PREAMBLES:

In this document, the terms “SF30WIF”, “FACILITY”, “FACILITIES”, “WATER INJECTION FACILITY”
and “WIF” shall mean the components variously described in EXHIBIT I — SCOPE OF WORKS,
Schedule 1- Design Basis Memorandum, Section 1.2, Note A therein.

1. PROJECT MANAGEMENT AND ADMINISTRATION

CONTRACTOR’s project management and administration scope comprises all


personnel, systems, services functions, equipment, materials and the like to manage the
successful completion of the WORKS.

CONTRACTOR’s project management and administration scope shall include, but not be
limited to:
1. The general management and services for engineering, procurement, construction,
towing, load-out, transport, integration, interface management, interface
engineering and installation interface with any third parties in the FIELD or at the
LOCATION, namely quality control, quality assurance, hook-up,
COMMISSIONING, and start-up of all systems, including project reporting and
coordination.
2. Supply of all CONTRACTOR management and administrative personnel at
CONTRACTOR’s SITES and SUBCONTRACTOR’s SITES including interface
management, interface engineering and installation interface with any third parties
in the FIELD or at the LOCATION, namely, administrative, QA/QC and HSE
personnel.
3. Payroll, employment, travel and subsistence and like costs for CONTRACTOR
personnel directly or indirectly engaged in the performance of the WORKS. This
shall include but is not limited to salaries, wages, payroll burdens, overtime,
premiums, qualification payments, fares and expenses, employment insurance,
holidays, sick leave, redundancy provisions, vacations and leave allowances, social
security contributions, retirement funds, bonus programs, taxes, safety and welfare
programs, and protective clothing and the like.
4. Facilities described as CONTRACTOR offices and associated utilities (including but
not limited to rent, rates, heating, lighting, power, security, maintenance, and the
like).
5. Management of all SUBCONTRACTOR personnel who are assigned to
CONTRACTOR’s project team.
6. General management and general services (including but not limited to security,
janitorial, general purchasing, general accounting, project accounting, payroll,
employee relations, and reception).
7. All royalties, duties, license fees, know-how fees, and usage of proprietary
information.
8. Corporate administrative services such as legal, advertising, recruiting, general
procurement, corporate and project accounting, marketing, industrial relations,
sales and their related office costs.

CONTRACTOR shall demonstrate effective planning, processes, systems and

procedures needed to successfully complete the WORKS in accordance with all the
requirements of the CONTRACT, and shall develop a Project Execution Plan (PEP)
outlining CONTRACTOR’s plan to execute the WORKS.

1.1 SCOPE OF PROJECT MANAGEMENT SERVICES


CONTRACTOR shall provide all necessary project management and administrative
services at all SITES and the SITE as necessary to complete the WORKS.
These services shall include, but are not limited to:
1. Project execution planning
2. Project controls
3. Organization, resources and staff management
4. Communications management
5. Risk management
6. Engineering management
7. Procurement and contracting management
8. Construction management
9. Quality management
10. Health, Safety and Environmental (HSE) management
11. Interface management
12. Data, Information and Documentation management
13. Regulatory compliance management
14. Classification and verification management
15. Installation management
16. Testing and Pre-COMMISSIONING management
17. Hook-up and COMMISSIONING management

1.2 ORGANIZATION, RESOURCES AND STAFFING PLAN


CONTRACTOR shall prepare a project specific organization, resources and staffing plan
detailing the requirements to complete the WORKS. The plan shall show how
CONTRACTOR’s project team will be organized and manpower and staffing made
available in order to meet all project requirements.

The plan shall include the project specific organization charts depicting the
CONTRACTOR’s project team and all SUBCONTRACTOR reporting relationships. The
plan shall further detail CONTRACTOR’s organization at each JOBSITE and the SITE.
CONTRACTOR’s organization chart and supporting descriptions shall clearly indicate the
titles, authority, and responsibilities of all positions shown. The organization charts and
supporting descriptions shall also illustrate the organization of the following project
functions:
1. Project management
2. HSE, including regulatory and permitting activities
3. Quality assurance/quality control, including classification requirements
4. Project controls, including planning, scheduling, cost control
5. Engineering and DESIGN
6. Data, Information and Documentation management
7. Operations assurance

8. Procurement, including expediting and inspection


9. Material control, including material handling and logistics
10. Construction supervision, including conversion/fabrication, integration, sail-out,
load-out, installation and marine operations
11. Towing and mooring
2. Hook up and COMMISSIONING, including marine operations.

In addition, CONTRACTOR’s organization shall include:

1. CONTRACTOR’s major SUBCONTRACTOR management personnel from, at a


minimum, the hull, engineering and conversion/fabrication teams into
CONTRACTOR’s management team
2. Dedicated QA/QC staff at all major SITES
3. A single point contact for procurement
4. Identification of a dedicated CONTRACTOR interface engineer to be the single
point of contact for internal and external interface issues
5. A full-time regulatory requirements specialist to interface with COMPANY,
CONTRACTOR’s SUBCONTRACTORS, CLASSIFICATION SOCIETY,
regulatory agencies and other external authorities as required to obtain the
necessary permits and licenses for the WORKS
6. A full-time qualified operations and maintenance representative to provide input
into the DESIGN and engineering of SF30WIF at commencement of detailed
engineering.

1.3 COMPANY INVOLVEMENT


CONTRACTOR shall execute the WORKS in compliance with the CONTRACT, using
CONTRACTOR’s existing systems, processes and procedures as modified to meet or
exceed COMPANY requirements.
COMPANY’S planned involvement is further defined in subsequent sections of this
SCOPE OF WORK.

1.4 PROJECT EXECUTION AND QUALITY PLAN (PEQP)


CONTRACTOR shall develop, maintain, and implement a specific WIF Project Execution
& Quality Plan (PEQP). The PEQP shall include or reference all plans, directions and
procedures necessary to execute the WORKS.

The PEQP shall minimum consists of:

1. Project Execution Plan (including : Engineering Plan, Fabrication &


Construction Plan, Commissioning Plan, Transport & Installation Plan, Hook-
Up Plan, Start Up Plan, Operation and Maintenance Plan)
2. Project Organization
3. Operating and Maintenance Organization
4. Project Controls Plan
5. Quality Management (QA/QC) Plan
6. Interface Management (manage interface to : COMPANY, REGULATORY
BODY, SUBCONTRACTORS)

2. ENGINEERING

CONTRACTOR shall carry out all required Engineering DESIGN including all studies,
specifications, calculations, data sheets, engineering drawings, bills of materials and any,
and all other WORKS necessary to support the DESIGN, procurement, construction,
installation, inspection, testing, COMMISSIONING and transitioning to operations of the
FACILITY.

2.1 ENGINEERING MANAGEMENT PLAN


CONTRACTOR shall prepare an engineering management plan addressing all activities
necessary to complete the WORKS. This plan shall cover the following areas:

1. Planning, performance and/or oversight of all engineering activities.


2. Management of CONTRACTOR’s and SUBCONTRACTOR’s engineering team(s).
3. Coordination of all SUBCONTRACTOR and vendor engineering activities.
4. Input from specialists – including operations and maintenance representative(s),
construction representatives from CONTRACTOR’s construction teams, safety and
the like.
5. Performance of formal engineering reviews (constructability, layout, HAZOP,
HAZID, operations and maintenance, and the like).
6. Interface with classification authority.
7. CONTRACTOR’s application of value improving processes and best practices.
8. Preparation, review, updating and distribution of engineering deliverables.
9. CONTRACTOR’s approval process.
10. COMPANY review of key engineering documents.
11. Project DESIGN reviews.
12. COMPANY conducted engineering audits.
13. Resolution of technical queries.
14. Support of CONTRACTOR’s procurement and QA/QC efforts.
15. Follow-on engineering support of conversion/fabrication, integration, transport,
installation and hook-up and COMMISSIONING.
16. Completion reproduction and delivery of engineering documentation.

In addition, CONTRACTOR SHALL:

1. Designate an engineering point of contact that will be the official communication


channel for all engineering related correspondence to COMPANY and
REGULATORY BODY
2. Provide full time qualified technical representation from its conversion/fabrication
and installation SUBCONTRACTORS to be involved and provide input into

CONTRACTOR’s engineering deliverables. This representation shall be on


LOCATION within 10 days of detailed engineering commencing.
3. Include full time qualified operations and maintenance representatives on their
team to provide input to CONTRACTOR’s engineering and deliverables.
4. Provide full time CONTRACTOR engineering representation at each of the hull,
accommodations, topsides conversion/fabrication and Conversion Site/Yards.
5. Provide full time interfacing with other ongoing project or packages carried out by
COMPANY’s contractor or consultant specifically for Water Treatment System,
bridge, piping and tie-ins in order to resolve any outstanding engineering or
installation issues between all parties.

2.2 ENGINEERING SCOPE – GENERAL


CONTRACTOR, as part of the engineering and design effort, SHALL:
1. Perform engineering and design until the issuance of Approved for Construction
(AFC) and CLASSIFICATION SOCIETY approval.
2. All studies, analysis, calculations, which are required as a part of DESIGN and for
optimization of equipment sizing/selection, line sizing, piping stress analysis.
Calculations and Analyses shall be performed using established computation
3. techniques and programs. Where computer programs are used, CONTRACTOR
shall supply details of the software to COMPANY for review and approval, prior to
commencing the DESIGN work. All the software, programs shall be checked and
validated prior to usage for DESIGN.
4. Involve personnel with construction and installation experience to assure
constructability issues are identified and addressed.
5. Incorporate an Operations Assurance manager from the earliest stages of
engineering and involve personnel with operations and maintenance expertise to
assure operations and maintenance issues are identified and addressed, and to
assure that specified levels of operability, maintainability, reliability, availability and
emergency management are supported by the DESIGN.Support all stages of the
WORKS, including but not limited to:
a. Procurement, equipment conversion/fabrication, inspection and testing
b. Module conversion/fabrication, inspection and testing
c. Procurement related equipment
d. Mooring conversion/fabrication, inspection and testing
e. Hull conversion, inspection and testing
f. Integration and pre-COMMISSIONING
g. Training
h. Installation, hook-up, COMMISSIONING and start-up.

6. Prepare, update and issue Technical Document Register (TDR) on monthly basis.
7. Perform the detailed DESIGN and AFC drawing issuance for construction of the
entire FACILITY.
8. Incorporate changes in WIF documents as required addressing HAZOP action
items for CONTRACTOR resolution at no extra cost to COMPANY.
9. Incorporate changes as required to address COMPANY comments on deliverables.
10. Incorporate DESIGN and redundancy as required achieving specified uptime.
11. Ensure full compliance with the COMPANY requirements for all permanent and
temporary conditions.

12. Liaison with COMPANY for tie-ins and other interfaces, for obtaining COMPANY’s
approval for tie-in method and LOCATIONs. CONTRACTOR shall prepare tie-in
schedules, method statements and procure the materials for tie-ins on priority
basis, depending on the timing of the shutdown for tie-ins. The cost for all tie-in /
interfacing requirement shall be fully borne by CONTRACTOR.
13. Ensure that the final, commissioned FACILITY meets the DESIGN intent and
performs as specified in the COMPANY’s SCOPE OF WORK.
14. Interface engineering with COMPANY consultant/contractor specifically with
regards to WIF tie-ins for finalizing Overall Plot Plan, Equipment Layout and other
tie-ins requirements.
15. Submission of specification, datasheets, drawings, method statement, schedules,
calculation, and test results etc. to COMPANY for review and approval.
16. Review documents for compliance with QA/QC and HSE requirements.
17. Verify and finalize equipment and line sizing as against the Basic DESIGN before
the start of detail DESIGN. Any changes shall be borne by CONTRACTOR at no
extra cost to COMPANY.
18. Prepare modification, conversion, fabrication and construction work-packs including
specification, procedures, drawings etc.
19. Develop PERFORMANCE TEST requirements for major equipment.
20. Witness PERFORMANCE TESTat vendor facilities.
21. Implement document control system for DESIGN/ENGINEERING documentation
and vendor documentation.
22. Incorporate process DESIGN, operation and maintenance requirements in
DESIGN and ENGINEERING of all disciplines.
23. Update all engineering documentation to ‘as-built’ status.
24. Prepare CONTRACT close out report.

