storage requirement for new cameras shall be to store the video with 4 CIF resolution
and frame rate 15 fps from new cameras for 30 days.
• The video from existing cameras shall be continued to store in existing storage at RDG.
• Camera alarm feature in the CCTV System shall be setup to detect & flag any unusual
activity (motion detection) and provide an alarm to the operator in the control/security room.

12.0 TECHNICAL SPECIFICATIONS

The CCTV System shall include but not limited to following item of equipment:

• Lens shall have enough circle of illumination to cover the image sensor evenly.
• Lenses shall be selected to match the camera image format dimension.

12.1.2 IR ILLUMINATORS

The integrated IR illuminators shall be provided for night visibility. The Infrared LED Illuminator
shall use high-efficiency LEDs to maximize infrared output, using only the minimum of power. The
Infrared LED Illuminator shall require only low power to deliver evenly-distributed infrared light.

The Infrared LED Illuminator shall have the following key features:

12.1.3 CAMERA JUNCTION BOX

The camera Junction box shall be of two types:


• For non-hazardous area applications:
► Shall be IP 66 rating at a minimum (main enclosure and cables glands)

12.1.4 SWITCHES

The CCTV switch shall be provided in Control Building/ Substation at RP-02 to connect the CCTV
Server to all field cameras. CCTV switches shall be from Cairn AVL which shall be compatible with
existing system with 1G fiber uplink capability.

• Sunshields shall follow minimum requirements:
► Allow air to pass over the external surface of the camera housing or
equipmentwhile keeping direct sunlight off the housing.
► Sunshield and all associated hardware shall be finished with weatherproof
heat-reflecting paint.
► The front portion of the shield shall be approximately 100 mm (4 inch) over
thehousing view window.
• Wash & Wipe System for PTZ Camera shall follow minimum requirements:
► The camera shall have integrated wash & wipe system which shall be

12.1.6 CAMERA MOUNTING

• Each camera shall be provided with a camera mounting which mechanically couples the
camera housing (or pan/tilt head) to a wall, structure or pole.
• The mounting offered must be of a design such that it allows free motion of the pan and tilt
movements of the camera housing. The design of the mounting shall also take into account
of the structural or architectural support where the camera mounting is to be fixed.
• For fixed cameras, the mounting shall provide a field adjustable mechanism and a suitable
mechanical joint so that the camera assembly can be swung or tilted to the appropriate
surveillance direction and locked into this particular position.
• Camera mount shall be designed to support the maximum weight of camera and enclosure
assemblies.
• Process Cameras shall be mounted on Structure or Tiltable Pole and the fence cameras
shall be mounted on Tiltable pole.
• Poles and supports shall be properly grounded.

12.2 SERVER & STORAGE DEVICE

The new server if required, shall be located in Control Building in RDG area. The server shall
archive all live video images from all new camera installations and status information to hard disk
for later playback. The server shall provide 30 days of archival log and video feed for each
camera.

The system shall have following minimum features:

• Simultaneous multiplex recording of all cameras, independent of switching between


camera displays.
• Simultaneous playback & recording
• Built in time/data generator synchronized to video images
• Time, date, recording mode, status, camera number video encoded into playback
footage
• Loss of video from channel alarm
• Record check, alarm log and alarm filter capability.

The archival system hard disk shall have following minimum features:

• Integrated Mirrored Hard disk drive (RAID) or RAID NAS system

The system shall have the capability to export video images as MPEG files for transmittal and
further editing. The CPU performance loading of the archival server shall not exceed 80%
with all videos stream being simultaneously recorded and a single video exporting/burning
process taking place. Backup of video data should be permitted without taking the archival
server off line and without any loss of archival video images.

12.3 WORKSTATION & MONITOR

Existing Workstation in Control Building in RDG for remote monitoring shall be used for new
Well Pad RP-02. DATA & COLOR LOG PRINTER

The Printer shall be supplied and installed at RDG Control Building which is capable of
printing color video still images from archival footage and Textual totalization of Intrusion
alarm information.

13.0 CABLING

Single mode fiber optic cables shall be used for video and control data transfer between field
Camera and the Control Room/Substation at Well Pad RP-02 & Bridge Facility.

