Introduction: Technology is defined as any tool, device,
program, or system that, when used in the
workplace, improves productivity, creativity, and
efficiency. Technology has become an integral part of
our culture. Our society is reliant on technology. It
has largely replaced much older technology that
made tasks easier.
In charge of keeping track of the resident's
records and issuing certificates. To renounce the
manual process in the Barangay Hall, such as
handwritten documents kept in a drawer, which tends
to use some record and an unorganized file. When it
comes to clearances, they use folders to store the file,
which can result in record loss. They had a slow
service because they used a manual system instead
of a computerized system for recording the files.
Web- based system makes it easier for people to
keep information safe and easy to retrieve. It is
accessible anywhere. This means the user can have
access on the data they need even though they are
away from the office as long as they have internet
connection. This system also easily shared. The data
is stored in one central location that can share to
others and together.
The proposed system will simplify and speed up
the process of accessing files and records that they
keep and store. It will be of great assistance to them
in reducing their workload, particularly with
transactions that the citizens of the said community
may require. To provide a detailed, reliable, and
secure storage of all data. The Web- Based Barangay
Certificate Issuance and Record Management System
aims to improve the way residents' records are
managed, issued certificates, and kept confidential.
This system facilitates the Barangay management by
allowing the client Barangay to keep their resident
records as complete and up-to-date as possible, as
well as easily accessible for verification, monitoring,
and reference purposes. This system's data, in the

form of comprehensive reports, is invaluable for


planning, program implementation, and other related
purposes.

Background of the Study: Barangay Mucdol is a small barangay in the


municipality of Dipaculao, Aurora Province.
Furthermore, the population of the barangay Mucdol
is 1,497, and the current chairman is Honorable
Barangay Captain Sony Nidoy. Barangay Mucdol
continues to rely on manual record keeping and
monitoring, which causes some issues. These are
some of the issues associated with manual record
keeping and monitoring. Slow record retrieval. Manual
record keeping is inefficient. Furthermore, because
files are stored in logbooks, they are freely accessible
to anyone; if information falls into the wrong hands,
the records can be manipulated, causing problems.
According to Granada K.J (2019) a detailed reliable
and secured keeping of all data Barangay Certificates
Issuance and Record Management System enhance
the way Of managing, issuing, certificate and keeping
all the resident confidential records. This system
facilities Barangay management by enabling the client
Barangay to maintain their resident records As
complete and up to date as possible and as easily
accessible for verification, monitoring and reference
purposes based on the available resident census data
kept by the client Barangay Data Provided by this in
the form of comprehensive report are invaluable for
planning program implementation and related
purposes.
Statement of the
Problem: Until now, they have relied on a manual process
to provide all services to their constituents. They
handled transactions manually every day, especially
getting Barangay clearance, certification, and
permits. Before completing a task, the constituents
who request it must go through a long process. For
storing files, updating, accessing data, and recording
expenses, they used folders and a log of papers. In
retrieving, recording, computing, and processing
financial and accounting data, the staff encountered
difficulties and a long and complex procedure.

It is important to solve the problem or issue

but to all residents. The Web- Based Barangay


Certificate Issuance aims to improve the way
residents' records are managed, issued certificates,
and kept confidential. We are now living on the
technology world on which many improved system
are being used. They can also save some money
from buying paper etc.
Objectives of the Study:
General Objective:

The main objective of the study is to develop


Web-based Barangay Certificates and Record Man-
agement System in Mucdol, Dipaculao, Aurora.

Specific Objectives:
The proposed system specifically aims to create
a user-friendly system for barangay employees,
provide faster retrieval of records, provide an
organized record keeping system, provide a secured
record keeping system, and determine if the proposed
system is economically, technically, and operationally
feasible.

It sought explanation to the following:

1. To develop Web-Based Barangay Certificate and


Record Management System in Mucdol, Dipacu-
lao, Aurora with accordance to different phases
of Waterfall SDLC Model.

Significance of the Study: The proposed system in this study will introduce
technology to a small local community, such as the
barangay hall, which currently records and monitors
that used manual techniques or a logbook. And the
individuals listed below will benefit from the proposed
computer system.

Constituents - This system will benefit the


constituents of Barangay Mucdol by giving more
reliable and faster operational or transaction
methods.

Barangay Employees - The proposed computer


system will greatly benefit barangay employees. The
barangay will have a more secure and manageable
method for facilitating all information entering and
exiting the system.

Future Researchers - Future researchers with similar


case studies may benefit from this study because the
results provide background information and may even
serve as a template to modify their research.

Proponents - We, as researchers, will benefit from


this study not only in terms of improving our
knowledge of designing computer systems, but also in
terms of understanding our community and its
problems to solve and provide a better idea for their
system.
Scope and Limitations:
The purpose of this system is to provide efficient,
reliable, fast, and accurate information in order to
provide good quality service, secure the client's file,

and ensure that services and information are provided


at the appropriate time in order to satisfy the client's
needs, provide a user-friendly working environment,
and generate more output. This system has a friendly
user interface, which allows you to learn about all of
the system's usability features. It prepares and prints
Barangay permits and certificates such as the
Community Tax Certificate and the Barangay
Clearance. It also handles fees like Barangay
clearance fees and others. It also allows for simple
record searching.