CONTRACTOR shall furnish all required engineering services for the WIF including, but
not limited to the following:
1. The review, verification, updating and supplementing of COMPANY supplied
engineering drawings and documents as required and in sufficient detail to
construct and assemble the hull and topsides facilities. This effort includes
specification development from Exhibit I – Schedule 1; Design Base Memorandum.
2. Review, verification and supplementing of COMPANY supplied documents in
sufficient detail to support CONTRACTOR’s procurement of equipment and
materials and to progress conversion/fabrication and construction.
3. Carrying out constructability reviews, HAZOP, HAZID, IPF, WIF Safety Case
studies and associated reports, during all stages of the WORKS.
4. Supporting and carrying out procurement functions, including the development of
vendor documentation requirements, inspection and testing requirements,
COMMISSIONING and long term maintenance requirements.
5. Management of technical queries and clarifications requested by CONTRACTOR
and/or on behalf of its SUBCONTRACTORS, suppliers or vendors from
COMPANY.
6. Receipt of SUBCONTRACTOR and vendor drawings and data, and assuring
compliance of same with the CONTRACTOR’s technical requirements.
7. The review and approval of SUBCONTRACTOR and vendor drawings and
documentation.

8. Perform technical bid evaluation (TBE) and award recommendation through


Technical evaluation report (TER) before the issuance of Purchase Order (PO).
The TBE and TER shall be approved by the COMPANY before commencement of
any major procurement.
9. Updating and/or preparation of process DESIGN, drawings, equipment data
sheets, engineering DESIGN documents, studies and other documents to
incorporate detailed DESIGN requirements, comments from COMPANY, and to
include final vendor data for actual equipment purchased and as-built DESIGN.
10. The updating of SUBCONTRACTOR and vendor drawings and documentation to
‘as-built’ status.
11. Definition of internal interfaces and integration of those with applicable systems and
sub-systems between modules and between modules and hull.
12. Provide deliverables identified for external interfaces on the agreed schedule.

2.3 REGULATORY REQUIREMENTS


CONTRACTOR shall prepare a regulatory plan addressing all activities necessary to
successfully submit and obtain all necessary regulatory and permitting approvals during
the execution of the WORKS. The plan shall include, but is not limited to the following:

1. Roles and responsibilities, including the division of regulatory responsibility


between CONTRACTOR and COMPANY.
2. Identification, preparation of documentation and registration of all licenses, permits
and authorizations associated with the WORKS, including a timeline showing the
need dates, related activities and status.
3. Preparation of a plan detailing how CONTRACTOR will obtain all licenses, permits,
temporary permits and authorizations required by applicable laws, rules and
regulations for the performance of the WORKS. CONTRACTOR shall monitor this
plan within the overall project schedule to ensure timely receipt of all permits,
licenses and approvals.
4. Development of all necessary technical documentation for compliance with
regulatory requirements, or information requested to obtain permits.
5. Development of all document submittals related to permits, licenses and approvals.
6. Assistance to COMPANY by providing the necessary information and
documentation to support regulatory and permitting applications to be made by
COMPANY.
7. CONTRACTOR’s responsibility to bear all costs for obtaining CONTRACTOR’s
permits, licenses, and the like.
8. How CONTRACTOR will ensure adherence to the following key codes and
standards:
a. MALAYSIAN law and regulations
b. Coastal State regulations, rules and requirements
c. Flag State regulations, rules and requirements
d. Classification rules and guidelines
e. International code including but not restricted to International Maritime
Organization (IMO)
f. Industry code, standard and guideline.

CONTRACTOR shall ensure that the WORKS are carried out in compliance with the

requirements of EXHIBIT XIII - REGULATORY REQUIREMENTS.

2.4 UNITS OF MEASUREMENT


CONTRACTOR and its SUBCONTRACTORS and vendors shall use the units of
measurement as detailed in Exhibit I, Schedule 1 – Design Base Memorandum

2.5 EQUIPMENT IDENTIFICATION SYSTEM


CONTRACTOR shall use the standardized equipment identification system agreeable to
COMPANY and kept consistency throughout the phases.

CONTRACTOR. The labeling system shall be applied in accordance with specifications


developed by CONTRACTOR during detailed DESIGN.

Equipment identification system shall include tagging of all instrumentation including any
existing instrument to be accomplished by CONTRACTOR.

2.6 DOCUMENT REVIEW


CONTRACTOR shall submit a Master Deliverable List. COMPANY will select which
documents will be as FOR INFORMATION ONLY or TO BE REVIEWED.

All deliverables shall be thoroughly checked, initialed by the designated checker, and
approved by CONTRACTOR before submittal for COMPANY review.

CONTRACTOR shall assign designated checkers by discipline to be responsible for


document quality and correctness. CONTRACTOR shall allow COMPANY seven (7)
days to respond upon receipt by COMPANY.

CONTRACTOR shall submit all documentation to COMPANY in accordance with


CONTRACTOR’s agreed information management plans.

2.7 DESIGN REVIEWS AND AUDITS


CONTRACTOR shall develop and submit to COMPANY for review and comment within
30 days of the Effective Date, a program for DESIGN reviews including, but not limited to,
the following key project DESIGN reviews. CONTRACTOR shall notify COMPANY 14
days in advance of all DESIGN reviews. COMPANY shall attend said reviews at
COMPANY discretion.

The design reviews, minimum consists of:

1. PFD and P&ID Design Review


2. Interface Design Review (interface point, bridge installation, hook-ups)
3. Transport, Parking, Installation Plan Review
4. Interface Constructability Design Review
5. HSE Design Review (e.g.: HAZID, HAZOP, HFE, etc)
6. Mechanical Handling Review

CONTRACTOR shall arrange for the following audits during the detailed engineering
phase at CONTRACTOR’s offices:
1. An audit Line Department Review (LDR) at 80-90% completion milestones during
detailed engineering (after incorporating IDC).
2. An audit (AFC PIR) prior to AFC and CLASSIFICATION SOCIETY submittals.

2.8 OVERVIEW OF DELIVERABLES


CONTRACTOR shall develop a complete engineering deliverables/documents for
procurement, construction, installation, transport, commissioning, operation and
maintenance of the systems. These are among others:

1. Specifications, datasheets, List, Schedule, calculations, and drawings including


modification drawings from existing equipment in WIF.
2. Overall Plot Plan covering WIF and bridge to SFJT-D platform.
3. Equipment Layout, Piping Layout, Isometric drawings, Area Classification drawings.
4. Topsides Process and Utility Flow Diagrams (PFD’s, UFD's), Piping and Instrument
Diagrams (P&ID’s), Heat and Material Balance, Equipment Lists, including Marine
Systems (revised PFD and P&ID).
5. Electrical single-lines diagram and load list including modification drawings.
6. Safety equipment location plan(s), escape route and fire protection arrangement.
7. SAFE charts and cause and effect diagrams.
8. Initial weight report (subsequent monthly weight reports will be reviewed by
COMPANY).
9. Hull strength and fatigue analysis (following review by CLASSIFICATION
SOCIETY).
10. Mooring arrangement and analysis (following review by CLASSIFICATION
SOCIETY).
11. Jacket leg strength and mud mat and fatigue analysis and foundation analysis
(following review by CLASSIFICATION SOCIETY).
12. Hull stability analysis (following review by CLASSIFICATION SOCIETY and/or Flag
Administration).

2.8.1 Document Register


CONTRACTOR shall develop and maintain a system for document register. This system
shall provide tracking of revisions for all calculations, drawings, diagrams, data sheets,
specifications, schedules, transmittals and submittals produced by CONTRACTOR, and
CONTRACTOR’s SUBCONTRACTORS and vendors. CONTRACTOR shall made
available the document register to the COMPANY. CONTRACTOR shall made available
documents requested by COMPANY.

All engineering documentation shall be updated to ‘as-built’ status within two months after
startup of the FACILITY.

2.8.2 Final Documentation

The Final Project Documentation, shall include, but not limited to, the following:
1. Startup and Operation Manual.
2. Maintenance Manual (including of vendor list of major equipment and contact
particulars)
3. Final Vendor Documentation (including unpriced purchase orders for major items)
4. As Built Documents and Drawings.
5. Project DESIGN Dossier (shall cover an updated DESIGN Basis, DESIGN
Philosophies and Calculations, which formed basis for engineering).
6. Complete set of Approved SPIRs
7. Construction Documentation and Records
8. COMMISSIONING and PERFORMANCE TEST Records.
9. Vendor documentation shall be well organized and compiled. It shall have the
following three separate sections:
10. DESIGN section – Technical Documents, specifications, data sheets and drawings
11. Manufacturing records
12. OPERATION & MAINTENANCE manual

2.9 DESIGN BASE


CONTRACTOR shall use the Basic DESIGN package included in Exhibit I – SCOPE OF

WORKS, Schedule 1- Design Basis Memorandum as a basis base before the


commencement of engineering. The Basic DESIGN however shall be verified for any
discrepancies and need to be updated and expanded in the detailed DESIGN
deliverables

2.10 PROCESS ENGINEERING


CONTRACTOR shall provide process engineering and DESIGN associated with all
topsides and marine process systems. CONTRACTOR shall develop all aspect the
process DESIGN to facilitate fabrication, installation, COMMISSIONING, start-up and
operation of the WIF in accordance with DESIGN criteria and the functional requirements.
CONTRACTOR shall incorporate information from equipment supplier into detail
DESIGN.

CONTRACTOR shall review and close all HAZOP action items.

2.10.1 Steady State Process Simulations and Process Flow Diagrams


CONTRACTOR shall independently run process simulations starting from the WIF to
SFJT-D tie-ins to demonstrate that the process DESIGN is suitable over the entire
operating envelope and define the sensitivity of the process DESIGN to fluctuations in
operating parameters such as flow, pressure, molecular weight, and the like.

To carry out this verification exercise, CONTRACTOR shall be required to interface with
COMPANY specifically for Water Treatment system, piping, bridge and tie-ins.

In addition, CONTRACTOR shall be responsible for performing any other process


simulations that are required to complete the detailed engineering.

2.10.2 Dynamic Process Simulation


As part of DESIGN verification prior to detail engineering, CONTRACTOR shall develop
dynamic process simulation model starting from SF30WIF, pipeline up to SFJT-D wells,
to simulate startup, shutdown and unintended valve closure condition.

2.10.3 Process and Utility DESIGN Data


CONTRACTOR shall develop and maintain process, production, and utility DESIGN
data, including hull and marine systems data.
This data shall consist of, but not be limited to the following:

1. All process studies, process simulation outputs and calculations necessary to


complete the DESIGN. A HYSIS model shall be maintain consistent with the PFD’s
and heat & material balances.
2. Process DESIGN Basis.
3. Process Flow Diagrams (New, existing and demolition scopes including information
received from suppliers and vendors).
4. Piping & Instrumentation Diagrams (New, existing and demolition scopes including
information received from suppliers and vendors).

2.10.4 Design Studies and Requirements

CONTRACTOR shall submit list of studies and reports to the COMPANY.

CONTRACTOR shall perform, document, and incorporate the recommendations/results


of all studies, reviews, and calculations required to DESIGN the FACILITY.

Action and recommendation arising from the studies shall be documented by


CONTRACTOR and review by the COMPANY. CONTRACTOR shall be responsible for
developing action tracking register and closing out a Detailed DESIGN Action Tracking
System which should consolidate all studies recommendations.

These studies and analyses shall include, but not limited to:

1. Process System Component Sizing


2. HSE Studies

CONTRACTOR shall perform and maintain other studies or DESIGN reports as listed
below to address specific concerns and requirements stated in Exhibit I – Schedule 1;
Design Base Memorandum and/or identified during detailed DESIGN to demonstrate the
process feasibility to meet product quality requirements and controls capability during low
flow, start-up, shutdown, and securing for an extended shutdown.

CONTRACTOR shall update utility summaries, material balances, drawings, process


data sheets and other associated documents according to CONTRACTOR’s detailed
engineering development, information from vendors and information supplied by
COMPANY throughout the duration of the WORKS.

2.11.1 Design Studies and Analysis


CONTRACTOR shall perform, document, and incorporate the recommendations/ results
of all studies, reviews and calculations required to DESIGN and construct the topsides
and hull mechanical systems. These studies and analyses shall include, but not be
limited to:

1. Reliability, Availability, and Maintainability (RAM) analysis during the detailed


engineering phase with proposed selected equipment and updating the RAM
model to reflect actual equipment selected and procured for WIF. The results of this
analysis shall be used by CONTRACTOR to demonstrate CONTRACTOR’s
equipment selection, redundancies and sparing support the COMPANY specified
WIF uptime goal.
2. Vibration/dynamic behavior of systems subject to vibration or hammering and
DESIGN or specify systems to dampen vibration. This shall also include surge
(water hammer) analysis of the seawater, firewater and offloading systems.
3. Mechanical systems DESIGN for the expected motions, maximum deflections and
accelerations of the WIF.
4. Purchase orders for equipment, including but not limited to engines, turbines,
motors, gear boxes, inlet and exhaust silencers, pumps, compressors, blowers,
fans, restriction orifices, flow meters, control valves, relief valves, shall include
requirements for compliance with COMPANY specified noise criteria. Noise data
sheets shall be prepared and included in purchase orders, indicating the maximum
acoustical energy/sound levels which can be given off by the equipment item in
question. CONTRACTOR shall furnish mitigation measures to meet COMPANY
specified noise criteria.
5. Studies as necessary to address specific concerns and requirements stated in the
Exhibit I – Schedule 1; Design Base Memorandum and/or identified during detailed
DESIGN to demonstrate the process feasibility to meet product quality
requirements and controls capability during low flow, start-up, shutdown, and
securing for an extended shutdown. These studies shall be performed and updated
as necessary to reflect DESIGN changes. These studies shall include, but not be
limited to:

a. Compressed air requirements (utility and instrument air as well as start air for
black start of engine)
b. Potable and fresh water requirements
c. Nitrogen requirements
d. Fuel gas requirements
e. Diesel requirements
f. Hydraulic power requirements
g. Noise
h. Chemical selection, storage and handling
i. Firewater requirements
j. Pigging requirements
k. Material handling

2.11.2 Mechanical Equipment Access

and to provide easy access to equipment, associated valves and instruments for
operations and maintenance within the SF30WIF.