14.0 UPS SYSTEM

The CCTV System and Camera shall be powered from the UPS 230V AC with 2 hours
battery autonomy.

15.0 EQUIPMENT CABINET’

One CCTV Cabinet shall be provided at Substation & Control Building of RP-02 and shall
have following features as minimum:

17.0 PAGA SYSTEM OVERVIEW

PAGA system shall be provided in new Well Pads RP-02. The main PAGA equipment shall
be located in Control building & Substation building of RP-02. The PAGA speakers in the Well
Pad RP-02 shall be connected to the main PAGA equipment in RDG Control Room through
LAN network. Beacon shall be provided for the area where noise level shall be as per
Standards.

Existing PAGA slave racks in the existing Well Pads RP-01, RP-04, 05 & 07 are fully
functional, hence shall not be modified. In addition to PAGA system.

Note: For new well pad RP02, Bridge facility, PAGA hooter & beacon shall not be used for
F&G purpose.

19.0 TECHNICAL REQUIREMENTS

The Public Address and General Alarm (PAGA) System shall be a designed to announce speech
and alarm signals greater than 6dB over ambient noise in all working areas. In additions to
speakers, the flashing beacons shall be provided at places where noise as per Standards to
provide visual indication along with audio warning during alarm condition. Redundant power
supply and controller module shall be provided with PAGA System.
The remote cabinets provided at Well Pad RP-02 shall be having remote PAGA unit and amplifiers
which shall communicate with the PAGA Main cabinets at RDG through LAN Network.

The horizontal cabling is the portion of the communications cabling system that extends from the

The maximum distance of the CAT 6 horizontal cable shall be 90 meters. If CAT 6 horizontal cable
distance is increased more than 90 meters, then the optical fiber cable shall be used to extend the
network. UTP twisting and insulation shall be maintained intact between termination points as per
ISO/IEC 11801 specifications to maintain high speed data integrity. Disruptions of any twists of the
cable at the termination point shall not exceed 13mm.

All horizontal cable infrastructure shall meet EIA/TIA 568 B Standards. UTP cable shall be at all
times separated from electrical and instrument cable in risers, conduits & cable Trays. UTP cables
shall have dedicated riser and internal transit space.

• DATA SOCKETS

Data sockets shall have dual RJ 45 sockets, one for voice and another for data application. All data
sockets shall be wall or furniture mount, Flush fitting terminated with ISDN standard 8 pin (RJ45)
connectors, Enhanced Category 6 compliant (EIA/TIA T568A jacks). Cable shall run from sockets
directly to CAT 6 patch panels. Local termination of cables is not permitted.

The Fiber Optic Patch Panel shall include Splice tray, loose tube management, Secure Cable entry

30.1 ACCESS CONTROL SERVER/WORKSTATION

The Existing Access Control Workstation in RDG Control Room shall be used for RP-02 & Bridge
Facility.

30.2 ACCESS CONTROLLER

The Access Controller shall provide the interface between the Card readers, Access server and door
locks. The standalone controllers shall be located at various buildings to allow cluster of card
readers and door locks to terminate with a minimum of cabling. The controller shall have the
capability to operate fully independently and should operate if communications to the access server
fails. The controller shall have the capability to use multiple types of reader simultaneously. The card
reader shall be able to support different card reader technologies in parallel. New ACS shall be
suitable for existing HID proximity cards.

The Controller shall log, in internal memory, the card presented, as well as verify the security code
of the card and access privileges. The Controller shall verify that the card has the clearance for the
particular door based on day and time. When a positive verification has been made, the Controller
shall release the door’s electric locking mechanism thereby allowing entrance to the card holder.
After scanning an ID card the door unlock mechanisms shall be activated for a maximum of 10
seconds or until a door closed message is received whichever is shorter. When a guard grant
access by unlocking an entry or exit device, it shall be logged in event database.

The Controller shall send (in real time) all information to the server for event display, alarming,
access override, archiving etc. Any alarm associated with a card scan shall activate an alarm display
at remote workstation and log the event in Access Control Server.

