1. Ideally, each one of these positions need to have a 1 page job description. This kind of Annexure A and Annexure B is really
hard to understand. This is not in line with market basics.
2. Information on who the person will report to (a Joint Secretary rank officer of the Government of India who heads a vertical/
or an Additional Secretary/in select cases, directly to the CEO, something like this + a brief description of what the Vertical in
which this specialist will be inducted does, and what its areas are should be there as a paragraph, or a sentence saying that
before applying, the candidates may familiarize themselves with this specific vertical. Internally while the mapping of position
and vertical may be clear, to the outsider it won’t be.
4. For all positions where PhD is a desirable qualification, in some of the positions, perhaps PhD needs to be minimum
qualification. Only then will NITI really attract specialists. In most disciplines you need a minimum of a PhD (usually 5-6 years
post masters degree) is required to become qualified to be called a specialist. For Knowledge Production areas like climate
change and so on. Expertise in implementation is different, over there perhaps years of work experience is important. But for
policy advice which is core NITI work, PhD should generally be a minimum requirement. Otherwise working on frontier topics
like climate change will be hard or quality of outputs will not be able to help niti compete internationally.
5. Where PhD is desirable, exactly specifying what is a publication track record is required. Simply mentioning university of
high repute is not ok. Many Indian IITs are reputed for their BTech programme but not for their PhD programmes. So the better
metric for quality is the quality of publications. if a candidate with a PhD has high quality publications (measured through
impact factor of a journal, or h-index of the author or through the value of a journal in an area, that will help the most).
6. This is a bit broader suggestion on strategy. Much of the positions in terms of their work requirements on daily basis, require
a good understanding of the political economy of sectors in addition to the science, and economics of the sectors. For example,
in transportation and sustainable mobility, it is common sense from science and economic stand point that high quality public
transport will help everyone. But doing that is not easy given automobile industry lobbying, and cultural preferences among
people to have own cars despite threats from climate change. a simple science or economics phd does not ideally train people in
these complex issues of political economy and politics. At NITI, whoever joins, needs to not only be subject matter expert in
their narrow areas, but also be reasonably qualified in understanding and acting upon the political economy.
7. In some cases, job descriptions contradict the requirements. While job is about the political economy of policy but the
requirement is scientific expertise. This is not to say that one does not need scientific expertise. that is a minimum requirement.
But above that beyond that, broader social science and policy understanding is required. The Job Descriptions are too
haphhazard it seems. they need to be structured. it is unclear from this document, what is a skill, what is a qualification, what is
a experience, what is a duty expected post recruitment. If these things are made crystal clear and presented as position wise one
pager, that will make things easy for the candidates.
8. In general, all senior specialists/specialists at a minimum need to know how to consume high grade peer reviewed research
from anywhere and everywhere in the world. That is a core skill required from all specialists. They should be consuming several
research papers a day. Ideally, specialists should also be able to produce new research. Producing new research or new advice
for policy makers is core work to be called “specialist”. That needs to be mentioned front and center in the job description.