Temporary scaffolding to provide access shall not be employed as a method for providing
maintenance access. Provision of maneuvering space for equipment or machineries
being handled and to valves, instruments, panels and the like shall also be considered in
the DESIGN

2.11.3 Mechanical Equipment Structural Attachment


CONTRACTOR shall prepare a hold-down plan for mounting and attaching equipment to
structural supports. The plan shall define mounting details of all equipment connections
including:

1. Bolting direct to main steel module supports


2. Welding to deck plate
3. Welding to main steel
4. Equipment vibration considerations
5. Use of pads.

2.11.4 Standardization of Equipment


CONTRACTOR shall minimize the variance in sizes, type and manufacturer of
mechanical equipment in accordance with the requirements of CONTRACTOR’s
standardization plan.

2.11.5 Weight Management


CONTRACTOR shall be responsible for managing weight and center of gravity for the
WIF

CONTRACTOR shall be responsible for providing and maintaining a single, summary


weight reports that integrates the topsides and hull weight reports

2.12 STRUCTURAL AND ARCHITECTURAL ENGINEERING

CONTRACTOR shall provide engineering and DESIGN associated with all topsides and
WIF hull steel structures, including the accommodations, helideck, jacket legs, and
bridge.

2.12.1 Facilities and Marine Layouts


CONTRACTOR shall finalize structural layouts and equipment arrangements to
accommodate all requirements for, but not limited to:
1. Topsides and hull equipment
2. Crane operation and material handling philosophy
3. Hull flexibility
4. Differential movements between modules/pipe-racks

CONTRACTOR shall optimize stair and access walkway positions and shall ensure that
suitable and sufficient ingress and egress for operations, maintenance, and emergency
evacuation

CONTRACTOR shall upgrade, replace or make good all structural parts or components
on the SF30WIF that had been deteriorated due to the act of environments which
resulted in severe corrosion or unsafe operation which shall include but not limited to floor
decks, walls, doors, stairs, helideck, handrail, tanks, cranes, booms, jacket leg etc.

CONTRACTOR shall provide Structural Upgrading/Demolishing Plan on the SF30WIF


within two (2) weeks from Effective Date for COMPANY approval before commencement
of the WORKS.

2.12.2 Engineering Analyses


Engineering analyses shall include all applicable aspects of DESIGN, construction, load-
out, towing activities, installation, lifting (if lifting is required including/for future
maintenance) and in-place conditions.

2.13 PIPING ENGINEERING

CONTRACTOR shall perform the engineering activities like piping design basis, Piping
Material class specifications, Conceptual equipment layouts, Prelim. Piping GAD, prelim.
MTO etc. in the scope of work prior to detailed engineering activities.

2.13.1 Piping Engineering and Design

For topsides piping CONTRACTOR shall perform all necessary engineering and
DESIGN, including but not limited to:
1. 3D Computer Model : Prepare a 3D computer model in sufficient detail to construct
the topsides facilities. Piping plans, isometrics, elevations, sections and details shall
be generated. CONTRACTOR shall include all mechanical equipment in the 3D
model and drawings. The model shall be used to optimize equipment layout for
operability, maintainability, safety, and potential dispersion of accidental releases,
high temperature due to radiation heating, and shall incorporate any operations and
maintenance requirements into the equipment layouts. The electronic files of the
3D computer model, reflecting “As-Built” conditions shall be turned over to
COMPANY 60 days prior to the conclusion of the WORKS for verification of the
model functionality.

a. 3D modeling scope during detailed Engineering shall be all sizes piping


System. Also include Pipe Support details 3D.
b. Vents and drains for hydro-test purposes shall be included on isometrics.
These components and welds shall be tracked, logged and material
traced as other pressure bearing welds and components throughout the
conversion/fabrication process.
c. 3D computer modeling of the hull shall not be required for conversion of
an existing vessel.
2. Electrical Isolation for Dissimilar Metals :Provide electrical isolation (such as
insulating flange kits) as necessary to prevent corrosion cells between dissimilar
metals and to prevent stray currents from affecting cathodic protection systems
anywhere on the WIF or with adjacent structures or facilities specifically the Water
Treatment System and bridge
3. DESIGN piping to mitigate noise levels as per in Exhibit I – Schedule 1- Design
Basis Memorandum
4. Routing of Piping/Instrument and Valve Accessibility:
a. Route piping to protect critical lines from credible fire scenarios identified
during hazards analysis work.
b. Review and correct overall piping system with respect to pipe runs,
elevations, pockets, vapor locks, location of instruments, specification
breaks, equipment connections, location of relief valves, accessibility of
operating valves, suitable locations of high point vents, low point drains,
isolation/spectacle blinds and the like. Vents, drains, and other process
connections shall be oriented to prevent damage to other equipment or
harm to personnel.
5. Cleanout of Piping Systems : Prepare/DESIGN piping for blowdown, cleanout of
piping systems to remove debris after completion of integration activities but prior to
hydro- testing.
6. Hydrostatic Testing :Prepare all hydrostatic test diagrams and testing plans for
testing of piping systems.
7. Tie-in Interfaces: Provide schedule of tie-ins for all hook-up piping spools
interfacing with other contractors. Interconnect data such as “to/from”, ship loose,
installation details, etc., shall be included in the tie-in schedule.
8. The anticipate piping tie-ins are as follows:
a. Piping (via bridge) from SF30WIF to SFJT-D
b. Utility line connection (Instrument air, fuel gas, fire water.) between
SF30WIF and SFJT-D.
9. Tank and Vessel Nozzle Locations
10. Utility Service Stations : Provide utility service stations (fresh water, utility air, and
high pressure wash water). Utility services order shall be consistent and fittings
unique for each service. Service stations shall be located near places where
regular cleaning is anticipated, including, but not limited to, vessel clean- outs,
launchers and/or receivers, and/or turbine enclosures.
11. Pipe Stress Analysis : Perform pipe stress analysis using CAESER or Auto pipe
and DESIGN/support piping systems with sufficient flexibility to maintain loads on
the equipment within the limits of the equipment manufacturer, and pipe stresses
within the limit of ASME/ANSI B31.3. Pipe stress analysis shall address the
interaction of piping systems with hull flexibility as a result of hogging and sagging
environments in combination with various crude oil storage scenarios. The analysis

shall include the effects of vibration, hydraulic hammer, thermal expansion, and hull
flexure during tow, operating, and storm conditions. CONTRACTOR shall
incorporate any and all changes resulting from CONTRACTOR’s pipe stress
analysis.

2.14 ELECTRICAL ENGINEERING

2.14.1 Electrical Engineering and Design

CONTRACTOR shall prepare engineering and design of the SF30WIF electrical system.
CONTRACTOR shall be responsible for integration and compatibility of marine and
topsides electrical systems. CONTRACTOR shall perform and adequately document all
studies and calculations required to engineer, DESIGN, construct, install, test and
commission the topside and marine electrical system, including but not limited to:

1. Power generation and distribution systems to power the WIF.


2. Electrical engineering DESIGN philosophy for the WIF.
3. Load Study – Load studies shall be performed to confirm the size of the FACILITY
power plant, FACILITY transformers, distribution equipment bus sizes and all other
electrical equipment and components.
4. One-Lines – The one-line diagrams shall be developed for each tagged switchgear
and/or motor control center.
5. Modification of existing MCC spare feeder to receive new equipment or packages
6. Providing electrical power to SFJT-D as per Schedule 1- Design Base
Memorandum
7. Control Schematics – Detailed control schematics and wiring diagrams shall be
issued for each cubical or enclosure that contains control wiring.
8. Elevations – Equipment elevations for MCC's and switchgear shall be developed.
9. Layouts – Layout drawings for electrical and control buildings/rooms
10. Block Diagrams – Block diagrams shall be issued for large, complicated systems
where the detailed one-line diagrams and/or cubical wiring schematics do not
sufficiently convey the overall integration of a system. Examples of systems
requiring block diagrams include turbine generator control systems, drive systems,
and compression systems.
11. Interconnect Wiring Diagrams – Interconnect wiring diagrams shall be developed
for all interconnect wiring that is not documented by detailed one-lines or block
diagrams.

2.14.2 Electrical Studies and Procedures


CONTRACTOR shall perform the following studies and procedures and incorporate the
recommendations/results during d engineering and DESIGN:
1. Normal and emergency load studies
2. Short circuit study
3. Load flow and load trend/profile analysis
4. Motor starting study (driver power capacity and voltage drop studies)
5. System protection study

2.15 INSTRUMENTATION AND CONTROLS ENGINEERING

2.15.1 Instrumentation and Control Engineering


CONTRACTOR shall prepare engineering and DESIGN of the SF30WIF instrumentation
and control systems. CONTRACTOR shall be responsible for integration and
compatibility of hull and topsides instrumentation and control systems.

CONTRACTOR shall prepare engineering and Design of SF30WIF interfaces to SFJT-D


and SFJT-C for monitoring, control, and shutdowns.

CONTRACTOR shall perform and adequately document all studies and calculations
required to engineer, DESIGN, construct, install, test and commission the topside and
hull instrumentation and control systems, including but not limited to:

1. Preparing drawings, specifications, data sheets, and other documentation required


for the instrumentation and control systems of SF30WIF.
2. Preparing all interface documents and drawings to interface with SFJT-D, including
but not limited to : cable block diagram, cable termination, logics, cause and affect
3. Providing accessibility (stairways, platforms, etc.) and maintainability to allow repair
and testing of all controllers, relief valves and all instruments.
4. Ensuring that all systems are in compliance with the COMPANY and
CONTRACTOR requirements using good engineering practice and industry
standards.

2.15.2 Control and Safety System


The routine operation of all process control and safety, marine monitoring and safety,
packaged equipment, fire and gas and utility systems shall be accomplished from the
central control room using a Distributed Control System (DCS). CONTRACTOR shall
retain sole responsibility for the detailed engineering and DESIGN of the DCS and its
integration as defined in Exhibit I – Schedule 1; Design Base Memorandum.

2.16 TELECOMMUNICATIONS ENGINEERING


The CONTRACTOR shall provide all requirements for telecommunications equipment for

the SF30WIF. CONTRACTOR shall ensure that all marine, topsides and regulatory
requirements are met and that interfacing systems are compatible.

2.17 MARINE ENGINEERING


CONTRACTOR shall DESIGN the conversion of the marine hull for use as an SF30WIF,
including hull; all marine, and utility systems; fire detection and suppression systems;
safety and control systems; appurtenances; and accommodations, all in accordance with
CLASS rules. CONTRACTOR shall use the concepts and basic DESIGN criteria, with
particular reference to the Exhibit I – Schedule 1; Design Base Memorandum and/or
requirements identified during detailed DESIGN.

2.18 HSE ENGINEERING

CONTRACTOR shall demonstrate that all potential hazards on SF30WIF and its
interfaces to SFJT-D and SFJT-C have been identified and monitored and mitigated, and
that the risks remain within the risk tolerance criteria, as per Schedule 1- Design Base
Memorandum.

2.18.1 CONTRACTOR Key HSE Personnel, Activities and Studies


CONTRACTOR shall employ dedicated and qualified HSE personnel throughout all
aspects of the WORKS to ensure HSE requirements are integral with all
CONTRACTOR’s DESIGN, Construction, Installation, Operation and Maintenance
activities.

CONTRACTOR shall conduct HSE studies in support of the above objectives as defined
in CONTRACTOR’s Risk Management Plan. CONTRACTOR shall schedule studies and
analyses in order for them to add value to the decision-making process involved in
designing the FACILITY and allow active participation by COMPANY and relevant
regulatory authorities.

When conducting the studies CONTRACTOR shall provide a qualified leader/facilitator.


CONTRACTOR shall allow for the participation of other contractor’s as deemed
necessary or as advised by the COMPANY.