37.0 FIBRE OPTIC SYSTEM OVERVIEW

For OFC The new Well Pad RP-02 shall be connected individually to the existing Well Pad RP-05
using Redundant 48C OFC. The Optical Fiber Cables shall be used for Telecom and
Instrumentation traffic. At Well Pad RP-05. Based on Adequacy Check, New patch panels shall be
installed in existing Telecom Cabinet.

38.0 DESIGN AND CONSTRUCTION OF FIBER OPTIC CABLE

Supplied Optical Fiber Cable should meet the following requirements:


• Desired operation life of cable : Better than 25 years

• Type of Fiber : The optical fiber cable shall be Single Mode Fibers
as per ITU-T G.652D

• Length of OFC Cable drum : As per Cable Drum Schedule Tolerance for Drum
For 48C cable: 0 to +5% for other cable: ± 5%

• No splicing shall be permitted on any fiber in a drum length of the cable.

• Optical Fiber Cable shall be suitable for installation in direct burial trenches or trays.

• FO cable shall be single mode, armored type.

• PROTECTION REQUIRED:
The cable shall be protected against damages from rodent, fire, chemicals (such as oil & natural
gas, LPG and other petroleum products), moisture and water over the lifetime of the cable.

• STRENGTH MEMBER:

Solid FRP non-metallic strength member with a minimum diameter of 2.0 mm in the multitube cable
core shall be provided. The strength member in the cable shall be for strength & flexibility of the
cable and shall have anti buckling properties. These shall also keep the fiber strain within
permissible values.

The primary coated fibers shall be protected by loose packaging within a tube, which shall be filled
with thixotropic jelly.

4 & 12 Core cable shall be unitube cable. Solid FRP Strength members (2 numbers) of suitable size
shall be provided in outer sheath for unitube cables.

• CORE WRAPPING:

The main cable core containing fibers shall be wrapped by layer/ layers of Polyester foil/ tape.
Nylon/ polyester binder thread shall be used to hold the tape. The core wrapping shall not adhere
to the secondary fiber coating and shall not leave any kink marks over the loose tube.

• MOISTURE BARRIER (PROTECTION):

The main cable core (containing fibers & core wrapping) shall be protected by flooding compound
(Jelly) having properties of non-hygroscopic dielectric material.

• FILLING COMPOUND:

The filling compound used in the loose tube and in the cable core shall be compatible to fiber,
secondary protection of fiber, core wrapping etc. The drip point shall not be lower than +70 °C.
The fiber movement shall not be constrained by stickiness & shall be removable easily for
splicing.

• GLASS REINFORCEMENT:

Impregnated Glass Fiber Reinforcement shall be used to achieve the required tensile strength of
the optic fiber cable over the cable core to provide peripheral reinforcement along with solid rigid
FRP Rod in the center at multi tube cable core. These flexible strength members shall be Non-
water blocking type. It shall be applied helically and shall provide rodent protection.

• INNER SHEATH:

A non-metallic moisture barrier sheath shall be applied over and above the glass yarn. The glass
yarn shall be covered with tough weather resistant High Density Polyethylene (HDPE) sheath
black in color (UV stabilized). Thickness of the sheath shall be uniform & shall not be less than

• STEEL ARMOUR TAPE:

Steel tape shall be provided with over and above the inner sheath to increase the strength of the
cable. The minimum thickness for the steel tape shall be 0.15mm. The armour tape shall be
corrugated, copolymer coated and chrome plated steel tape. The tape shall be applied
longitudinally with minimum overlap shall be 10%. The core should be covered with tough
weather water resistance swell able tape. This tape shall act as water barrier to the cable core.

• OUTER SHEATH:

A non-metallic moisture barrier sheath (black in color) shall be applied over the steel amour tape,
which shall consist of Low smoke Low Halogen compound (LSLH) with anti-termite and anti-
rodent properties. The outer sheath shall be UV stabilized and the color shall confirm to Munsell
color standards. The thickness of the outer sheath shall not be less than 2 mm. The outer sheath
shall be uniform, circular, smooth and free from pin holes, joints, mended pieces and other
defects.

