The figure above shows some information for the first technical speaker of the afternoon

session held on March 22, 2023, Wednesday at the Amphitheater of the Batangas Capitol. He is

Director Patrick T. Aquino, a Director IV at Department of Energy in the Philippines. Since he

cannot attend the face-to-face seminar, we, the attendees, still heard the topic or the things he

wants to share with us, via zoom. And his topic was all about “Updates on the Implementation of

the Energy Efficiency and Conservation Act”.

In this segment, Dir. Aquino first discussed the general provisions of the RA 11285. The

Act shall be known as the “Energy Efficiency and Conservation Act”. He also discussed some of

the definition of terms included in this Act. He emphasized the CECO or the Certified Energy

Conservation Officer who is responsible for the supervision of the facilities of Type 1 designated

establishments. And Certified Energy Manager for Type 2. He also included in his discussion the

roles and responsibilities of the 22 government agencies. All of them shall ensure the efficient

use of energy in their respective area.

The 22 government agencies are the following:

 COA  DOF  DOST

The RA 7638 which is also known as Department of Energy Act 1992 is an act that

create the DOE, rationalize the organization and functions of government and agencies related

too energy, and for other purpose. This Act was approved on December 9, 1992 that will ensure

a continuous, adequate, and economic supply of energy with the end.

The figure above shows the awarding of certificate to Dir. Patrick T. Aquino via zoom.

The certificate was awarded to him for giving his valuable time and expertise to the hundreds of

attendees of the seminar. The seminar was composed of various Electrical Practitioners as well

as the students from the University of Batangas, Westmead, and Batangas State University- The

National Engineering University.

The seventh session of seminar was held in the provincial auditorium capitol site

Batangas City last March 22, 2023. The third speaker of the session was Dr. Eric D. Tamondong,

PEE, a professional electrical engineer having a total of 22 years experience in manufacturing

operations and engineering & maintenance, project management and engineering compliance.

technical consultancy and expertise in electrical system design, power system assessment, energy

management & audit, facilities management & utilities and plant operations and maintenance.

In the introduction of his lecture on RA11258, the students were enlightened with the

knowledge that RA11258 is an act institutionalizing Energy Efficiency and Conservation,

Enhancing the Efficient use of Energy, and Granting Incentives to Energy Efficiency and

Conservation Projects. It goals to promote and encourage the development and utilization of

efficient renewable energy technologies and systems to ensure optimal use and sustainability of

the country’s energy resources. Reinforce related laws and other statutory provisions for a

comprehensive approach to energy efficiency, conservation, sufficiency, and sustainability in the

country; and ensure a market-driven approach to energy efficiency, conservation, sufficiency,

and sustainability in the country.

He begin his discussion by introducing what is an electrical engineer what they do after

graduation, then what can you expect from a job as an electrical engineer. After this he also

discuss the skills, we need to hone and master and who can we enhance our own skills. He tells

us that we electrical engineer design, develop, test, and supervise the manufacture of electrical

equipment, such as electric motors, radar and navigation systems, communications systems, or

power generation equipment. Thou, we have a long way a head us we just need to believe in our

selves that we can do it and continue to improve our selves.

In his discussion he mentions the three types designated in an establishments, were in

type 1 establishments range 500, 000 to 4, 000, 000 kwh annual energy consumption and it needs

to employ a Certified Energy Conservation Officer (CECO). While type 2 establishments range

above 4, 000, 000 kwh annual energy consumption employ a Certified Energy Manager (CEM)

type 3 establishments range 100, 000kwh but less than 500, 000 kwh annual energy

consumption. Certified Energy Conservation Officer (CECO) and Certified Energy Manager

(CEM) certifications will be issued by CHED while Certified Energy Auditor certification will

be issued by DOE.

TOPIC: Energy Audit and Management and Introduction to Upcoming Industry Professionals

The figure above shows some information for the third technical speaker of the afternoon

session held on March 22, 2023, Wednesday at the Amphitheater of the Batangas Capitol. He is

According to the RA 11285, Energy Conservation Officer or the Certified Energy

Conservation Officer (CECO) is a professional who obtains a CECO certification after

demonstrating high levels of experience, competence, proficiency, and ethical fitness in the

energy management profession. This professional is then in charge of overseeing and

maintaining the facilities of Type 1 designated establishments for the proper management of

energy consumption as well as any other tasks deemed necessary for the efficient and prudent

use of energy under this Act.

During this part of the seminar session, Dr. Jeddper de Castro already reaches the

responsibility and role of the government in conserving energy. As stated in the presentation, the

government must provide strategic direction and address market failures, but not dismantle

markets. It was clearly stated that the government has the obligation to support the market

problems specifically on energy. Also, considering the fact that long-term goals or plans must be

prioritized, government itself should be the creator of those paths that the market can follow.

Giving emphasis to the last part of the statement which is to do not override the current market.

It can be considered that the government should balance their decision while thinking about on

what could be the effect on it on the energy market. Simply saying that, government should

moderately control the market without destroying its current flow of system.

This was the last part of the seminar, to be specific the awarding of certificate to the

technical speaker. On the photo, the plaque was given to Dr. Jeddper de Castro. It contains the

appreciation and recognition to the resource speaker for his valuable time and effort on

conducting the session about energy conservation. Officers of the IIEE was the one who gave the

appreciation letter. This will conclude the 3rd session of the seminar that was conducted on the

auditorium of the provincial capitol.