Aspects of the SF30WIF, including hull processes and topsides facilities shall be
reviewed using the HAZID and HAZOP process. COMPANY retains the option to
participate in these HAZID and HAZOP’s. HAZID and HAZOP timing shall be agreed
between COMPANY and CONTRACTOR.

CONTRACTOR shall perform DESIGN HAZOP’s based on vendor data and P&ID’s
when significant DESIGN changes take place, the impact of these changes needs to be
assessed using the HAZOP technique. CONTRACTOR shall incorporate any HAZOP
recommendation into the DESIGN.

CONTRACTOR shall also ensure that the issues arising from HAZOP are resolved and

that all required changes conducive to a safe and operable process DESIGN are
incorporated into the detailed DESIGN. CONTRACTOR shall issue the study reports and
a monthly status report for review until all HAZOPs findings are satisfactorily concluded
and the final HAZOPs resolution report issued.

Further to HAZOP, CONTRACTOR shall conduct a full SF30WIF HSE Study Case which
address on all aspect of HSE throughout the WIF project including Operational and
Maintenance stage. The HSE Study Case may consist of Qualitative Risk Assessment
(QRA), with assistance from recognized Safety and Environmental Consultant.

CONTRACTOR shall conduct a Pre-Startup Audit (PSA) before introduction of


hydrocarbon to confirm safety critical system punch-lists and unit is ready to receive
hydrocarbon. This audit is based on COMPANY PSA scheme and will be led by
COMPANY representative. All major finding, recommendations and issues raised from
PSA shall be closed prior hydrocarbon introduction.

2.19 OPERATIONS AND MAINTENANCE ENGINEERING

CONTRACTOR’s O&M group shall participate in the review of CONTRACTOR’s


DESIGN and engineering documents, layouts and specifications, drawings, Original
Equipment Manufacturer (OEM) manuals, technical evaluations and the like.

In this role, CONTRACTOR’s O&M group shall interface with other disciplines to ensure
that O&M requirements are "built in" to the FACILITY DESIGN and procurement,
throughout the execution of the WORKS.

CONTRACTOR shall prepare COMMISSIONING and start-up procedures


The procedures shall include (but shall not be limited to):
1. COMMISSIONING procedures and COMMISSIONING scopes of work
2. Systems test procedures
3. Initial fill and charge inventory requirements
4. COMMISSIONING spares list; consumables lists
5. SF30WIF equipment interface test requirements

3. PROCUREMENT AND SUPPORT

3.1 PROCUREMENT SCOPE


CONTRACTOR shall procure all equipment, materials and services required to execute
the WORKS.

CONTRACTOR shall ensure that all aspects of equipment and material manufacture,
inspection, testing and delivery by CONTRACTOR and CONTRACTOR’s
SUBCONTRACTORS, vendors and suppliers are in accordance the CONTRACTOR’s
Procurement Plan and comply with COMPANY and CONTRACTOR’s requirements.

CONTRACTOR shall prepare procurement and contracting management plan


addressing all activities, technologies, and software necessary to complete the WORKS
and covering the following areas at a minimum:
1. Planning, performance and/or oversight of all procurement and contracting
activities
2. Compliance with all MALAYSIAN procurement procedures and PETRONAS
requirements
3. Routine procurement templates, standard terms, and conditions for purchase
orders and services
4. Compliance by CONTRACTOR’s SUBCONTRACTORS, vendors, suppliers and
manufacturers with COMPANY’s requirements
5. Preparation of a subcontract administration plan detailing how CONTRACTOR will
manage CONTRACTOR’s SUBCONTRACTORS
6. Interface with CONTRACTOR’s engineering team(s) to ensure proper selection of
applicable technical requirements and engineering documents for the respective
purchase orders and specification of requirements for vendor data, solicitation of
detailed operations and maintenance manuals and the like
7. Engineered items standardization plan
8. Inspection and inspection coordination
9. Traffic/logistics/transportation – including packing, preservation, transportation,
shipping and receipt
10. Material control and material management
11. Import/export compliance and customs clearance
12. Handling and disposition of all surplus materials
13. Planning for goods, materials or equipment shipped directly to any CONTRACTOR
onshore support base
14. Management of customs taxes and duties applied to the performance of the
WORKS
15. Expediting, including preparing, maintaining, and implementing procedures
covering all aspects of expediting from placement of the purchase order through
receipt of materials and equipment including receipt of vendor data, spare parts
lists, operating and maintenance manuals, “as-built drawings” and coordinating
transportation arrangements
16. Ensuring that QA/QC requirements, including inspection, testing and associated
acceptance parameters/criteria are met

3.2 CONTRACTOR’S PROCUREMENT ACTIVITIES


The scope of CONTRACTOR’s procurement activities shall include but are not limited to:

1. Selection of SUBCONTRACTORS, vendors, suppliers and manufacturers.


2. Preparation of Request for Quotation (RFQ) documentation (including the inclusion
of all relevant technical requirements)
3. Bidding and analysis of bids
4. Awarding of purchase orders and subcontracts
5. Procurement and vendor document management including follow-up and review of
drawings and documents and final as-built documentation
6. Expediting deliveries, drawings and documentation
7. Assurance of SUBCONTRACTORS, vendors, suppliers and manufacturers
compliance with and fulfillment of COMPANY’s and CONTRACTOR’s vendor
information requirements
8. QA/QC management, auditing, inspection, and testing activities
9. Spare parts lists creation and management
10. Packaging, preservation and transportation/logistics including all required customs
clearance, import/export licenses, coordination and payment of duties and taxes
except those identified as COMPANY responsibilities in the CONTRACT
11. Management of non-conforming material and services, quarantined items and
development and regular issuance of Material Defect Report (MDR)
12. Procurement of warranties to comply with the requirements of the CONTRACT
13. Complete responsibility for CONTRACTOR’s, SUBCONTRACTORS’, vendors’,
suppliers’ and manufacturers’ logistics, planning
14. Providing, arranging, and coordinating vendor representation at the SITE
15. Receipt, storage, and preservation of equipment and materials procured by
CONTRACTOR and COMPANY’s other contractors.

Procurement activities shall be conducted in accordance with COMPANY requirements


and in accordance with CONTRACTOR’s standard procedures reviewed and accepted
by COMPANY.

3.3 ACCEPTABLE VENDORS


CONTRACTOR shall procure materials, equipment and services from approved vendors
and suppliers
.
CONTRACTOR shall also ensure that all equipment and accessories supplied as part of
packaged equipment is procured from approved vendors and suppliers.

3.4 STANDARDIZATION OF MATERIALS AND EQUIPMENT


CONTRACTOR shall select vendors and suppliers for materials and equipment so that
the variety of types (make, manufacturer, and model) is standardized as far as possible.

CONTRACTOR shall develop a standardization plan that shall indicate how this objective
will be accomplished to the satisfaction of COMPANY.

3.5 WARRANTIES
CONTRACTOR shall procure or otherwise make arrangements for all warranties to
comply with CONTRACTOR’s warranty requirements stated in the CONTRACT.

3.6 PROJECT PROCUREMENT DOCUMENTATION


CONTRACTOR shall receive, track, review, approve, and compile into data-books and
deliver to COMPANY all project vendor documentation data (including electronic data), in
both hard copy version and electronic version.

3.7 VENDOR DATA REQUIREMENTS


CONTRACTOR and CONTRACTOR’s SUBCONTRACTORS, vendors and suppliers
shall generate VDML or equivalent CONTRACTOR documentation specific to each piece
of equipment, package, material or service to be procured. The VDML shall be submitted
to COMPANY for review prior to the purchase order being issued from CONTRACTOR.
Vendor data acceptance is complete when all materials have been deemed satisfactory
by COMPANY and when all project data requirements have been completed, including
documented CLASSIFICATION SOCIETY approval of DESIGN and construction where
applicable.

3.7.1 Coordinator
CONTRACTOR shall designate a single point of contact responsible and accountable for
each of these key purchase orders.

3.7.2 Vendor Support


CONTRACTOR shall document and obtain vendor support from all “key” equipment
vendors and suppliers to provide support services at the conversion yard, and at SITE to
successfully complete the WORKS.

In addition, CONTRACTOR shall request “key” equipment vendors and suppliers to


recommend, propose and quote for specialist training which may be required to
successfully OPERATE and MAINTAIN the proposed equipment.

3.8 SPECIAL TOOLS


As part of the procurement process, CONTRACTOR shall request a recommended
special tools and testing equipment list from its SUBCONTRACTORS, vendors, and
suppliers. CONTRACTOR shall supply all identified special tools and testing equipment
so identified.

replacement, COMMISSIONING, calibration or testing of the equipment being purchased


and that are exclusive to the equipment shall be identified and procured by the
CONTRACTOR with the equipment.

CONTRACTOR shall compile a list of all special tools and testing equipment. The list
shall include copies of the lists of recommended special tools and testing equipment
received, and shall show, as applicable, for each special tool and testing equipment:
1. Manufacturer and address
2. Contact name and telephone number
3. Item name and part number
4. Quantity recommended
5. Operating instructions.

All special tools shall be maintained by CONTRACTOR in good condition on completion


of COMMISSIONING activities, and handed over to CONTRACTOR’s Operations &
Maintenance Group to be utilized as part of the O&M Scope of Work.

3.9 POWER, WORKSHOP AND HAND TOOLS


CONTRACTOR shall supply a complete set of suitable and appropriate tools, workshop
and hand tools required to fully OPERATE and MAINTAIN the WIF. All such tools shall
be secured onboard the WIF in locked facilities prior to SAIL-AWAY/towing.

3.10 SPARE PARTS


CONTRACTOR shall identify and procure spare parts for all equipment and other
components in accordance with Exhibit I – Schedule 1; Design Base Memorandum.

CONTRACTOR shall manage, receive, marshal, inspect, stock, and preserve the spare
parts. CONTRACTOR shall manage the physical inventory and accounting system for all
spare parts and shall enter the spare parts into the stock inventory database. All
shortages are the responsibility of the CONTRACTOR. COMPANY shall have the right to
review and full access to the inventory system at any moment when requested.

3.11 STOCK AND STORAGE SYSTEM


CONTRACTOR shall supply and populate a stock inventory system (electronic database)
with information for the WIF including all software licenses for operating the system.
CONTRACTOR shall incorporate all spares and associated stock data into this system.

3.12 COMPUTERIZED MAINTENANCE MANAGEMENT SYSTEM (CMMS)


CONTRACTOR shall provide and fully populate licensed CMMS software, and shall
develop the system to fully meet COMPANY requirements - e.g., formats, reports, etc.
Each maintainable asset/equipment item shall be assigned a unique tag reference
number. This tag number shall be the central identifier searchable across all fields
throughout the electronic database.

3.13 FUELS, CHEMICALS, CONSUMABLES, TOOLS AND LAB EQUIPMENT


CONTRACTOR shall provide first fills for all fuels, diesel, chemicals, lubricants, hydraulic
fluids and other consumables required for PROVISIONAL ACCEPTANCE, and shall
resupply, top up until DELIVERY and/or otherwise assure that:
1. All fuel, chemicals and consumables tanks topped up as necessary
2. All lubricants have been installed and topped up as necessary
3. All tools and lab equipment are available
4. The FACILITY is fully ready for operation prior to startup.

COMPANY and CONTRACTOR shall determine inventories of fuels, chemicals and


consumables remaining on board the WIF at DELIVERY and shall agree to the
documented value which will be charged as set out in Exhibit III - SCHEDULE OF
COMPENSATION and Exhibit VII - COMPANY SUPPLIED MATERIALS AND
EQUIPMENT.

3.14 EMERGENCY AND SAFETY EQUIPMENT


CONTRACTOR shall purchase or refurbish emergency and safety equipment. This
equipment shall be purchased/refurbished before towing, manifested by location, entered
into the stock inventory system, and secured for use in operations. All shortages are the
responsibility of the CONTRACTOR.

3.15 RECEIPT AND STORAGE OF EQUIPMENT AND MATERIAL


CONTRACTOR shall provide labor, equipment and storage facilities to receive, unload,
properly store, protect, inventory and provide security for all equipment and materials.
CONTRACTOR shall also provide all slings, shackles, spreader bars, etc., for handling of
equipment and materials. All material and equipment shall be inspected upon receipt. As
materials are received, they shall be inspected for damage, segregated for open or
warehouse storage and shall be properly identified.

For open storage areas, items shall be supported above ground and covered for
protection from the elements. CONTRACTOR shall be responsible for any damages to
equipment while in storage in CONTRACTOR’s facility. Any discrepancies or damage to
equipment/components shall be reported to COMPANY in writing within 24 hours of
receipt of items by CONTRACTOR Preservation of all materials is the responsibility of
CONTRACTOR.