• PROTECTION AGAINST RODENTS:

For protection against rodents, LSLH sheath shall have rodent repellent properties with the use of
an eco-friendly, non-toxic rodent repellant additive. 2%-3% master-batch of rodent repellent
material consisting of 5% additive & 95% LSLH shall be mixed in the LSLH sheath material/
granules (If otherwise, VENDOR to submit details of additive with OEM recommendation for
mixing).

• PROTECTION AGAINST TERMITES:

For protection against termites, LSLH sheath shall have termite repellent properties with the use
of an eco-friendly, non-toxic termite repellant additive. The termite protection shall be as per DIN
EN117.

A copy of Invoice from OEM of rodent repellent material & termite repellant material shall be
submitted with the pre-FAT internal inspection reports and VENDOR to evidence original invoice
from OEM of rodent repellent master-batch & termite repellant material during Factory
Acceptance Test of finished cable.

reports shall be submitted by the VENDOR. Termite resistance shall be provided with an additive

VENDOR to specify the cable diameter.

• RIP CORD:

Minimum two suitable ripcords shall be provided in the cable, which shall be used to open the
LSLH sheaths of the cable. Two ripcords shall be placed diametrically opposite to the each other
at below the outer sheath. It shall be capable of consistently slitting the sheath without breaking
for a length of 1 meter at the installation temperature. The ripcords (3ply & twisted) shall be
properly waxed to avoid wicking action and shall not work as water carrier. The ripcords used in
the cable shall be readily distinguishable from any other components utilized in the cable

• COLOUR CODING:

The colours applied to individual fiber, tubes, fiber units and binders shall be readily identifiable

VENDOR to provide Test reports of all tests carried out by Fiber manufacturer for optical
& physical properties of fiber.

42.0 IDENTIFICATION AND MARKING

The outer surface of the cable shall be permanently & legibly marked with colour in contrast to the
outer sheath at regular intervals not exceeding one meter. Following information shall be clearly
printed:

• Client Name

• Number & Type of Fiber (e.g. 48 F OFC G.652D)

• Manufacturer's Name

• Month & Year of Manufacturing

• Length Mark

43.0 CABLE DRUMS

Cable shall be supplied in non-returnable cable drums. The cable ends shall be sealed against
moisture/water ingress with heat-shrink end sleeves. The cable shall be supplied in a drum size,
which shall contain the Standard Reel Length. Cable drum shall be constructed to have required
mechanical strength so that the drum flanges and other components do not break during
transport, in actual use or in storage. The flanges and the outside surface of the barrel shall be
free from protruding materials or projections or unevenness capable of damaging the cable or
hands of operator during rotation of drums.

Drum identification label shall contain the following:

• ISI certification mark

• Drum identification number

• Type of cable

• Number of Cores and Cross sectional area

• Cable quantity (meters)

44.0 PACKING

All equipment/ instruments/ cable drums shall be individually packed in suitable containers/ crates
designed to avoid damage to the equipment during transit and storage in accordance with best
commercial practice and with the requirements of applicable specifications. The materials used
for packaging, wrapping sealing moisture resistant barriers, corrosion preventers etc. shall be of
recognized branches and shall conform to best standards in the areas in which the articles are
packaged. The packing shall protect the equipment from impact, vibration, rough handling, rain,
dust, damp, insects, rodents, etc. Each container/ crate shall be subjected to impact, vibration and
other mechanical tests.

Each container shall have a copy of factory acceptance test report enclosed in it. Packages for
optical fiber cable shall make provision to allow for two (2) meters of excess cable on the inner
end of the package to be accessed from outside. The outer end of the cable shall have pulling
eye with heat shrinkable sleeves attached to it. The inner end of the cable shall be provided with a
heat shrinkable sleeve. The ends shall be adequately protected to allow for normal handling
during shipment.

45.0 DOCUMENTATION

The following documentation shall be provided by VENDOR as minimum:

• Detailed Testing Procedure.

• Name and Place of manufacturing of Fiber and Cable

• All optical and physical parameters test report from Fiber Manufacturer.

