The purpose of the method statement is to describe the system and sequence of activities
related to the wardrobe Works of Damac Hills Parks Residence Project (327 Villas) in
accordance with the contract project specification, contract drawings, approved shop

Responsibilities
> Manpower Responsibility
Tt is overall responsibility of Project Director to ensure that the work procedure is safe and
activities are carried out according to approved MS, shop drawing and specified quality is
achieved to the Engineer's satisfaction,
> Project Manager. Overall Management of the Site Team and Project Programs, including the
‘current subject. He is responsible to plan and manage all tasks related to submittals/ execution
of this activity to the completion and to take the requested corrective action related to any
raised NC. He is also responsible to coordinate with the Consultant and with other concerned
persons to finalize any variation/ problem related to this activity.
> The Construction Manager shall liaise with the Engineers& Safety Engineer to ensure work
is carried out in accordance with Quality & Safety requirements.
The Construction Manager shall coordinate with PE of PY, Site PE/SE to ensure that the
necessary resources to implement the works as per approved MS, AHA and JHA have been
allocated.
> The Project Engineer shall ensure that the site preparation activities are conducted according
to the approved Method Statement and that all in-situ testing as required by Inspection and
Test Plan are resourced and implemented. The PE shall follow up SE and construction team for
the proper and timely execution of the works.
> The Material Engineer will ensure that the materials being used are in accordance to the
Project specification and tested through TPI and forward all the results to the QS Section in
order to submit with Inspection Request for approval.
> The QA/QC Engineer liaise with consultant site representative for conducting Inspection on
day to day basis upon receive Inspection request through Site Engineer.
> The SE/Foreman is responsible to organize the work in a safe and efficient manner, including
all safety requirements and PPE, implementation of the work as per the MS and the ITP.
> The Site Engineer shall report to the Project Engineer and confirm, day to day, all the Work
Inspection Request (WIR) status approved by the Consultant representative.
> Responsibility of the Survey Team is to perform all the required surveying activities required
to achieve target dates and confirm the survey part of the Inspection request are approved by
Consultant.
> HSE Inspector / Officer Ensure safe work procedures implemented and followed, provide
required tool box talk, verify site activities are followed RA, Stop all unsafe work activities.The Employer

Method Statement Review, Approval and Communication
Method Statements shall be reviewed and approved internally by the Project Manager and EHS
Lead Engineer being issued for site operation, The assigned Construction Manager shall ensure
that the method statement and risk assessments are communicated to the site execution team.
Records and signatures shall be maintained by the Construction Manager.
Job Safety Analysis (JSA) and Task Briefing
Tob safety analysis and task briefing shall be completed by Construction Manager along with all
staff involved on the Storm water activities. JSA’s shall be communicated to site team by the
area Project Engineer/Site Engineer/General Foreman/Foreman prior to commencement of
works and at regular intervals thereafter or after any significant change in the location, activity,
personnel, equipment, climate, etc. All persons attending JSA briefings shall sign the TSA
attendance form. Supervising consultant personnel shall attend JSA/Task briefings.
Risk Assessments
The Project Manager and HSE Manager shall identify the potential hazards before starting any
activities on project site and they will plan a proper safety procedures and measures to mitigate
or eliminate these defined hazards. A thorough risks assessment shall be carried out whereby
various activities are identified clong with their possible dangers and hazards. The existing
controls are checked for adequacy and if it requires an additional controls and resources to
mitigate the consequences of possible incident, DECC shall deploy and provide such measures. _|

Risk assessments shall be produced for all tasks described in this method statement. Risk |
assessments shall be communicated to the workforce prior to commencement of works.
Risk assessment is attached as annexure with this method statement.
Permit to work (PTW)
The purpose of this procedure is to provide a safe system of work in the Site, and to give
guidance to those carrying out the work. The Construction Manager have the overall
responsibilities for ensuring this provision are made for the implementation of safe systems of
work. A duly signed PTW shall be available in the work location
Inspection and Monitoring
The EHS Lead Engineer shall ensure that inspection and monitoring is carried out in accordance.
with DECC Project Health and Safety Plan. All inspections and monitoring to be recorded
Personal Protective Equipment
PPE shall be worn at all times and shall be reinforced by site supervision at all times. The PPE
requirements are Hard Hat, Steel Cap Safety Boots, and High visibility vest, safety glasses and
gloves. The Project EHS team shall be responsible for the selection and issue of mandatory PPE.
All job specific PPE shall be provided by the Construction Management through the Stores.
Competence and certification
UG services locator operator shall be 3" party trained and competent.
All drivers shall be holding valid UAE license and defensive driving training.
All Plant and Equipment operators shall be holding valid UAE driving license and approved Third
Party Certificate,
All Plant and Equipment shall have a valid Third-Party Inspection Certificate
Flagman- Internal Flagman training course.
Plant and Equipment
The Plant Manager shall be responsible for ensuring that all vehicle& equipment used by the
Construction Team are in good condition, preventative maintenance is performed, holding valid
registration documents, insurance coverage and 3" party inspection & test certificates. All heavy
vehicle & equipment shall be fitted with audible reverse alarm and revolving warning lights. Fire
extinguisher shall be provided for all plant and equipment DECC Lead EHS Engineer shall carry
out periodic inspection of fire extinguishers.