3.16 ROTATING MACHINERY


CONTRACTOR shall at all times maintain the integrity of the covers and seals securing
the openings to the rotating equipment and not permit the entrance of dirt, or foreign
material into these systems. Proper precautions must be taken to maintain this integrity
when the openings are uncovered for the connection of piping, inlet ducting or exhaust
systems.

All rotating equipment shall include factory export preservation and preparation for long-
term storage. To the maximum extent possible the integrity of the factory long-term
preservation shall be maintained throughout all phases of the WORKS including

transportation to and from conversion/fabrication SITES and prior, during and after
construction. Extreme care shall be taken to assure all equipment is protected
adequately.

3.17 EQUIPMENT PROTECTION


All equipment shall be protected against damage, corrosion, and entry of foreign
materials prior to, during, and after installation. Equipment shall, whenever possible, be
installed after completion of welding, blasting, painting or other local construction activity
that might expose equipment to damage or unnecessary deterioration. When equipment
must be installed during the construction sequence, CONTRACTOR shall ensure the
equipment is properly protected by tarpaulins, sheeting, fire blankets, plywood, crating,
plastic sheeting, or other similar covering.

3.18 PREVENTATIVE MAINTENANCE


CONTRACTOR shall provide preventative maintenance on stored equipment as
recommended by the equipment supplier.

CONTRACTOR shall maintain records of maintenance carried out during storage


period(s).

3.19 MATERIALS SUPPLIED BY COMPANY OR OTHER CONTRACTORS


CONTRACTOR shall be responsible for all equipment and labor required to offload,
store, preserve and maintain all such material or equipment supplied by COMPANY or
COMPANY’s other contractors, as applicable.

CONTRACTOR shall check the bill of lading and perform a general inspection of
materials and equipment supplied by by COMPANY or COMPANY’s other contractors.
CONTRACTOR shall provide written notice of any damaged goods, which shall include
description of damage and estimated cost of repair, with photographs taken to support
damage claims within 24 hours of receipt of items by CONTRACTOR.

CONTRACTOR shall check physical inventory (prior to acceptance) and issue an Over,
Short, and Damaged Report if such conditions exist.
Note 1 – COMPANY Construction Inspection / Hold Points for Key PO’s.

CONTRACTOR shall check and verify the completeness of documentations and


drawings related to the supplied materials. Verification includes also the factory
acceptance test records and any other certifications.

CONTRACTOR shall check and verify the outstanding holds points or outstanding works
list need to be done by other contractors upon receiving the materials.

4. SELF-ELEVATED FLOATER

CONTRACTOR shall furnish all conversion/fabrication engineering, labor, materials,


consumables, construction equipment, shipyard facilities, supervision, inspection,
services, scheduling, interface coordination, and support facilities necessary to convert
the SELF-ELEVATED FLOATER, install marine systems, test, and commission and
tow/transport to LOCATION as part of the FACILITY.

4.1 SELF-ELEVATED FLOATER SCOPE


The scope shall include, but is not limited to:
1. Life extension and refurbishment
2. Conversion and installation of the SELF-ELEVATED FLOATER structure and
appurtenances
3. Conversion/fabrication and installation of SELF-ELEVATED FLOATER equipment
and materials
4. Conversion/fabrication and installation of required piping and piping equipment
5. Conversion/fabrication/replacement and installation of buildings, including the
accommodation and helideck
6. Installation and/or refurbishment of required electrical and utility services, marine,
fire and gas, firefighting and safety system
7. Installation and hook up of all specified instrumentation and control systems
8. Painting, coating, passive fire protection, and insulating as required
9. Pre-COMMISSIONING and testing the SELF-ELEVATED FLOATER, installed
equipment, systems and utilities to the greatest extent possible prior to tow-
out/SAIL-AWAY of the integrated WIF
10. The tow out/sail out of the completed hull to theLOCATION.

CONTRACTOR shall also provide all mobilizations, temporary facilities required during
conversion/fabrication and DEMOBILISATION, including removal of all temporary
facilities.

The SELF-ELEVATED FLOATER systems shall comply with CLASS rules. The SELF-
ELEVATED FLOATER shall be fully complete and ready for integration with the
components of the topsides in all aspects of equipment and systems. The SELF-
ELEVATED FLOATER shall be delivered in a seaworthy and safe condition, meeting or
exceeding all applicable safety requirements and regulations and fully certified.

4.2 FLOATER TYPE


The SELF-ELEVATED FLOATER shall be a DESIGN proven in successful operations.
Floater DESIGN shall provide adequate buoyancy and stability characteristics to support
required payload for transport, installation, and operating conditions.

The SELF-ELEVATED FLOATER and its marine equipment shall be designed and
installed in accordance with the highest commercial marine standards (that are
reasonable and typically used in similar applications taking into consideration all

COMPANY requirements).

4.3 CLASSIFICATION
CONTRACTOR shall DESIGN, convert, inspect and test the hull in accordance with
CLASS rules. The CLASS notation shall be from four (4) reputable members of IACS
namely ABS, LR, BV and DNV-GL.

4.4 FLAGGING
CONTRACTOR shall decide to register (flag) the WIF to requirement for servicing under
Coastal State of MALAYSIA and their administration.

4.5 MARINE SYSTEMS


Marine systems to be provided by CONTRACTOR in compliance with COMPANY
referenced in Exhibit I – Schedule 1; Design Basis Memorandum and shall include, but
not limited to:
1. Ballast system
2. Firefighting systems
3. Fluid storage and pumping systems as necessary for topsides systems
4. Fresh water system
5. Marine diesel oil system
6. Bilge water system
7. Emergency generator
8. Communication and navigational aids
9. Sanitation system
10. Corrosion protection.

4.6 FLOATER CONVERSION/FABRICATION REQUIREMENTS


4.6.1 General
CONTRACTOR shall provide all conversion/fabrication engineering, labor, materials,
equipment, tools, consumables, construction equipment, and supervision to fabricate and
inspect the structural work associated with the SELF-ELEVATED FLOATER conversion.
All structural elements are to comply with CLASSIFICATION SOCIETY requirements as
well as Exhibit I – Schedule 1; Design Base Memorandum.

CONTRACTOR shall be responsible for developing erection sequences and performing


the necessary construction engineering and analysis. CONTRACTOR shall provide all
necessary construction aids such as scaffolding, handrails, walkways, stairs, ladders,
platforms, pad eyes, spreader frames, rigging, additional stiffeners, temporary supports
and braces, and any other items required for providing safe and effective construction.

4.6.2 Structural Conversion/fabrication


All structural conversion/fabrication, including material control procedures, material
handling, mill certificate documentation, material dimensional tolerances, welding
processes and procedures, conversion/fabrication engineering, forming, welding

operations, post weld heat treatment, straightening, test fitting of field installed
components, hold points, tolerances/dimensional control, and inspection and testing shall
be in accordance and comply to CLASS rules.

4.7 EQUIPMENT INSTALLATION


CONTRACTOR shall furnish all labor, materials, equipment, machinery, transportation
and supervision necessary to assemble (where applicable), locate, lift, set, install and tie-
down all marine, process and utility mechanical equipment, including tanks, vessels,
pumps and skid mounted equipment packages in accordance with the requirements
stated in Exhibit I – Schedule 1; Design Base Memorandum and/or identified during
detailed DESIGN.

4.7.1 Lifting

CONTRACTOR shall lift and install all equipment items onto the SELF-ELEVATED
FLOATER structure. The CONTRACTOR shall be responsible for providing all equipment
and materials including slings, shackles, spreader bars, lifting frames, construction aids
and/or lifting equipment for lifting and setting the equipment. The CONTRACTOR shall
ensure all rigging gear and lifting equipment to be used has adequate capacity and will
not bind or interfere with accessories or sub- assemblies on the equipment packages.
Rigging shall be attached only to designated lift points on skidded and mechanical
equipment. All lifting equipment and gears shall be inspected and have a validated
certification by COMPANY approved independent surveyor.
4.7.2 Positioning
Equipment shall be located and secured on the deck structures and on the SELF-
ELEVATED FLOATER in accordance with Exhibit I – Schedule 1; Design Base
Memorandum and the drawings generated during detailed engineering by
CONTRACTOR and reviewed by COMPANY. Equipment shall be positioned to within
1/8” of dimensions shown on these drawings.

The CONTRACTOR shall shim equipment and skids to a plumb and level position prior
to tie-down and follow the requirements set out in Exhibit I – Schedule 1; Design Base
Memorandum and manufacturer’s recommendations for the installation of equipment.

4.7.3 Leveling
CONTRACTOR shall provide site preparation and foundation supports for the deck
structures prior to the installation of any equipment. CONTRACTOR shall survey deck
structures and align them prior to the installation of equipment. The alignment of the deck
structures shall be re-verified after the installation of the major equipment items.

4.7.4 Ship- Loose Items


Where necessary to avoid damage to components, CONTRACTOR shall install piping,
electrical and instrumentation shipped loose or removed from equipment skids to facilitate
setting. CONTRACTOR shall handle or make adjustments to internals provided with

specialized equipment to avoid damage to these items during equipment setting.

4.7.5 Equipment Preservation


Equipment shall be packaged to prevent damage from rain, wind, sea water, and
acceleration loads during transport. Equipment shall be preserved in accordance with
manufacturer’s recommendations, COMPANY’s requirements and CONTRACTOR
procedures.

5. TOPSIDE FABRICATION AND INSTALLATION

CONTRACTOR shall supply all conversion/fabrication engineering labor, equipment,


materials, consumables, site supervision, inspection, QA/QC, safety services and
interface coordination with all involved parties to accomplish the conversion/fabrication,
outfitting, integration and installation of the WIF topsides modules and structures in
accordance with CONTRACTOR’s Construction Management Plan and
CONTRACTOR’s completed detailed engineering as approved by COMPANY.

5.1 MODULE FABRICATION SCOPE


The scope shall include, but not limited to:
1. Fabrication and installation of all equipment and materials
2. Fabrication and installation of the modules and other topsides structures and
appurtenances, including platforms, skids, access ways, stairs and the like
3. Conversion/fabrication and installation of all required piping, piping equipment and
piping supports
4. Conversion/fabrication and Installation of all structures, maintenance facilities,
laboratory
5. Installation of all electrical, instrumentation, telecommunication and utility services
6. Installation and hook-up of all instrumentation and control systems
7. Painting, coating, and insulating as required
8. Pre-COMMISSIONING and testing the installed equipment, systems and utilities to
the greatest extent possible prior to integration
9. Load out of the completed structures on top of hull.

CONTRACTOR shall also provide all mobilizations, temporary facilities and lifting aids
required during conversion/fabrication and DEMOBILISATION, including removal of all
temporary facilities.

The modules shall be fully complete and ready for integration with the hull in all aspects
of equipment and systems.

5.2 GENERAL REQUIREMENTS


CONTRACTOR shall perform all conversion/fabrication and installation work in
accordance with the technical requirements, drawings and specifications developed by
CONTRACTOR.

CONTRACTOR’s drawings and specifications shall comply with the requirements in


Exhibit I – Schedule 1; Design Base Memorandum and/or those identified during detailed
DESIGN.

CONTRACTOR shall prepare a construction management plan addressing all


conversion/fabrication and construction related activities necessary to complete the
WORKS, and covering the following construction related plans and procedures at a
minimum:

preserve equipment provided by COMPANY (through other contracts) as
recommended by the equipment’s manufacturer

5.3 CONVERSION/FABRICATION
CONTRACTOR shall develop erection sequences and perform the necessary
construction engineering and analyses. CONTRACTOR shall provide all necessary
construction aids such as scaffolding, handrails, walkways, stairs, ladders, platforms, pad
eyes, spreader frames, rigging, additional stiffeners, temporary supports and braces, and
any other items required for providing safe and effective construction.

5.4 INTEGRATION SCOPE


CONTRACTOR shall furnish all integration engineering, labor, materials, consumables,
construction equipment, yard facilities, supervision, inspection, services, scheduling,
interface coordination and support facilities necessary to perform installation and hook-
up of modules and all other WIF facilities.

CONTRACTOR shall provide all mobilizations, temporary facilities required during


integration and DEMOBILISATION, including removal of all temporary facilities, as
required to successfully completing the integration.

CONTRACTOR shall fully interconnect; hook-up, test and pre-commission systems to the
maximum extent possible at the Conversion Site/Yard. Any integration and pre-
COMMISSIONING WORKS not completed at the Conversion Site/Yard shall remain the
responsibility of CONTRACTOR and shall be completed while coordinating with
COMPANY’s other contractors.

5.5 INSTALLATION OF TOPSIDES MODULES


CONTRACTOR shall install the topsides modules and all other WIF facilities, in
accordance with CONTRACTOR’s integration plan. The installation of all topsides
components shall be performed in accordance with the relevant requirements specified in
the CONTRACT and specific detailed drawings, specifications and procedures developed

by CONTRACTOR for installation of topsides components.