• Drum Weight

• Packing List

46.0 SUPERVISORY SYSTEM OVERVIEW

• Existing Supervisory System shall be extended to monitor the status of LAN switch and
telecom cabinet alarms for temperature, power, door and fan. One RTU shall be provided at
each new well pad RP-02. These RTUs shall be connected over LAN network to existing
client machine/server at MPT for remote monitoring.

• One RTU shall be installed in Telecom Cabinet of following new buildings of RP-02 :

• Control Building

• Main Substation

• Office Building

• One RTU in each building shall be connected to temperature sensor, power & door switch
and fan alarm of each Telecom Cabinet in that building.

• The existing Supervisory System RTU in RGD & Well Pad area is from DENKOVI and
model is SmartDEN IP-32IN.

• The existing 230 VAC to 12 VDC Power Supply Converter is from Meanwell and Model is
RS-50-12

47.0 TECHNICAL REQUIREMENTS

The Supervisory system shall consist of, as a minimum:

• RTU

• Power Supply Converter

47.1 RTU

The RTU shall gather analogue data such as temperature and status data such as contact
closures from devices that are not network enabled. This data shall be presented in the Client
Machine for monitoring of LAN status and alarms of the supervisory system.

Supervisory system shall also provide status of LAN switch and alarms for high temperature, non-
availability of power, cabinet door opening and fan flow failure alarms.

The RTU installed in the one Telecom Cabinet of the Control Building shall be connected to

An RTU shall have following standard interfaces as minimum:

RTU shall be able to communicate with Workstation / server via SNMP / other Protocol for
transferring the data.

47.2 CABLING

The indoor cables for Supervisory System shall be UV resistant, XLPE insulated with LSZH.

47.3 UPS SYSTEM

The supervisory system shall be powered from the UPS 230V AC with 2 hours battery autonomy.

48.0 TAGGING/LABELLING

Cabinets & Major system components and wiring clearly labeled and identified with tag
numbers. Name plates shall be in the English language.

Tag plates for indoor equipment shall be Resopal / Traffolyte, for outdoor equipment the tag
plate shall be made of SS 316 grade stainless steel. All labels shall be suitably attached using
proprietary fixing or by stainless steel screws.

As a part of system documentation all equipment shall be identified with the manufacturer
type, serial number, COMPANY’s requisition number and tag number.

All field cable tag labels shall be permanently attached to the cable sheath. A label shall be
attached at each entry to an equipment rack, distribution frame, junction box, cable transit or
building entry to identify the field cable. Each label shall be black text on yellow background,
suitable for external installation and shall not fade due to UV light.

49.0 TESTING/COMMISSIONING

The systems and equipment shall be subjected to COMPANY approved testing procedures,
at the following stages:

• Factory Acceptance Tests (FATs)


• Site Acceptance / Commissioning Tests (SATs)

FAT Testing shall be carried out to prove that the equipment meets the project specification.
All details provided in the Technical Specification shall be demonstrated to the COMPANY
requirements.

SAT Testing shall be carried out to confirm the results of the FAT and to test systems where
integration testing could not be carried out prior to installation on site. All SAT testing shall be
witnessed by the COMPANY representatives.

The CONTRACTOR shall provide a minimum of fifteen days’ advance notice, in writing, of
each intended test. Notices shall include the equipment, date, time and location for the tests.
Any changes to the notice shall be identified and notified to COMPANY immediately, and a
revised time, date or location shall be agreed. All testing shall be carried out by the
CONTRACTOR’s qualified personnel in the presence of COMPANY representatives. The
CONTRACTOR shall obtain approval from the COMPANY prior to performing any pre-

commissioning or commissioning tests.

The COMPANY Engineers and Technicians will be involved during the installation, testing
commissioning and cut-over phases to get as much ‘on the job’ training as possible.

After the new systems installation and cut-over, the CONTRACTOR shall conduct all the
commissioning tests to demonstrate that the overall performance of the systems meets the
required specifications. Upon completion of the Site Acceptance Tests the equipment shall be
subject to a 30-day Extended Performance Monitoring (EPM) Test.

The commissioning of the systems shall be considered as complete when all performance
tests meet the design specifications and have been successfully concluded to the satisfaction
of the COMPANY and problem free operation of the equipment has been maintained for thirty
(30) consecutive working days.