All plant and equipment shall maintain a buffer zone to avoid interaction, in addition situational

loading, unloading requirements, any specific risks and any additional relevant information.
DECC management shall establish appropriate dedicated vehicle parking areas for delivery /
collection vehicles. Parked vehicles shall be turned of f with hand brokes on.
DECC shall ensure the following:

> Site access roads will be designed to minimized reversing operations by having one-way system
and assigning turning points.
> Site access roads shall be maintained by the construction team at all times. All reversing
movements shall be controlled by competent flagman.
> Control of traffic routes and priorities shall be established and separated where practicable
between normal site traffic and heavy earthmoving plant. Loaded plant shall have right of way
at all times, and procedures for reversing and maneuvering shall be implemented and shall
include the use of audible alarms on dump trucks and banks men where necessary. Particular
attention shall be paid to plant operator ‘bling’ areas where plant is maneuvering in confined
areas,
> Traffic Signage shall be provided on access roads ie. Danger Excavation, Heavy Vehicle
Movement, Heavy Vehicle Crossing, Speed Limit, Hump/ Ramp, Men at Work, etc. by the
construction team,
> All vehicle driver, Heavy equipment operators/drivers, Plant and Equipment operators shall
follow all traffic management signage’s and project speed limits.
> Flagmen's on fixed location will be provided with shades and drinking water. All flagmen's will
be positioned on safe locations.
> Pedestrian movement will be segregated using necessary measures (Hand barricading,
demarcations, signage, etc.) from vehicles and equipments.
Training
The Project Health and Safety Plan contains the EHS Training Matrix for the project. The
Project Manager is responsible for ensuring that time is allocated for the delivery of the project
training matrix. The EHS Manager/Engineer is responsible for the delivery of the training. All
necessary training and certifications will be obtained for operatives and supervisors prior to the
commencement of activities. If Employer/Supervising Consultant inspection are needed,
Employers/Supervising Consultant inspectors will be provided with necessary training and
briefing prior to the commencement of inspection and training/briefing records must be sent to
Supervising Consultant HSE representative.
Third Party certification training is required for all person operating service locator equipment.
Full list of Environment, Health and Safety training requirement are listed on the Project Health
and Safety Plan.

Disciplinary Procedure
Project personnel and subcontractor personnel who violate the EHS requirements shall be
subject to the Disciplinary action procedure. A full copy of the disciplinary procedure is
contained in the Project Health and Safety Plan. The disciplinary procedure applies to all
personnel irrespective of position and seniority.
Hazard Warning Signage
Applicable Hazard warning signage’s shall be provided on site (Excavation signs, Men at Work,
Speed Limit, Emergency Number, Emergency Response, etc.) by the Construction team.
Environmental
Litter and waste shall be controlled by disposal into designated covered skips/ containers. Waste
collection, transportation and disposal shall be carried out only by companies registered with
ECS Dubai Municipality.
Wastes generated during the Dewatering works (food wastes and other) shall be collected at
site and disposed through waste skips, The construction teams shall be responsible for ensuring
this happens. Fuel and oils will be stored in bunded tanks and waste oils will be collected and
disposed of by a licensed specialist contractor. Static plant, i.e. compressors, generators and
pumps, will be sited over drip trays. Approval will be obtaining approval (permit for discharge
point) for discharge of water pumped through dewatering Ground water shall be pumped away
and disposed of as directed in the discharge license. Refueling of plant will not be carried out
adjacent to water courses or rivers and mobile refueling bowsers will be equipped with spillage
kits, containing absorbent mats and granules etc., for which specific training in their use has
been provided by the manufacturer. Maintenance of plant all vehicle, plant and equipment will be
carried out at designated places, Spill kits will be carried by the maintenance team.
Weather Condition
Work shall not commence or continue in case of poor weather or visibility
Welfare Arrangements
The Project Manager will be responsible to ensure the provision of adequate resources for
welfare facilities on the project.