5.5.1 Module Weighing


CONTRACTOR shall weigh decks (or modules, as applicable) prior to installation onto
the WIF. Weighing shall take place after all deck components have been installed and
just prior to installation.

Weighing shall be accomplished by calibrated load cells with an accuracy of ±2%.

After deck weighing, any equipment or materials added to or removed from the deck shall
be accounted for and weight control reports updated so that final weight and center of
gravity may be accurately determined.

5.5.2 Lift Rigging


CONTRACTOR shall DESIGN, fabricate and install the rigging to be used to lift all
topsides decks, modules and associated ship loose items for load out onto the hull.
CONTRACTOR shall provide all rigging and lift equipment, DESIGN calculations,
certifications and maintenance records. Also, CONTRACTOR shall incorporate onto the
deck installation guides and bumpers to facilitate installation and prevent damage.
CONTRACTOR’s installation guides and bumpers shall only be attached to the
deck/module support pedestals on the hull.

5.6 EQUIPMENT AND MODULE HANDLING AND LIFTING

CONTRACTOR shall develop procedures with supporting calculations that clearly define
the load out, dock transition loading, ground transportation and lifting of all major lifts.
CONTRACTOR shall furnish documents and assistance to the CLASSIFICATION
SOCIETY and the Marine Warranty Surveyor (MWS) as required prior to any anticipated
lift activity. The following requirements SHALL also be met:
1. CONTRACTOR shall provide materials and labor to procure and install additional
lifting eyes, lifting slings, installation aids, or any other devices to install the
structure(s)
2. CONTRACTOR shall establish the limiting environmental conditions under which
lift(s) can be safely executed
3. If required by CLASSIFICATION SOCIETY and/or MWS, a survey from an
independent surveyor shall be conducted
4. CONTRACTOR shall prepare all necessary details and calculations to support
crane capabilities and lifting capacities (load/radius charts, etc.)
5. CONTRACTOR shall confirm all crane foundation support requirements, crane
walking or rotation stability under load, ground equipment transport carrying
capabilities with resulting axle/wheel loads and weight distribution under load
6. CONTRACTOR shall confirm certification of cables, slings, lifting aids, cranes and
the like
7. CONTRACTOR shall confirm the capability of construction site roads and
wharf/wharf transition areas to support required equipment movement and lifting
operation for major capital equipment and/or topsides deck

8. CONTRACTOR shall make available if applicable the Floating Crane Stability


Report.

5.7 EQUIPMENT INSTALLATION


CONTRACTOR shall furnish all labor, materials, equipment, machinery, transportation
and supervision necessary to assemble (where applicable), locate, lift, set, install and tie-
down all marine, production, process and utility mechanical equipment and skid mounted
equipment packages as required to complete the WIF topsides modules and associated
structures.

5.7.1 Positioning
Equipment shall be located and secured on the deck structures in accordance with the
requirements stated in Exhibit I – Schedule 1; Design Base Memorandum and the
drawings generated during detailed engineering by CONTRACTOR.

The CONTRACTOR shall shim equipment and skids to a plumb and level position prior
to tie-down and follow CONTRACTOR specifications, and manufacturer’s
recommendations for the installation of equipment.

5.7.2 Leveling
CONTRACTOR shall provide site preparation and foundation supports for the deck
structures prior to the installation of any equipment. CONTRACTOR shall survey deck
structures and level them prior to the installation of equipment. The levelness of the deck
structures shall be re-verified after the installation of the major equipment items and also
prior to the alignment of the turbo-machinery.

5.7.3 Ship-Loose Items


Where necessary to avoid damage to components, CONTRACTOR shall install piping,
electrical and instrumentation shipped loose or removed from equipment skids to facilitate
setting. CONTRACTOR shall handle or make adjustments to internals provided with
specialized equipment to avoid damage to these items during equipment setting.

5.7.4 Equipment Preservation


Equipment shall be packaged to prevent damage from rain, wind, sea water, and
acceleration loads during transport. Equipment shall be preserved in accordance with
manufacturer’s recommendations, COMPANY requirements and CONTRACTOR
procedures.

5.8 PIPING SYSTEMS

CONTRACTOR shall supply all labor, materials, machinery and equipment and
supervision necessary to fabricate, install, and erect the piping systems, pipe/cable

tray/E&I supports and penetrations through steel deck and grating, including any
interconnecting piping spools and any other components or material required to integrate
topsides modules with one another (if required), with the marine system.

CONTRACTOR shall supply and install all pipe supports and hangers, including spring
supports, in accordance with pipe stress requirements determined during
CONTRACTOR’s detailed engineering. Piping shall be fastened to pipe supports in
accordance with CONTRACTOR’s plans and specifications.

CONTRACTOR shall correct any piping interference, and record any significant changes
in the as-built drawings.

CONTRACTOR shall fit-up piping such that connection to equipment is easily made
without requiring excessive force to achieve final alignment with equipment mating
flanges. Fit-up of piping to rotating equipment and turbine packages (if applicable) is
critical. Once aligned, these connections shall be made-up such that the piping will not
impose external forces on the machinery that would affect the alignment. The fit-up of
these piping connections is subject to be witnessed by COMPANY and shall be made to
its satisfaction.

CONTRACTOR shall protect piping work in progress to avoid damage and prevent entry
of foreign materials. Temporary covers and plugs shall be used for protecting flanges and
other openings for work in progress.

CONTRACTOR shall provide a permanent marking system to indicate service, duty and
flow direction on process and utility system piping. Marking system shall be reviewed and
accepted by COMPANY.

5.9 ELECTRICAL SYSTEMS

CONTRACTOR shall furnish, install, and terminate all electrical equipment, wiring, cable,
cable trays and accessories including all necessary brackets, bracing and fastening in
accordance with CONTRACTOR design documents.

CONTRACTOR shall maximize electrical cable installation at the conversion/fabrication


SITE(s).

CONTRACTOR shall adequately protect all electrical equipment for marine


transportation. This shall include covering, padding, bracing, blocking, tie-downs, space
heaters, desiccants and similar measures to prevent damage to the components during
transportation and handling.

5.10 INSTRUMENTATION AND CONTROLS SYSTEMS


CONTRACTOR shall furnish and install all instrumentation and controls equipment,
tubing, cable, cable and/or tubing trays, and accessories including all necessary brackets,
bracing and fastening in accordance with CONTRACTOR design documents.

CONTRACTOR shall provide and install all instrumentation and controls in accordance
with, and as indicated on, drawings and specifications provided during detailed
engineering by CONTRACTOR and reviewed by COMPANY.

5.11 COMMUNICATIONS SYSTEMS


CONTRACTOR shall furnish and install all communications equipment and systems in
accordance with CONTRACTOR design documents,

CONTRACTOR shall be responsible for all communications equipment licensing and


coordination efforts with MALAYSIAN authorities.

5.12 PROTECTIVE COATINGS


CONTRACTOR shall provide protective coatings for equipment, piping and structures
including supports and appurtenances
1. Ensure compatibility of the various coating systems used on the FACILITY
2. Ensure the quality of workmanship at all times and in accordance with the paint
manufacturer recommendation, thus ensuring warranty valid
3. Adequately protect all equipment to avoid damage prior to, during, or following
coating application
4. Select, procure, store, prepare and apply coating and fireproofing materials, taking
into account all manufacturer’s recommendations
5. Provide all painting, thinning and cleaning materials, tools, site accommodation,
transport services, and competent supervision, necessary for the satisfactory
completion of the WORKS
6. Control and correctly dispose of all waste materials
7. Supply all necessary equipment, Personal Protective Equipment (PPE) weather
protection and scaffolding and the like
8. Maintain/touch up as necessary all coating/fireproofing through completion of the
FACILITY

5.13 PASSIVE FIRE PROTECTION


CONTRACTOR shall apply passive fire protection as required and comply with the
requirements as per HSE study recommendation and assessment. Passive fire
protection shall be applied by a qualified applicator, approved by the fireproofing material
manufacturer, in accordance with fireproofing material manufacturer’s warranty
requirements, recommendations and inspection requirements for safe passage-way.

5.14 INSULATION

CONTRACTOR shall furnish all labor, tools, materials and supervision to insulate and
rainproof the insulation of equipment and piping. The insulation material shall be non-
asbestos material.

The piping and equipment to be insulated and the type of insulation shall be shown on
CONTRACTOR’s approved detailed engineering drawings.

CONTRACTOR shall be responsible for the repair of any insulated components or


systems that may have been damaged during handling, transportation, installation, and
hook-up or COMMISSIONING.

5.15 TESTING AND COMMISSIONING


CONTRACTOR shall carry out as much testing and pre-COMMISSIONING as possible
prior to load out and subsequent integration of the WIF modules and structures.

CONTRACTOR shall perform all testing, pre-COMMISSIONING and COMMISSIONING


in accordance with the technical requirements; drawings and specifications developed by
CONTRACTOR, and shall comply with all requirement of the CONTRACT.

5.15.1 Hydro testing

CONTRACTOR shall provide all hydrotest of piping, vents and drains.

Prior to hydro testing, CONTRACTOR shall open man ways, closures, etc., and
otherwise assist COMPANY’s final internal inspection of all pressure vessels, tanks, and
equipment. After inspection, CONTRACTOR shall restore all such closures using new
gaskets. Previously hydro tested pressure vessels and exchangers may be isolated from
piping undergoing Hydrotest using Hydrotest skillets.

CONTRACTOR shall hydrostatically test all pressure piping, including pressure relief
system piping. During hydrostatic tests, in-line equipment and instrumentation subject to
potential damage shall be removed or isolated by skillets. Skillets or blind flanges shall be
used as isolation blocks at all pressure class transition points during hydrostatic testing.
All instrumentation, isolation valves, thermo wells, and any other elements that directly
fasten to piping or equipment must be in place before hydro testing. CONTRACTOR shall
provide a skillet list identifying each skillet, spectacle blind and blind flange, and its
location to ensure complete removal and reinstatement of flange connections after
testing.

Control columns, level controllers, level gauges and associated valves, fabricated and/or
installed on any vessels not included in the piping Hydrotest shall be either shop hydro
tested or isolated from the vessels using Hydrotest skillets and then hydro tested.

CONTRACTOR shall remove all filter cartridges from any filters involved in hydro testing
and reinstall them upon completion. In no case shall Hydrotest fluids be allowed to enter
turbomachinery or shall tests be conducted against closed valves.

Following satisfactory completion of hydro testing, all piping systems and vessels shall be
drained and air-dried. Also, skillets and Hydrotest blinds shall be pulled; and any high
point vent and low point drain valves classified as temporary shall be removed and
plugged during restoration. Final internal inspection of vessels shall be completed when

all piping is re-instated and temporary blinds, skillets and the like have been removed.

Interconnecting pipe spools shall be hydro tested, and temporary closures shall be
removed after testing is completed. Upon completion, Hydrotest fluids shall be treated
and disposed of according to local requirements.

Micro turbine engine lube oil piping (if applicable) shall be tested pneumatically using
nitrogen.

5.15.2 Electrical and Instrumentation Systems Testing


CONTRACTOR shall provide all labor, material, consumables and testing equipment
(with calibration certification) necessary to perform inspection, testing and calibration of
all electrical and instrumentation systems in accordance with CONTRACTOR’s test
plans.

1. Loop Checks
CONTRACTOR shall check and calibrate all instruments prior to the loop being checked
and functionally tested. All instrument air tubing and piping shall be leak tested. All
calibration and testing of instruments shall be documented. Calibration sheets shall
become a permanent part of the WIF instrumentation data sheets. Calibration of
instruments shall be in accordance with instrument data sheets generated by
CONTRACTOR. CONTRACTOR shall organize, schedule and execute loop acceptance
tests.

2. Programmed Systems Testing


The CONTRACTOR shall stage and fully test all graphics, I/O, logic and system
communication for programmed systems within an office environment. This shall include,
but is not limited to:
1. Process Control System (PCS)
2. Process Safety System (PSS)
3. Fire and Gas System (FGS)
4. All interfaces to SFJT-D

5.16 SUPPLY OF FUEL, LUBRICANTS, CHEMICALS, AND CONSUMABLES

CONTRACTOR shall provide all labor, fuel, lubricants, replacement parts, and tools to
perform mechanical completion and pre-COMMISSIONING of the WIF systems.

CONTRACTOR shall supply all WIF fuels, lubricants, hydraulic fluids, chemicals and
other consumables required at the Conversion Site/Yard. All transfer and storage
systems involved shall be subjected to appropriate testing and inspection by
CONTRACTOR before use.

CONTRACTOR shall provide all permanent or temporary safety and emergency systems
necessary to prevent and mitigate the potential hazards of these activities and continued
storage.

