EXECUTIVE ORDER NO. 48
Series of 2022
REORGANIZING THE MUNICIPAL PEACE AND ORDER COUNCIL (MPOC)
WHEREAS, Amendments of Executive Order No. 08 dated July 15, 2013 reorganizing the
Peace and Order Council of the Municipality pursuant to Executive Order No. 739 dated
August 19, 2008;
WHEREAS, Executive Order No. 773 dated January 05, 2009 issued by Former President
Gloria Macapagal-Arroyo further reorganized the Peace and Order Council on the national,
regional, provincial, city, and municipal levels of government;
WHEREAS, Section (1) (d) enumerates the composition of the Municipal Peace and Order
Council;
NOW THEREFORE, I, MARY CLARE JUDITH PHYLLIS JOSE-QUIAMBAO,
Municipal Mayor of Bayambang, by virtue of the powers vested in me by law, do hereby
reorganize the Municipal Peace and Order Council of this Municipality, as follows:
Section 1. The composition of the Municipal Peace and Order Council shall be reorganized
and composed of the following:

Section 2. DUTIES AND FUNCTIONS. The Municipal Peace and Order Council shall
perform the following functions:
1.
Provide a forum fora dialogue and deliberations of major issues and problems affecting
peace and order, including insurgency;
Recommend measures which will improve or enhance peace and order and public
safety in their respective areas of responsibility, including anti-insurgency measures;
Recommend measures to converge and/or orchestrate internal security operations
efforts of civil authorities and agencies, military, and police;
Apply moral persuasion to and/or recommend sanctions against municipal/barangay
executives who are giving material and political support to communist rebels;
Monitor the provision of livelihood and indigenous population areas adopted to isolate
them from the remote rural and indigenous populations areas adopted to isolate them
from the communist rebels’ “Agitate/ Arouse; Organize and Mobilize” and ideological,
political and organizational works;6. Perform all other functions assigned by law, the President or the National Peace and
Order Council (NPOC). The Civilian Volunteer Organizations (CVOs) shall be
managed and supervised by the Municipal Chief of Police.
Section 3. PEACE AND ORDER SECRETARIAT. There shall be a Peace and Order
Council Secretariat which shall handle the administrative and technical activities of the Peace
and Order Council that is organized in the various administrative levels of the
government. ‘The Secretariat shall also undertake liaison and coordination of activities with
appropriate agencies of the government.
‘The Municipal Local Government Operations Officers shall act as the Secretary of the MPOC
and shall be assisted in its functions and duties by the regular staff of the Council Chairman.
Section 4, REPEALING CLAUSE. All prior issuances on the organization and functions
of the Peace and Order Council inconsistent herewith shall be deemed superseded by this
Order.
Section 5. EFFECTIVITY. This order shall take effect immediately.