50.0 EARTHING

Telecom earth shall be shared with Instrumentation System earthing. This earth shall be
terminated to an earth bar located in a rack room. All equipment racks, indoor equipment,
field equipment and distribution frames shall be bonded to earth by the CONTRACTOR. All
cable screens shall be bonded to a telecom earth, separate from the panel earth. The
screens shall only be earthed at one end of the cable, to avoid the possibility of any earth
loops occurring. All telecom panels shall have a separate telecom earth. All field cable
armoring and any necessary grounding kits shall also be bonded to panel earth by the
CONTRACTOR.

51.0 EQUIPMENT RACKS

The equipment rack in various buildings shall be standard 19” of required height (Rittal
make).The rack shall be painted solid steel with a RAL7035 finish and 42/15. The 42 U shall
be supplied with a 100 mm plinth for floor fixing. The front door shall be provided glazed glass
window and the rear door shall be solid steel. Both door shall be detachable & lockable. The
equipment rack shall be supplied with both top & bottom cable entries. Incoming cable shall
be glanded or clamped to the rack. Vented plinth panels and fans shall be used to assist rack
ventilation. All equipment installed within the rack shall be mounted on supporting shelves
and shall be fixed to the 19” internal frame.
Each equipment rack in the Control Building in RP-02 shall contain a panel earth bar and

telecom earth bar. The panel earth bar shall be used for bonding the equipment chassis and
rack, whilst the telecoms earth shall be used for the screens of the telecoms cables. Each
equipment rack shall be equipped with internal power sockets, 240 VAC, for maintenance
of test equipment, where applicable.

52.0 CABLE GLANDS

All field cables shall be glanded at instrument or junction box using Nickel Plated brass
glands. All cable glands shall be supplied with nylon washer to maintain IP66 weatherproofing
and a serrated washer/internal nut to ensure positive earthing of metallic junction boxes and
continuity plates of plastic junction boxes

53.0 EXPANSION

The design shall be capable of accommodating 20% expansion, without the need to replace
any field cables or equipment and without the need for any additional equipment racks. The
fiber optic cabling, MDFs, IDFs, DFs and patch panels shall each include 20% spare capacity
(minimum).

54.0 SOFTWARE

The CONTRACTOR shall provide all available software with the required licenses, interface
cables and operating instructions for all programmable equipment. All software shall be as
per the project guidelines. If any software updates and patch files are available shall be
supplied/ installed without any additional cost.

55.0 SPARES

55.1 MANDATORY SPARES

The CONTRACTOR shall provide mandatory spares as per the company ‘MANDATORY
SPARES LIST’

55.2 START UP/COMMISSIONING SPARES

All spare equipment components and materials required during the installation and
commissioning phase shall be provided by the CONTRACTOR. Spare shall include Power
Supply Units, Interface Cards, and modules with long lead time for replacement.

55.3 OPERATIONAL SPARES

CONTRACTOR shall submit the list of spares as recommended by the Vendor with a unit rate
valid for two years from the date of purchase order by the CONTRACTOR. The spares shall
be procured by the Company on need basis.

56.0 TEST EQUIPMENT

All test equipment required for installation & commissioning shall be provided by the
CONTRACTOR. The CONTRACTOR shall include a detailed list of the required test
equipment within their offered documents. Test Equipment shall include Fiber Testing
equipment, network testing equipment, structured cabling testing equipment etc.

57.0 TRAINING

The CONTRACTOR shall be responsible for training the COMPANY nominated personnel to
attend off site theoretical and practical sessions. All travel, accommodation and subsistence
costs related to the training courses shall be met by the COMPANY.

58.0 HANDLING, STORAGE & TRANSPORT

All equipment shall be shipped with a sealed protective covering to ensure that the equipment
can stand for long periods without operating in adverse environmental conditions. All items
shall be suitably fitted against damage during shipment, transit and storage. Cable drums
shall not be dropped or jolted. The cable shall be treated with care and precautions taken to
prevent moisture, ingress and physical damage to the outer sheath and inner components.