CONTRACTOR shall procure and install onto the WIF sufficient quantities of fuel,
lubricants, water, and chemicals required to fill all fluid storage tanks, day-tanks and
systems to allow testing and pre-COMMISSIONING, COMMISSIONING and start-up,
including the period up to actual first water injection.

All process chemical tanks shall be properly “pickled”/preserved by CONTRACTOR for


the period up to the final COMMISSIONING for first oil and production startup.

Prior to first fill, CONTRACTOR shall carry out inspection of all storage tanks for
construction debris, potential system leaks and commission storage systems. First fill and
subsequent fills shall be carried out in accordance with CONTRACTOR developed
procedures ensuring safe transfer and working conditions for all personnel onboard.
These procedures shall include the requirements for appropriate precautions, personnel
protection and emergency equipment, MSDS information, labeling, signs, barriers, and
communication with all work groups involved prior to loading. COMPANY shall be
provided with appropriate fill and transfer information, including all special precautions
which CONTRACTOR shall implement a minimum of 24 hours before these activities
commence.

5.17 INCLINING TEST


CONTRACTOR shall perform required inclining test as specified by Flag State and/or in
accordance with the CLASSIFICATION SOCIETY’s requirements to verify lightship
weight and center of gravity, and stability of the completed WIF as ready for tow to the
LOCATION and for offshore operations.

6. POSITIONING & SECURING


CONTRACTOR shall furnish all labor, material, equipment, consumables, supervision,
inspection, scheduling, support facilities and interface coordination necessary to fabricate,
transport, mooring, install, hook-up, inspect, test, commission to make the piping and
cables ready for connection with the SF30WIF.

6.1 SF30WIF POSITIONING & SECURING SCOPE


The scope shall include, but is not limited to:
1. All activities leading to the classifying of positioning and securing of the SF30WIF at
LOCATION.
2. Procurement and installation of all equipment and materials
3. The transportation of the completed structures to LOCATION
4. Offshore installation, inspection, and testing of positioning and parking system so
that the SF30WIF is left ready, well aligned and safely prepared for connection to
SFJT-D.

CONTRACTOR shall also provide all mobilizations, temporary facilities required during
conversion/fabrication, transport, installation, inspection, testing, COMMISSIONING and
DEMOBILISATION, including removal of all temporary facilities and its components
including winches, fairleads, pull-in lines and chain stoppers. CONTRACTOR shall also
provide all mobilizations/de-mobilizations and temporary facilities, including removal of
temporary facilities, required to accomplish the WORKS.

6.2 OBTAINING SITE SPECIFIC DATA


CONTRACTOR shall verify the preliminary soil data, geophysics and site survey provided
by COMPANY and carry out additional site specific survey as necessary to complete the
DESIGN. The data in Exhibit XI - LIST OF SPECIFICATION, TECHNICAL
DOCUMENTS AND DRAWINGS shall be used in additional to the requirements of
Exhibit I – Schedule 1; Design Base Memorandum.

6.3 POSITIONING AND PARKING


CONTRACTOR shall be responsible for the complete installation of the positioning and
parking system in the FIELD and hook-up of the bridge to SFJT-D.

CONTRACTOR shall complete the following:


1. Pre-installation survey
2. Preparation of installation procedures
3. Tow-out system
4. Installation and positioning of the mooring lines including tensioning during
positioning
5. Jack-up and parking
6. Inspection of the installed system.

The SF30WIF shall be installed in accordance with the installation procedures developed

by CONTRACTOR.

CONTRACTOR’s installation shall include deployment of all off-vessel components, load


testing of all off-vessel components and temporary abandonment of mooring lines ready
for SF30WIF hook-up.

All installation equipment shall meet the component requirements and shall comply with
standard industry practices.

CONTRACTOR shall complete a final inspection of the installed system to ensure no


damage occurred during handling, that all components are in the proper orientation and
installation.

7. LOADOUT, TRANSPORTATION (TOWING) AND INSTALLATION

CONTRACTOR shall supply but not limited to all transportation, marine spread,
engineering, labor, equipment, tools, materials, consumables, construction equipment,
support facilities, supervision, scheduling, inspection, QA/QC, safety services, insurance,
transport vessels, ocean-going tugs, rigging and interface coordination with all involved
parties to load out, tie-down, sea fasten, transport the fully integrated WIF and all ship-
loose items to the LOCATION, and install the SF30WIF at LOCATION.

Notwithstanding the point of origin from where the SF30WIF will be towed,
MOBILISATION of CONTRACTOR’s personnel, MARINE spread and SF30WIF shall
only be deemed to have commenced by their complete arrival at the POINT OF
EMBARKATION (Labuan) for onward transportation of the FACILITIES to FIELD and/or
LOCATION.

Load out, tie-down, transportation and installation of the SF30WIF shall be in accordance
with plans, drawings, specifications and documents developed by CONTRACTOR.

The CONTRACTOR shall complete all DESIGN engineering required for the sea-
fastening, load-out preparation and transport of the WIF to the SITE. A transportation
analysis shall be carried to define the environmental constraints that may exist with
respect to the tow conditions to the FIELD and/or LOCATION.

The DESIGN of the required sea-fastening and transport of the SF30WIF shall be subject
to the approval of the Marine Warranty Surveyor (MWS) and the COMPANY
REPRESENTATIVE.

The CONTRACTOR shall carry out a stability analysis and test in accordance with the
CLASSIFICATION SOCIETY requirements prior to the towing to SITE and carry out any
necessary modifications.

The CONTRACTOR shall install the SF30WIF at LOCATION in accordance with the
INSTALLATION plan provided that the CONTRACTOR shall not commence installation
of the SF30WIF until it has obtained written approval from the MWS and the COMPANY.

The installation of the SF30WIF shall be undertaken by the CONTRACTOR in strict


compliance with the approved INSTALLATION Plan unless otherwise agreed by the
COMPANY and the MWS and shall include all services that maybe required for such
installation including diving supports, ROV and support equipment.

7.1 SAFETY

CONTRACTOR shall have full and complete responsibility for all CONTRACTOR
activities being performed on the SF30WIF and for the safety and security of all
personnel onboard the SF30WIF.

CONTRACTOR shall maintain a safe and healthy working environment during the load
out, transportation and installation of the SF30WIF.

CONTRACTOR shall perform a HAZID prior to load out and transportation of the
SF30WIF to identify and assess all major hazards and to ensure controls and recovery
measures are in place. All agreed recommendations shall be fully implemented prior to
the commencement of the tow.

CONTRACTOR shall determine and comply with all IMO regulations regarding marine
transport.

7.2 MARINE WARRANTY SURVEYOR (MWS)


CONTRACTOR shall seek and obtain approval for all of its proposed marine operations,
including any required seaworthiness or regulatory requirement tests, and other
associated WORKS necessary, from COMPANY and a third party MWS that is
acceptable to COMPANY and insurer.

CONTRACTOR shall modify and adapt its procedures as required by the MWS and/or
COMPANY. The MWS shall issue a certificate to CONTRACTOR stating that all marine
operations are approved including all on-hire surveys of barges, tugs, and tow hardware,
inclusive of tow bridals and navigation aids.

CONTRACTOR shall ensure all the specific activities and certificate of approval and
attendance’s required from the MWS which is and not limited to those specified in the
insurance warranty clause are being complied with. All costs associated with the
employment of the warranty surveyor for the purpose of complying with the insurance
warranty requirements shall be carried by CONTRACTOR. COMPANY’s approval of the
MWS shall not be unreasonably withheld.

7.3 MARINE PROCEDURE MANUAL (MPM)


CONTRACTOR shall prepare a Marine Procedure Manual (MPM) and Installation
procedure for COMPANY review prior submission to MWS, and any government agency
having jurisdictional authority. This manual shall describe, in detail, all load out, tow-out,
transportation and mooring connection, operations and associated activities. The MPM
shall include, but is not limited to:
1. Environmental conditions for the planned route (stating specific weather windows
where appropriate)
2. Survey of transport routes
3. Stability calculations
4. Sea keeping calculations
5. Support calculations
6. Sea-fastening and voyage protection details
7. Ballasting procedures and calculations
8. Towing plan and procedures
9. Safety procedures
10. Transport supervision, authorities, and communication procedures
11. Transport inspection plans; before, during and post tow

21. Reporting of tow program.

CONTRACTOR shall verify that all acceleration forces, bending moments and shearing
forces in the WIF during transportation are within acceptable limits, and shall submit
transport calculations to COMPANY.

The MPM shall be in accordance with the requirements of and contain necessary
information in sufficient detail as required by the CLASS, MWS, all authorities having
jurisdiction over the WORKS, and insurance underwriters.

7.4 NAVIGATION
CONTRACTOR shall comply with relevant National and International Government
regulations applying to entering and working within territorial waters and rivers of foreign
countries.

CONTRACTOR shall also fully comply with MALAYSIAN navigation requirements while
within its territorial and coastal waters.

7.5 LOAD OUT AND TRANSPORTATION

7.5.1 Transportation Management Plan


CONTRACTOR shall prepare a transportation plan addressing all activities necessary to
successfully transport all necessary elements of the FACILITY to appropriate
destinations, and covering the following areas at a minimum:
1. Roles and responsibilities
2. Transportation related plans and procedures, including:
a. Transportation of equipment and material to conversion/fabrication sites
b. Load out and transportation of hull, mooring equipment, topsides and/or WIF
from conversion/fabrication and Conversion Site/Yards to SITE, as required.
c. Logistics and installation support.

7.5.2 Preparation of Equipment for Transport


All modules, structures, equipment and other components on the WIF shall be
adequately prepared prior to towing to prevent damage from debris, rain, wind, sea water
and motion-induced loads that could occur during marine transportation. CONTRACTOR
shall develop a detailed procedure for preservation packaging of modules, equipment

and components for transportation and storage that shall include, but not be limited to,
the following:
1. Protective coatings application in accordance with Exhibit I – Schedule 1; Design
Basis Memorandum
2. Externally mounted light fixtures shall be removed and crated for reinstallation
offshore as required for transportation and installation activities
3. All electrical and instrumentation junction boxes shall be sealed for protection
during transportation
4. All in-transit preservation of equipment and materials that may be required.

7.6 SHIP-LOOSE ITEMS


A detailed listing of ship-loose items shall be developed. The listing shall be organized by
system and shall include the following:
1. Piece number
2. LOCATION of stored item
3. Detailed description of reference drawings, sketches, method to reinstall, any
required testing, verification and the like.

The listing shall include all pipe spools, couplings, electrical components, lighting fixtures,
instrumentation components, and the like.

7.7 SEA-FASTENING
CONTRACTOR shall sea-fasten the modules, equipment, components and ship- loose
items onto CONTRACTOR’s marine transport vessels in accordance with Exhibit X -
LIST OF PROCEDURES, CODES AND STANDARDS.

The transport vessel being utilized shall be cleared of all non-essential materials and
debris prior to towing. All loose materials and equipment left on the transport vessel shall
be secured for the tow by either welding or lashing to the deck. All sea-fastenings
between modules, decks or internal components to transport vessels shall be designed
considering the most severe condition that may be encountered during transportation.

Structural welding and steel materials associated with transportation/ sea- fastening shall
be in accordance with the welding and steel material specifications developed by
CONTRACTOR from all applicable requirements in the CONTRACT with particular
reference to Exhibit X - LIST OF PROCEDURES, CODES AND STANDARDS .

7.8 PREPARATION OF THE WIF FOR TRANSPORT


CONTRACTOR shall make all towing arrangements compatible with CONTRACTOR’s
DESIGN and provide all tow rigging (i.e., towing bridle, emergency tow wire, etc.)
required to tow the SF30WIF. CONTRACTOR shall DESIGN, fabricate and install all
vessel towing fittings.

Prior to commencing the tow/TOWING of the SF30WIF, CONTRACTOR shall verify the
following:
1. The SF30WIF is delivered to the level of completion required for a safe tow/sail out

and is in all respects seaworthy for such a tow/sail out as required by the MWS.
Such readiness and seaworthiness shall be deemed to be achieved when the WIF
has received interim CLASS Certificate for tow- out and similar certificate from
MWS as further outlined in items 2 to 8 below
2. Any required seaworthiness or regulatory requirement tests have been completed
3. Towing fixtures and fittings are as per CLASSIFICATION SOCIETY requirements
and independently verified by the MWS
4. Satisfactory arrangements have been established to ballast the WIF to the required
draft for the tow/sail out; including pumps, initial ballast, ballast adjustments under
tow, and fuel for ballast system
5. That the towing tug(s) and vessel(s), towing arrangements (both primary and
emergency), planned tow route, weather contingencies and legal formalities for
safe departure have been set in place and independently verified by the MWS
6. Receipt of documentation from the flag state, port clearance, CLASSIFICATION
SOCIETY, including required certifications, indicating that the hull was designed
and built in accordance with their respective classification requirements and all
legal requirement for port clearance has been fulfilled
7. An independent survey of all key aspects of the hull and tow has been carried out
by CONTRACTOR and reviewed by the MWS. Surveyor to provide a copy of
certification document to COMPANY
8. Once agreed, for other than emergencies, no deviation to the tow/sail out plan may
be made without the approval of the MWS
9. Towing arrangement shall use a minimum of 2 bridles for safe operation.