Drinking Water
+ Adequate water dispensers with provision of cold drinking water will be provided.
The water dispensers will be located at all shaded rest areas and of fices;
> Chilled drinking water will be provided at suitable points and marked “drinking water* using
the applicable languages required.
> Filtered will be available by maintaining water supply lines with filters, and that filters are
cleaned, replaced twice per week and records are kept.
> Water storage tanks are cleaned and maintained on monthly basis.
Drinking water will be provided in personal water bottles (BPA free) for all personnel on site,
> Drinking stations will be available at an approachable distance

Sanitary Facilities
DECC Project Management will ensure that appropriate welfare facilities are provided
‘and maintained according to the size of the workforce and nature of the work on the
project.
> DECC will provide an independent toilet with the mobile sewage system and with running
water,
> The site toilets shall be cleaned and sanitized on regular basis and the results of inspection
recorded,
> Toilets will be available at an approachable distance
Facilities for shelter and taking meals
DECC will make the following provisions:
> Provide sufficient and conveniently accessible air-conditioned rest areas closed to work area
> Eating on site is strictly prohibited, all workers will be taken on air-conditioned dining halls
with air-conditioned food storage areas.
Prevention of Heat Stress/ Heat Stroke
Heat Stress/ Heat Stroke are one of the main occupational health issues in
construction sites during the summer days, A Heat Lliness protection plan has been
developed prior to commencement of works, To prevent heat stress and heat stroke the
Project Manager will appoint a water superintendent prior to works commencing.

Emergency Arrangements
The (ERT) role is to manage any emergency situation which may arise on site. The ERT team shall
help to minimize any human suffering and economic losses that can result from emergencies.
The Emergency Response Plan is detailed in Project Health and Safety Plan.
Emergency number and response measures shall be displayed at worksites.

> Duty phone Holder responds to call and confirms details from caller
> Duty phone Holder assumes control stating he is the Person In Charge (PIC)
> PICalerts other ERT members to the scene
> PIC or other ERT member carries out an assessment and takes appropriate action
> PIC calls ambulance if necessary
> The PIC may also decide to call an external emergency services such as fire brigade or civil
defense ambulance service
> PIC instructs members to bring appropriate equipment i.e. first cid bag, rescue equipment,
chemical spill kits etc.
> PIC arranges crowd control/ security/ access egress issues.
> PIC announces end of drill and informs ERT Leader and senior construction manager of the
emergency Incident Reporting to Employer /PMC/ Supervisory Consultant
Arrangements by DECC to Report Incidents to Employer /PMC/Supervising Consultant,
DECC will inform Employer /PMC/Supervising Consultant in the event of the following.
> Fatality-Immediate
Serious/ lost time injury - within 30 minutes’ medical treatment injury
First Aid Cases - in monthly report
Significant near miss - within 30 minutes
Any environmental incident that requires the DECC to report to Dubai Municipality.

In all of the above cases the DECC HSE Engineer will notify the Employer / Supervisory Consultant by
telephone call and SMS immediately. DECC will prepare within 24 hours, an initial report, describing the
incident and issue to Employer / Supervisory Consultant. In the event of a serious injury or a significant
near miss/ environmental event, DECC will submit a detailed written investigation to Employer /
Supervisory Consultant within 72hours in the. In the event of a fatality a detailed written investigation

working days. In cases where sub-contractors are appointed, DECC shall ensure that the reporting
requirements of the relevant authorities and Employer are met. All incident records will be securely

8. Method / Procedure
8.1 Mock - Up
Prior to Fabrication, a Mock-up shall be installed at site which is made under approved sample submittal to
demonstrate aesthetic effect as well as qualities and material of execution.
‘The Mock up sample shall be approved by the engineer before installation of all the assembly for the
mentioned plots.
8.2 DELIVERY OF STORAGE AND HANDLING
* Deliver all items such as Wardrobe cabinet & other items to complete the assembly with protection cover
against dust.
© The internal shall be quality constructed at factory prior to delivery free from any defects. Any item shall
be replaced if found damage by Prestige Team.

‘© Storage of materials at building site should be under with flat form with 10cm height from ground or out
flat surface. Packaging shall be kept dry and shall be stock of 6mm spacer for installation and air
circulation.
8.3 FABRICATION
8.3.1 Wardrobe Cabinet
All MDF Carcass, Shutter, & Drawer should be cut by using cutting equipment according to the
cutting list.
These edges shall be clean from dust or dirt for lipping.
Covered with Polythene Sheets for protection for dust.
Ensure that proper markings are in place for identification.
8.3.2 Installation of Wardrobe Cabinet

Ensure that the following conditions are met:

b. The floor area is clean, dry and level.
Ensures the materials are in the right location according to the sizes.
Remove Packing Materials.
Assembling the Materials of Carcass.
Place Carcass and fix according to the approved shop drawing and ensures all are in leveled and
aligned. (The Maximum Tolerance of the Wardrobe Cabinet from the wall is 3mm),
Install the shutters.
Install the necessary accessories to completion.
Our site supervisor will check the complete Wardrobe Cabinet if all of the above procedure was.
