FOREWORD
The Department of Education-Schools Division Office of Albay remains committed
to provide quality education to the Albayano learners amid the public health emergency
due to COVID-19 through the implementation of Project NumerALS with PSDS Felma A. Bonito,
Development Academy of the Philippines (DAP) scholar as lead and SDS Norma B. Samantela,
CESO VI, as institutional partner.

With its continuous support to the national goal of producing numerate learners,
the scholar with the project team aim to develop numeracy assessment tools to be used as
entry and exit assessment tools for grades 1 to 10 learners in the schools of the division. These
tools provide baseline data on the numeracy skills levels of the learners in Mathematics of 556
schools in Albay. It also addressed the gap of non-existence of numeracy assessment tools in
the division. Moreover, the baseline data will serve as bases in planning, crafting and
redesigning programs for interventions or enrichment to help improve or enhance the
numeracy skills of the learners as well as improve the overall performance of the schools
in Mathematics.

To address the many challenges and to reduce the risks in the


development and implementation of Project NumerALS, the DAP scholar converged
and collaborated with different agencies and institutions for technical support. Part of
this is the content validation of the test items by University of the Philippines National
Institute for Science and Mathematics Education Development (UP NISMED) High
School and Elementary Mathematics Departments in coordination with Director Dr.
Aida Yap, Dr. Soledad Ulep, Edna Callanta and Math faculty. Bicol University College of
Education (BUCE) with Dr. Lorna Miña and team of faculty in Mathematics
were also engaged in the validation as to accuracy, social content and
language appropriateness of the tools. Their technical assistance highly
contributed to the refinement and quality assurance of the numeracy assessment
tools in preparation for online pilot testing and pen and paper conduct to target
schools. Partnerships with Department of Science and Technology - Science
Education Innovation (DOST-SEI) and Philippine Statistics Regional Office V (PSA
ROV) aimed to upskill and reskill the teachers on data analysis using technology
and data visualization using basic infographics for presentation, analysis and
interpretation of the data gathered from the testing phases. Home, school and
community shared accountability in supporting the learners in the administration of
the numeracy assessment. DepEd Albay Project NumerALS partnerships with
stakeholders created synergy by working as one to support, and in the long run, attain
the Sustainable Development Goal 4 - to produce not only literate but also numerate youths
in the country.

The mantra “Make every learner love Mathematics, ” ignited the mindset of the
team and fueled their energy in hurdling the new normal situation leading to the successful
conduct of the very first online and pen and paper numeracy assessment for learners in
grades 1 to 10. Amidst the unprecedented COVID-19 pandemic, the project team worked
together towards its realization to help Mathematics learners. This project, although an off
shoot of the DAP scholarship, was conceived out of love to every learner, a legacy of
love dedicated to the Albayano learners and teachers who are the target beneficiaries of
this endeavor. The Project NumerALS logo depicts a star that hopes to make every learner
spark to love and excel in Mathematics.