7.9 TRANSPORT/TOWING VESSELS


CONTRACTOR shall provide all transport/towing/escort vessels required for the
transport/tow/escort of the SF30WIF to the LOCATION. Transport/towing/escort vessels
shall be kept in CLASS at all times, and all certificates shall be current and valid for use in
the WORKS.

Vessels utilized for the SF30WIF mooring system installation and hook-up up shall be
capable of applying and holding the required pre-loads and maintaining the SF30WIF on-
station during hook-up procedures.

CONTRACTOR shall DESIGN, furnish, fabricate, install and inspect any


transport/towing/escort vessel load out grillage required for load out of components.
CONTRACTOR shall make a report available for COMPANY review on suitability of
marine spread details including specification, specific layout and marine spread survey.
CONTRACTOR shall provide any on-hire/off-hire surveys from the MWS and in
accordance with the CONTRACT.

7.10 DAMAGE
CONTRACTOR shall repair or replace any equipment, material, assembly, sub-assembly
and/ or component damaged during load out or transportation at the earliest opportunity
or in any event no later than DELIVERY.

8. INSTALLATION AND LOGISTICAL SUPPORT


CONTRACTOR shall supply all necessary vessels, equipment, services and personnel
required to connect the SF30WIF to the mooring or parking system at the LOCATION.

8.1 INSTALLATION MANAGEMENT PLAN


CONTRACTOR shall prepare an installation plan addressing all activities necessary to
successfully install the FACILITY, and covering the following areas at a minimum:

1. Roles and responsibilities


2. Installation related plans and procedures, including:
(a) Construction site material, receipt, handling, and control procedure
(b) Installation sequence and execution plan
(c) Plan for simultaneous operations
(d) Logistics and installation support
(e) Installation of external interface items.

CONTRACTOR shall submit report for review on installation methodology demonstrate


by sequence sketches, illustrating the SF30WIF and marine spread activities involved.

After installation of the WIF is completed, CONTRACTOR shall dispose of any and all
debris in accordance with local regulatory requirements at disposal site. Debris shall be
removed by CONTRACTOR from the FIELD.

8.2 LOGISTICAL SUPPORT


The CONTRACTOR shall provide all logistical support required to support all its offshore
activities. The services shall be provided for the duration of the WORKS at the
LOCATION involved. This support shall include, but is not limited to the following:

8.2.1 Local Service Base (Shore Base)


If necessary, CONTRACTOR shall provide a suitable shore base for the support of its
offshore activities, along with an appropriate logistical support organization.

8.2.2 Supply Boat Service


CONTRACTOR shall arrange for adequate supply boat service to support its operations
until acceptance of water injection

8.2.3 Offshore Communications


CONTRACTOR shall provide its own means for offshore communications during the time
the WORKS is in progress.

8.2.4 Security Services


CONTRACTOR shall provide for maintenance and security of the SF30WIF during transit
from the yard to the LOCATION. CONTRACTOR shall maintain the WIF in a safe
condition during the tow/sail out and ensure all essential support equipment required for
immediate use by CONTRACTOR and COMPANY personnel is operational once the
SF30WIF has been moored or parked in the FIELD.

8.2.5 Onshore Medivac Procedures and Services


CONTRACTOR shall develop and implement a Medivac program for its personnel. The
CONTRACTOR shall make prior arrangements for medical services that are appropriate
for its requirements.

8.2.6 Crew Boat Service


CONTRACTOR shall provide all offshore marine transportation, and standby vessels
required for CONTRACTOR’s personnel, for materials and supplies during any offshore
WORKS outside the OPERATING PERIOD.

8.2.7 Temporary Construction Camp


CONTRACTOR may use the SF30WIF accommodations for subsistence of its personnel
and administrative purposes when accommodation units are completed. In the event of
SF30WIF accommodations are fully occupied by O&M crew and COMPANY
REPRESENTATIVE, CONTRACTOR shall provide its own temporary accommodations
(e.g. porta cabin) as required to complete the hook-up, COMMISSIONING and start-up
WORKS.

8.2.8 Transportation for Personnel to/from Conversion Site/Yard


CONTRACTOR shall provide its own transportation for its personnel and equipment
within MALAYSIA, both onshore and offshore.

CONTRACTOR’s personnel shall not be allowed to be transported by any air traffic to


and from the SITE without obtaining advance approval from COMPANY and appropriate
MALAYSIAN authorities. Obtaining such approvals shall be the responsibility of
CONTRACTOR.

8.2.9 Interface with Other Contractors


CONTRACTOR shall interface with other contractors and provide support as needed per
the agreed COMPANY interface matrix. CONTRACTOR and its SUBCONTRACTOR
shall ensure that scheduling of the installation has been fully detailed and identified with a
clear definition of each party’s responsibilities and undertakings.

CONTRACTOR shall provide assistance for other contractors including, but not limited to:
1. Maintenance of access, egress from all WORKS and accommodation areas, and

standards of onboard housekeeping consistent with safe working practices and


COMPANY requirements
2. Logistics support as required.

8.2.10 Operation and Maintenance of WIF Systems


CONTRACTOR shall be responsible for the operation and maintenance of WIF utility
equipment and/or systems for the entire duration of the CONTRACT.

9. HOOK-UP AND COMMISSIONING (HUC)


CONTRACTOR shall provide but not limited to all engineering, labor, equipment,
materials, spares, consumables, support facilities, supervision, inspection, QA/QC, safety
services, transport vessels, ocean-going tugs, rigging and interface coordination with all
parties necessary for the hook-up and commissioning of the SF30WIF in the FIELD or at
the LOCATION, including integration, HUC of connections to Water Treatment system
SFJT-D.

Planning and execution of HUC for the SF30WIF shall be completed in accordance with
drawings, specifications, and documents developed by CONTRACTOR.

9.1 HOOK-UP AND COMMISSIONING (HUC) MANAGEMENT


CONTRACTOR shall prepare a HUC and start-up plan addressing all activities
necessary to successfully pre-commission, commission, start-up and transition to
operation of SF30WIF. The plan shall include, but not limited to the following:

1. Hook up, and COMMISSIONING and start-up roles and responsibilities, including
the integration of operations personnel on the COMMISSIONING and startup team
2. Identification of SYSTEMS including all subsystems
3. Preparation of detailed procedures for a system acceptance and turnover including
a notification process that will be used for each system
4. Documentation process for pre-COMMISSIONING, COMMISSIONING and start-
up
5. Punch list item definition and limitations and process to resolve all punch list items
6. Description of all systems, equipment, services, facilities and software to be
provided used by CONTRACTOR in the hook-up, COMMISSIONING and start- up
7. Development of procedures, checklists, job cards, ship-loose, tagging, material
handling and manuals for the pre-COMMISSIONING, COMMISSIONING and start-
up activities and operations.

9.2 HOOK-UP AND COMMISSIONING SCOPE


CONTRACTOR shall:
1. Establish/maintain all necessary safety systems, equipment and procedures to
allow HUC activities to be safely completed
2. Provide all necessary resource logistics support to complete the HUC and host tie-
in
3. Prepare a comprehensive job cards and associate ship-loose items including the
material handling required for the completion of HUC activities
4. Arrange for all personnel mobilizations and demobilization necessary to complete
the HUC and host tie-in
5. Provide all necessary third-party support personnel, including vendor
representatives, to support the successful HUC and host tie-in completion
6. Interface as necessary with COMPANY and COMPANY’s other contractors
7. Complete any remaining integration activities that could not be completed prior to
tow

8. Complete the COMMISSIONING and make ready for all systems,


9. Complete all ‘as-built’ engineering documentation, manuals, and other
documentation
10. Complete all remaining punch-list items and repairs
11. Provide and support accommodations facilities required for CONTRACTOR’s
offshore hook-up and COMMISSIONING team

9.3 HOOK-UP AND COMMISSIONING APPROVALS


CONTRACTOR shall provide hold points for COMPANY approval and shall be part of
Inspection Test Plan (ITP) of each system at the following stages:

1. PERFORMANCE TESTS
2. PROVISIONAL ACCEPTANCE
3. FINAL PERFORMANCE TEST
4. FINAL ACCEPTANCE

CONTRACTOR shall demonstrate that the SF30WIF and its SYSTEM including all
subsystems and/or EQUIPMENT meet the DESIGN requirements set out in Exhibit I –
Schedule 1; Design Base Memorandum by means of PERFORMANCE TESTS. The
PERFORMANCE TEST procedures and detailed schedule shall be produced by
CONTRACTOR and submitted for COMPANY review and approval at least thirty (30)
days prior to the schedule time for performing the said PERFORMANCE TEST as
determined by the Project Execution Plan.

In any event, the PERFORMANCE TESTS shall require such SYSTEMS to operate to
specification for a continuous period of at least seventy-two (72) hours unless otherwise
agreed in writing by COMPANY.

9.4 PERFORMANCE TEST

The CONTRACTOR shall give COMPANY at least twenty-four (24) hours prior notice for
the commencement of the FINAL PERFORMANCE TEST.

Every PERFORMANCE TEST, including the FINAL PERFORMANCE TEST, shall be


carried out to completion unless either COMPANY or CONTRACTOR had ordered it to
be stopped because its continuance would be unsafe or cause damage to property or
equipment. If the WIF or any specified part of the WIF fails to pass any PERFORMANCE
TEST or if any PERFORMANCE TEST is stopped before its completion, except that if
such stoppage was outside of the CONTRACTOR’s reasonable control, such test shall
be repeated as soon as practical thereafter. The COMPANY shall permit CONTRACTOR
reasonable time to make adjustments and modifications to any part of the WORKS
before the repetition of any PERFORMANCE TEST or FINAL PERFORMANCE TEST.

CONTRACTOR shall undertake prior testing on key SYSTEMS including all subsystems
as part of CONTRACTOR’s PRE-COMMISSIONING and COMMISSIONING program to
confirm that:

1. The WIF OPERATES under the full range of operational conditions that will be
encountered i.e. all temperatures, pressures, flows, levels etc. PERFORMANCE
TEST shall also confirm the ability of the WIF to OPERATE under turn-down
conditions.
2. The DESIGN conditions have been consistently achieved through a range of
operating conditions and through turn-down;
3. All PERFORMANCE TEST results, readings and data shall be recorded accurately
and all pertinent readings verified jointly by CONTRACTOR and COMPANY.

COMPANY shall issue the PROVISIONAL ACCEPTANCE CERTIFICATE only after:-


a. the WATER INJECTION QUALITY REQUIREMENT or WIQR has been
successfully achieved; and
b. the necessary water sampling records proving such WIQR have submitted for
COMPANY’s endorsement.

COMPANY shall issue the FINAL ACCEPTANCE CERTIFICATE only after:-


a. the FINAL PERFORMANCE TEST has been successfully completed; and
b. the necessary water sampling records proving such WIQR has been continuously
sustained without disruption for 72 hours have submitted for COMPANY’s
endorsement; and
c. COMPANY has issued all PERFORMANCE CERTIFICATES.

COMPANY may, at COMPANY’S option, elect to issue a FINAL ACCEPTANCE


CERTIFICATE with a punch list established and agreed by the PARTIES describing the
remaining WORKS and the proposed dates undertaken for its completion provided that
such items do not affect the OPERATION & MAINTENANCE of the WIF. Such punch list
shall be attached to FINAL ACCEPTANCE CERTIFICATE.

10. DEMOBILISATION OF SF30WIF

The DEMOBILISATION of the SF30WIF, equipment and bridge shall be completed by


CONTRACTOR within three (3) months from the end of the OPERATING PERIOD to the
extent and to a schedule acceptable to COMPANY, GOVERNMENTAL AUTHORITIES
and all other relevant Authorities having jurisdiction over the WORKS or in the FIELD.

CONTRACTOR shall obtain all the required approvals, permits and authorization whether
from CLASS, the Governmental Authority, and COMPANY or otherwise, necessary for
the removal of the WIF, including its mooring, anchors and chains, transportation and
towage of the SF30WIF from the LOCATION. The DEMOBILISATION shall include but
not be limited to, the provision of all supporting documentation including, sail routes and
safe havens, transportation analysis, calculations and weather forecasting data, removal
of SF30WIF system including bridge, cable, piping from SF30WIF to SF30WIF and any
related equipment as well as debris. The DEMOBILISATION shall include the
professional removal and delivery to COMPANY nominated base in ASB, of all
COMPANY Supplied Equipment, if any.
